Program of street children handling in Semarang city is based on the mayor’s decree no. 462/133 of 2002 which is about the formation of the coordinating social problem’s team. Street children handling program in this research through cooperation with Pelangi shelter. The purpose of the program is to preventing the child to stop doing the activity in the street. The evaluation models are used is the Single Program After-Only by Finterbusch and Motz. Evaluation of this program to see the result on street children handling programs will be viewed using criteria-criteria evaluation of policies according to Dunn are: effectiveness, efficiency, sufficiency, alignment, responsiveness, and accuracy. The barriers program that is viewed with achievement of each program according to the evaluation criteria of the policy by Dunn. Street children handling program result by Social, Youth and Sport Services of Semarang City through Pelangi shelter where in this criteria evaluation, there are still five criterias judged not good, based on the effectiveness, efficiency, sufficiency, alignment, and responsiveness. On the accuracy activities is considered good. Barriers to programs such as lack of commitment from the Social, Youth and Sport Services of Semarang city and the Pelangi shelter making activity stalled in the middle of the road. Lack of mentoring and controlling is also a barrier to factor in this program.Overall many judgment that haven’t been good on these evaluation criteria, then program which have run not been expressed successfully. Recommendations of this program, such as strengthening strategy and commitment of program implementor, assessment in detail on the balance between the time required and the volume of the service recipient, and continued assistance who receive benefits from the program.

This research aims to analyze the performance of Human Resources Development and Small and Medium Product Office of Departments of Industry and Commerce of Central Java Province. This study used qualitative research methods. The informan of this research technique was used snowball. Performance of Human Resources Development and Small and Medium Product Office of Departments of Industry and Commerce of Central Java Province not shown optimal results. It can be seen from the mission has not accomplished, including about inaccuracy of the purpose of training with training materials that are not appropriate, as well as a lack of understanding of the wishes of the people, so it needs to be revisited workload of each employee so that vision and mission can be implemented optimally.

Education is a major factor for a nation in order to carry out the construction. Seeing the importance of education for a nation, takes the role of government to meet the needs of the community. One of the efforts made by the government through the Ministry of Education and Culture of the Republic of Indonesia is a program of the School Operational Assistance or BOS. BOS Program is a program that supports the 9-year compulsory education program, in which each learner exempt from all operational costs of education. The research was conducted in SMP Negeri 2 Semarang and was based on the fact that in its implementation, still there are problems such as limited use of the funds for the school, as the executor. The purpose of this study is to describe and analyze the implementation of the School Operational Assistance (BOS) in SMP 2 Semarang and describe the driving factors and obstacles in the implementation of the Program School Operational Assistance (BOS) in SMP 2 Semarang. Based on research, the implementation of the School Operational Assistance (BOS) in SMP 2 Semarang is still not optimal. Therefore, the recommendations can be given is to not restrict the use of funds for each school, differences in the percentage of acceptance of funds received by schools based on the needs of each school, and the preparation of JUKNIS BOS not too stiff to use BOS funds can be more optimally.

In the measurement against the performance is an important factor to improve the employee performance. The parts which show the ability of employees less maximum can be identified so that can be determined strategy to improve its performance. This research will analyze the performance of which was carried out by employees of Dinas Kependudukan dan Pencatatan Sipil Lampung Barat and the factors that supports and hinder performance of Dinas Kependudukan dan Pencatatan Sipil Lampung Barat. This study using the theory of performance by five dimensions the performance of the results of which is the quantity, the quality of the outcome , punctuality , the presence of, and the ability of work together.The theory of a barrier and supporter of the performance seen from work discipline and motivation work. Data collection techniques used through observation, interview, and documentation with informants employees of Dinas Kependudukan dan Pencatatan Sipil Lampung Barat The result showed the performance of employees conducted by Dinas Kependudukan dan Pencatatan Sipil Lampung Barat still not good because it is still found an obstacle such as the presence of which not enough coming late to the office to quality of work are deficient.While the support the employee performance of Dinas Kependudukan dan Pencatatan Sipil Lampung Barat were the relationship between friends and a superior have been running well and status employees do not things go wrong. In overcoming obstacles there are some suggestions that can be done as improve the quality of human resources, procurement of the finger print of, give strict punishment, proposed the additional budget in accordance with needs that is required in the district budget lampung west.

Increasing of using areas can causes the decreasing of green open space availability. Beside that, the decreasing of green open space also caused by judgment that the green open space is reserve area and not economical. To cover up the less area of green open space, can be done with increasing the people participations to increasing the private green open space. The purpose of this research is to find out about the policy implementation of private green open space in Pedurungan Subdistrict, Semarang City by “Five Appropriates” are Policy Accuracy, Implementation Accuracy, Target Accuracy, Environmental Accuracy and Process Accuracy. The second purpose is to find out the support and the inhibitor factors that involves in implementation process of private green open space in Pedurungan Subdistrict, Semarang City by observe in: Communication, Resources, and Authorizing Signature. The results conclude that implementation of private green open space in Pedurungan Subdistrict not optimal yet; it shows that there are people not known about implementation of private green open space yet. The inhibitor factors in implementation of private green open space in Pedurungan Subdistrict are communication that not optimal yet, and the resources that not equal yet, especially government human resource to do socialization that still definite. The support factors in policy implementation is about government commitments and responsibilities to increasing socialization about policy of private green open space in Pedurungan Subdistrict. Recommendations from the results research are: (1) To increase the private green open space directly, in order that people known about the policy; (2) Socialization can be done with interesting method; (3) increasing the human resources.

Advertisement tax policy is a policy that is set forth in UU nomor 28 Tahun 2009 on Regional Taxes and Regional Retribution which has the purpose, are to organize the implementation of Local Tax andRetribution give greater authority to the regions to managed and regulated the management of taxes and charges in their area. In line with big of responsibility in the area of governance and service to the community in Semarang, advertisement tax policy implementation be regulated in the regulations of the Mayor No. 973/89 of 2012 On Establishment of Regional and advertisement Class Road in Semarang city, where the presence of the Mayor of this Regulation is expected to overcome billboard problems on local taxes all this time, the problem are: the taxpayer who does not timely pay taxes, for the installation of forbidden billboards and installation of billboards do not pay attention to the aesthetics of the city. These objectives can be achieved through the implementation of effective policies that can be seen from the appropriateness of the policy, implementing accuracy, precision of the target, accuracy and precision of the process environment. Advertisement tax policy implementation in achieving its objectives can not be released from the factors that support and obstacle. Based on the theory of Van Meter and Van Horn, supporting and inhibiting factors, are Resources Policy, Communication and Implementation Activities. Characteristics Implementation Agency, Socio-Economic and Political Conditions and Disposition Implementor. 2 Based on the existing obstacles in the implementation of the advertisement tax policy in Semarang writer give some advice are : (1) giving purpose socialization and advertisement tax policy legal basis to taxpayers, so taxpayers clearly understand the rules regarding advertising tax policy. (2) firmness in giving punishment to be imposed on the taxpayer when there is infraction, whether the fraction of the taxpayer in the form of delay in paying taxes advertisement or implementation of billboards without permission. (3) conduct data collection and monitoring on a regular basis, in order to minimize the problem of illegal billboards that are not recorded in the field. (4) increasing the number of staff and staff who handle the advertisement tax policy at the Department and in the field, also increase supporting tools such as computer.

Organization formed to achieve goals. The success of organization in achieving the goals determined by how the performance of the organization. Organizational performance is the result of cooperative activities between the components of organization in order to realize the goals of the organization. Subdistrict is an agency which has the task of regional technical implementation under the regency or city. Cirebon City have five districts and Kejaksan District has achievement with lowest strategic target. The purpose of this study is to analyze the performance of Kejaksan District and analyze aspects that support and obstacle the performance of Kejaksan District Cirebon City. Kejaksan District analyzed the performance by the dimensions of productivity and fairness. Productivity Kejaksan District of Cirebon City has not been achieved realization of the programs and activities with the planned target. Kejaksan District of Cirebon City not attention to justice for society as seen from the activities and the amount budget allocations for the public is smaller than for the internal of Kejaksan District. According to dimensions researched, it can be concluded if the performance of Kejaksan District is not optimal. Aspect that support the performance of Kejaksan District is leadership and obstacle aspects are human resources, society participation, and budget. Based of obstacle aspects, the author give advice for increasing employee volunteers, make programs or activities that are more innovative in order to increase public participation, and Kejaksan District should give more attention for budget allocation between internal and society.

Low quality performance of employees at Departement of Manpower, Transmigration and Population of Central Java Province had motivated the author to implement a study of “Analysis of Staff Performance at Departement of Manpower, Transmigration and Population of Central Java Province. This study, analysis of staff performance at Departement of Manpower, Transmigration and Population of Central Java Province, was implemented as a result of low quality staff performance found in the office. The main problem of the study was lacking work capability, motivation and work discipline. This study aimed to test the effects of each independent variable: work capability, motivation, and work discipline, on staff performance. Data were obtained from an observation method according to field conditions as well as from questionnair dissemination to the study respondents. Analysis instrument used was coefficient correlation using an SPSS version 16.0. The study resulted in a positive and significant relationship between the independent variables (work capability, motivation, and work discipline) on staff work performance at Departement of Manpower, Transmigration and Population of Central Java Province the scales of 0,295 (work capability), 0,750 (motivation), and (work discipline) 0,499. Manajemen Sumber Daya Manusia menjadi salah satu instrumen penting bagi suatu organisasi dalam mencapai berbagai tujuannya dan berperan sebagai pengelola sistem. Dari hasil penelitian yang dilakukan menunjukan bahwa pelaksanaan Manajemen Sumber Daya Manusia PNS Dinas Pendidikan Kota Semarang dalam rangka Reformasi Birokrasi sudah dilaksanakan berdasarkan aspek-aspek yang ada yang meliputi dengan 8 indikator yang meliputi : (1) penataan sistem rekrutmen, dilakukan dengan menggunakan sistem CAT (Computer Asissted Test) yang dilaksanakan dengan transparan dan akuntabel, (2) analisis jabatan, dilakukan oleh pemerintah Kota Semarang, pada tahun 2015 belum dilaksanakan sehingga belum tersedianya dokumen uraian jabatan (3) evaluasi jabatan, dilakukan setelah analisis jabatan dan belum tersedianya job grading (4) penyusunan standar kompetensi jabatan, dilaksanakan oleh tim Baperjakat Kota Semarang, pada tahun 2015 penyusunan standar kompetensi jabatan untuk jabatan fungsional umum belum tersedia (5) assessment individu berdasarkan kompetensi, dilaksanakan setiap tahun dengan menggunakan sasaran kerja pegawai (SKP) (6) penerapan sistem penilaian kinerja individu, pelaksanaannya sama dengan menggunakan SKP (7) pembangunan dan pengembangan database pegawai, dilakukan oleh BKD Kota Semarang (8) pengembangan pendidikan dan pelatihan berbasis kompetensi, telah dilakukannya Analisis Kebutuhan Diklat (AKD).Walaupun masih ada beberapa aspek yang masih terdapat kelemahan seperti analisis jabatan. Penulis merekomendasikan saran sebagai berikut: melakukan upaya assessment center dan development center dengan mengedepankan prinsip kompetensi, pelaksanaan rekrutmen PNS dengan sistem CAT harus disempurnakan dan dilakukan secara transparan dan akuntabel pada keseluruhan proses tahap rekrutmen, pengembangan database kepegawaian atau bank data, menerapkan sistem remunerasi berdasarkan merit system.

District of Batubara is one of the coastal region in North Sumatera with a huge economy potential. In 2012 regional income per capita District of Batubara at 55,13 million rupiah and the highest in NorthSumatraProvince. Yet District of Batubara has district health problem because the District of Batubara is the coastal area. This study using a qualitative research .Besides through interviews and official documents , in this study done technique to calculate the value of achievement between the target and the realization of the implementation of the field of health in-patients at The Disctrict of BatubaraGeneral Hospital after regional autonomy .By means of this kind of analysis , it will be known to the achievement of the results of the implementation of the field of health in-patients at The Disctrict of BatubaraGeneral Hospital. Two programs that have been conducted by in-patient installation The Disctrict of BatubaraGeneral received a value of the achievement of activities as much as 82 % and 87 %.With weights each 50 percent of the value of the achievement of then program in-patient installation is as much as 84,5 % and it is categorized successfully or good .
