Abstract

The escalating conflict between Russia and Ukraine in 2022 has drawn global attention. Turkey, as a country with geographical proximity and diplomatic relations with both parties, has taken on a significant role as a mediator in efforts to resolve this conflict. This research aims to analyze Turkey's role as a mediator, its effectiveness, and the national interests underlying its involvement. Using qualitative methods and a descriptive-analytical approach, data was collected through a literature study from various secondary sources. The research findings indicate that Turkey has been actively mediating through the organization of diplomatic meetings, facilitation of peace negotiations in Istanbul, and involvement in the Black Sea Grain Export Initiative alongside the UN. Although these efforts have not yet succeeded in halting the conflict entirely, Turkey has managed to open communication channels between the involved parties. In addition to humanitarian factors, Turkey's involvement is also driven by economic interests, domestic political considerations, and geopolitical ambitions as a regional power. This mediation role not only strengthens Turkey's international image but also highlights the importance of diplomacy by neutral states in armed interstate conflicts. Abstract

The rapid development of digital financial technology and the adoption of crypto assets in the global economic system have begun to influence various sectors, including their use as payment methods for migrant workers. The United Arab Emirates (UAE), through the Virtual Asset Regulatory Authority (VARA), is one of the countries that has progressively regulated the use of crypto assets in civil transactions, including wage payments for foreign workers. In contrast, Indonesia maintains a conservative approach by classifying crypto as a commodity under the supervision of Bappebti, without a specific framework governing its use in the context of migrant labor. This study employs a qualitative approach using literature review and policy document analysis issued by relevant authorities in both the UAE and Indonesia. The liberal economic theory and the nation-state concept are used to explain how states respond to digital transformation within civil transaction laws and its implications for the protection of migrant workers’ rights. The findings reveal significant negative impacts on Indonesian migrant workers in the UAE, including wage instability, low digital literacy, and Indonesia’s limited legal capacity to protect its workers from crypto-based wage practices. Abstract

The development of digital technology has encouraged government agencies, including the Office of Investment and One-Stop Integrated Services (DPMPTSP) of Pelalawan Regency, to adopt online licensing service systems through the Online Single Submission Risk-Based Approach (OSS RBA). However, the implementation of this service still faces challenges, such as limited internal coordination, lack of effective communication media, and limited human resources. This study aims to analyze communication management in improving online licensing services at DPMPTSP Pelalawan Regency, focusing on communication planning, message management, media selection, and communication evaluation. This research employs a descriptive qualitative method with a constructivist paradigm. Data were obtained through in-depth interviews with key informants, direct observation, and the review of official documents related to the implementation of the OSS RBA system. The data analysis process was carried out through stages of data reduction, data presentation, and inductive conclusion drawing. The main focus of this research is directed at four aspects of communication management, namely communication planning, message management, media selection, and communication evaluation. The results of the study show that the implementation of communication management at DPMPTSP Pelalawan Regency is still not optimal. Communication planning has not been systematically arranged, message management is still one-way, online communication media have not been maximally utilized, and communication evaluation has not become part of the organizational routine. The main inhibiting factors include the lack of HR training, uneven workload distribution, and limitations in technological infrastructure and interdepartmental coordination. Therefore, more structured and collaborative communication strategies are needed to support the successful transformation of digital-based public services. Abstract

Tourism is a major source of foreign revenue for Thailand, but its nightlife sector is often associated with the Commercial Sexual Exploitation of Children (CSEC), a form of human trafficking. With no single government agency directly addressing this issue, ECPAT has taken on the role of an independent actor to combat CSEC. Using qualitative research from 2018–2023, this study examines how ECPAT fills the state’s gap through policy advocacy, public awareness campaigns, and partnerships with government and private sectors via programs like Down to Zero, Disrupting Harm, and The TUI Academy. Despite its efforts, ECPAT faces challenges such as weak law enforcement, underreporting by victims, limited resources, and resistance from the tourism industry toward child protection initiatives. Abstract

Public service is the most visible measure of government performance. The public can directly assess a government's performance based on the quality of public services received, as this quality is felt by all levels of society. Success in establishing professional, effective, efficient, and accountable public service performance is crucial. Therefore, the government must adhere to laws and continually strive to improve the quality of public services. The purpose of this study was to determine the implementation of public service principles in building approvals at the Pekanbaru City Public Works and Public Housing Agency (DPMPTSP) in 2023, referring to Mahmudi's (2007) theory of public service principles: procedural simplicity, clarity, timeliness, completeness of facilities and infrastructure, ease of access, and discipline, politeness, and friendliness. This research is a descriptive qualitative study with primary and secondary data sources. Data collection techniques used were interviews and documentation. Data analysis techniques included data reduction, data presentation, and conclusion drawing. The results of this study are that the application of public service principles in PBG in Pekanbaru City has been implemented and the Pekanbaru City government has also begun to improve its services in building permit services, but it has not been running perfectly because there are several indicators that are still difficult for the public to understand and are not implemented properly by the Pekanbaru City DPMPTSP. Abstract

Local elections often become complex arenas where various social and cultural actors play crucial roles in shaping political directions. In Rokan Hulu Regency, kinship-based organizations or clans have an undeniable influence in political contests, including in securing victories for candidates. This study analyzes the role of Punguan Marga Batak Parna (Punguan Parna) in supporting the election of Guntur Simarmata in Rokan Hulu's local election. The main focus of this research is to examine how Punguan Parna, as a kinship-based organization, implements resource mobilization strategies to achieve its political objectives. This study employs the resource mobilization theory as an analytical framework to understand the process of gathering and utilizing various resources, including human resources (members), financial, informational, and networking assets owned by Punguan Parna. Using a qualitative approach with a case study method, the research finds that Punguan Parna effectively mobilized its members through kinship ties, clan solidarity, and intensive communication. Financial resources were collected through member contributions and voluntary donations, while information was systematically disseminated through regular meetings and personal networks. Furthermore, extensive social networks, both internal and external, were utilized to broaden support and influence. The findings reveal that Guntur Simarmata's success was strongly influenced by Punguan Parna's capacity to strategically orchestrate and direct its available resources. This study provides information into how social organizations with strong identity foundations can play significant roles in local political arenas through well-planned resource mobilization mechanisms. Abstract

This study aims to analyze the implementation of Agile Governance principles in the provision of public services through the SIAP-MPP (Public Service Mall Queue and Complaint Information System) application in Pekanbaru City in 2023. The research method used is descriptive qualitative with data collection through interviews, documentation, and observations of application managers, service officials, and community users. The results of the study indicate that Agile Governance principles such as Systematic and Adaptive Approach, Based on Quick Wins, Human Focused, Simple Design and Continuous Refinement, and Good Enough Governance have been implemented with positive achievements in the form of increased service integration, feature improvements, and user engagement. However, several significant challenges remain such as low levels of community involvement in using the application, technical and infrastructure constraints, low digital literacy, and suboptimal integration between agencies. In general, the SIAP-MPP application is on the path of adaptive digital transformation, but requires further strengthening to make public services more responsive, efficient, and participatory. Abstract

This study aims to analyze facility management at the Suaman Hot Springs tourist attraction in Rokan Hulu Regency. As one of the leading natural destinations in Riau Province, Suaman Hot Springs has great potential to attract tourists but still faces several challenges in facility management. This research uses a descriptive qualitative method with data collected through observation, in-depth interviews, and documentation. The study focuses on four management functions: planning, organizing, directing, and controlling, applied to the main, supporting, and complementary facilities. The results show that while most facilities are in fairly good condition, improvements are still needed in public restrooms, parking areas, and accessibility. Major obstacles include limited budget, lack of human resources, and the absence of a formal organizational structure. Therefore, long-term planning and cross-sector collaboration between the government, tourism managers, and the community are necessary to support the sustainability of this destination. This research is expected to serve as an evaluation material and provide strategic recommendations for facility development that prioritizes visitor comfort and increased tourist visits. Abstract

Lima Puluh District is an area in Pekanbaru City, Riau Province. This district was chosen as the research object due to the discovery of 60 cases of stunting in Lima Puluh District, the highest number compared to 14 other districts, and the lack of nutrition service personnel, with only one nutrition service officer in Lima Puluh District. The study analyzed the implementation of the program to accelerate stunting prevention and reduction and its inhibiting factors using Edwards III's theory, which covers four aspects: Communication, Resources, Disposition, and Bureaucratic Structure. This study employed a qualitative-descriptive approach, with primary data consisting of interviews, documentation, and observations, and secondary data in the form of evidence, notes, or reports. The results of the study indicate that the implementation of the Stunting Prevention and Reduction Acceleration Program in Lima Puluh Kota District, Pekanbaru, in 2022 has been carried out, but is not yet perfect. First, the communication aspect tends to be ineffective due to the lack of community interest in participating in education and outreach provided by integrated health posts (Posyandu) and community health centers (Puskesmas). Second, the Resource Aspect still needs to be improved by considering incentives that can improve the quality of Posyandu cadres. Third, the Disposition Aspect, implementers have demonstrated a positive disposition through actions that are always ready, active, and responsible in carrying out each stunting prevention program. Abstract

This research is motivated by the phenomenon related to BUMDes "Usaha Bersama" Mengkopot Village, which has implemented various business programs, attracting the attention of this research because after six years of establishment, this BUMDes is still in the growing category. The main problem in this study is the inability and professionalism of the managers and low creativity. This study aims to look at the governance of BUMDes in Mengkopot Village using the theory of Good Corporate Governance principles by the Komite Nasional Kebijakan Governance (KNKG). This study aims to describe the phenomenon systematically and accurately using qualitative descriptive methods, including interviews, documentation, and recording and recording data. The results of this study indicate that the implementation of the principles of Good Corporate Governance in BUMDes "Usaha Bersama" Mengkopot Village is still not optimal, with minimal transparency principles, weak accountability principles, less than optimal responsibility principles, independence principles that are still a challenge, and principles of equality and fairness that need to be improved so that management is fairer and more sustainable. So, the conclusion is that the implementation of the Good Corporate Governance principle in BUMDes “Usaha Bersama” Mengkopot Village is still weak. Transparency, accountability, and strengthening of the business are needed to be more professional, sustainable, and beneficial to the community.
