Abstract

Elections are one of the most important components or instruments in a country's political system. As a political system, elections will be a quality democracy party for both the presidential elections at the central and regional or local levels, as long as the political principles and values ​​of ethics and moral integrity are met. In the 2015 election of the Head of Region, there is an interesting political fact that there are many incumbent candidates, who have failed to win, there are also incumbent candidates, who have won and even won a landslide. For example, the Surabaya City Pilot won by Tri Rismaharini-Wisnu with 86.2%. From the results of this study, researchers can conclude that first, the victory of the incumbent more on social capital factor (second), Bina Desa prorgram, third door to door strategy, fourth, offer environmental, tourism, health, and fifth , regional infrastructure development program. Abstract

The large bureaucratic structure will cause a range of negative consequences, comprehensive changes required. Adhocracy is one option from the many models of re-bureaucratic structure. This model is seen as an antithesis of bureaucracy that is outside the formal bureaucratic structure. Adhocracy is also referred to as the modern organization structure, innovative organization that can adapt to the changing environment. The purpose of this research seeks to contribute its knowledge by exploring a variety of secondary data, multiply a couple arguing about the concept and the form of adhocracy in bureaucracy. Meta-theory is used as a research method, data reduction in deductive to draw conclusions. The results of this study reveal adhocracy needed in bureaucracy, bureaucratic structure changes are objective needs in the last decade to get a performance of bureaucracy is more effective for delivering a quality of public services.DOI: https://doi.org/10.26905/pjiap.v3i1.1809

Abstract

Indonesia's defense and security system embraces Sishankamrata system. In the case of realizing this sishankamrata, the formation of hansip or community as a component of society which cooperates with TNI and POLRI in realizing security, public order and protection. This study aims to describe the optimization of Satlinmas in Gilingan, Surakarta. The method used in this research is descriptive qualitative. Research data in the form of events obtained from observations and interviews, and supporting documents. Researchers get data by way of observation, interview and documentation. The data were analyzed using interactive analytical models of Miles, Huberman and Saldana. The results showed that the optimization has been implemented in accordance with the role of Satlinmas as stipulated in Permendagri No.84 of 2014 and Surakarta Mayor Regulation No.58 A in 2012. Satlinmas is active in assisting disaster management, both natural and disaster caused by the outbreak of disease outbreak , conducting routine patrols in every area, especially vulnerable areas, assisting community social activities, assisting in the election and defense of the State.DOI: https://doi.org/10.26905/pjiap.v3i1.1922

Abstract

In order to optimizing its performance, regional police of Lampung used cultural approach as a problem solving. This research intend to analyze how is the performance of regional police Lampung with the presence of that adoption and describe the stages of adoption of local wisdom. The type of this research is descriptive research with qualitative approach. The primary data was collected from the result of interview and observation, while the secondary data was collected from documents such as the decree of featured programs by the chief of regional police Lampung which included program that has been adopted from local wisdom of Lampung. The researcher has found the stages of adoption of local wisdom in the performance of regional police Lampung; a) Awareness stage, b) Interest stage, c) Assessment stage, d) Eksperiment stage, and e) Adoption stage. However, the performance of regional police Lampung considered good enough and quite able to decreasethe number of crimes in Lampung, although they are still working hard to optimalize the process of reducing a crime in Lampung.DOI: https://doi.org/10.26905/pjiap.v3i1.1923

Abstract

Amid the diverse capacities of local governments in exercising their authority in the era of democracy and regional autonomy, local elites have emerged in the regions. The consequences of the emergence of local elites in the region then gave rise to obstacles in democracy, such as political dynasties as well as conflicts related to control of resources, while the rotational dimensions of power and the welfare of the community began to be marginalized. This can be seen from the strengthening of local strongmen and local bossism. This certainly makes the paradigm confusion associated with local elites and local conflicts that occur in the local post-democratic and regional autonomy regions. As it is known that when the regions have not implemented local autonomy and democracy, what happens is that local elites tend to derivate from national politics so that in the event of local conflict the resolution of the conflict can be more easily resolved. Therefore, it is necessary to return to reasoning to redefine the position of the local elite as a central representation as well as a representation of the local community. This research is qualitative using desk-research. The results show that with local democracy and regional autonomy the spread of political forces makes the formation of local elites that are formed today is centrifugal. Abstract

Autonomous systems change and change (amendment) as the goal of accelerating development amidst social change. Based on Law 23 of 2014, the authority of the Village Government to design development in accordance with the needs of the community that requires the existence of public participation. Principles of Participation in Development make the system of Democracy a moral development and as a mechanism of social system of development in the village. Abstract

This study aims to analyze the implementation of Gender Responsive Planning and Budgeting (PPRG) in Batu City. Analytical techniques use qualitative methods with a focus on general budgets, which incorporate gender assumptions and distribute budget allocations that take account of their gender impact. Data obtained through in-depth interviews with purposive sampling on staff and employees who know and engage in budgeting. Furthermore, to study strategic policy document of Batu City, that is; RPJMD documents, RKPD documents and APBD documents by 2016. The results of research on gender responsive planning and budgeting process in the Regional Government Work Units (SKPD) have not been fully implemented due to the fact that the Regional Regulation (Perda) has not yet been established as the basis of Gender Equality Gender (PUG) . There is no PUG Working Group at city and Focal Point level in SKPD. Budgeting also does not use gender analysis in the form of Gender Analysis Pathway (GAP) and Gender Budget Statement (GBS). In fact, these instruments become formal evidence of the existence of gender responsive planning and budgeting in Batu City Local Government.DOI: https://doi.org/10.26905/pjiap.v3i1.2275
