Journal of Telematics and Informatics
Journal of Telematics and Informatics (e-ISSN: 2303-3703, p-ISSN: 2303-3711) is an interdisciplinary journal of original research and writing in the wide areas of telematics and informatics. The journal encompasses a variety of topics, including but not limited to: The technology of sending, receiving and storing information via telecommunication devices in conjunction with affecting control on remote objects; The integrated use of telecommunications and informatics; Global positioning system technology integrated with computers and mobile communications technology; The use of telematic systems within road vehicles, in which case the term vehicle telematics may be used; The structure, algorithms, behavior, and interactions of natural and artificial systems that store, process, access and communicate information; Develops its own conceptual and theoretical foundations and utilizes foundations developed in other fields; and The social, economic, political and cultural impacts and challenges of information technologies (advertising and the internet, alternative community networks, e-commerce, e-finance, e–governance, globalization and security, green computing, ICT for sustainable development, ICT in healthcare and education, management and policymaking, mobile and wireless communications, peer-to-peer learning, regulation of digital technologies, social networking, special user groups, the 2.0 paradigm, the WWW, etc).
The journal is a collaborative venture between Universitas Islam Sultan Agung (UNISSULA), Universitas Ahmad Dahlan (UAD) and Institute of Advanced Engineering and Science (IAES) Indonesia Section.

Pengetahuan dan informasi sangatlah penting bagi setiap orang. Begitu juga informasi yang dibutuhkan oleh masyarakat Desa Sebaung yang ingin selalu update dengan berita terbaru tentang perkembangan desa. Berdasarkan kuisioner yang dibagikan kepada 10 responden (masyarakat), maka menghasilkan fakta yaitu ada lapisan masyarakat yang tidak mengetahui informasi yang diberikan dikarenakan proses penyampaian informasi yang kurang efektif dan efisien. Dengan adanya aplikasi perpesanan berupa Telegram, maka akan memudahkan penggunannya dalam memperoleh informasi. Hal ini juga menjadi sebuah solusi dalam permasalahan yang terjadi di Desa Sebaung, khususnya dalam hal penyampaian informasi kepada masyarakat, yaitu dengan memanfaatkan adanya aplikasi Bot Telegram. Dengan penelitian yang telah dilakukan dengan mengangkat judul “Pemanfaatan Bot Telegram untuk pelayanan dan penyampaian informasi masyarakat di Desa Sebaung, Kecamatan Gending†yang bertujuan menghasilkan sebuah aplikasi Bot Telegram Desa Sebaung sehingga dapat membantu memudahkan masyarakat dalam memperoleh informasi dengan memanfaatkan perkembangan ilmu pengetahuan dan teknologi yang salah satunya berupa media online khususnya Bot Telegram. Penelitian ini memberikan hasil yang positif bagi masyarakat yaitu dengan terbentuknya aplikasi Bot Telegram Desa Sebaung maka masyarakat merasa penyampaian informasi dari desa akan tersampaikan dengan cara yang lebih efektif dan efisien kepada masyarakat. Hal tersebut juga telah terbukti dengan pengujian program yang dilakukan oleh penulis kepada masyarakat secara langsung. Dengan adanya Bot Telegram Desa Sebaung, maka proses penyampaian informasi akan semakin mudah dan cepat untuk tersampaikan kepada masyarakat

At present, the application of information technology has developed rapidly not only in information technology based on websites and desktops but also on cellular based. Cellular phones today are no longer a luxury item. The use of cellphones has become increasingly widespread among the public. Communities as mobile phone users can use their cellular phones for various needs including being able to complain against the government. Garbage is one of the social problems faced by society. Garbage can have a bad impact on health if it is not addressed. If the garbage is disposed of carelessly it will cause various health problems in the community. Thus, more effective ways are needed to improve communication between the community and the government related to waste reports. The mobile-based garbage monitoring application is expected to be able to facilitate the public in reporting complaints and reports on social issues in this case the waste they encounter around their environment to the city government is faster, easier and resolved.

Marketing of products from farmers so far has not been fully coordinated in the region specifically in Central Kalimantan. Although technology has developed, but for small and medium enterprises (SMEs) farmers are still untouched technology as a supporter of promotion and marketing products. Online-based marketing technology is a solution in terms of promotion and marketing. So product data in rural areas can be accessed easily, so it can reach every area . Application of vegetable growers based on digital using E_Market Place method, with the aim to facilitate the promotion and marketing of farmers' businesses online, so can be widely accessible. This matter to increase market sales of SMEs, in addition to the physical market that has been running among farmers. The application provides the availability of data and service management handling, if any changes or additions to sellers and products are promoted and traded online. Applications are supported by monitoring of buyers and revenue from each seller, so as to enhance the promotion and competitiveness of the products offered. Applications are also supported by shipping techniques that buyers can choose from, so that shipping and transaction costs can be known in advance from each purchase.

Orchids are ornamental plant that live in various kind of temperature depending on its type, but mostly in a cool environment. An orchid that planted in a soil media cannot live in the condition that is too wet or too dry. To keep orchid plant in good condition, a monitoring of the plant’s condition is necessary. Internet of Things (IoT) is a technology that can enable communication between one components to others via internet. By using IoT, the control and monitor system of the orchid plantation system is able to be built wirelessly in a long distance. The system built using DHT22 as temperature sensor. YL69 used as humidity sensor and Arduino Mega 2560 used as the main controller. ESP8266 used as the communication board sothat the system can access the Blynk server. 16x2 LCD is used as the display and relay is put to control the connection of water pump and the fan. STEKOM is an institution accommodating almost 500 employees, always evaluates their performance and giving awards to achievement every year’s completed. Fuzzy logic is very suitable to be used in performance appraisal because it can process complex and variatif data, as well as uncertain to be valid data. One of the models in fuzzy logic is the Consistency Induced Ordered Weighted Averaging method system by reducing the operator Averaging Mean and assigning a consistency index value used to analyze fuzzy preference relationships, then using the results of the analysis in the preference aggregation process. This article will explain how to apply the Consistency Induced Ordered Weighted Averaging model in fuzzy logic to assess the performance of STEKOM employees by assigning weight to each attribute and variable, then from the weights and variables will be rated according to the value obtained so that the decision will be taken as a solution in giving awards and promotions to employees that can meet the principles of fairness, equality and approriateness.

The Automatic License Plate Recognition (ALPR) has been becoming a new trend in transportation systems automation. The extraction of vehicle’s license plate information from image or sequence of images can be done without human intervention. Despite such technology has been widely adopted in developed countries, developing countries remain a far-cry from implementing the sophisticated image and video recognition for some reasons. This paper assesses the possibilities of implementing Automatic License Plate Recognition within Indonesia’s circumstances. Previous knowledge suggested in the literature, and state of the art of the automatic recognition technology is amassed for consideration in future research and practice.

We have developed a low-cost participatory monitoring system for wildfire in peatland, that enables air pollutan referential parameters measurements based on a multilayer distributed parameter model with a Wido IoT platform. This is an Internet of Things (IoT) application, of which a physical object is embedded with electronics, software, sensors and GSM connectivity to allow monitoring participatory system (CO, CO2, PM10) on real-time based on cloud systems In this paper proposes a low-cost, rapid-deployment and energy-autonomous solution based on Wido IoT to improve the assessment and the understanding of air quality in developing monitoring peatland areas, thus helping policy makers and scientists to better handle air pollution. The proposal incorporates the use of a website to display collected data and processed information to empower citizens with knowledge about the air they breathe.

The number of visitors the immigration office who made passport or passport renewal every month is very volatile, this problems make the Immigration Office maintain quality of service, thus requiring prediction methods when there will be a surge of visitors so that the quality of service is maintained. The immigration office should have some information to make predictions. Perfect information will make it easier , good predictions and accurate predictions. The exact method is one of the method predict accurately. Its called artificial neural network that a computational method mimics system of neural network biology. Artificial neural networks are formed to solve a particular problem such as pattern recognition or classification because of the learning process.This study uses Heuristic Backpropagation to increase the speed of the training process of neurons in making predictions.

Correction answers to the essay still use manual way to judge based personal weight determined by each teacher. Correction value calculation result of the answers to the essay can use the quick way by computational methods. Used computational methods based text mining to test the system using the information retriveral vector space model. The result of the test method vector space model obtained by election the second-highest rank of valid answer content to answer valid student and teachers. Answer approach contained in rank-2 closest rank-1 with the result of the closest distance between the has a similarity value for student 0.45 and 0.10 teacher similarity value.Keywords: correction, vector space model, rank, similarity

Efforts to save fuel consumption on tankers is absolutely necessary because in shipping it always faces waves and currents that inhibit the speed of the ship so that the shipping time is longer. If this happens, the fuel consumption of the ship will increase and waste will occur.This study aims to analyze fuel savings on tankers as oil supply vessels to meet domestic fuel needs. Savings are carried out by utilizing the heat energy of the exhaust gas of the propulsion main engine as a steam generator in the exhaust gas boiler (EGB). The steam production process takes place when the ship is in a sailing condition where the main engine has reached the maximum rotation. Exhaust gas boilers work with 16.5 bar pressure steam used as turbo generators to replace auxiliary engines to work as electricity generators as long as ships are on the cruise. In order to ensure the condition of the steam production system remains normal at work pressure so that the turbo generator working system remains stable for that exhaust gas boiler is equipped with automatic equipment both in the filling water supply system and ignition auxiliary boiler ignition system. Thus, as long as the ship is in shipping all the electricity needs are charged to the turbo generator, so practically with the application of this system resulting in savings in fuel consumption of MFO / MDO type vessels reaching 11.2% on each cruise.
