Abstract

This study examines the role of the International Labour Organization (ILO) in promoting the rights of Indonesian migrant workers through the Safe and Fair: Realizing Women Migrant Workers’ Rights and Opportunities in the ASEAN Region program implemented in Indonesia from 2018 to 2023. The research is grounded in the persistent vulnerability of Indonesian migrant workers, particularly women, who face gender-based violence, exploitation, and human rights violations, exacerbated by limited access to skills training, accurate information, and comprehensive protection mechanisms. Using Clive Archer’s theory of international organizations—instrument, arena, and actor—the study focuses on ILO’s role as an arena that brings together multiple stakeholders to strengthen gender-responsive migration governance. The findings reveal that ILO, through Safe and Fair, significantly contributes to fulfilling three core rights mandated by Article 6 paragraph (1) of Law No. 18 of 2017: capacity building, access to accurate information, and human rights protection throughout the migration cycle. These contributions include strengthening pre-departure training curricula, providing multilingual educational materials, conducting public campaigns, supporting policy reform, and developing the LTSA–MRC integrated service model that combines administrative processes with social and legal support. The study concludes that ILO’s role as an arena effectively enhances multi-stakeholder coordination and promotes safer, fairer, and more sustainable migration governance for Indonesian migrant workers. Abstract

According to Law Number 20 of 2008, Micro, Small, and Medium Enterprises (MSMEs) are defined as independent productive economic businesses. In Pekanbaru City, MSME empowerment is facilitated through Rumah BUMN as a platform to support business upgrading. However, many MSMEs still face limited access to capital, weak financial management capacity, lack of business legality, and low utilization of digital media. This study aims to analyze the role of Rumah BUMN in empowering MSMEs in Pekanbaru City. This research employed a qualitative method with a descriptive approach. Data were collected through interviews and documentation, and analyzed using interactive qualitative analysis. The study applies Suharto’s (2021) empowerment principles, namely enabling, strengthening, protecting, supporting, and maintaining. The findings indicate that enabling is achieved through facilitation of access to capital, business legality, training, and participation in local to national exhibitions. Strengthening is implemented through technical, managerial, and digital marketing training that improves business capacity and confidence, although participation remains uneven. Protection is provided through legal assistance, halal certification, BPOM licensing, and BPJS Employment. Support includes mentoring, shared facilities, and financing access.

Abstract

Indonesia's commitment to the international regime of the Global Compact for Migration (GCM), a United Nations (UN) agreement, is realized through the internalization of norms into national policies, particularly Law Number 18 of 2017. This study aims to analyze how these global norms, specifically Objective 6 of the GCM concerning ensuring decent working conditions, are operationally implemented by the Indonesian Migrant Worker Protection Service Post (P4MI) in Batam. This study employed qualitative methods, utilizing primary data through in depth interviews with P4MI Batam and several migrant workers there. It also utilized secondary data from books, journals, articles, websites, and official documents. The study results indicate that P4MI acts as a policy implementation unit, translating Objective 6 of the GCM into concrete protection mechanisms: Complaint Service Facilities, Handling of Problematic Migrant Workers, and coordinating prevention and case management with other agencies. However, P4MI still faces challenges and obstacles in implementing these efforts, such as limited capacity from both internal and external factors, as well as the perception that official channels are complicated and time-consuming. Abstract

This research discusses the management of facilities at the Tembulun Kinutan Waterfall tourist attraction located in Seberida District, Indragiri Hulu Regency. The research aims to determine how the tourism facility management process is carried out, and to identify the factors that cause management to be less than optimal. The research method used is descriptive qualitative with data collection techniques including observation, interviews, and documentation. The research findings indicate that the facility is managed independently by the owners and employes, without direct involvement from the local government. Available facilities include gazebos, prayer rooms, toilets, changing rooms, parking areas, photo spots, food stalls, and tent and float rentals. However, some facilities are damaged and not fully utilized, such as damaged gazebos, inadequate toilets and changing rooms, and food stalls that are rarely open. The main factors hindering management are budget limitations, a shortage of professional staff, a lack of visitor awareness regarding cleanliness, and the absence of full government support. Nevertheless, the management is working to carry out routine maintenance, repair damaged facilities, and keep the area clean. This research is expected to contribute to managers, local governments, and academics as a basis for consideration in the development of regional tourism. Abstract

This study aims to explore and examine in depth the tourism attractions of Danau Ali, located in Mandau District, Bengkalis Regency, Riau Province. Danau Ali is a man-made tourism destination that has gained popularity among the local community due to its serene atmosphere, making it suitable for relaxing activities. This research focuses on three main components of tourist attraction: what to see (visual attractions), what to do (activities that tourists can engage in), and what to buy (products or souvenirs available for purchase). Additionally, the study also analyzes the role of the site management, the availability of supporting facilities, visitor participation, and the challenges faced in managing the tourist area. A descriptive qualitative approach was employed in this study, with data collected through field observations, in-depth interviews with various sources, and documentation. Data analysis followed the interactive model by Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing. The findings indicate that Danau Ali's main strength lies in its appealing artificial landscape and the variety of activities available to visitors, such as fishing, relaxing, jogging, and participating in community events. However, the shopping aspect or what to buy has not been fully developed due to the lack of souvenir shops or local specialty products. The management faces several challenges, including limited operational funds, inadequate maintenance of facilities, and low visitor awareness regarding cleanliness. Therefore, improvements in management, greater support from various stakeholders, and increased visitor education are needed to ensure the sustainability and quality of Danau Ali as a tourist destination. Abstract

The Minangkabau randai art form is a cultural heritage that is currently experiencing decline due to westernization. Amidst the challenges of modernization, the Minangkabau Student Association (IMAMI) of Riau University strives to maintain the existence of randai art through a communication strategy by making IMAMI a forum for Minangkabau students to learn about Minangkabau culture. The purpose of this study is to examine how IMAMI's choice of communicators, audiences, and delivery media are used, and how reactions emerge to IMAMI's communication strategy. This study uses a descriptive qualitative approach. Informants were selected using purposive sampling, with a total of six informants, namely the chairperson of IMAMI, the head of the arts division of IMAMI, randai arts trainers and dancers, IMAMI alumni, and the general public (UNRI students). Data collection in this study was conducted through interviews, observation, and documentation. To ensure data validity, the researcher used source and method triangulation. The results of this study show that: 1) IMAMI selects communicators who understand randai art and participate in randai art performances so that they not only act as messengers, but also become representatives of Minangkabau culture. 2) Minang students at the University of Riau are the main target audience for introducing randai art. Determining this audience is important for the success of the communication strategy. 3) Informative, persuasive, and educational messages are used to attract the interest of students at the University of Riau. 4) Utilizing social media platforms such as Instagram and TikTok to disseminate information and communicate directly, for example by holding live performances. 5) The response generated by the audience through the enthusiasm of students for randai art, as well as the emergence of pride in Minangkabau culture. Abstract

This study aims to analyze the application of the marketing mix to increase sales volume at PIS Burger, a culinary MSME in Pekanbaru City. The research method used was descriptive qualitative. Data collection was conducted through observation, in-depth interviews with the owner, employees, and customers, and documentation. The results show that PIS Burger is able to maintain its existence through consistent product quality and distinctive flavors, affordable pricing, a strategic location, friendly and efficient service, and a simple shop atmosphere that holds historical and emotional value for customers. The promotional strategy implemented is still dominated by word of mouth, which has proven effective in retaining existing customers but has not been optimal in reaching new markets. This study concludes that the marketing mix implemented by PIS Burger has supported increased sales and customer loyalty. However, strengthening digital promotions, menu innovation, and improving physical facilities are needed to sustainably increase business competitiveness. Abstract

Indonesia's national development emphasizes empowering local potential through village-based development or village governance. Within this framework, Village-Owned Enterprises (BUMKep) play a strategic role as community economic institutions to increase local independence and prosperity. This study aims to analyze the adaptive leadership style of the village head in managing the BUMKep (Village-Owned Enterprise) in the Menggala Sempurna Village, Tanah Putih District, Rokan Hilir Regency, in 2024, and to identify the driving and inhibiting factors. This study used a qualitative method with a descriptive approach through in-depth interviews, observation, and documentation. The results show that the village head's adaptive leadership is seen through adjusting the BUMKep management strategy to the community's socio-economic changes, building collaboration with local government and community leaders, and encouraging community participation in developing business units based on local potential. Factors driving the implementation of adaptive leadership include high community trust in the village head, support from village officials and local resource potential, and the village head's willingness to continue learning and establishing communication with various stakeholders. However, its implementation has not been optimal due to: (1) limited managerial capacity of BUMKep administrators, (2) weak governance, particularly in terms of transparency and accountability, and (3) limited capital and access to financing. Therefore, increased management capacity, transparent and accountable governance, and financial support are needed to promote the economic independence of village heads. Abstract

Sustainability issues have become a major challenge for developing countries, including Indonesia, in facing global pressure on environmental and economic management. The adoption of the circular economy concept is considered an essential strategy to reduce waste while enhancing resource efficiency This study employs the Pentahelix theory as its analytical, emphasizing collaboration among five key actors government, academia, business, community, and media in supporting the implementation of the circular economy by SCG. The level of analysis focuses on actor groups to understand the patterns of synergy and the respective roles of each party in promoting sustainability. The methodology used is qualitative with a descriptive-explanatory approach, aiming to describe the phenomenon while explaining the interactions among actors in circular economy practices. The research data are derived from primary sources, such as official SCG publications, and secondary sources, including various literatures and supporting reports to strengthen the analysis. The results indicate that SCG’s implementation of the circular economy is realized through waste management programs, the application of Refuse-Derived Fuel (RDF), the reuse of residual materials, the use of renewable energy from biomass, and collaboration with various stakeholders to enhance resource efficiency and reduce waste. These findings show that SCG’s efforts are not solely driven by the company’s internal commitment but are also supported by government initiatives, academic involvement in environmental research, community participation in circular education programs, and the media’s role in raising public awareness. Abstract

This research discusses the implementation of the Family Hope Program (PKH) in Aer Bale Village, Sosa District, Padang Lawas Regency, during 2023– 2024, and identifies the supporting and inhibiting factors in its implementation. PKH is a conditional social assistance program designed to improve the quality of human resources through access to education, health, and social welfare for low-income families. The background of this study is based on issues such as inaccurate data collection of beneficiaries, limited number of facilitators, and the presence of hard-to-reach areas. The study employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation, involving informants from the village government, PKH facilitators, and beneficiary families (KPM). The results show that, in general, the implementation of PKH in Aer Bale Village has helped improve access to public services for low-income communities, although its effectiveness is still hampered by technical and administrative issues. Supporting factors include clear regulatory frameworks, active community participation, and cross-agency coordination. To enhance its effectiveness, improvements in the data collection system, an increase in the number of facilitators, and stronger coordination among relevant stakeholders are recommended.
