Abstract

The latest condition of Street Seller arrangement in Surakarta City shows that it has not been arranged significantly. The data of Trading Service shows that out of 5,817 registered street sellers, some of them have not been arranged completely by Surakarta City government. Indeed, the arrangement cannot be done simultaneously, but it should be done gradually corresponding to the condition of budget existing in Surakarta City government. In addition, the arrangement should take the zone occupied by the Street Sellers into account. The ever growing number of Street Sellers will instead be a problem later, when it is not managed together. Surakarta City government has arranged street sellers seriously. In early 2017, Surakarta City government has completed the reconstruction of Klewer Market burnt in late 2014. Surakarta Trading Service arranges and manages street sellers in Klewer Market using participation and transparency principles. Participation principle, according to Verhagen (Mardikanto and Soebianto, 2015:81), is a special form of interaction and communication related to the sharing of authority, responsibility and benefit. Participation and transparency principles support the creation of Good Governance in which this concept application is often dependent on the organized cooperation between government and community such as Paguyuban (association) (Riswanda Imawan, 2002: 32). The growth of interaction and communication is reflected in the arrangement (organization) is adjusted with the condition of sellers before the fire. The process of validating data of Klewer Market sellers has been completed by City Government, indicating that there are 2,211 street sellers. The sellers to be arranged and to occupy the market starts to be registered, problem mapping is conducted, schedule is developed, requirements are communicated to all sellers, through both Paguyuban Pedagang Pelataran Pasar Klewer (P4K = Klewer Market Yard Seller Association), Himpunan Pedagang Pasar Klewer (HPPK = Klewer Market Seller Association), Komunitas Pedagang Pasar Klewer (KPPK = Klewer Market Seller Community), retailer, and street sellers around the market. The requirements specified to get kiosk in the permanent market are: showing Surat Hak Penempatan (SHP = Occupation Right Document), having Nomor Pokok Wajib Pajak (NPWP = Taxpayer Identity Number), and willing to pay retribution electronically (e-retribution). Surakarta City Government arranges sellers (traders) and Street Sellers in Klewer Market of Surakarta along with other stakeholders, corresponding to the objectives and programs as included into seller arrangement policy in Surakarta City. Referring to Participation and Transparency principle application, Good Governance is achieved in Surakarta City government, thereby expectedly can be more successful and professional in the next management.Keywords: Street Seller arrangement, Participation, Transparency, Good Governance

Abstract

In the current globalization era, communication science has a important rale in tourism. Oneof them is in the hospitality industry. In the Surya Sukowati Hotel, the receptionist serves thecoustemers by using interpersonal communication. With minimum of human resaources of receptionist in handling the work and custemers more improve. From the phenomenon above, the authors are interested to conducted the role interpersonal communication receptionist in the custemers. The key word in this study: interpersonal Communication, receptionist, customer satisfaction at Surya Sukowati Hotel in Sragen. The objective this reserch was to describe the role of interpersonal communication receptionist in custemers satisfaction at Surya Sokowati Hotel. The descriptive research with qualitative methud was a type that be ussed in this research. The theory was used based on Suranto Aw opinion that interpersonal communication between two or more people to presents message includes verbal and non verbal communication. Communication skills communication attitudes, ask a excusatory when any complaint, and present informations. The result of this reserach shows that the interpersonal communication receptionist at Surya Sukowati Hotel was good enough . So the impacts of custemers satisfation created through the stability of customers expectations the increasing of visiting interest to returned to the Hotel, and there was a willingness to about Surya Sukowati Hotel. The interpersonal communication receptionist in customers satisfation can be seen fro, the increasing number of customers and hotel guests staying at Surya Sukowati Hotel.Keyword: Customers Satisfation, Interpersonal Communication, Receptionist

Abstract

Along with the development of technology and information, nowadays public information services provided by the Government are increasingly developing. One of the example is public complaint service facilities that is provided by the Department of communications and Informatics of Karanganyar Regency. Throughout its establishment, it already gets good response from the community which are marked by large number of complaint received. In contrary, the community feels like there is not much feedback given by the government or they just too slow to give a feedback. According to those phenomenon, the author is interested on finding the way to improve public communication service provided by Department of communication and Informatics Karanganyar Regency (Diskominfo Karanganyar) trough its management of public information service. The purpose of this study is to describe how communication management will improves the public information services in terms of dealing with community’s complaint. The type of research used in this study is descriptive with qualitative methods. As for the theory that is used such as the Cutlip, Center, and Broom's opinion which stated that the management of the operational communication includes defining the problem, planning, acting and communicating, as well as evaluating the communication activity. The results of this study explaines that communication management conducted by Diskominfo Karanganyar has been running quite well, which starts from defining the community’s problem through variety of complaint service and continued by classifying the incoming complaint before being forwarded to the associated govenment’s bureau. After that Diskominfo Karanganyar will select and filter the information that will be procedeed to the people, this activity is categorized as communication planning process. Karanganyar Diskominfo usually communicates directly to the public through a discussion forum as well as information technology media such as websites and social media. Abstract

The hotel is one of the role holders in the tourism industry because the hotel provides accommodation and service facilities. Good service can be seen from the quality of human resources in it. With competition in the world of hospitality that is getting tougher every hotel is competing to provide the best service for its guests. HRD (Human Resources Development) plays an important role in improving the quality of human resources because HRD has tasks that are directly related to employees. From this phenomenon, the authors are interested in examining the Role of Persuasive Communication in Human Resources Development in Improving the Quality of Human Resources. The theory used is the persuasive communication theory of Wilbur Schramm by using persuasive communication phases namely AIDDA (attention, Interest, Desire, Decision, Action) by arousing attention (attention) followed by developing interest (interest) so that the desire arises the coming of a decision (decision), namely the decision to take action (action). The type of research used in this study is descriptive research with qualitative methods. The results of the study explained that persuasive communication conducted by HRD Best Western Premier Hotel Solo Baru is by arousing concern among employees through messages by building communication by adjusting the situation, not always formal but with communication that can be received by employees, then to arouse the attention of HRD employees to conduct Best Employee and Best Attendance, there arises the interest of employees with enthusiasm, then the desire of employees to improve the quality of their performance by making decisions that are responsible for the work and the company, then the last action taken by employees is by improving and maximizing its performance. Abstract

Communication is on important thing in human life. Teacher and student communication have an important role for achieving good and effective learning goals. Communication between accompanying teacher and students SMPN 12 Surakarta is an inclusive school that receives student with special needs to follow the education in public school. From the explanation above, it was found the problem formulation of how the effectiveness of communication conducted by the accompanying teacher at SMPN 12 Surakarta to student with special needs, through inclusive education. The purpose of this study was to describe how the effective communication of accompanying teacher at SMPN 12 Surakarta to students with special need through inclusive education. The type of the research used in this study is descriptive research with qualitative research methods. The theory used is the opinin of Jalaludin Rakhmat (2011) which states that the effectiveness of communication is an effect in communication that will arise if there is a change in the perceived, liked, or hated. This effect is related to emotions, attitudes, effect on real behavior can be observed, in the form of action patterns, and changes in knowledge. The accompanying teacher communicates using clear and soft indonesian. The accompanying teacher motivated student with special needs so that the enthusiasm in attending the lesson and the accompanying teacher would simplify the material provided by the class teacher so that student with special needs easily understood the subject matter the result of the study explained that communication carried out by the accompanying teacher in improving the understanding of the material of students with special needs has been effectiveKeyword : communication effectiveness, accompanying teacher, student with special needs

Abstract

This research described and analyzed a problem concerning the role of local government in safeguarding maritime security from illegal fishing in Natuna Sea through maritime diplomacy. The objective of research was to analyze the role of local government in maritime diplomacy as an attempt of safeguarding its maritime area during 2015-2017. The research method employed was qualitative one with primary and secondary data. Data collection was carried out using interview and documentation methods. From the research on the role of local government in maritime diplomacy, it could be found that the role of local government in maritime diplomacy was passive in nature, because the local government’s authority was to apply the policies resulting from maritime diplomacy in its area. Natuna Regency Government in developing maritime security served as policy initiator intended to Central Government, and then implemented those policies by conducting socialization, fishermen empowerment and fish and seaweed cultivation.Keywords: Maritime Security, Maritime Diplomacy, Local Government Role, Natuna Sea

Abstract

Video game is one of the game can’t be separated from the children, because its their time to play. A video game is an electronic game that involves interaction with a user interface to generate visual feedback on a video device. Video game has a positive and negative effect especially for children within age 3 - 6 years old in Banaran Village, Pracimantoro, Wonogiri which has been facilitated with smartphone although it just for playing a video game.Outline of the problem is how the effect of video game against the growth of children aged 3 - 6 years old in Banaran Village, Pracimantoro, Wonogiri.The purpose of reseach to describe and analyze how the effect of video game against the growth of children behavior aged 3 - 6 years old in Banaran Village, Pracimantoro, Wonogiri.This research based on theoryst icluding positive and negative effect, describtion of video game, and the growth of children behavior theory.Type of reseach is qualitative descriptive ; Location of research in Banaran Village, Pracimantoro, Wonogiri ; 9 informants were used for Naturas setting technique in this research.. Type of data using primary data and secondary data. The ways observation, interview, and documentation. Data analysis technique done interactively and continually until the last consist of reduction data, served data, and conclusionResult of the research indicate that the video game has positive and negative effect, the positive effect of video game is just lighten the burden of parent at the time thew want to do the housework and can sharper the memory. The negative effect for children they can dispute their parent, dare to fight with their parent, have no manners, can’t be given an advice, being anti social, communication with parent is not going well. It can be concluded that the effect of video game against the growth of children aged 3 - 6 years old in Banaran Village, Pracimantoro, Wonogiri have more negative effect than positive effect.Keywords : video game, effect, the growth of the children behavior

Abstract

This research described and analyzed the problem concerning border diplomacy conducted by Indonesian government in dealing with sugar smuggling case in Entikong-Tebedu border, Malaysia. Sugar smuggling in Entikong border, West Borneo often occurs through either legal or illegal stripe. This sugar smuggling occurs due to economic condition, sugar production not fulfilling the people’s need in Entikong border. Jokowi constructed Entikong Integrated State Cross Border Post (Pos Lintas Batas Negara Terpadu Entikong) to facilitate the cross-border activity better. However, sugar smuggling case remains to occur because of many rat runs along Entikong border line that cannot be afforded by the border security guards. The author employed border diplomacy, border security, and bilateral relation theories. The objective of research was to find out what Indonesian Government’s border diplomacy is in dealing with sugar smuggling case in Entikong border. The research method employed in this study was qualitative one with primary and secondary data. Data collection was carried out using interview and documentation methods, and the data collected was analyzed descriptively. From the result of research on border diplomacy in dealing with sugar smuggling case in Entikong, it could be found that the enactment of border diplomacy constituting bilateral diplomacy by Indonesian and Malaysian Governments, and border security guards such as Indonesian Army and Police (TNI-Pori), and Customs provided Border Trade Agreement (BTA) review, the cooperation concerning the management of Entikong-Tebedu border security and cross border activities to prevent sugar smuggling from occurring.Keywords: Border Diplomacy, Border Security, Sugar Smuggling, Entikong Border

Abstract

This research explains about the Indonesian climate change policy as an effort to accommodate framework of Paris Agreement using sustainable development framework. Background of this research is the vulnerability problem cause by the climate change, such as unstable rainfall and extreme climate, which eventually will affect foods needed such as corn and rice staples. This research uses regime theory and sustainable development to explain climate change policies in Indonesia as an effort to accommodate environmental and sustainable development frameworks of Paris Agreement. The research is using qualitative method with descriptive analysis. Data source of this research is secondary data, found from books, journal and also information from electronic media. The result of this research explain that Indonesia has incorporated frameworks from Paris Agreement to its policies concerning environment and sustainable development issues.Keywords: Climate change, Paris Agreement regime, Sustainable development, Indonesian climate change policy

Abstract

Cultural and Creative Industries (CCIs) shows a significant increase, both globally and locally. The market for creative industries in Global Market is wide open. For Indonesia, the creative industry sector is also a leading sector. This potential continues to be maximized by the Indonesian government with the establishment of the Badan Ekonomi Kreatif (Bekraf) as a non-ministerial institution that focuses on managing the creative economy sector in 2015. The study aims to determine Bekraf's role in encouraging the export of creative economic products to the global market. This study uses qualitative methods with literature study. Conclusion of this research, regarding the role of Bekraf in efforts to increase exports of Indonesia's creative economy include: (1) mapping the potential of Indonesia's creative economy; (2) promotion assistance abroad; (3) Human Resources competency improvement programs and utilization of digital technology.Keywords : creative industry, Europe market, export.
