Abstract

The number of issues related to violence against children in city of Semaranghad reached up to 1474 case, drawing attention to Semarang city government to immediately make effort of restraint cases of violence against children. To date, Semarang city government still experiencing difficulties in dealing withcases of violence against children in city of Semarang. Consequently, Policy of eligible children was formulated through Mayor’s regulation Number 20 Year 2010 and Mayor’s decree Number 124 Year 2011 regarding task force formation of worthy cities of children in city of Semarang. The purpose of this study is to understand and analyze influence and interests, commitment, participation of each stakeholders and relation between each stakeholder’s task force of Semarang’s worthy cities of children in policy formulation eligible children in Semarang. This study usedqualitative research methods approach. Data collected through interviews, observation and study of documentation. Furthermore, data analysis done through data reduction, data presentation and conclusion. Research showed that in the Child-Friendly City policy formulation process involving the Bappeda, Bapermasper, KB, Yayasan Setara and KADIN is not going well. This can be seen from Bappeda, Bapermasper, KB and KADIN’s not optimal commitment. Then Bappeda and Bapermasper and KB have a great influence and interests because they have planning and coordination functions. Yayasan Setara don’t have a great influence but have great interests. While KADIN’s don’t have a great influence and interests.

Abstract

Carried out an effective, efficient, and appropiate regional development need an optimal plan that implemented with involved partisipation from the community,so the impact will be appropiate as the need and the demand of community. subdistrict plan development discussion is a subdistrict stakeholder discussion forum to get an input about the priority activity from the village administrator and cross activity to arrange the district's regional plan work in the next year. This research is aimed to investigate the implementation of Subdistrict Plan Development Discussion and to determine what factors that obstruct the implementation. The used method of this research is descriptive qualitative. This research is based on Regional Regulation Number 15 year 2010 about Stages of Control Preparation Procedures and Implementation Evaluation of Regional Plan Development using evaluation indicators by William N. Duun. The research found that the problem of implementation of Subdistrict Plan Development Discussion is; there is a lot of unrealized communities suggestions, Musrenbang only used as an instrument of legitimation, the lack of escorts from the district, lack of trust from the people, and lack of knowledge to understanding the procedure of how to carry out the Subdistrict Plan Development Discussion. recommendation from this Subdistrict Plan Development Discussion research is; the government and thecommunity have to do cooperate in arranging the development plan, consistence with community's suggestions, cooperation and coordination in arrange the development plan, and the need of clear guidelines and mechanisms.

Abstract

Bureaucratic reformation is a transformation process in the governance area in order to achieve the Good Government. One of the area is the public service aiming to establish a qualified and well used service by the society. The society’s fulfillment of public information becomes strategic in this IT era. This research will talk about the achievement of bureaucratic reformation in the Public Relations services that is handled by the Public Relations and Secretariat Protocol in Semarang District and the inhibiting factors. This research uses the Bureaucratic Reformation theory, public service management theory, and society’s participation theory. The technique used to gather data is through observation, interviews, and documented informants which are staff of the Public Relations and Secretariat Protocol in Semarang District. The result of this research has shown that the bureaucratic reformation in public services has not been well done and there were some internal inhibiting factors which are the lack of human resources, the lack of facilities and infrastructures, and two external factors which are the geographical conditions of Semarang District, and the lack of society’s capabalities on Information and Technology. Author’s suggestion is for the Semarang’s dictrict regent to increase his involvement throught budget increases and more surveillance in the execution of bureaucracy reformation in the public relation service. More than that, he may as well enhance more cooperation with investor or private sector in order to make a good community empowerment and civilian state apparatus.

Abstract

Policy Legislation Number 22 Year 2009 regarding Traffic and Transportation in the Application of Standards SNI Helmet in Semarang is one of the government's efforts to cope with the level of accidents that occur due to the use of helmets. The focus and main objectives of this policy are Indonesian citizens without being limited lifespan. Evaluation of this policy to see the results, driving and inhibiting factors in the implementation of the policy by using the policy evaluation indicators by William Dunn, namely: effectiveness, adequacy, responsiveness and appropriateness. Evaluation of Policy Implementation Legislation Number 22 Year 2009 regarding Traffic and Transportation In The Application of Standard SNI Helmet in Semarang in the indicators of the evaluation, two of them still considered the maximum that is based on the adequacy and responsiveness, while the assessment is good in the evaluation indicators effectiveness and appropriateness. Obstacles to Implementation of Standards SNI Helmet in Semarang is the lack of knowledge and understanding of the usefulness of the helmet. Other inhibiting factors in the program are given the uneven dissemination throughout the community. The results showed that the application of Standards SNI Helmet in Semarang is not maximized. The recommendation to the program like socializing more evenly, better understanding of the use of safety helmets, clarified and reinforced sanctions.

Abstract

Electronic parking terminal (TPE) is a meter-based parking system that works electronically and is designed with a computerized system in real time. Electronic parking terminal (TPE) in Jakarta is present as a program and a short-term solution within the framework of the arrangement of roadside parking (on street parking). This study uses many theories from experts relevant to the program effectiveness, that are understanding of the program, socialization program, program's goals, real change, and monitoring and control systems that are educational. The research uses qualitative descriptive approach, data collection technique uses interviews, observation, and documentation. Informants in this study are Parking Unit Management (Unit Pengelola Perparkiran) Province of Jakarta, parking officers, and society. Electronic parking terminal (TPE) in H. Agus Salim road, Central Jakarta can be quite effective, although there are still obstacles such as lack of socialization directly to the public and the lack of public interest to read the leaflet supplied by Parking Unit Management (Unit Pengelola Perparkiran) Province of Jakarta. Supporting factor are the organizational structure, areas of synergy and cooperation, external parties, policies related to the implementation of the TPE, and financial resources. While the obstacles factors are the lack of workers to supervise and practicing supervision management. Recommended to Parking Unit Management (Unit Pengelola Perparkiran) Province of Jakarta to increase socialization to society, raising public awareness to use the card electronic money in the payment of parking, maintaining safety and comfort, making policy on the supervision and control, add personnel to supervise, maintain cooperation between the fields, improving management practices especially supervision.

Abstract

The existence of traditional market be on the skids here with rapid development of modern market. Presence of modern market that managed professionally claimed have been discrediting the presence of traditional market. Revitalization of traditional market is the effort to keep the existence of traditional market and increasing the competitiveness traditional market against modern market. This research is aim to analize the effectiveness of traditional market revitalization program in Pasar Bulu Semarang City and identifying the barrier factors of effectiveness revitalization program. The research result shows that traditional market’s revitalization program in Pasar Bulu Semarang City is not effective because not any change mindset of traders from traditional market to modern traditional market, decline acceptance of retribution in Pasar Bulu, funding revitalization is not allocated efficiently to build complete facilities in accordance with provisions, community dissatisfaction with information service in Pasar Bulu, a descline in the income of traders, not many people community invilvement in express their opinions, traders attitude and visitors can’t keep the cleanliness and discipliness of the market, a lot of facilities defect numbers that not repaired soon, and market maintener haven’t been able to enforce rules firmly shows with a lot numbers of problem that seems to be left and not followed soon.

Abstract

Labor is waging a problem that continues to happen every year, including in the city of Semarang, where frequent disagreements between workers and employers in formulatating wage mainly in 2016. The city's minimum wage is a standard party entrepreneurs provide retribution to workers or labor against his work. The process of formulation of the minimum wage of waging the Council conducted a survey rating the necessities of life are worthy (KHL) during the months of January to September, while October to December as value predictions. The survey is conducted in some traditional markets in the city of Semarang. The results of the surveys discussed inwaging Town Council meeting comprising the Government, employers and trade unions. Then after the results of the meeting of the city's wages granted by the Mayor to further the results submitted to the Governor of Central Java. Model Formulationused in this study is a model of the process while a cornerstone of the theory is the theory used of stages of policy formulation by Budi Winarno theory consists of the formulation of the plobem , the policy agenda, the selection of an alternative policy,as well as the setting of the policy. The research method is qualitative diskriptifmethod. While data collection technique of using observation, interviews, and documentation. Results of the study says the minimum wage policy formulation process Semarang city conducted by wiging councils went well which follows from the regulatations. As for the actors involved in the process of formulation of the Semarang city minimum wage policy consists of three elements i.e. the Government, employersand labor unions are joining in a non sctuctural named waging waging Semarang City Council.

Abstract

The Village Infrastructure Development Program (PPIP) is a basic program of society empowerment, with purpose to increase the society welfare. Wiru Village, Bringin district, Semarang Regency is one of village that’s received the support from PPIP. This research goal is to describe and analyze how the local government of Semarang Regency is implementing The Village Infrastructure Development Program (PPIP) at Wiru Village, by using the qualitative approached with descriptive type. The analysis techniques to acquire data through interview, observation, and support of documents. This research is using the theory by Merilee S. Grindle who said that the driving factors of implementation program consist of three main factors, there are the content of policy and the scope of policy, and the result of implementation can be seen by effects and changes that happened on society. The result has shown that implementation of The Villages Infrastructure Development Program (PPIP) Implementation at Wiru Villages, Bringin District, Semarang Regency received a positive responses from villagers, and a change after access repair of villagers access welfare has simplify and make the mobility of villagers easier. Even thought, the strengthening of villagers institutions that handle the PPIP is still unfulfilled yet because the limit time of program. So of that, the villagers need a soft skills training to make sure that even The Village Infrastructure Development Program (PPIP) has done, the villagers still can utilize that soft skills of PPIP effects.

Abstract

Charges for parking is payment for the use of service parking lots determined by the government .The goal is to increase their own the area of a city semarang .The trouble is who is actors are involved in of policy parking retribution in Pandanaran Street and all its role? The purpose of this research is to find actors are involved in of policy parking retribution in Pandanaran Street .In addition to know factors driving & impediment to the implementation of the parking retribution policy. This study adopted qualitative approaches , type research descriptive .The research results show that actors in the implementation of the policy parking retribution is the office of transportation,non civil servants who were recruited Departement of Transportation Semarang City,Civil service police Unit, Police , army , and the community . The role of transportation department as the manager of policy is to engage directly in levies parking , determine the prevailing vehicle , handle illegal parking and impose sanction to motorists parked in any place. The role of non civil servants as the manager of policy is getting a help civil servant transportation department in the of levies parking and find parking lot new if needed.Than Civil service police Unit personnel as the manager of policy is coordinate with transportation department in the joint of levies parking and control Illegal Parking.The role of police as the manager of policy is getting a help in the combined in the control of illegal park .And the role of army is helping in the combined in the park controlling wild and raid bus of having no complete with coordinated with the police.The role of the people of them provide recommendations, approval and consideration related charges for parking then over if there are illegal parking.

Abstract

The Policy of Perlindungan Lahan Pertanian Pangan Berkelanjutan (LP2B) aims to protect and defend LP2B area to attain food security. 46% of whole area in Tegal Regency has been assigned in Peraturan Daerah as Lahan Pertanian Pangan Berkelanjutan (LP2B). Yet, to date still found unclear data about the extens magnitude of it. This research aims to describe policy implementation of Perlindungan Lahan Pertanian Pangan Berkelanjutan in Tegal Regency based on Peraturan Daerah Kabupaten Tegal Nomor 10 Tahun 2012 about Rencana Tata Ruang Wilayah Kabupaten Tegal Tahun 2012-2032 and to identify supporting also resisting factors. The method we used is descriptive qualitative research. From our research, we find: (i) The agency has not been implementing three strategic listed in Peraturan Daerah due to LP2B policy is still on the process of identification; (ii) The supporting factor of policy implementation is disposition, whereas the resisting factors are communication, resources and bureaucratic structure. There are some recommendations can be given by researcher. First, Making Peraturan Daerah about LP2B policy of other regencies as reference. Second, increasing the number of human resources, intencity of socialization, and coordination among executive agencies. Finally, creating standard operating procedures as soon as possible.
