Abstract

This research was conducted to determine teacher certification policies, especially the line of portofolio,in order to improve profesionalism teachers. Research certification policy implementation especiallywant to see how far the process of implementation conducted by the executive, and what factorsinfluence teacher certification policy implementation in Kota Yogyakarta. Further research is intendedto see the impact of teacher certification policy toward teacher professionalism in teaching andlearning. This research was conducted using qualitative methods with descriptive approach. Thisstudy found several things, including: first, in terms of teacher certification process of policyimplementation in both the City Department of Education and LPTKs can be said to run well andsmoothly, just have a little problem, both are experiencing problems related to the limited facilities andsupporting infrastructure. It happened because the central government did not allocate budget tosupport the implementation of the program. Second, in terms of policy impact, there has been noincrease in certified teachers' professionalism significantly. The attitude of teachers in conductingcertification policy is only visible when pursuing welfare only, while the quality of teaching receivedless attention

Abstract

Muhammadiyah pursues a policy agenda by suing Law Number 21 of the Year 2001 regarding the oil and gas in 2012. Muhammadiyah acts as PE, bringing together three streams of MSA (problem stream, politic stream, and policy stream) to open the policy window and make the public issues (lawsuit) of the policy agenda. Therefore, this study intends to analyze the efforts of Muhammadiyah as a policy entrepreneur in policy change making towards oil and gas law. This research is used a descriptive qualitative method to describe the chronology of Muhammadiyah as a policy actor. The purposive sampling method was used for this study because it involved informants who understood the problem. This study also uses data collection techniques by interview, literature study, and documentation analyzed using Miles and Huberman's analysis technique. As the result of this research, Muhammadiyah came as an informal policy actor interested in pursuing policy ideas. The stream of a problem and political current rose as the most defining currents for Muhammadiyah to become a policy entrepreneur. The two streams succeeded in influencing the policy flow, and those were able to bring together three MSA. Hence, this lawsuit had implications for Migas's dissolution based on MK Decision Number 36/PUU-X/2012.

Abstract

Purpose – The purpose of this community service activity is to provide education to the residents of Dusun Tapen, especially the Water Hyacinth Craftsmen of Cempaka Tapen, to enhance the digital marketing of their products. In this activity, we also aim to encourage the local government to support Cempaka Tapen's handicraft business so that it can become a Village-Owned Enterprise (BUMDES) and further advance and develop. Design/methodology/approach – This community service activity consists of several stages of activities: (1) Observation, using interview and field survey methods; (2) Formulation of activities, as a follow-up to the observation; (3) Dissemination/Socialization to the residents; and (4) Facilitation of infrastructure and facility assistance. Findings – The impact of implementing this activity is the establishment of social media accounts for Cempaka Tapen's SMEs. Entrepreneurs can operate social media effectively, and engagement with these SMEs has increased. Additionally, the local government has begun considering the establishment of a BUMDES, even though the results are not yet visible. Originality/value - The originality of this activity is in the research object and location. This activity focuses on the capacity development of human resources in Cempaka Tapen's SMEs, as one of the SMEs in Dusun Tapen, to introduce digital marketing and apply it to the sales process.

Abstract

In the government organizations, human resources are the State Civil Apparatus (ASN), which has an important role in carrying out the main tasks and functions of the bureaucracy. This paper aims to find out the quality and capacity of ASN who are deemed to have not been maximized and have not contributed to public services and bureaucratic performance. The organization needs a human resource management design (HR), so that the organization can utilize HR effectively. Education and training (DIKLAT) is one of the human resource development programs in terms of HRM and one of the efforts to face global challenges in order to build ASN professional development and to increase its competence. The Yogyakarta City BKPP has the task of supporting the implementation of local government affairs based on the principle of autonomy and assistance tasks in the field of staffing and DIKLAT. In the implementation of government affairs and the implementation of tasks and functions of the organization to achieve maximum goals, it is necessary to improve employee performance productivity. The methodology used in this study uses qualitative methods by finding direct findings in the field based on interviews with informants based on indicators related to this research. Findings from all indicators related to DIKLAT and Productivity indicate that DIKLAT is related to ASN productivity in BKPP especially in terms of quality, quantity, and timeliness. In fact, in terms of attitude, it is not too closely related to DIKLAT because it is influenced by self-awareness and habits of each individual. In addition, the findings show that employee productivity is also influenced by Additional Employee Income (TPP).

Abstract

The intersection of faith organization and international humanitarian efforts remains a relatively underexplored domain within the broader discourse of non-governmental organizational studies. This research delves into the operational dynamics of Muhammadiyah, a prominent Indonesian Faith-Based Organization (FBO), as it engages in global humanitarian endeavors—a practice herein referred to as ‘humanitarian diplomacy’. The primary objective of this study is to elucidate the contributions of Muhammadiyah in humanitarian diplomacy, thereby filling a gap in the literature that predominantly focuses on International Non-Governmental Organizations (INGOs) and state actors, with scant attention to national or FBO. This study parses the organization’s activities into four core dimensions, as stated by Minear and Smith (2007): the orchestration of presence, the negotiation of access, the mobilization of advocacy, and the oversight of programmatic assistance. A narrative of Muhammadiyah’s operational strategies and diplomatic engagements was reconstructed through a qualitative methodological approach, including interviews with Muhammadiyah affiliates and a comprehensive review of secondary data sources such as academic theses, research articles, and news reports. The findings revealed that Muhammadiyah’s humanitarian work has been closely aligned with the theoretical tenets proposed by Minear and Smith. The organization’s effective arrangement of its presence in various regions, strategic negotiation for access in complex environments, active engagement in advocacy to amplify the needs and rights of affected populations, and diligent monitoring of assistance programs have collectively demonstrated a sophisticated model of humanitarian diplomacy at work. This study not only contributes to a more nuanced understanding of FBOs in humanitarian diplomacy but also provides a template for other national and local NGOs seeking to navigate the challenges of international humanitarian work.

Abstract

This article explores how Muhammadiyah’s leadership, through its overseas branches, advocates for and empowers Indonesian migrant workers in Taiwan. Grounded in the empowerment framework developed by Laverack and Labonté, the study investigates how faith-based civil society engagement can offer protection and capacity-building for vulnerable migrant populations. Employing a qualitative case study approach, data were collected through semi-structured interviews with key organizational leaders and members, a multi-country focus group discussion involving Indonesian migrant workers, analysis of internal documents, and online observation of program implementation between February 2023 and July 2023. The findings reveal that Muhammadiyah’s initiatives encompass three interrelated domains—legal assistance, economic empowerment, and spiritual reinforcement—implemented through programs such as legal aid clinics, vocational and religious education, financial literacy training, and cross-border advocacy networks. These efforts have helped workers navigate legal uncertainty, secure basic rights, and build collective resilience. Yet, limitations persist, particularly due to Muhammadiyah’s status as a non-state actor without formal authority over migrant affairs, leading to bureaucratic barriers with official institutions, alongside persistent challenges in coordination, volunteer continuity, and sustaining attention and funding through uncertain donation-based resources. This study concludes that Muhammadiyah represents a promising model of transnational Islamic advocacy that integrates moral, social, and institutional elements to support the empowerment of migrant communities navigating complex legal and institutional environments abroad.

Abstract

Muhammadiyah Universities in Indonesia face increasing demands to enhance institutional competitiveness, governance quality, and innovation capacity in response to digital transformation and global educational shifts. Despite numerous studies on leadership models, quality management, and technology integration, the academic literature remains fragmented and lacks a comprehensive thematic and conceptual mapping. This study aims to address that gap by systematically analyzing the evolution of governance and innovation topics in Muhammadiyah Universities over the past decade. Using a bibliometric approach based on Scopus data, the research applied the PRISMA protocol to ensure transparency in literature selection and employed RStudio-Biblioshiny and CiteSpace for data processing and visualization. A total of 214 peer-reviewed journal articles published between 2011 and 2024 were analyzed to identify dominant themes, citation bursts, and thematic clusters. The results reveal that topics such as “Higher Education,” “Muhammadiyah,” and “Organizational Commitment” form the conceptual core, while emerging themes like “Social Media,” “Student,” and “Education” reflect a shift toward participatory and digital strategies. Citation burst analysis highlights growing attention to “Employee Performance” and “Classroom Management,” indicating a strategic focus on human resource development. The study concludes that governance and innovation at Muhammadiyah Universities are multidimensional, involving policy, technology, organizational culture, and Islamic values. These findings provide an empirical foundation for evidence-based institutional strategies and open pathways for future exploration of inclusive and adaptive governance models aligned with the challenges of educational disruption.

Abstract

This article examines the campaign strategy of the National Democrat Party (Nasdem) in Indonesia’s 2019 legislative election. Nasdem was selected as the research object because Nasdem as a new party succeeded in political campaigns in the 2019 election and was the party that experienced the highest increase in vote from previous elections compared to the other parties. Commonly, new parties cannot succeed in reaching the parliamentary threshold. However, it is not applied for Nasdem. While most surveys predicted that Nasdem would not succeed in passing the 4 percent of the parliamentary threshold, the party proved that they were being the big five-party in the 2019 election. Theoretically, the Nasdem campaign strategy is analyzed with four mix marketing indicators so-called as 4P, namely product, price, place, and promotion, This research is a qualitative research, using the case study approach. In data-gathering, it employs a documentary study by collecting news of online mass media. The research finding demonstrates that among four mix marketing indicators to assess the Nasdem campaign strategy, price is the most influential indicator which affects the triumph of Nasdem in the 2019 legislative election, primarily the image price symbolized by the robust personality of Surya Paloh. In addition to that, the Nasdem image as the Jokowi true believer also strengthens the high popular vote of Nasdem in the 2019 legislative election.

Abstract

The process of formulating policy is a complex matter. During the preparation and ratification of the policy, there will be pros and cons. Included the pros and cons of the loss of the mandatory health budget in Law No. 17 concerning health in 2023. The government's reason for eliminating the mandatory health budget is there is still corruption, and the budget allocation used needs to be more effective and efficient. This study aims to analyze the government's mechanism for financing the health sector, which is considered more efficient after the mandatory health budget is removed. This research uses a qualitative method with official news media as the data source. The data collected came from five official mass media news sources totaling 50 news articles. Data analysis with NVivo 12 plus aims to visualize data from news media. The analysis techniques in this research are data reduction, data presentation, and conclusion drawing. The results of this study indicate that the policy of eliminating the mandatory health budget is replaced with a "money follow program" so that the health budget becomes efficient. Budget spending is based on the health program development plan contained in the Health Sector Master Plan. The limitations of this study are that it only uses secondary data derived from mass media online news totaling 50 and only uses NVivo 12 plus tools, so it is hoped future research can use primary data to comprehensively discuss the quality of health in Indonesia after the mandatory health budget is removed.
