Abstract

In its development, migration theories have been experienced flux and reflux–from economic point of view to individual as actor. Yet, development of migration theory disregards one important factor: women. This article has two objectives. Firstly, criticizing migration theory which neglects women, either as actor or subject who constructing migration theory. Secondly, offering feminist approach to migration theory and its implications. This article consists of three parts. Part one will explore classical migration theories which put emphasis on economy and contemporary migration theory which emphasizes migration actor. Part two is the critics of previous theories by showing women’s position in the migration theory. The last part discusses feminist approach and its implications on migration theory. Such critic is very important for migration theories exclude women voices and experiences.

Abstract

The role of Pusat Pelayanan Terpadu Pem­ber­dayaan Perempuan dan Anak (P2TP2A)?translated in English: the Integrated Service Center for the Empowerment of Women and Children? in the context of development is very important in order to oversee the government's steps in minimizing and handling cases of violence against women and children which are getting higher intensity from year to year, especially in educational institutions in the form of peer violence and violence by teacher. This study seeks to describe the collaboration of P2TP2A and the Education Office of Depok City in preventing violence against children in educational insti­tutions. Observation and documentation studies are used as data collection techniques and qualitative descriptive analysis. This study produces findings including: 1) collab­oration of P2TP2A and the Education Agency in the prevention of violence against children in the educational environment carried out in the form of socialization ?Stop violence on children? and the establishment of children's Forums; 2) involvement of P2TP2A in the recruitment of teachers and principals. The form of collaboration still needs to be improved, especially in the preparation of hidden curriculum programs for handling violence, budgeting violence prevention activities for children in the school environment, and strengthening the authority of prevention until the handling of violence against women and children. This collaboration is at least a starting point that Depok becomes one of the regions that is highly committed in realizing Child Friendly Cities so that children's rights in the context of education can be fulfilled and the number of violence against children can be minimized.

Abstract

Poverty is a condition of economic inability to meet the average standard of living of the community. This condition is exacerbated when women become the head of the family where they are not only responsible for domestic roles, but also fulfill all the needs of their family members. One of the efforts of the Bekasi City government to reduce poverty is by running an integrated program of Increasing the Role of Women Towards a Healthy and Prosperous Family (P2WKSS). P2WKSS is a program to improve the quality of life of women in the aspects of education, health and purchasing power, especially for poor families in villages. Using the Participatory Action Research method and the seven-stage community empowerment analysis model, this paper focuses on how to encourage P2WKSS as an answer to improving the welfare of women heads of poor families. This activity strengthens the contribution of P2WKSS activities in providing additional household economic income which directly improves the welfare of poor families.

Abstract

Since its first announcement in March 2020, the number of positive confirmed patients as well as patients under surveillance has increased exponentially. Recognizing the impact of Covid-19 on the poor, the government reallocated expenditure budget by increasing the amount of aid to the community. This paper focuses on social safety net policies, mainly in two programs: the Hope Family Program and the Sembako Program. Both of these aids are actually not any new programs, as they have been around since 2017, but the Covid-19 pandemic is adding to the economic burden of the household so that both of these aids are then increased in amount. Specifically, this paper focuses on two things. First, how the social safety net policy must be implemented according to the rules. Second, mapping the potential impasse that arises from the complexity of the policy itself. It is undeniable that the problem of bureaucratization always comes up more in every policy, with no exception for this social aid policy. By mapping out potential obstacles, this paper can provide a number of key solutions for resolving obstacles in the field.

Abstract

This paper focuses on the lives of women scavengers heads of households and how the state guarantees the fulfillment of the right to health. Women are relatively more vulnerable to various risks related to their life cycle and role in the family; thus, their access to health insurance is an obligation that must be met by the government. This paper has two objectives: to map social life and, at the same time, analyze the accessibility of the Healthy Indonesia National Health Insurance Card for female head of household scavengers in TPA Cipayung, Depok City. Using qualitative methods, and focusing on five dimensions of accessibility: availability, accessibility, accommodation, affordability, and acceptance, this study found that all health insurance arrangements are still very problematic. Even though these women scavengers are protected by JKN-KIS PBI, in reality, they are still challenging to get access to health services, ranging from the availability of doctors, the scarcity of drugs, to the discrimination of health services. This shows that they have not yet received full health insurance, which has a direct impact on the social and economic lives of the scavengers.

Abstract

This paper focuses on the use of e-commerce by women weaving craftsmen, in Sumba, East Nusa Tenggara. In 2020, We Are Social noted that 56% of Indonesia's population are active internet users, including 29% of the population are active e-commerce users. The Indonesian Creative Economy Agency report states that 36% of e-commerce traders in Indonesia come from rural areas, especially in Java. Data shows that fashion and craft-based creative industries have a high contribution to the national economy, and for this reason, the government has taken several policies in fostering and developing the creative industry, one of which is by increasing the development of business groups that are under the creative industry, especially those based on fashion and regional crafts. Sumba is known as Pahikung weaving where most of the industrial craftsmen are women. Using the ethnographic method, by interviewing twelve women weaving craftsmen, this paper explains that the marketplace opens up opportunities for better weaving sales by cutting distribution channels so that their products can be directly accepted by consumers, and by promoting through social media, they cut indirect costs. However, there are three main obstacles faced: production costs, distribution, and access to financial services. With this mapping, it is hoped that it will encourage more accommodative policies towards women craftsmen in rural and remote areas in Indonesia.

Abstract

Dengan jumlah penduduk muslim terbesar di dunia, Indonesia memiliki potensi yang luar biasa dalam wakaf. Badan Wakaf Indonesia mencatat bahwa jumlah wakaf di Indonesia mencapai 435,768 tanah di Indonesia dengan jumlah area 4,359,443,170 m2 yang dikelola oleh wakif, salah satu wakif adalah Yayasan Attaqwa. Yayasan Attaqwa berdiri sejak 1950 bergerak di bidang pendidikan dan sosial, memiliki aset tanah sebesar 910,629 m2, dan 22% dari total tanah tersebut adalah tanah wakaf. Sebagai nazir, Yayasan Attaqwa, melalui Badan Wakaf Yayasan Attaqwa berkewajiban mengorganisir, memelihara, dan mengoptimalkan tanah wakaf yang ada agar memberikan manfaat penuh bagi ummat. Penelitian ini mencoba memetakan kesempatan bisnis yang dapat diambil untuk mengembangkan potensi tanah wakaf yang ada. Penelitian ini membagi benefit menjadi dua: benefit ekonomi dan benefit sosial, yang kemudian dibagi menjadi lima kriteria: kepercayaan masyarakat, pembukaan lapangan pekerjaan, penjualan, bantuan sosial, dan keberlangsungan infrastruktur fisik. Dari pengamatan dan wawancara, terdapat empat opsi bisnis yang dapat dikembangkan, yaitu koperasi atau minimarket, gelanggang olah raga, pabrik tempe, dan budidaya lele. Dengan melakukan analisis SMINI MARKET dan AHP, penelitian ini menghasilkan kesimpulan bahwa opsi bisnis yang paling banyak memberikan keuntungan adalah koperasi dan budidaya lele. Keuntungan dari koperasi dan budidaya lele pada akhirnya akan dikembalikan kepada masyarakat sebagai penerima manfaat penuh dari penggunaan tanah wakaf yang dilakukan oleh Badan Wakaf Yayasan Attaqwa.

Abstract

This paper focuses on evaluating the Generasi Berencana (GenRe Ceria) program, particularly on access to reproductive health, which is carried out by the National Population and Family Planning Agency of DKI Jakarta Province, which targets girls as policy subjects. BKKBN data mentions 57,688,472 people in the adolescent age range, meaning that one out of every four people in Indonesia is a teenager. This considerable amount is a potential that requires a planned, systematic, and structured management to benefit the nation's development capital in the future. The Ceria genre began in 2015 and ended in 2020, with an approach to youth by developing the Youth/Student Information and Counseling Center (Pusat Informasi dan Konseling Remaja/Mahasiswa/PIK R/M) in schools. This paper aims to evaluate the Generation Planning program in DKI Jakarta using the CIPP Evaluation Model on PIK R/M in six schools in DKI Jakarta Barat, spearheading efforts to provide access to reproductive health services and information for adolescent girls. By using qualitative research methods, this paper argues that the Ceria Genre program runs optimally even though it tends to focus on teenagers in school, ignores teenagers who drop out of school, and the inability to understand the cultural situation of the community.

Abstract

Sejak 2015, Wali Kota Depok telah mengeluarkan perintah untuk penerbitan Kartu Identitas Anak sebagai bagian dari pemenuhan hak dasar anak. Kebijakan ini penting sebab UU 35/2014 telah mengamanatkan bahwa negara harus menjamin terpenuhinya hak dan kebutuhan dasar anak melalui Kota Layak Anak (KLA) sebagai sistem pembangunan berbasis hak anak dengan mengintegrasikan komitmen dan sumber daya dari pemerintah, masyarakat dan sektor bisnis. Persoalannya adalah, setelah lima tahun, program KIA di Depok mengalami stagnasi, baik dalam pelaksanaan maupun hasil luaran. Tulisan ini bertujuan untuk melakukan penilaian terhadap implementasi kebijakan Kartu Identitas Anak dengan fokus pada dua hal: Pertama, bagaimana Pemerintah Kota Depok memastikan pelaksanaan kebijakan, Kedua, karena KIA bersifat lintas sector, maka bagaimana pemerintah menggandeng para pemangku kepentingan untuk mensukseskan kebijakan ini. Dengan menggunakan metode kualitatif deskriptif, penelitian ini menemukan bahwa ada tiga hambatan untuk menerapkan KIA: birokrasi, sumber daya yang terbatas, dan masalah komunikasi yang menyebabkan pengumpulan data dan penerbitan KIA menjadi problem yang tidak terselesaikan hingga hari ini.
