SIMPEG according to the decision of the Minister of the Interior No. 17 year 2000 is a management information system which functions to manipulate the data, management and administrative personnel in local government environment. SIMPEG is very important in providing services to all personnel, because the employees are an important asset in the conduct of the organization that must be well managed. Problems occurred in the input has not been able to manage the SIMPEG well, in operation less complete data to be processed, and the output data discrepancies in employees with facts. That assumption is caused by not effectively managing input and output operations. The purpose of this research is to know the effectiveness of the implementation of SIMPEG in BKD Central Java, as well as the factors that influence the effectiveness of the implementation of SIMPEG in BKD Central Java. A descriptive qualitative research methods, data analysis methods with domain according to Spradley. The results showed that the implementation of SIMPEG in BKD Central Java have not run effectively, viewed using the input indicator, operation and output. Factors that hinder the provision of SIMPEG, namely, human resources are limited, not all employees can operate the computer and the delay in the update of the data. The results of this research are recommended to provide the motivation of employees by means of enhancing training about SIMPEG so there is an increase in the employee master information technology

Tipe penelitian ini merupakan penelitian deskriptif, kualitatif dan teknik analisis deskriptif diharapkan adalah untuk memberikan gambaran mengenai kondisi pengelolaan Dana Desa di Desa Teluk Awur Kecamatan Tahunan Kabupaten Jepara. Untuk tipe penelitian kualitatif akan menjelaskan penerapan Pedoman Dana Desa dari Kabupaten kepada Pemerintahan Desa dan Pelaksanaan pada Pemerintah Desa. Untuk analisis digunakan perbandingan melalui peraturan yang berlaku dan APBDesa Teluk Awur untuk mengetahui perbedaan antara dana realisasi dengan dana yang seharusnya diterima oleh desa berkaitan dengan Dana Desa yang diprogramkan oleh pemerintah. Hasil penelitian, di Desa Teluk Awur menggunakan acuan APBDesa terutama Pendapatan Dana Desa menurut aturan Peraturan Bupati no.4 tahun 2016 dan yang ada dalam Permendagri No.113 Tahun 2014, namun dalam Dana Desa yang dilakukan dengan menggunakan acuan Peraturan Bupati sebagai pelaksana program Dana Desa. Pelaksanaan Dana Desa yang dilakukan Pemerintah Desa Teluk Awur , desa Teluk Awur yang memperoleh bagian sebesar Rp. 626.720.000,00. Berdasarkan hasil penelitian Mengingat dana desa bersumber dari APBN, maka penyaluran, pelaksanaannya , pengawasannya, dalam mengoptimalkan pengunaannya, pemerintah diberi kewenangan untuk menetapkan prioritas penggunaan dana desa berupa program pembangunan desa dan pemberdayaan masyarakat desa yang sejalan dengan kewenangan desa yang dimiliki dan menjadi tanggungjawab desa yang meliputi kewenangan dibidang penyelenggaraan pemerintahan desa,pelaksanaan pembangunan desa, pembinaan kemasyarakatan desa, pemberdayaan masyarakat desa, hak asal usul dan adat istiadat serta kewenangan lokal berskala desa sebagaimana yang telah ditetapkan dalam APBDesa berdasarkan Rencana Pemerintah desa, dimana penggunaan DD harus mengacu pada RKPDesa dan Perdes tentang APBdesa.

Special education in this case School for the Disable (SLB) is one of the educational institutions whose management is transferred from the authority of Regency/City Government to the authority of Provincial Government since the enactment of Law Number 23 Year 2014 on Regional Government. Central Java Provincial Government took over the management of all the School for the Disable (SLB) in 33 Regency/Cities, one of which is the Special School of Ungaran. Several aspects of authority submitted to the Central Java Provincial Government are personnel, funding, facilities and infrastructure, as well as documents. The purpose of this research is to know the policy implementation of transfer authority of School for the Disable (SLB) of Ungaran from Government of Semarang Regency to Central Java Provincial Government. The approach used is descriptive qualitative with data collection technique through interview, observation, and documentation. To assess the policy implementation of transfer authority of School for the Disable (SLB) of Ungaran from the Semarang Regency Government to the Central Java Provincial Government, the Effectiveness of Policy Implementation is policy precision, accuracy of the implementer, target precision, environmental precision and process accuracy. The result of the research shows that the policy of transfer of authority School for the Disable (SLB) of Ungaran from Semarang Regency Government to Central Java Provincial Government can solve the problem of unclear management of special education although there is no regulation as technical guidance in implementing the policy, Semarang Regency Government has handed over the management School for the Disable (SLB) of Ungaran to the Provincial Government. It is recommended that the implementer immediately develop a regulation that can be used as a technical implementation guide.

Employee development is an activity that is intentionally carried out to improve employee competencies both ability and behavior, one of the forms is through education and training. One of the reasons Social Department of Yogyakarta City has to do employee development is due to qualifications. Some employees do not meet the qualifications of their positions. The problem of employee development through education and training at at Social Department of Yogyakarta City is that there are still employees who have not shown significant improvement in skills or behavioral changes after attending education and training. This study aims to analyze employee development through education and training at Social Department of Yogyakarta City, as well as analyzing the factors that become drivers and inhibitors. The stages of employee development consist of identification of needs, targeting, program design selection, and monitoring and evaluation. This research uses descriptive qualitative method. The results showed that the education and training carried out at Social Department of Yogyakarta City was in accordance with the needs of Social Department of Yogyakarta City, but the education and training held had not been able to achieve the target due to the lack of motivation of some employees and also monitoring of employees who did after attending education and training. Factors that support the implementation of education and training in at Social Department of Yogyakarta City are the vision and mission, the nature and types of activities, and government policies, while the hindering factors are the lack of availability of technology in the form of computers and laptops, as well as the lack of awareness of some employees to develop themselves.

Prembun is one of the sub-districts targeted by housing assistance programs for the poor with the largest allocation of aid funds in Kebumen regency. The study was aimed to find out about the results of the implementation of Housing Assistance the poor and the social impact of implementing the Housing Assistance for the Poor in Prembun District. Evaluation theory by William N. Dunn was used to answer the research problems and objectives related to the results of the implementation of the housing assistance. The evaluation consists of six criteria; efficiency, effectiveness, adequacy, evenness, responsiveness and accuracy. Meanwhile, to answer the social impacts that occurred, the theory of Social Impact Analysis was used. The affected social units discussed were individual impacts, organizational impacts, community impacts, the impact of social institutions and systems. The result of the study indicates that there were still many deficiencies in the Housing Assistance for the Poor in Prembun subdistrict in Kebumen Regency. It can be seen from the results of the assistance that was not optimal. The obstacles were the executor team’s lack of understanding in the procedures for implementing the assistance, lack of participation from the community and misuse of the assistance from the poor who need help. Other problems arise related to the social impact of the assistance, such as; the lack of community self-reliance in overcoming uninhabitable houses, the lack of community awareness of the condition of uninhabitable houses and the insignificant impact of the assistance on the social interaction of the community. The result of the study is very important to be considered in the evaluation for the next Housing Assistance for the Poor Program. This recommendation is expected to help relevant agencies to improve the results of the implementation and the achievement of program objectives.

The background of this study is the increase in a number of marriage certificate applications (Non-Muslim) in Jombang Regency. This increase in the number of applicants must be balanced with the qualified service of marriage certificates at the Civil Registry Office of Jombang Regency. However, if the increase in the number of applicants for marriage certificates is compared to the applicants for the birth certificate, the number of applicants for the marriage certificate is very little than the number of applicants for the birth certificate. With the small number of applicants for marriage certificates, the researcher wants to know whether the marriage certificate service at the Civil Regency Office of Jombang Regency is good or not. To find out whether the marriage certificate service is qualified or not, the researcher chooses two research variables, which are service procedures and employee capabilities. The purpose of this study is to determine the influence of service procedure and the capability of employee variables on the quality of marriage certificate services at the Civil Registry Office in Jombang Regency. The researcher conducts literature studies, compiled hypotheses, and searches for data as many as 100 respondents using non-probability sampling technique. Furthermore, the researcher analyzes the obtained data using linear regression analysis and multiple regression including the validity and reliability test, Spearman correlation, simple linear regression, multiple linear regression, and hypothesis testing using t-test and F test. F test explains how big the influence of service procedure and the capability of employeevariables on the quality of marriage certificate services.

Waste management in a city aims to serve the waste of citizen trash to protect for healthy place environment and a good place for living. In the Pedurungan District, there are people who doesn’t care about waste management trash which is very important to reducing the trash. Illegal waste trash occur because the control from officer is weak. It makes the illegal trash feel free to waste. In this research the writer take the research of waste management processing in Pedurungan District Semarang City. In this research the writer used description method with interviewing the head of environmental services agency Semarang city and activies of waste management this research is purpose to describe and analysis how waste management serve cityzen in Pedurungan district Semarang city, depends on theory from Terry about 5 management function and describe what causes good waste management and factor made waste management ineffective. This research is to purpose that the waste management by environmental services agency Semarang city occurred a few problem on waste infrastructure and careless of citizen about waste management. Ineffective waste management made by illegal trash and less about activity of socialism how to reduce, reuse amd recycle the trash.

The change of life and the quality of human resources that are currently increasing will affect the development of society. This change can encourage the improvement of the performance of employees at Government agencies to give good service. There are two factors that affect employee performance which are work motivation and skill. There are employees who have worked according to the standard so that the work is done on time, but there are also employees whose work does not reach the target. This study aims to determine the relationship between the work motivation and skill towards the performance of employees of the Department of Population and Civil Registration of Blora Regency. This study uses an associative quantitative method involving 40 employees as respondents drawn from 64 employees. The result of Kendall Tau rank correlation coefficient of skill or ability with employee performance of 0.418 z count 3.8> z table 1.96 with the value of the KD of 17.5%, Kendall’s tau rank correlation coefficient of work motivation with employee performance 0.450 z count 4.090> z table 1.96 with the value of KD of 20.25%, Kendall concordance coefficient of 0.994, KD value of variable ability and work motivation simultaneously give effect to performance variable which is equal to 98.8%. The conclusion of this research is that there is correlation between ability and motivation of work with employee performance in Department of Population and Civil Registration of Blora Regency. The obstacles are the achievement of performance that is less than target and the inappropriate background of education. The suggestions given by researchers is providing training to improve the employee skills. The suggestions for further quantitative research are to add variables and for qualitative research that is by adding other factors of employee performance.

This research aims to find out how the implementation of Market Retribution Policy in support of Pemalang Regency Local Revenue related to Regional Regulation Number 3 of 2012 concerning Public Service Levy. And to find out the phenomena that influence the Implementation of Market Retribution Policy in Pemalang Regency Regarding Regional Regulation No. 3 of 2012 concerning Public Service Retribution. Market retribution income in Pemalang Regency in 2013 - 2016 Visit fluctuations. This research was conducted at Pemalang Market, Banjardawa Market and Warungpring Market. Keywords chosen to determine the causes of fluctuating retributions. The method in this study uses directives, direct interviews with informants. Sources of data were obtained by using purposive sampling technique, sourced from informants who were understood, involved in the implementation of market retribution policies. Data analysis used in this study is a qualitative descriptive method that refers to the events that occur. The results showed that the implementation of the Market Retribution Policy in Pemalang District was not optimally optimal. This is because there are still traders who do not comply with the applicable levy rates in the Local Regulation. Fluctuating retribution income occurs because not every day sell, rainy season, market days. Officers who collect levies must be able to be firm, so that the retribution benefits are in accordance with the tariff given in the local regulation.

One of the TNI's bhakti operations that directly touched the community's life needs was the TNI Manunggal Membangun Desa (TMMD), by involving the local government as a work partner. The TNI Manunggal Membangunan Desa (TMMD) program took part in helping the Semarang City Government to help the community to be empowered, thereby improving the welfare of the community through physical and non-physical development. In this study using the theory of Edwards III to consider four factors in implementing public policy: Communication, Resources, Acting Attitudes, Bureaucratic Structure. Factors that are considered as supporting factors in the implementation of the TNI Manunggal Bangunan Desa (TMMD) program activities in Semarang City are the implementing communication and disposition.
