Abstract

The study aims at analyzing the achievement of Minimum Service Standards (MSS) in Basic Education through a case study at Semarang Municipality. The findings shall be used as a starting point to predict the needs to meet MMS by 2015 and to provide strategies for achievement. Both primary and secondary data were used in the study investigating the gap between the real achievements and the standards as set out in MMS in terms of the number of schools and classrooms, support facilities, teachers, education staff, including books and teaching media. A little bit of non-personnel budgeting was also observed to be matched with the standards as set out by Education Ministry No. 69 / 2009. It turned out that classrooms and teachers outnumbered in Semarang with reference to the distribution of students and teachers according to national MMS even seemingly a waste of money. Teachers were abundant 2010 and would remain as such in 2015. Classrooms for Elementary Schools would be sufficient up to 2015, and six additional classrooms would be needed for Junior High Schools. However teachers’ qualifications were far from fulfilling MMS including the school principals. There lacked support facilities including books and teaching media. Meanwhile non-personnel budgets were low including allocation of funds for school supplies. Therefore, it is high time that City Government prioritized 9-year-obligatory education by redistribution of students and teachers, improvement of teachers’ qualifications, upgrade of school facilities in accordance with MMS and improved efficiency of school budgets. Abstract

The role of English nowadays reaches many fields including early education at school. The number of Indonesian students who are able to speak English fluently is increasing. Moreover, in many big cities we can find many Indonesian families who live in Indonesia but their children talk in English instead of Bahasa Indonesia. Is it a thread or not? If we see from the students’ ability in using English this picture represents the result of Teaching English in Indonesia since early childhood. The Indonesian students are not likely to read books though they know that by reading they will get more knowledge and information. The gadget attacks them because they are likely to read things in their gadget then from the books. This is not a very good situation if the number of students who do not want to read increased. The Indonesian reading habit is lower than the students from our neighboring countries. This reading habit is one of indicators that can measure the future generation of Indonesian students. The teachers should work hand in hand with the family to create reading habit because by reading they can improve their vocabulary. By improving the vocabulary they can speak and write English better. The student’s vocabulary will improve if they have good reading habit because if they do not want to read therefore their vocabulary remains the same. Learning English from the vocabulary is one kind of learning strategies done by the teachers who teach basic level. The more they read the English books the more vocabulary they will get. This documentary study is analyzed in qualitative nature by giving detailed explanation for data. The step to collect the data is reading the books and the steps to analyze the data are identification, classification and interpretation. The result shows that there are appraisal values recognized in ELT-SoloReaders’ series with the purpose to teach young readers to learn how to share their ideas and appreciate others’ ideas in English correctly. Abstract

This study is aimed at: (1) construing the pattern at which the children’s English syntax develops; (2) explaining children’s mean length of utterance (MLU). The data were downloaded from YouTube.com. Categorical analysis was applied in order to achieve the objectives of this study. The findings indicate that (1) the pattern at which the children’s English syntax develops could be traced from three different phases: (a) linguistically unpatterned, as the language interaction does not exist yet. The children’s daily activities relate to opening mouth, closing mouth, yawning, blinking, moving head, and non-speech activities (crying, producing speech-like sounds: hee…, eeg…eeg), (b) simple linguistic pattern, as the language interactions are in the forms of babbling (ta ta ta), holophrase (doll) and two-word expression (Daddy go). They are also accompanied with non-speech activities (laughing, screaming, and producing speech-like sounds: heee, he he, eh eh, aahh, uuh, uum), and (c) linguistically patterned, as the language interaction is created in true speech – complete utterances with (a) subject-finite elements, (b) various sentence types, (c) various language functions and speech acts. (2) the MLUs of the true speech created by children are 3,57 (three years), 5,09 (four years), and 7,53 (five years). Keywords: syntax, MLU, linguistically unpatterned, simple linguistic pattern, linguistically patterned, babbling, holophrase, two-word expression, true speech
