Publisia: Jurnal Ilmu Administrasi Publik, with registered numbers ISSN 2541-2515 (print) and 2541-2035 (online) is a multidisciplinary journal published by the Public Administration Department - Faculty of Social and Political Sciences, University of Merdeka Malang. Abstract

Tujuan penelitian ini untuk mendiskripsikan komitmen pemerintah daerah dalam mengembangkan ekowisata. Pendekatan penelitian mengunakan kualitatif dengan jenis penelitian deskriptif. Data diperoleh dari observasi, wawancara dan dokumentasi. Penentuan informan menggunakan purposive sampling. Data dianalisis menggunakan model interaktif Miles Huberman. Hasil penelitian menunjukkan Pemerintah Kabupaten Sidoarjo (PKS) memiliki komitmen pengembangan ekowisata dalam tiga dimensi. Dimensi pertama affective commimtment menunjukkan kemauan kuat PKS serta konsisten meyakini nilai-nilai alami isu lingkungan dengan membuat lahan konservasi dan pembinaan masyarakat tentang manfaat mangrove. Kedua, normative commitment PKS konsisten bertindak dalam bentuk menanam 200.000 bibit tanaman mangrove per tahun meskipun kurang maintenance di kawasan Tlocor yang diklaim sebagai destinasi wisata mangrove sehingga menjadi kumuh dan kotor berakibat sepi pengunjung. Ketiga, continuance commitment PKS menjaga keberlangsungan pengembangan ekowisata dengan selalu berkoordinasi antar institusi dalam mewujudkan ekowisata sekalipun belum mampu mendongkrak pengembangan ekowisata. Kesimpulan: PKS melalui instansi terkait berusaha menunjukkan komitmen dalam pengembangan ekowisata namun belum optimal karena keterbatasan sumber daya. Untuk itu dibutuhkan kerjasama sinergis secara kolaboratif melibatkan stakeholders yakni Pemerintah Daerah, pihak swasta (khususnya pengembang wisata) dan masyarakat dalam mengembangkan kawasan ekowisata menggunakan menejemen strategis sehingga dapat mencapai hasil sesuai dengan rencana.

Abstract

Corruption is one of the illnesses of the government bodies that are still being combated in some countries, especially Indonesia. In order to reduce corruption cases, there are several reforms to be implemented, for example decentralisation. Decentralisation is expected to solve the problem since the policy narrows the gap between government and citizens. However, decentralisation does not eventually reduce corruption cases. Indonesia, for example, based on Corruption Perception Index has relatively stagnant ranking of  combating corruption. Furthermore, there are few researches on the impact of decentralisation on corruption. Based on the explanation, this paper examines the drawbacks and benefits of the implementation of decentralisation on public sector corruption in Indonesia. Interestingly, this research finds that the implementation of decentralisation in Indonesia seems to have diverse impacts to eradicate corruption cases. For example, although Indonesia still has unsatisfied rank in combating corruption, the successfulness of KPK in arresting several local leaders indicates that decentralisation helps the enforcement institution in recognising the responsible actors on corruption acts. Therefore, this research is expected to fill the research gap on the impact of decentralisation on corruption in Indonesia.

Abstract

This study aims to examine about the impact of application of the concept of Community Based Tourism (CBT) in realizing the independence of Candirejo village. The research method used is qualitative method. The results of this study are Candirejo Village Management Manager is a Cooperative whose entrepreneurs are the original community of Candirejo Village, The impact of CBT concept implementation can be seen through economic aspects (job diversification, improvement of housing condition and new business development), social (social interaction, community participation, change of mindset), cultural adoption, and environment (improvement of public facilities). With the fulfillment of Indicator Independence of the village is not entirely Candirejo village can be released  of the government aid funds, but at least in the fulfillment of basic needs, community activities, construction of public facilities, and economic activities available can be fulfilled independently

Abstract

The Study aim to examine how the implementation of national health insurance policy and what are the obstacles in implementing national health insurance policy through health insurance administering board (BPJS) in North Halmahera Regency. In this study researchers used descriptive qualitative methods. The data used in this research are primary and secondary data. Data collection used interview technique, documentation and observation. In this study the researchers used data analysis techniques from Miles and Huberman that is data reduction, data presentation and conclusion. The results showed that the implementation of national health insurance policy has not run optimally so there are still many people have not participated as participants of national health insurance. In implementing the policy there are some things that become obstacles such as the Implementor not yet understand well what is the standard operational procedures in service to society. Another problem arising from this policy is the status-level reference service system. Another obstacle encountered by researchers in the field is the lack of human resources and supporting tools, there are still many people who complain about the amount of contributions that must be paid by the community.

Abstract

Disaster mitigation is the initial phase of disaster management more leads to disaster risk reduction for disaster-prone areas to reduce the larger impact caused by natural disasters. The purpose of this study discusses disaster mitigation policies in disaster-prone areas in terms of medium-term Regional development plan (RPJMD) in Pacitan Ponorogo and Trenggalek regency. The descriptive method was chosen to provide the description about mitigation of disaster-prone areas in the further theoretical and comparative analysis of secondary data document RPJMD. The results showed, disaster mitigation conceptually as output, disaster-prone areas of empirical conditions as input, process the Executive and the legislature as a process in the public policy cycle. In addition, disaster mitigation included in the agenda of the policy in the RPJMD, Pacitan Ponorogo and Trenggalek Regency through development programs of prevention and disaster preparedness to enhance the capacity of local governments in the face of natural disasters.

Abstract

The village fund and village fund allocation policies which have implemented since 2015, require the village apparatus to manage the village budget skillfully in order to optimize the using of it. Bulutengger village in East Java is also expected to be able to synergize the prior programs of village development and community empowerment, while keep following the regulations. This study aims to identify the revenue and the prior allocation which are included in the planning phase based on Minister of Home Affairs Regulation (Permendagri) no. 113 of 2014 on Village Financial Management. This study was conducted by using the qualitative method and descriptive approach. This study finds that the most sources of revenue in Bulutengger Village are village funds, village fund allocation, and village own-source revenue (PADes). The priority of village fund was based on Regent Regulation of Lamongan no. 10 of 2017 on Technical Guidelines for Implementation of Village Fund Financial Management Activities of 2017 Fiscal Year. The priorities are the village development (construction of concrete rebate roads), and community empowerment (integrated service post activities/Posyandu). The using of village fund was also considering the problem statement and the potentials of village in Medium-Term Development Plan of Bulutengger Village (RPJMDesa) 2015-2020. However, most village apparatus is still depended on the head of village to manage the village budget because of the lack of information and knowledge on it.
