Abstract

Government bureaucracy is one of the main activator elements in local governance. As a local device, bureaucracy is organized to support the implementation of local government tasks. Therefore the local government bureaucracy should be designed in a proffesional manner in order to deliver the maximum performance. But, unfortunately this time, the local government bureacracy is regarded as the main source of the failure in local governance. It is not separated from the poor performance of the bureaucracy that makes many government programs can not be optimally achieved. Some of the factors inhibiting the performance of local government that reviewed in this paper are (1) Bureaucracy does not understand who it serves, (2) The emergence of friction or discord between the head of local government (as head of the top bureaucracy) with regional parliament (DPRD) as a representation of sound of people who must be served by the bureaucracy, (3) The organizational of local government bureaucracy that is very big in terms of quality, (4) The low quality of accountability and transparency in local government bureaucracy performance, (5) The high influence of political power of regional head to units of bureaucracy, (6) Low responsiveness and sensitivity of the bureaucracy towards the problems faced by local communities.

Abstract

This research is a qualitative one. Direct observation are held in the Department of Civil Population and Family Planning, and Integrated One-step Service office. During the research process a range of primary and secondary data was collected. The primary data came via some interviews with the recepients of public services and questionaires that are distributed to them, while secondary data source included the legal products from the central government and local government. The result showed that: 1) the quality of public service bureaucracy in Tulang Bawang District in the era of regional autonomy has not fulfilled the target that was expected by service users, 2) the factors that affect the quality of public service bureaucracy are the large bureaucratioal structure, the unprofessional behavior of the bureaucracy, the incompetence bureaucratic leadership behavior, while ethics has not yet become priority in delivering public services, 3) some efforts that can be done in order to improve the quality of public services are: (a) enhancing the functions of local government institutions, including compose better system and procedures, restructure the organization and its working procedures, and evaluate services, (b) improving the quality of personnel resources, including increase their competences, gift, reward and punishment, (c) improving service performance, including the ethics of services, discipline of services, transparency of costs, better handling public complaints, use of information technology, (d) enhancing the function of supervision through the performance of service personnel, including internal and external controls.

Abstract

Local authonomy era provides big opportunity for the Local Government of Bandar Lampung to run development in accordance to the local character. Room of freedom that so big has encouraged The Local Government of Bandar Lampung to accelerate the progress target of economic development as well as to eradicate problem of poverty in the area. The Local Government of Bandar Lampung must make decision between choosing the growth strategy by emphasizing big scale economic sector or choosing the equity strategy by paying attention more to people oriented economic. As the result of scarcity of resources, the Local Government of Bandar Lampung finally choose the growth strategy.

Abstract

This article highlights role of it's the local government and his staff in executing duty or function of community empowerment, including identifying supporter factor and community empowerment process resistor. Community empowerment intended focused at various aspects related to life public as nation community, that is empowerment in educational, economics, culture social, psychology, and politics. Community empowerment is absolutely has to be done, and every its the local government and his staff must stand is big poweredness member of his its, especially stimulates, pushs, or motivates every individual to have ability or powered to determine what becoming its the life choice. Local government role (govern or Regent, or Mayor, and area his staff) meant to increase strength from public weakness, or preparation to public in the form of resources, opportunity, knowledge, and expertise to increase public itself capacities in determining their future, and to be able to participate and influences life of community society itself in area.

Abstract

Civil society is a space that lies between the countries on one hand and society on the other hand. There is an association of people who are voluntary and a network of relationships between the associations in that space. The realization of sustainable human development is not only dependent on the country that can govern well and the private sector that can provide job and income, but also depends on civil society organization that facilitate social and political interaction and mobilize the various groups in society to engage in social activity, economy and politic. Indonesian society is a highly pluralistic society or particularly called as the society that has a very high level of social fragmentation whether it sourced on economic issues, social culture, ethnicity and also the political field. Those are the things that inhibit the growth and development of civil society or at least slow down its development.

Abstract

The improvement of government apparatus performance is a non-negotiable compulsory. The urgency of this performance improvement can be understood in tine with the increasing demands for a service of government officials that has been assessed by many experts and the result is still disappointing. One of the strategic efforts that can be done is through improving the quality of personnel resources. Therefore, the extent to which the strengthening of the policy of increasing the quality of personnel resources can make a significant contribution towards the improvement of the performance of regional-unit organization.

Abstract

Village is the unity of law society that has area borders and it also an authority to regulate and to take care the local society interest according to the local admitted and respected origin and culture in the Government System of Republic of Indonesia. In the effort of running the village government, therefore, the village development plan is arranged as a unity included in the regency or city development plan. The village development plan is set by the participative of village government according to its authority. The formulation of the problem in this research is : Does the autonomy village program have the significant influence toward the development improvement in Komering Agung village, Gunung Sugih sub-district, Central Lampung regency?. Therefore the objective of this research is to know how big is the influence of the autonomy village program toward the development improvement in Komering Agung village, Gunung Sugih sub-district, Central Lampung regency. In this research, the data sources are taken from secondary and primary data using the qualitative and quantitative data analysis. As the result of this research, it can be concluded that the autonomy village program in Komering Agung village, Gunung Sugih, Central Lampung has been conducted well. It can identified from the result of questionnaire given to 34 respondents of this research and it showed that 19 or (55,88%) respondents stated that the autonomy village program run in Komering Agung village, Gunung Sugih sub-district, Central Lampung regency has been done well. However, it is suggested that there must be a good cooperation and awareness between the government apparatus and society in running the autonomy village program in order to support the development improvement in Komering Agung village Gunung Sugih sub-district, Central Lampung regency

Abstract

The problems of this research are how far the influence of bureaucracy orientation to the health service equality held by Kedaton Health Center (Puskesmas). Data are collected by means library study and field research and study the documents as well as theoretical analysis to the research object related to the main problem. Collected data are analysed by qualitative and quantitative methods as well. Quantitative methods used Rank Spearman. From this methods founded that rs is 0.703, meanwhile t-counting is 9.166 and t-table is 3.102 with significance level on 5% where freedom degree is n-2=86.. it is meant that t-counting is higher than t-table (9.166 and 3.102 respectively). So, the conclusion is Bureaucracy Orientation has high influence to the Health Service Equality at Puskesmas Kedaton. On the other hand, the result of the research accepted the research hyphothesis.

Abstract

Theory development in the past embraces the principle that poverty occurs because of a lack of ability to save and build physical capital. However, the theory was later corrected by another theory which states that "quality" as the ability of resident physical and psychological-intellectual, is more important than physical capital in the development process. The theory asserts that human resources (HR) is the most decisive factor of the character and pace of social and economic development of a nation Thus, an increase in resident enrollment to pursue higher education should be a strategic agenda for a nation to rise up to pursue economic progress.

Abstract

The implications of family planning goals are not only merely to reduce the number of births but also to improve the quality of the population, the quality of human resources and the health and social welfare that have been done through the setting of birth, maturation age of marriage and increasing the family endurance and welfare.Achieving those family planning goals are closely linked to the role of Family Planning Counselors (FPC). Family Planning Counselors help to provide the information and motivation, distribute contraceptives and perform data collection on families. Family Planning Counselors are also have been utilized by other sectors, particularly in Deviating poverty and network support community participation in family planning programs.Similarly, the heavy duty and responsibility of Family Planning Counselors would require the motivation to improve their performance, so the writer is interested to study this problem with the title of how is the role of motivation in improving the motivation of family planning counselors in Bandar Lampung city.In answering this problem the author uses the descriptive qualitative research method. Data were collected by library and field methods, such as observation field, depth interview, and documentation. The sources of information in this research are family planning counselors, other related and authorized party and PUS as the party that knows well about the family planning counselors. The interview results were analyzed to be drawn a conclusion. The results of the research showed that the performance of family planning counselors in Bandar Lampung city is determined by the motivation given in the form of additional incentives, clarity of career (promotion) and the provision of complete working equipment.
