Abstract

This research studied on political elite in Muhammadiyah as moderate representatives in post-NewOrder in response of the dynamics Islam and politics. There are three issues as basic analyzes, i.e. theemergence of Islamic political parties, the desire of returning the Jakarta Charter as the state principleas well as phenomenon of terrorism which is always attached a term of “jihad” in Islamic tradition.Meanwhile, to conduct data and information, the research uses a qualitative approach as methodologyas well as documentation and interviews as a technique of collecting data. The collected data then isanalyzed and interpreted descriptively to get a proper conclusion. The result of the research shows thatthere are four variants in political elite in Muhammadiyah, i.e. transformative-idealistic, moderateidealistic,realistic-critical, and accommodative-pragmatic. The variations are deeply influenced by twofactors, i.e. sociological elite background and organizational.

Abstract

The aim of this research is to examine the concept of local government capacity building in boththeoretical and operational aspects, regarding especially with local authorities in Indonesia, after theenforcement of regional autonomy. This is a basic research (fundamental research) of library researchtype. Data collection technique involves using data sourced from a variety of secondary sources, as itshould be; books, journals, and related legislation. To draw a conclusion regarding with the building ofregional capacity after the implementation of regional autonomy, the data are analyzed using descriptiveanalysis technique; that is, examining secondary data based on Indonesian condition. This researchconcludes that Capacity Building is a huge job for the an autonomous local government, particularlywhen dealing with the system which is deemed to prioritize self-serving rather than public serving; yetthis capacity building mission deserves to fight for. Stakeholders (other than legislatives) need toregularly monitor the improved performance of the government so that the high expectation of the societycould be fulfilled through the enforcement of regional autonomy.

Abstract

This paper is analyzes the local policy implementation by the state authorities at two historical cities, namely Melaka (Malacca) and George Town, Penang. Both cities are awarded as the United Nations Educational, Scientific and Cultural Or- ganization (UNESCO) World Heritage Sites. One of the most prominent compo- nent of tangible cultural heritage is historic buildings. Thus, it is essential to ensure the sustainability of those buildings so that they will keep attracting more domestic and international travelers. Lack of awareness from the local residents is one main issue arises due to some policies imposed by the local government concerning the historic buildings. This paper is based on previous literature and from findings of a study. The findings were obtained from content analysis of local daily bilingual print newspapers namely The Star and Berita Harian (BH) on the portrayal of cultural heritage in Malaysia. The result of this paper would sheds some light, especially on the conservation of historical buildings to both historical cities through the role of the state government and agencies in imple- menting and enforcing the formulated policies.

Abstract

In the preservation of local culture, local government policy is required to make local regulation (Perda)which can be used as a handbook for architects and building owners, when making a plan fordevelopment in public areas but do not forget to give a typical sign of Makassar or 'raises 'traditionalarchitectural style of South Sulawesi in building offices or public buildings. South SulawesiProvincial Government's efforts to pioneer the construction of buildings or new buildings that stillemphasizes architectural Bugis-Makassar, as exemplified in 1978 by building the Office of theParliament of South Sulawesi and South Sulawesi Governor's Office, is an effort to respond positively.But these efforts did not last long. The architects, in for some time, still seems to apply the modelTimpalaja (timpanon) as a prominent feature of traditional roof Bugis-Makassar on the buildings, alsoseemed to have started to disappear from the presence of buildings or new buildings that would be anew icon for the city of Makassar.

Abstract

Since its first announcement in March 2020, the number of positive confirmed patients as well as patients under surveillance has increased exponentially. Recognizing the impact of Covid-19 on the poor, the government reallocated expenditure budget by increasing the amount of aid to the community. This paper focuses on social safety net policies, mainly in two programs: the Hope Family Program and the Sembako Program. Both of these aids are actually not any new programs, as they have been around since 2017, but the Covid-19 pandemic is adding to the economic burden of the household so that both of these aids are then increased in amount. Specifically, this paper focuses on two things. First, how the social safety net policy must be implemented according to the rules. Second, mapping the potential impasse that arises from the complexity of the policy itself. It is undeniable that the problem of bureaucratization always comes up more in every policy, with no exception for this social aid policy. By mapping out potential obstacles, this paper can provide a number of key solutions for resolving obstacles in the field.

Abstract

Innovation in government organization through managing knowledge is important current research results. This research objective were to look at knowledge management in improving public services, particularly in public licencing process. Research problem was how sense making, knowledgecreating and knowledge sharing in public licencing services of Yogyakarta city. Research found that knowledge sharing and creating took place in midlle and bottom of organization level. Stages of innovation at the Licensing Agency began with the formulation of the problem, which consists of thousands of service files can not be known with certainty the level of completion. In the next stage, a member organization consisting of experienced employees who tried to solve by making the development of information systems. Abstract

The purpose of this research was to evaluate the reorganization of the licensing policy to improve thequality of public services in the City Yoyakarta. The method used in this study was to evaluate theresearch methods of interviews, observation, and secondary data from relevant sources. The resultsshowed that the reorganization UPTSA into Dinas Perizinan has provided many benefits to society,because a permit can be done one door with an integrated system. So that a permits be efficient andeffective because of the simplification of systems and procedures for information technology-basedservices. The conclusion of this study was the reorganization of licensing policy has provided aparadigm shift in the public service-oriented accountability system that has been adjusted to the needsof the community.

Abstract

ABSTRACTThe main purpose of this study was to assess the prevalence, cause and consequences of corruption in Dagawi Minilk Sub City. The study employed descriptive case study with quantitative and qualitative research approaches. The Sub-city’s manager, sectoral directors and employees were the primary sources of data whereas books, references and periodical reports were secondary data sources. Primary data were gathered from 103 employees using questionnaire and from 5 key informants through interview. However, since seven questionnaires were unreturned, the analysis of the questionnaire was made based on 96 respondents. The quantitative data were analyzed using frequency counts and percentages. The results of the study confirmed that employees of the sub-city have perception that different forms of corruption (especially bribery, nepotism and favoritism) are frequently occurring in the sub-city and has various negative consequences. As a result, this study has identified low payment scales, absence of exemplary leadership, lack of effective supervisions, weak implementation of ethical codes of conduct, ineffective institutional accountability and lack of strict and fast punishment as major causes of corruption in the study area.  Moreover, embezzlement of public resource, delaying in service deliver, lowering quality of service, reducing revenue of the state, worsening income inequality and undermines the legitimacy of the government  were also identified as the major adverse consequences  of corruption.  Thus, this study recommends that improving institutional accountability, increasing salary, selecting exemplary leaders, and imposing strict and immediate punishments should be there.

Abstract

This research aimed at examining: (1) rice supply adjustment for the long-term equilibrium (2) the impact of the government’s policies on rice grain purchasing price to the rice supply, (3) and factors influencing the long-term and short-term rice supply in the rice-producing regions in Indonesia. This research used the panel data regression with the error correction model approach. The data were the yearly time series data of 1987 through 2008. The resultsshowed that (1) the rice supply adjustment for the long-term equilibrium was at 68%, (2) in the long term, the government’s policies on rice grain purchasing price reduced the rice supply, (3) in the long term, the rice retail price, the rain fall, and the technology had a positive influence on the rice supply, while the cassava and soybean prices had a negative influence. In the short term, the rice retail price and technology had a positive influence, while thecassava and soybean prices and the monetary crisis dummy had a negative influence to the rice supply in the rice-producing regions in Indonesia. KEY WORDS: rice supply, error correction model, panel data, Indonesia

Abstract

This paper is based on the study of political decentralization and the resistance is carried out in three areas,West Sumatra, Javanese and Batak. Obtained from the three research areas each of these karkteristikperalawanan and sustainability of the local nature of the resistance. There was found to give each region areligious response in the context of regional autonomy that has been ongoing since 1999 in Indonesia.Society against its own way that occasionally showed intensity that it seems it never ceases to deal with theconditions faced daily. While the country is also facing the community in its own way so it does not collidewith each other mutual support.
