Abstract

Indonesia’s program on pollution control, evaluation, and rating (PROPER— Program Penilaian Peringkat Kinerja Perusahaan dalam Pengelolaan Lingkungan Hidup) is one of the government’s policy to monitor and protect environmental management practiced by companies and industries. Semarang city, as one of Central Java’s most strategic region, is potential for industrial and business site. This study aims to analyze the implementation of PROPER and all of the contributing factors that impact the process itself. Method used for this study is qualitative descriptive method. Process from PROPER’s implementation in this region consists of preparation, direct monitoring, and the company’s adherence evaluation on the policy. Based on the result found from this study, it is shown that company’s comprehension on the policy, adequate facilities, clear standard of procedure, organized bureaucratic structure (that has eased the monitoring process), and political elite’s support are the supporting factors of PROPER’s process. However, limitation on financial resource and lack of society’s knowledge on this policy are also impeding PROPER’s full implementation in Semarang city. The author suggests the Department of Environmental and Forestry of Central Java to recruit more human resources, establish partnerships with correlating stakeholders, prioritize on fostering companies with red ranks and below, and educate the society about PROPER’s result on assessed companies. In the end, strong commitment is necessary to have for both parties; either for the companies and industries, society, and government itself to better PROPER’s implementation into becoming more effective and efficient.

Abstract

Indonesia is one of the countries prone to floods. The city of Semarang is one of the cities frequently affected by floods and gets third place in Central Java Province. The Semarang City Disaster Management Agency (BPBD) is the body responsible for handling disasters that occur in the city of Semarang. The purpose of this study was to analyze and describe the performance of the Regional Disaster Management Agency (BPBD) as well as the driving and inhibiting factors in flood management. The research method used is descriptive qualitative method. The indicators used to assess the performance in this study were productivity, service quality, responsibility, and accountability. In addition, it is also seen from the driving factors and inhibitors the organizational performance. The results of the study showed that the productivity of the performance in flood management has not been optimal, because there were still programs or activities that have not reached the target. The service quality in flood management has not been maximized and needs to be improved, the responsibility carried out is quite good but there are still obstacles, and not yet accountable and transparency to the community. Factors that hinder performance were lack of reliable and skilled human resources in their field, lack of facilities and infrastructure, limited funds, lack of coordination with various stakeholders, while leadership, and team were the drivers. The recommendation of researchers was to improve the skills and abilities of employees through training, improve facilities and infrastructure, improve coordination with various stakeholders and adjust the priorities of flood disaster management programs with a budget ceiling.

Abstract

Tourism is a sector that has a large impact on the country incomes if it used optimally. Of course, an important factor to develop tourism sector is human resources. Competent human resources who are able to complete the tasks thoroughly are the determining factor for the success of the projects. In this case, performance of the organization needs attention. So, from time to time the programs are getting better. This study focus on performance of the organization that handle Gedong Songo Temple Tourism Object in Semarang District. Gedongsongo Temple is a historical heritage site that has a unique tourist attraction, a combination of natural and cultural appeal. The purposes of the study is to find out how performance of the organization, and also supporting and inhibiting factors at Tourism Department of Semarang District (Case Study of UPTD Gedongsongo Temple Tourism Object). In this study, performance of the organization was analyzed using dimensions of service quality, responsiveness, responsibility, accountability, effectiveness, and efficiency. The results of the study show that several dimensions have not been optimal, those dimensions are: service quality, responsiveness, and responsibility. While accountability, effectiveness and efficiency are optimal. Supporting factor on performance of the organization is technology, while the inhibiting factors are leadership and system. In order to optimize performance of the organization, it is necessary to fix the results of dimensions of the performance both quantity and quality, maximize the role of supporting factors and minimize inhibiting factors.

Abstract

The process of development planning based on participatory it’s very important for the sustainability and success of a development. Tembalang Subdistrict as one of the Subdistricts which has very large area with a geographical location on the border and very large population which has an average level of low education becomes a problem. The main purpose of this research to describe or visual in detail and depth about the stages of development planning and to know what its the factors has influence the community participation in development planning in Tembalang Subdistrict, Semarang City based on Abe Alexander's 6 planning stages and 4 characteristics of participatory planning according to Wicaksono & Sigiarto . The method used in this research is a qualitative descriptive with data collection techniques used semi-structured interviews and non-participant observation and data analysis technique uses an interactive model analysis from Miles and Huberman which includes the stages of reduction, presentation and data verification. The results of this research show that in the process of development planning stages have not been implemented optimally, community participation in following the development planning process was still relatively low, there are problems related to the preparation of development planning deliberations that have not involved elements of society in general; lack of understanding of the community in determining the priority scale; distrust and openness from elites of the District and Urban Village to community proposals; and lack of time for organizing musrenbang. The recommendations generated from this research are; The Government should more active in disseminating development planning; Increase trust in community proposals; the holding of the discussion of carrying capacity in the form of potential and the addition of time to organize development planning deliberations

Abstract

The implementation of death certificate program in Tugu sub-district, part of Semarang city is government’s effort in managing population documents and administration. The government’s role, especially coming from Department of Population and Civil Registration of Semarang city, is important in the implementation process. The department is in the position of where they are obliged to overcome challenges in population administration practice based on Act 24 Year 2003 about Amendment of Act 23 Year 2006 about Population Administration. This study is based on qualitative descriptive method, using staffs from Department of Population and Civil Registration of Semarang and Tugu sub-district residents that have been involved in the program as informants. This study aims to analyze the policy implementation process and its impeding factors. This study uses George Edward III, which stated that the impeding factors in a policy implementation process are communication, resources, and disposition or bureaucratic structure and behaviour issues. Based on the result found from this study, it is shown that the implementation of this program is still lacking on resources, such as human resources, financial resources, and facility resources. This program also still lacks on socialization efforts by the policy makers. Hence, it can be concluded that this program’s implementation process has not been optimal and ill-implemented.

Abstract

E-Government is a new interaction mechanism between the government and public or private sector by involving the use of information technology with the aim of improving the quality of public services. Based on previous research shows that the city of Semarang has not reached the fourth level in the implementation of egovernment as stated in Presidential Instruction No. 3 of 2003. The purpose of this study was to determine and analyze the implementation and development of egovernment in the Semarang City Government so far and the factors influencing it. The method used in this research is qualitative descriptive. The results showed that the implementation of e-government in the city of Semarang in general has gone well. However, from the four levels of e-government implementation contained in Presidential Instruction No. 3 of 2003, the implementation of e-government in the city of Semarang has not yet reached the fourth level in overall because Semarang City doesn’t have an application that emphasizes the integration of G2G, G2B, and G2C services. The factors that influence the implementation of e-government in Semarang City are, lack of regulations for implementating e-government, lack of human resources, budget constraints financed by APBD, lack of attention from other OPD. To overcome the problems, government of Semarang city formulate regulations on the implementation of e-government so that Semarang City has a reference in the implementation, providing outsourcing personnel, making budget priority, and conducting socialization and routine supervision to other OPD.

Abstract

Community empowerment in Wonoyoso village is constrained by the passivity of the village government. This research aims to see collaboration between stakeholders established in Wonoyoso Village, the impact on the community empowerment, and the influencing factors. This research uses a qualitative method with data collection techniques of observation, interviews, and documentation. Determination of research subjects using purposive sampling technique and convenience sampling. The data validity use triangulation techniques. The results of the study show that the stakeholders that occurred in Wonoyoso Village did not work well. The stakeholders involved are: village government, sub-district government, DISPERMADES, DISKOPUMKMPERINDAG, Education Agency and Health Office in this case represented by the PUSKESMAS. The less active stakeholders are the village government. The positive impacts of the empowerment are: The Increasing of community participation in economic and health activities, the increasing of human resources quality, increased employment opportunities through MSME activities, and the negative impacts are: few PAUD's participants, and jealousy or injustice arising in the community associated with involvement in MUSRENDES. Inhibiting factors: passive village parties, minimal opportunities, no coordinating body; Supporting factors: responding local government, high community participation, organizations that have official permission. Suggestions that can be given are: making commitments between the village and residents, increasing the amount of the budget for community empowerment, and enforcing the DISPERMADES roles as the coordinator.

Abstract

Disaster is an apprehensive incident to everyone. When it happens, emergency response of disaster is needed to be done due to minimize and rescue victims and material disadvantage. Semarang has some district where usually affected by disaster, of them that is concerned is Mangkang Wetan Village, Tugu Sub-District, Semarang City, flooding disaster potentially region every year. Through Province Regulation Semarang City. Through the Local Regulation No. 13 year 2010 concerning Management of Disaster Prevention, committed consistently to fulfil with responsibility protecting the people. The matter should be solved and settled is what is implementation of the Local Regulation no. 13 year 2010. Objective of this thesis is to comprehend the implementation of the Local Regulation no. 13 year 2010 concerning Management of Disaster Prevention in Flood Emergency Response Phase on Mangkang Wetan Village, Tugu Sub-District, Semarang City and the obstacles on realize the implementation. Thesis used qualitative descriptive method with. Results of the thesis showed that The Local Regulation No. 13 year 2010 concerning Management of Disaster Prevention is well implemented, nevertheless there some actions aren’t done maximally. Some obstacle on fulfilling the implementation such budgeting, infrastructure access, and environmental issues. Some recommendation to resolve offered is BPBD coordination with relevant agencies to normalize Beringin River, extra budget provision for the disaster alert groups, supply of buoys replenishment, emergency boats, urgent equiments needed when flood occurs.

Abstract

Disaster management is a series of efforts which include the establishment of development policies that are at risk of disasters, disaster prevention activities, emergency response and rehabilitation. Disaster management is the responsibility of the central government and local government. The government handed over to the Regional Disaster Management Agency (BPBD) to deal with disasters in the region. One of the natural disasters that often hit Semarang was flooding. BPBD of Semarang uses Semarang City Regional Regulation Number 13 of 2010 concerning the Implementation of Disaster Management as the legal basis for implementing disaster management in the Semarang. The problem that arises is how the implementation of the regulation, especially pre-disaster stage. The purpose of this study was to determine the implementation of these regulations, especially at the pre-school stage and the factors that influence them. This study uses a descriptive qualitative research model with data analysis techniques from Miles and Huberman, and uses the source triangulation method to test the validity of the data. The results of this study indicate that the implementation of regulations, especially at the pre-disaster stage has not gone well. This can be seen from total eleven task, three of them weren’t done and the rest done with some problems. The implementation of regulation is influenced by factors of budget, coordination and resources that are in accordance with the theory put forward by Van Metter and Van Horn. The advices given is, first, the need for increased efforts in the implementation of activities that have been carried out so that there are no obstacles and carrying out activities that didn’t implemented yet. Second, it’s necessary to assess the factors that influence the implementation process.

Abstract

The current problem of climate change has become an environmental issue because it has an big impact in society. Effort has been made by Indonesian government to resolve this climate change issue by applying Program Kampung Iklim (PROKLIM) which contains climate change adaptation and mitigation. Therefore, a management process is needed to manage those adaptation and mitigation effort. This research aimed to analyze management and the supporting and inhibiting factors of climate change adaptation and mitigation in Miroto Village Central Semarang Sub-district Semarang City. This study is a descriptive research with qualitative approach. This research was conducted in the Miroto Village with informants for the Kasie Pemulihan Lingkungan dan Perubahan Iklim Dinas Lingkungan Hidup dan Kebersihan Kota Semarang, Headman Miroto, Kasie Pemerintahan dan Pembangunan Kelurahan Miroto, Head of LPMK Miroto, and the society. The data was collected through interviews, observations, documentation and literature studies. Data analysis using data analysis techniques developed by Miles and Huberman. The result of this research showed that management of climate change adaptation and mitigation in Miroto village had not been optimal, because there were still many problem in planning, organizing and actuating aspects. In planning aspect, the comprehension of guidelines in Peraturan Gubernur Jawa Tengah Nomor 43 Tahun 2012 tentang Rencana Aksi Daerah Penurunan Emisi Gas Rumah Kaca tahun 2010-2020 were still very low, there were only a few the adaptation and mitigation activities of climate change, and there were not a spesific schedule for the activities. In organizing aspect, the special team that had been made did not function properly, and there were only a few cooperation. In actuating aspect, the social participation was still low. The recommendations is for planning by socialize the guidelines in Peraturan Gubernur Jawa Tengah Nomor 43 Tahun 2012 add more the adaptation and mitigation activities of climate change, and arrange a specific schedule; organizing by make an organizational structure in RT/RW, and adding more cooperation; actuating by holding routine voluntary work.
