Abstract

The local government is part of a national government empowered to regulate and administergovernmental affairs entrusted to her. Therefore, between central and local governments have asystemic relationship between sub-systems so as to form an integral system of government. Therelationship between central and local governments is determined in its oversight system that rests ontwo bases: hierarchical and functional. Base hierarchy to determine the extent to which higherauthority overseeing the local government while the functional basis to determine the extent to whichfunctional departments / sectoral and local government departments overseeing general. Based on thissurveillance pattern then there are four models of relationships referred to by the countries in thisworld with many variants. Four models are models of French, British model, German model, andmodel of the Soviet Union. Indonesia's New Order embraced the French model, while at theReformation Orde more embracing German model

Abstract

Conflict in the district capital of Morowali placement lasted about five years since its establishment asthe new regional autonomy in Indonesia based on Law No. 51/1999. This regulation provides that theCentral region was the capital of the definitive Bungku Morowali district. Kolonodale areas that aredesignated as temporary capital of less than five years Over the functioning of the capital while inKolonodale, more accelerated development in the region, while the Middle Bungku not accelerating development.This is a factor of conflict. In fact, the split at the level of local political elites in both localgovernment agencies as well as implications for the local parliament Morowali community in twogroups of different ethnic communities of religious, ethnic Bungku the Muslim majority and ethnicMori generally Christian. Conflicts of capital and then rolled into the realm of the existence of a secondbout of ethnic communities is the result of mass mobilization which is anarchy. Conflict with thediscourse in society is important for the transfer of capital into the local political elite to exploit themomentum of mass localization facing the 2004 election and the Election of Regent Morowali (localelection) 2007

Abstract

This research explains on local elite conflict that happened in the election of regional leader of NorthMaluku 2007-2008. This research uses inductive approach with literature and in-depth interview. Thearea of this research is Ternate City. The result of this research shows that local elite contentionhappened in some areas confronting them, either in small arenas or big arenas. The source of thisconflict was taken from province of North Maluku 1999 formation, behind of Abdul Gaffur and ThaibArmayin's elite local emulation and regional leader election of North Maluku 2001-2002. Otherwise,configuration of local elite existing in North Maluku is divided into three big parts. They weretraditional elite, new elite, and local elite. The Election of regional leader of North Maluku 2001-2002could be said as an arena contention of elite local of North Maluku which happened in big scale, in thisarena Abdul Gaffur who won the previous election, finally had to fail tragically and was removed byThaib Armayin.

Abstract

This study will explain on local democracy experiences in the district level as real evidence to currentIndonesian democracy. It can be shown with several cases of public services in Central Lampung, i.e.the case of corruption on school operational subsidy, the damage of the public street, corruption inmaking ID card, the lacking of water compliance and other problems. This study uses two methods indata gathering, namely in depth interview and participant observation. The result of this study showsthat local bureaucrats not able to maintain and manage public services as a societal basic compliance.Therefore, Central Lampung can be categorized as a weak state. In short, democratically behavior thatcarried out by local elits can not to implement the people prosperity in Indonesia.

Abstract

This research aims to determine the extent to which advocacy is conducted by Front Rakyat AdvokasiSawit (FRAS) for the handling of conflict in Central Sulawesi land disputes between famers Toili andPT Kurnia Luwuk Sejati (PT KLS). The background of this research is about the conflict of landdisputes between farming communities Toili with PT KLS in Banggai regency of Central Sulawesiprovince. This study uses the method of evaluation that is part of the decision making process, namelyto compare an event, activity has been determined. This study uses qualitative analysis and data types.Qualitative research aims to describe and analyze problems that become the object of this study as anevaluation of the advocacy process, so this study can give an idea about advocacy in conflict resolutionof land disputes and the factors surrounding the advocacy process to determine the success or failure ofadvocacy efforts related to resolving conflicts and land disputes Toili farmers PT KLS.

Abstract

This article describes about the recruitment process of bureaucracy leader in Sleman region andParepare city, Including several factors that influences the recruitment process.The methodology thatimplemented in this article is quantitative description with indepth interview and observation as themeans on collecting the data. This articles found that the recruitment process of bureaucracy inSleman district has implemented “competent testing system” in appointing goverment officials withalso considering the role of Baperjakat, while Parepare city has not implemented the testing systemyet. There is also several factors that influenced the recruitment process in Parepare which have beenidentified, which are: head of district commitments, personnels information, political interest and therole of academic institutions

Abstract

In any organization, institution or any institution would be expected an increase in career path foreach employee or employees who are on it. Career development and promotion is not based oncompetence and performance but rather on the DUK (Listings Sort ranks) and even sometimes basedon nepotism. Career civil servants who do not clear their determination is not supported and otherfactors that deserve consideration in determining an employee's career, the PNS will automaticallymove up and studied them on a regular basis every two years and received regular salary increases.Data collection methods used in this study were: 1) Observations and interviews conducted in each ofthe personnel involved in the activities of Employee Career Planning System, 2) Study of literatureintended to get a design plan based on the theory that there is a career in Human ResourceManagement; 3) Focus Group Discussion (FGD). The results obtained in this study that the civilservant career planning system that fits the context and needs of Klaten is oriented on the competenceof employees. Career planning system was developed under the provisions of current legislation.

Abstract

The purpose of this research was to evaluate the reorganization of the licensing policy to improve thequality of public services in the City Yoyakarta. The method used in this study was to evaluate theresearch methods of interviews, observation, and secondary data from relevant sources. The resultsshowed that the reorganization UPTSA into Dinas Perizinan has provided many benefits to society,because a permit can be done one door with an integrated system. So that a permits be efficient andeffective because of the simplification of systems and procedures for information technology-basedservices. The conclusion of this study was the reorganization of licensing policy has provided aparadigm shift in the public service-oriented accountability system that has been adjusted to the needsof the community.

Abstract

This research was conducted to determine teacher certification policies, especially the line of portofolio,in order to improve profesionalism teachers. Research certification policy implementation especiallywant to see how far the process of implementation conducted by the executive, and what factorsinfluence teacher certification policy implementation in Kota Yogyakarta. Further research is intendedto see the impact of teacher certification policy toward teacher professionalism in teaching andlearning. This research was conducted using qualitative methods with descriptive approach. Thisstudy found several things, including: first, in terms of teacher certification process of policyimplementation in both the City Department of Education and LPTKs can be said to run well andsmoothly, just have a little problem, both are experiencing problems related to the limited facilities andsupporting infrastructure. It happened because the central government did not allocate budget tosupport the implementation of the program. Second, in terms of policy impact, there has been noincrease in certified teachers' professionalism significantly. The attitude of teachers in conductingcertification policy is only visible when pursuing welfare only, while the quality of teaching receivedless attention

Abstract

In spite of the government’s multilateral effort to control food safety, there have been constantly manyshock events threatening citizens’ health. This paper points out the matter of food safety managementsystem with a view of competition for jurisdiction over food industry among the Ministry of Healthand Welfare and the Ministry for Food, Agriculture, Forestry and Fisheries and affiliatedorganizations. Use description qualitative method in research. Each ministry has separate basicpositions and approaches to food industry policy: regulation and promotion.The policy image has beenchanged into “regulation” as public anxiety and concern for hazardous foods has grown since the endof 1990. They competeto take charge of promoting or regulating the food industry by establishing oramending laws, expanding organizations and mobilizing a coalition.Coordination by policy committee,cooperation between agencies, and integration of agencies were introduced as measures to eliminateunnecessary competition for jurisdiction.
