Abstract

The implementation of the KLA policy in Cluster V special protection in Pemalang Regency lacks optimization, necessitating collaborative efforts for maximal effectiveness. This study aims to analyze Collaborative Governance processes and identify success factors in KLA policy implementation. The research employs qualitative methods, utilizing Ansell and Gash's Collaborative Governance theory and DeSeve's theory to indentify the successes factor. Data collection includes observations, interviews, and document analysis. Findings reveal face-toface dialogues by Tim Gugus Tugas KLA, fostering trust, positive policy image construction, and stakeholder engagement. Commitment to children's rights persists despite varying actor roles. While mutual understanding dissemination remains incomplete, it's addressed through socialization endeavors. Preliminary results indicate Pemalang Regency's in a Nindya predicates. The driving factors of Collaborative Governance include collaborative, transparent and participatory discussions, well-defined procedures, clear distribution of responsibility, stakeholder interdependence, and diverse communication channels. Inhibiting factors include resource limitations (human and budget’s resources), stakeholder inconsistency, complexity of stakeholder’s role and indicators, also the evolutionary of policy information. Recommendations include enhancing implementer quality trough involving child psychology experts, optimizing information dissemination, and expanding collaboration networks with private sector can be maximized

Abstract

Partnership is part of governance to carry out governmental functions in fulfilling public service needs. Public-private partnership is one type of partnership that can be conducted by the government based on its partnership arena, namely the private sector as an institution outside of the government. SPAM Semarang Barat is an example of a successful public-private partnership project in Indonesia, as evidenced by the timely completion of construction and successful implementation of operations from water production, processing, to distribution to the community without encountering issues such as debt, or defaults. At its inauguration, SPAM Semarang Barat has successfully produced water and reached 62,4% of its capacity of 1,000 liters per second to later serve 7,000 household connections. This success is attributed to the coordination and good partnership between PDAM Tirta Moedal and PT. Air Semarang Barat. This research aims to analyze the implementation operational aspect of public-private partnership in SPAM Semarang Barat and to identify the driving factors for the success of SPAM West Semarang implementation. This research used a qualitative descriptive method with data collection through observation, interviews, and documentation techniques. The results showed that the public-private partnership in SPAM Semarang Barat has achieved success based on four partnership success principles consisting of transparency and commitment, partnership oversight, negotiation, and role equality carried out by both parties in the operation of SPAM West Semarang. The driving factors for the success of SPAM West Semarang implementation consist of good governance through central government support programs in capacity development and legal certainty

Abstract

The current parking management strategy in Purworejo Regency requires synergy between various parties. This research aims to analyze parking management strategies and identify strategic planning stages. Method with a qualitative descriptive approach. The results of this research show that the parking management strategies carried out have mostly been running optimally, this is proven by the strategies and programs carried out through planning with target determination, movements to ensure the smoothness and safety of parking services, movements for monitoring in the field and supervision carried out in two directions. Problems are still found in the strategic planning stage, including the internal environmental analysis stage regarding the resources available which is still not optimal because there are still many employees who have honorary status. The strategy formulation has not been implemented optimally because it has not yet switched to an e-parking system due to the minimal quantity of human resources. The research is in accordance with the objectives of parking management regulations to improve order, security and comfort in parking lots, so that it can provide great benefits to the community and local government. The recommendation that can be given is that the Transportation Department carries out job training for employees with honorary status so that they are able to keep up with technological developments to improve the quality of employees and provide maximum service to the community

Abstract

Employee performance refers to the achievement of employee goals and responsibilities in an organization. In carrying out its duties and authority, there are still complaints from the public regarding the services provided by the Pemali Juana River Regional Office. Apart from that, it was also found that there were actual activities that were not in accordance with the proper targets, which indicated that employee performance was still not optimal. Therefore, employee performance must always be improved in order to create good public services for the community. This research aims to analyze the influence of awareness, desire, knowledge, ability, and reinforcement on employee performance. Carried out through explanatory research with a total of 85 respondents, data collection was carried out using a questionnaire with a Likert scale and analyzed through descriptive analysis, validity test, reliability test, classical assumption test and multiple linear regression. The findings show that there is a significant positive influence between the ADKAR model variables and employee performance, with awareness showing the highest influence at 51.9%, desire at 21.5%, knowledge at 35%, ability at 43.7%, and reinforcement at 22% . Suggestions from this research improve the strengthening strategy in the ADKAR model to ensure successful implementation of sustainable change. In addition, it provides training to employees on time management, problem solving, and skills relevant to their duties.

Abstract

Pariwisata merupakan sektor yang ikut berperan penting dalam usaha peningkatan pendapatan. Objek wisata di Kota Semarang yang menarik salah satunya yaitu Hutan Wisata Tinjomoyo. Hutan Wisata Tinjomoyo berada di bawah naungan dari instansi pemerintah yaitu Dinas Kebudayaan dan Pariwisata Kota Semarang. Masalah yang sering dijumpai pada aspek pariwisata khususnya di Hutan Wisata Tinjomoyo adalah belum baiknya infrastruktur sarana prasarana, kurangnya publikasi dan promosi, kurangnya sumber daya manusia yang berkualitas, kurangnya investasi, kurangnya daya tarik wisata. Maka dari itu, diperlukan strategi untuk mengembangkan pariwisata di Hutan Wisata Tinjomoyo. Penelitian ini bertujuan untuk menganalisis lingkungan internal dan eksternal menggunakan SWOT dan menganalisis isu isu strategis dengan menyelaraskan strategi eksisting. Metode penelitian yang digunakan pada penelitian ini adalah deskriptif kualitatif dengan menggunakan sumber data primer yang diperoleh melalui wawancara dan observasi di lapangan serta data sekunder. Pada penelitian ini peneliti menggunakan Analisis SWOT sebagai instrumen untuk menganalisis isu strategis. Hasil dari penelitian menunjukan bahwa pengembangan pariwisata pada Hutan Wisata Tinjomoyo belum dapat dikatakan optimal dikarenakan belum terimplementasi regulasi yang berpedoman pada Rencana Strategi Dinas Kebudayaan dan Pariwisata Kota Semarang yaitu pengelolaan keanekaragaman hayati di Hutan wisata Tinjomoyo dan kebijakan mengenai pembangunan Jembatan Kaca. Sehingga dibutuhkan strategi untuk meningkatkan potensi wisata yang ada di Hutan Wisata Tinjomoyo. Strategi yang disarankan antara lain dengan meningkatkan kerja sama dengan berbagai stakeholders guna meningkatkan daya tarik wisata dan mengoptimalkan anggaran yang diberikan untuk mewujudkan sarana prasarana yang inovatif dan mempromosikan wisata Hutan Wisata Tinjomoyo.

Abstract

The city of Semarang, as an urban area, is not free from the problems of population density, slums and squatter settlements. Rusunawa Kaligawe was built to provide livable and affordable housing for MBR (Low Income Communities). The current condition is no longer suitable for the purpose of providing flats, namely providing adequate housing for MBR. Rusunawa Kaligawe is less than optimal in management, thus leading to a decline in the quality of housing. The aim of this research is to analyze the implementation of Rusunawa management policies and analyze the factors related to the implementation of Rusunawa management policies. The research method used is descriptive qualitative. The management of the Kaligawe Rusunawa has not been effective because it has not created adequate housing. Efficiency has not been achieved, the government has not been able to provide adequate housing from the budget provided, so management has not been able to achieve maximum effectiveness. Based on the physical environmental conditions and the role of institutions, it is not enough to provide adequate housing in Kaligawe Flats. However, judging from its connection with other areas, the location of Rusunawa Kaligawe is a strategic area. Residential units in Rusunawa Kaligawe can be distributed evenly to the target group, but there has been a change of ownership. The responsiveness of Rusunawa management has not been achieved because it has not been able to satisfy the residents and there has never been a social empowerment program from the management.

Abstract

Pati Regency ranks 95 out of 394 cities or districts for flood disasters. This proves that the highest natural disaster threat, as well as the most vulnerable one in Pati District, is flood alarms that often occur during the rainy season every year. During the years 2020–2022, flood disasters in Pati District continued to increase, both in terms of the affected area, the depth of water, and the duration of the water receding. Up to this point, the Regional Disaster Management Agency of Pati District, as a department responsible for addressing the phenomenon of floods, continues to strive to mitigate these occurrences. The purpose of this study is to describe and identify the supporting and inhibiting factors of the Regional Disaster Management Agency of Pati District in flood disaster management. The research method used is qualitative descriptive using management theory, according to George R. Terry in Harsuki 2012, p. 79. Based on the disaster management conducted, several functions have been well executed, including planning, organizing, and mobilizing. The implementation of flood disaster management is carried out collaboratively with local departments, stakeholders, and volunteers. However, there are obstacles in the supervision function, namely the lack of scheduled organizational performance evaluations. Other obstacles include a lack of facilities, personnel, and budget for the Regional Disaster Management Agency of Pati District.

Abstract

SAKTI application was implemented by the Kediri City Population and Civil Registration Department as an innovative solution aimed at improving service quality and overcoming various public service problems. However, there are some problems with the application such as software unresponsiveness, frequent errors due to the lack of data integration, and low adoption rates. This research aims to analyze the innovation of the SAKTI application and the factors that encourage and inhibit it. The research was conducted using a qualitative descriptive method, involving data collection techniques through interviews, documentation, and observation. The innovation theory according to Rogers is used to analyze the SAKTI application innovations, which are identified through 1) aspects of innovation characteristics, including relative advantage, compatibility, complexity, trialability, and observability; 2) Communication channel aspects, and 3) Social system aspects. Fontana, Harrington Emerson, and Mulgan&Albury's theory is used to analyze the factors that drive and hinder the innovation of the SAKTI application. The results of this research show that SAKTI application innovation has made it easier, faster, and more affordable, thereby improving the quality of services by the Kediri City Population and Civil Registration Department. However, some people are still unable to use the application due to a lack of access to compatible devices or insufficient technological skills. The driving factors of innovation are driven by organizational factors that can provide adequate infrastructure and human resources factors that are competent in providing services. Technological factors becomes the inhibitor of the innovation due to network system errors and the public's lack of understanding of the SAKTI application causes administrative barriers.

Abstract

Urban Farming is one of the community empowerment initiatives in agriculture implemented by the Semarang City Government. The program aims to reduce poverty, improve community skills, and serve as a learning and human resource development tool in the agricultural sector. The Urban Farming program is also a strategy to improve food security amidst limited land and increasing food demand due to rapid population growth. By utilizing small lands such as home yards, this program is expected to make a significant contribution. This study is a descriptive qualitative research that aims to describe the implementation of Urban Farming program in Bambankerep Village, Ngaliyan Sub-district, Semarang City. Based on the research results, the implementation of the Urban Farming program in Bambankerep Village has not been well implemented. The implementation of the Urban Farming program has not yet reached the aspect of compatibility between implementers and users. In terms of achieving results, it has not been achieved optimally and the community cannot feel the results optimally due to several obstacles faced related to human resources, facilities and infrastructure and other problems. Recommendations from the results of this study are the need for the government to pay more attention and embrace the Women Farmers Group (KWT) in an effort to implement Urban Farming, especially by improving communication between KWT members and increasing the awareness and enthusiasm of members of the Women Farmers Group (KWT), the need to fulfill infrastructure needs, and the need to develop SOPs that specifically regulate the implementation of the Urban Farming program.

Abstract

Semarang City Regulation Number 2 of 2014 Article 39 paragraph (1) states that the community participates in the decision-making, implementation, and supervision processes in household waste management activities as well as similar waste management conducted by the Regional Government. Waste management can be realized through waste bank activities which require community participation. Ngudi Lestari Waste Bank is one of the waste banks in Semarang City that requires community participation, ranging from contributions to waste management responsibilities. This study aims to analyze community participation and identify the driving and inhibiting factors of community participation in waste management at Ngudi Lestari Waste Bank. Data collection techniques include observation, interviews, and documentation. The data obtained are analyzed using triangulation techniques. The results show that the community has participated in contributions, organization, roles, actions, and responsibilities, but overall, it has not been maximized due to several waste management stages carried out by waste bank officers. The biggest driving factor for community participation is internal factors such as willingness, ability, and awareness, while external factors are driven by mass media. Internal factors that do not hinder participation include employment, education, and gender, while external factors that hinder participation include mass media. It is hoped that the waste bank can make various efforts to increase community participation in the future so that waste bank activities can run smoothly and maximally.
