Abstract

Facing a new paradigm in the field of government, in the areas of management personnel have been issued law number 5 Year 2015 about Staffing Management. Some of the new things that are important and need to get attention, namely: (1) the emphasis of the construction of civil servants based on the system of feats work, competence and professionalism, (2) the professionalism of civil servants which the state apparatus/government should be able to maintain neutrality by separating the country office with the Office of the land, and (3) decentralized local government against staffing authority which is one unified network system bureaucracy in staffing nationwide.Badan Kepegawaian Pendidikan dan Pelatihan (BKPPD) Ponorogo being required to provide professional service and quality since it is closely associated with speed, accuracy, in process and completed the staffing of the affair. Therefore, in carrying out the duties and functions of the entire staff of the BKPPD Ponorogo expected to demonstrate good performance.The purpose of this research is to find out and describe the performance of the apparatur BKPPD. The main data source in the form of the words and actions of the rest is additional data, such as documents, photos, statistics, and other data sources used in this study was the informant/resource person i.e. interview and document/archive. The data collected is reduced in the form of selection and simplification of data and then taken the conclusion as well as evaluate how far the indicator responsiveness, responsibility and accountability to the performance of the apparatur BKPPD. The methods used in this research is descriptive qualitative. The results of this research show that the performance of the apparatus at the BKPPD of Ponorogo categorized better. The study also shows that (1). BKPPD Ponorogo quite responsive to complaints that there are though still there is some weakness (2) level of corporate responsibility BKPPD Ponorogo is quite good, but there are still some flaws (3) accountability of the BKPPD has been very good, which is visible from the work and reporting implemented. Each policy taken accounted for starting from planning to results achieved. In each service already is SOP with standard time period. So there is already a rule that raw about each type of service.The study also gives suggestions about the need for complaints management and service in accordance with standard operational procedures resulting in the granting of service going on harmonious relationships between employees and the recipient BKPPD staffing services.

Abstract

International pressure on the junta in Myanmar (in particular the American, UN and Europe embargo) becomes positive signal to the democracy movement in the country, although effective or not is still questionable. Not to mention the matter is completed, the pessimism of development of democracy in Myanmar is reinforced by the approach of two new giant in th world economy (India and China); and "naughty child", North Korea. As two country with high economic growth, energy needs can not be Words: Embargo, effectiveness postponed. energy Interests of the two giant meets the Myanmar interests that one side has abundant energy resources such as natural gas and petroleum, but on the other hand require political support from India and China because of international pressure. And, the argument of realist "enemies enemy is a friend" has encourage North Korea to supply nuclear technology to Myanmar. In addition to these international factors, this study also found a number of patterns associated with the involvement of China, India and North Korea in the failure of the embargo: (1) distribution of the power of the global political economy has become more complex. USA, EU and the UN are not longer a global actors uncontested, the rise of the Asian giants seem to weaken if reluctant to say: terminate their domination; (2) the pattern of change in the political-economic power shift from the previous one in the west (America and Europe) moved to the east (India and China); and (3) changes in the pattern would seem to open the possibility of changing of the behavior of third world countries who are seen, one of which is Myanmar's behavior.

Abstract

The purpose of this study were: 1) assess the cropping pattern in the space of production forests, 2) assess the spatial structure of forest partnerships, and 3) The research was carried out in the forest of Muria Area - Pati Regency, in three areas of production forest administration and varied forest utilization patterns. The population is the pesanggem, spatial analysis was used to assess forest spatial structure of the partnership, the analysis of theMinimum Necessities of Life (KFM –Kebutuhan Hidup Minimum) and the find the optimized utilization of sustainable production forest area. cropping patterns, partnership space, pesanggem, structure, stands Proper Necessities of Life (KHL-Kebutuhan Hidup Layak) from farming activities in the forest. There were found that the patterns of space utilization of production forest do not meet the rules of partnership in Region Development (WPWilayah Pembangunan) I, yet it was appropriate in areas II and III. Pesanggem in regions I and III could cover the KHL, while the pesanggem in WP II were just to cover the KFM. Utilization patterns and structures to maintain a sustainable spatial quality have not made sovereign by the partners. It can be seen from the cropping pattern executed in each region in which the pattern of monoculture in WP I, 90% of total borgan area was occupied by cassava plantation, polyculture pattern in the WP II and compound pattern in the WP III. The suggestion is that the need to reform the partnership space on the production forest for economically and ecologically sustainable.

Abstract

The background of this research is the fact that there are still many teachers used device learning without innovation so the critical thinking students' ability.  The purpose of this research to describe the validity and the effectiveness of device learning and to know difference in the critical thinking ability between the students who were taught used learning inquiry with the students who were taught in a talk method. This research was conducted using research and development with 4D model Thiagarajan (1974) with control group pretest-posttest design which produces device inquiry learning such as implementation learning, students' worksheet, and the result test which reflectif the critical thinking students' ability. The subject of this research were the students of four graders of Elementary School. The instrument used in this research were validation, implementation learning observation sheet, student activity sheet, and test. The validation results show device learning was 4.3 with very valid category. The learning implementation got a percentage of 88.5% which shows very good category, the students activity got a percentage of 87.97% which shows very good category and test got 80.16 75 which show increased. So, the development device learning can be taken effective. A difference in the critical thinking ability between the students who were taught used learning inquiry with the students who were taught in a talk method with T-Test got the significance was 0.031 0.05.

Abstract

There have been land changes in the Watershed of Silandak such as deforestation, changes in land use, and construction of the Candi Industrial Zone. The purpose of the study is: 1) find out the broad development of the industrial area of Candi in 1994-2010, 2) determine the distribution of flood-prone areas of Silandak river, and 3) know the impact of development of Candi Industrial Zone on the flood behavior of Silandak river. The study was conducted at Candi Industrial Zone which is located in the watershed of Silandak river. The analysis technique used are literature studies, ecological approach and descriptive analysis. The distribution of flood-prone areas were analyzed based on the identification of land use maps, land elevation and peak flow discharge. Dominant land use change tend to the direction of settlement and industry. Settlement wide in 1994 amounted to 371.82 hectares, in 2010 increased to 486.35 hectares, and in 1994 the industry total area of 16.10 hectares in 2010 increased to 319.04 hectares. The land use change give impacts on the peak flow discharge increases, from 1.47 m3/second in 1994 increased to 7.23 m3/second in 2010. Flood prone areas that are waterlogged for the longest are located in the Village of Krapyak, Tambakharjo, Jerakah and Tugurejo, while the location of flood prone areas without waterlog are in Tambakaji, Ngaliyan, Bambankerep, Kalipancur, Purwoyoso. The social impact of the development of Candi Industrial Zone is outlined by air quality, noise, land use, the potential for water, waste management, transportation, employment, social unrest, public perception, comfort, and safety.

Abstract

The aim of research to find out the learning outcome of material freedom of expression through the study group investigation A class VII SMP Negeri 3 Temanggung 2nd semester of the school year 2014/2015. Research in class VII A of 32 learners. Source data from the primary data source and sekunder.Pengumpulan data using test techniques to determine the results of study and observation sheet form non-test to determine the learning process. Class Action Research conducted two siklus.Hasil study were analyzed using descriptive analysis of comparative continued reflection, the learning process with a qualitative descriptive analysis continued reflection. From the initial conditions to the first cycle increased learning outcomes with an average value of 69 to 78, an increase of 13.04 percent. In the two cycle average value of 86 increased 24.65 percent from the initial conditions. There is an increase in the activity of learners and teachers. Group investigation concluded that the learning materials improve learning outcomes freedom of expression of class VII A SMP Negeri 3 Temanggung 2nd semester of the school year 2014/2015

Abstract

Land cover changes occur in Indonesia where one of them is in Kelapa Kampit, East Belitung Regency. This area is very famous for large-scale tin mining activities carried out by tin companies. Along with the policy on mining activities that must care about the surrounding environment and reclamation and revegetation activities carried out in post-mining land, the massive tin mining activities in the region are decreasing. This study aims to analyze changes in land cover and find out the adaptation of the community carried out due to changes in land cover and to know the factors that influence the adaptation strategy. This study uses the mixed methods approach. The data used include in the form of Landsat TM satellite imagery acquisition in 1995 and Landsat 8 acquisition in 2015 and interview data. The method of separating land cover objects using the technique of not guided digital classification. After the reclassification process has been carried out, 8 (eight) classes of land cover are produced. The results of the study show (1) there are contradictory conditions between mining land and forests with oil palm plantations. The condition of the mining area and forests from 1994 - 2015 decreased, while the area of oil palm plantations increased significantly. (2) The community adapts to varying sources of income, changes mining areas and relies on assistance from various parties (3) The factors that determine community adaptation are education, knowledge, environmental conditions, people's understanding of job other than mining, sources of income and assistance provided to the community.

Abstract

The Constitutional Court as the judicial authority is responsible for maintaining the constitution directly and participates in  strengthening the rights of human rights. This is drawn directly from the nature of the understanding that the constitution itself as a political document that protects the rights of human rights of every citizen and people who live in the country. The constitutional functions are the first, limiting the powers contained in the constitutional scheme of a nation, and second, to formulate protection constitutional rights of the citizens and the rights of human as a whole. That is why the role of the Constitutional Court directly correlated with the significance of the role of enforcement agencies of human rights in terms of “norms control”. Embodiment of constitutional and judicial review is examining through compliance with the norms of the constitution messages that cannot be separated from the universality of normative messages of human rights.

Abstract

After Napoleon’s defeat in the Coalition War in Europe, parts of Indonesia which was originally colonized by the British returned to the Netherlands in 1817. Although the Netherlands applied a change in the politics of colonization, but still comes up a lot of Inodesian’s resistance. Among the resistances are Pattimura Resistance in the Moluccas (1817), Imam Bonjol in Minangkabau (1821-1833), Prince Diponegoro in Java (1825-1830) and so on. As a result of the resistance, Dutch spent lot to put it down. Besides, the political upheaval that occurred in Europe and the Dutch efforts to build its level equal with other European countries led the Dutch to politics that is able to exploit the wealth of Indonesian earth quickly. Among the political measures adopted is Forced Planting. This paper presented in a descriptive analytical model attempts to bring back a picture of Indonesian society during the cultivation, based on historical literature sources.
