Abstract

Taxes, including motor vehicle taxes, are crucial for national revenue and societal welfare. Local governments have the authority to manage taxes according to the law to support regional autonomy. Despite increasing numbers of vehicles, tax revenues remain suboptimal due to taxpayer non-compliance. The SAKPOLE application was introduced to facilitate online tax payments but faces technical challenges and low public understanding of technology. The aim of this research is to assess the Level of Interest and Participation of the Community Towards the Effectiveness of Understanding the Service of the Online Vehicle Tax Administration System (SAKPOLE) in Semarang City. The study used a sample of 100 respondents selected through simple random sampling. Data were collected via questionnaires and analyzed using validity and reliability tests, multiple linear regression analysis, t-tests, F-tests, and coefficient of determination. The findings indicate that both partial and simultaneous levels of community interest and participation significantly influence the effectiveness of understanding the SAKPOLE service in Semarang City. Samsat Kota Semarang needs to enhance public participation in providing feedback on SAKPOLE services and ensure better transparency of information. The community should actively participate in SAKPOLE workshops and enhance their technological literacy. Future research should broaden the scope of study variables, use larger samples, and adopt diverse research methodologies to comprehensively understand SAKPOLE usage.

Abstract

The high incidence of child abuse places the city of Bekasi as the third highest in West Java Province in 2023, with a total of 220 cases. Therefore, the Bekasi City government has taken steps to prevent and reduce child abuse through Bekasi Mayor Regulation Number 01 of 2021 concerning Child Protection in Bekasi City. This study aims to determine the implementation of the Bekasi City Government's policy in protecting children from abuse and to identify the factors influencing its implementation. The method used in this research is descriptive qualitative, with data collection techniques through interviews, observations, and documentation. This study employs Van Meter and Van Horn's policy implementation theory. The results of this study indicate that the implementation of the child protection policy against violence in the field is still not optimal due to several obstacles, namely, the lack of coordination and collaboration between agencies, low community participation in counseling, limited staff in the field of child rights fulfillment and in the field of prevention and handling of violence against women and children, and communication barriers with related agencies. The recommendations provided by the researchers include the need for additional educational and health facilities, regular monitoring, the immediate establishment of the P3A Technical Implementation Unit in Bekasi City, prioritizing the construction of physical child protection homes, and developing clear SOPs for the management of child protection homes.

Abstract

Population administration services involve the management and regulation of population information within a country through data collection and civil registration activities. These services aim to provide data relevant to public interests, development, and government affairs. The Population and Civil Registration Service in Dairi Regency is a governmental organization responsible for administering population services at the regional level. This research seeks to analyze service delivery and identify obstacles faced in providing population administration services at the Dairi Regency Population and Civil Registration Service in North Sumatra. The research employs a descriptive qualitative approach, utilizing data collection methods such as observation, interviews, documentation, and literature review. The analysis utilizes the Servqual theory by Valerie A. Zeithaml, which encompasses tangible, reliability, responsiveness, assurance, and empathy dimensions. The findings indicate that population administration services at the Dairi Regency Population and Civil Registration Service generally meet the standards outlined in the Decree (SK) of the Dairi Regency Population and Civil Registration Head Number 011 of 2022. However, challenges persist, particularly in achieving the goal of efficient online services due to low utilization rates of applications by the majority of the population. Moreover, offline services suffer from inadequacies such as insufficient waiting room space and form-filling facilities. Recommendations include intensifying socialization efforts across all societal levels, especially regarding online services, enhancing public awareness of the Jempol (jemput bola) program in Dairi Regency, and implementing rigorous monitoring and supervision of all personnel, particularly those at the TPDK, to ensure continued service quality.

Abstract

This study focuses on the implementation of the Desa GISA innovation launched by the Department of Population and Civil Registration (Dispendukcapil) of Semarang Regency to bring administrative services closer to the community and make them more accessible, including the issuance of Child Identity Cards (KIA). Although this innovation was designed to increase KIA ownership, data shows that KIA ownership in Semarang Regency actually decreased in 2022, placing it as the eighth lowest in Central Java Province. This study aims to analyze the implementation of the Desa GISA innovation in KIA services and to identify the supporting and inhibiting factors. The study uses Van Meter and Horn's policy implementation theory and a qualitative descriptive approach, with primary data from interviews and secondary data from other sources. The findings reveal that governance and infrastructure are not yet optimal due to mismatches in document processing times and inadequate facilities. However, the competence of human resources, working relationships, and innovation development have achieved optimal results. The inhibiting factors in the implementation of the Desa GISA innovation include a lack of resources and low public awareness in managing population documents. Supporting factors include the implementers' understanding of standards, political support, effective inter-organizational communication, and the absence of fees for document processing. It is recommended that Dispendukcapil enhance socialization through social media and provide training for officials to optimize the implementation of this innovation.

Abstract

Batang Regency had significant challenges related to waste management. The amount of waste in Batang Regency was quite large, but its management was still not optimal, as evidenced by the spike in daily waste tonnage from 150-200 tons in 2018-2019 to 500 tons in 2023. This research aimed to analyze waste management by the Environmental Service (DLH) of Batang Regency. The research method used was descriptive with a qualitative approach, with data sourced from interviews with informants and documentation, as well as data analysis using triangulation. The research results showed that although regulations such as Law No. 18 of 2008 and Regent's Regulation No. 40 of 2019 existed, their implementation was not yet optimal in dealing with the increase in daily waste volume. DLH faced significant challenges in managing B3 waste, which was generally handled by the private sector, as well as expanding efforts to increase public awareness through outreach and collaboration with waste banks. The DLH organizational structure, including the Regional Technical Implementation Unit (UPTD), showed quite good performance, but still required improvement in human resource qualifications and training to optimize waste management in Batang Regency.

Abstract

Simplification of the licensing system has been implemented by the government through the application of the electronic-based licensing system, Online Single Submission Risk-Based Approach (OSS RBA), which classifies business levels based on risk. According to data from the Department of Cooperatives and SMEs of Semarang Regency in 2023, out of a total of 85,990 MSMEs in the region, only 14,307 (16.6%) have obtained business licenses. Moreover, the absence of a digital Detailed Spatial Plan (RDTR) and supporting OSS systems has made the KKPR process and licensing verification complicated and complex. This study aims to understand the implementation of the OSS RBA system in business licensing services at the DPMPTSP of Semarang Regency and the factors that influence it. The method used in this research is qualitative descriptive, with data collection techniques including interviews, observations, and literature studies. The study employs Van Meter & Van Horn's policy implementation theory. The results show that management and infrastructure have achieved optimal outcomes. However, human resources are still inadequate because staff members lack proficiency in the system, hindering their ability to provide assistance. Furthermore, work relationship structures and the development of support systems have not yet yielded optimal results. The inhibiting factors include the complexity of the OSS migration process and inter- organizational communication issues, as many technical departments do not fully understand the OSS system, lack clear SOPs, and have human resources that do not meet the required competencies. Meanwhile, the supporting factors include the characteristics of the implementing organization, the attitudes of the implementers, and the socio-economic and political environment. The recommendations provided in this study include the enhancement of human resource capacity with a focus on the use of information technology, the acceleration of digital RDTR preparation, and the rapid development of support systems to integrate manual licensing and track licensing verification.

Abstract

DKI Jakarta is the province with the highest number of traffic violations in Indonesia every year, as seen in the 2022 National Police data (Pusiknas) reaching 655,176 above East Java, West Java, Central Java and Banten. The police, which has a big responsibility in handling traffic problems, has made a breakthrough, namely ETLE which is also the application of e-government in the ticketing system. ETLE itself is regulated in Law Number 22 of 2009 Article 272 on Road Traffic and Transportation. The purpose of implementing this ETLE policy is to increase public awareness in traffic and to always monitor traffic violations anywhere and anytime so that the safety and security of the public of motor vehicle users is guaranteed. This study aims to find out the implementation of the ETLE policy and what are the inhibiting factors in the process of implementing ETLE in DKI Jakarta by Polda Metro Jaya especially the Directorate of Law Enforcement Sub-Directorate. The method used in this study is a qualitative method where in collecting data using the interview and observation methods and the analysis is in the form of a descriptive form, namely in the form of describing the phenomenon of ETLE implementation in DKI Jakarta in the enforcement of traffic violations. Based on the results of the research, the implementation of ETLE in DKI Jakarta is carried out by recording traffic violators both using static cameras as well as mobile cameras, sending a confirmation letter of violation to the address of the traffic violator, as well as ticket payments that can be made online or offline. The obstacles faced in the implementation of ETLE in DKI Jakarta are the lack of resource facilities such as cameras where the procurement still receives grants from existing stakeholders, namely DISHUB and the lack of public awareness in traffic because the ETLE system itself is still inaccurate.

Abstract

Manajemen pengaduan masyarakat dibutuhkan untuk menanggapi keluhan- keluhan yang terjadi di dalam penyelenggaraan pelayanan publik. Dalam keberjalanan penyelenggaraan pelayanan publik tentunya dibutuhkan pengaduan masyarakat sebagai bentuk refleksi pelayanan publik yang telah terlaksana dan diberikan kepada masyarakat. Dinas Komunikasi dan Informatika Kota Tegal menyeidakan pelayanan pengaduan untuk masyarakat Kota Tegal dengan menggunakan aplikasi SP4N Lapor. Namun, dalam pelaksanaannya terdapat beberapa kendala seperti responsivitas admin SP4N Lapor, sosialisasi yang kurang inklusif, dan terjadinya error pada aplikasi. Penelitian ini bertujuan untuk menganalisis manajemen pengaduan masyarakat Kota Tegal melalaui aplikasi SP4N Lapor serta mengidentifikasi faktor – faktor yang berkontribusi pada pelaksanaan pengelolaan pengaduan masyarakat Kota Tegal melalui aplikasi SP4N Lapor. Penelitian ini menggunakan teori manajemen oleh George R. Terry. Penelitian ini menggunakan metode kualitatif dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa dari segi planning Dinas Komunikasi dan Informatika Kota Tegal sudah melakukan upaya rencana aksi, akan tetapi penyelenggaraan sosialisasi belum sampai kepada masyarakat. Organizing juga sudah dilakukan dengan memiliki steruktur organisasi dan pembagian wewenang yang diatur dalam peraturan Wali Kota Tegal. Actuating sudah dilaksanakan dengan memberikan tindak lanjut kepada pengaduan yang masuk, akan tetapi terkendala jika terdapat pengaduan tentang infrastruktut. Dari segi controlling, setiap di penghujung tahun, kinerja Dinas Komunikasi dan Informatika Kota Tegal mendapatkan evaluasi dari pihak Pemeintah Provinsi dalam bentuk laporan capaian kinerja. Faktor yang berkontribusi antara lain seperti man yaitu menunjukkan SDM yang memiliki komitmen yang kurang, money menunjukkan anggaran yang dimiliki terbatas, method yang menunjukkan metode yang digunakan ialah koordinasi dengan OPD melalui whatsapp. Rekomendasi yang diberikan ialah meningkatkan kompetensi SDM, memberikan pemberitahuan ketika terjadi error pada aplikasi, melakukan sosialisasi secara inklusif.

Abstract

Stunting is a serious public health problem, especially in children under five, which can have an impact on physical growth and suboptimal cognitive development. The city of Samarinda faces serious challenges related to the high stunting rate, requiring an effective policy response from the local government. This study aims to analyze the implementation of the policy to reduce stunting cases carried out by the Samarinda City Health Office. In an effort to reduce stunting in Samarinda City, the Government issued a regulation through Mayor Regulation No. 102 of 2021 concerning Stunting Reduction in Semarang City and became a guideline in this study. The purpose of this study is to analyze the process of policy implementation and the driving and inhibiting factors for the reduction of stunting in Samarinda City. This research uses a descriptive – qualitative method with data collection through observation, interviews, and documentation. The Samarinda City Health Office has been done well, by holding a program to increase nutritional awareness and understanding of the importance of balanced food consumption patterns, making several programs to reduce the Stunting Prevalence rate in Samarinda City such as GERMAS (Healthy Community Movement), ISIPIRINGKU, and then there is for adolescents, namely Nutrition Action. resources, disposition and bureaucratic structure. Researchers suggest to improve Holding periodic training for health workers and policy implementers, Equipping health centers and posyandu with adequate and modern health equipment to support better health services.

Abstract

Violence against children is a serious legal and moral issue that causes both physical and psychological suffering. Bandung City faces a high and fluctuating number of child violence cases annually. The Department of Women's Empowerment and Child Protection (DP3A) in Bandung City is tasked with addressing this issue, guided by the Bandung City Regional Regulation No. 4 of 2019. This study examines the implementation of child protection policies against violence in Bandung City, using Van Meter and Van Horn's policy implementation theory. A qualitative research method was employed, utilizing interviews and observations with purposive and snowball sampling techniques. The findings reveal that the policy implementation includes prevention, risk reduction, response, data information systems, and role enhancement of involved parties. However, challenges persist, particularly in risk reduction, due to the absence of a violence distribution map. Key obstacles include limited human resources, budget constraints, and inadequate communication and coordination among stakeholders. Nevertheless, clear policy standards, committed implementers, and supportive organizational characteristics serve as driving factors. The study recommends that DP3A and UPTD PPA strengthen institutional capacities, improve communication, conduct violence mapping, and enhance the community-based Child Protection and Welfare Monitoring (PATBM) system comprehensively.
