Abstract

Fishery resources are managed in a serious way, it will contribute more to the national economic development and can alleviate the poverty of Indonesian society, especially fishing communities and fish farmers. Therefore, fishery resources must be managed and utilized optimally in order to contribute significantly to the nation's overall development. Increasing intensity of fishery resource utilization will pose a threat to its sustainability. To overcome this problem, there needs to be community involvement in conducting supervisory activities to preserve and preserve fishery resources in their respective regions by establishing a Community Monitoring Group (POKMASWAS) in every region in Indonesia. The type of research used is descriptive with qualitative research approach, data source used in this research include primary data and secondary data, the location of this research is in Buluh China Village Siak Hulu District Kampar regency. Infroman in this research is Head of Fishery Development and Cultivation, Chairman, Secretary, and Pokmaswas member and user. The results of the research indicate that the effectiveness of the organization of the Community Watch Group in this area has not been effective, because the members and management of the organization have not been routinely in performing their duties, and also constrained the facilities, facilities and infrastructure of the organization that have not existed so that the members and management of Pokmaswas organization have not been able to develop the organization in the future.Keywords: Organization Effectiveness, Community Empowerment, Village Development, Pokmaswas.

Abstract

The Office of Kesyahbandaran and Port Authority of Pekanbaru III class as a service provider in the field of port services is still faced with problems in the field of public services. In addition, a lot of service users always ignore the schedule of service procedures that have been given, so that the service can not be given optimally. The purpose of this research is to know how communicator strategy, messaging strategy, and communication media strategy used by Public Relations The Office of Kesyahbandaran and Port Authority of Pekanbaru Class III in improving the quality of public service in Pekanbaru city.This study used qualitative research methods with the presentation of descriptive analysis. Subjects in this study consisted of seven people selected by using purposive technique which is determined based on criteria of informant who understand public relation and involved in service activity and service user at Kesyahbandaran Office and Port Authority of Class III Pekanbaru. Data collection techniques include interviews, observation and documentation. To achieve the validity of data in this study, the writer use extension of participation and triangulation.The results of research in this study indicate that the strategy communicators are determined from the attractiveness of resource and communicator credibility. The message strategy used is to use appropriate language and word selection, directly to the main point of the problem, and use a message call in the form of a slogan or call. While the communication media used is consists of direct media or face-to-face,internet media in the form of official website and payment system through E-Biling System and mass nonmedia in the form of use of information board and ID Card for service user and visitor (guest).Keywords: Communication Strategy,Quality,Public Service

Abstract

Every chief has particular characteristic and different style of communication in leading his/her employee. The communication style of newspaper coordinator can improve motivation of work of journalists. The communication style of newspaper coordinator in Riau Pos are two-way communication and is open. This research aims to know the communication style of newspaper coordinator to improve motivation of work of journalists and supporting factors of motivation of work of journalists in Riau Pos.This research used descriptive qualitative method. The research subject involved newspaper coordinator of metropolis and journalists of Pekanbaru, determined by purposive sampling method. The object of research is the communication style of newspaper coordinator to improve motivation of work of journalists in Riau Pos. The technique of collecting data used interview, observation, and documentation.The results of this research showed that the communication style of newspaper coordinator to improve motivation of work of journalists in Riau Pos are the equalitarian style which means a two-way communication style based on the similarity aspects. Characteristic of the equalitarian style are (1) clarity in commands and work instruction of newspaper coordinator to journalist; (2) creating good relationship; (3) giving motivation; and the dynamic style, which means communication style that has an aggressive tendency. Characteristic of the dynamic style are (1) keep the work done in short time; (2) encouraging journalists to work harder; (3) giving an assignmet in a hurry. Supporting factors of motivation of work journalist in Riau Pos are (1) the welfare of journalist; (2) appreciation; (3) work environment; and (4) work period.Keyword: journalists, newspaper coordinator, the communication style, work of motivation

Abstract

This research was conducted in the village of Delima Jaya districts Kerinci Kanan Siak regency. The purpose of this study is to find out how the readiness of oil palm farmers in facting the rejuvenation of the garden (replanting) in the village of Delima Jaya, to analyze the economic impact of the rejuvenation of oil palm plantations (replanting) in the village of Delima Jaya. The main problem in this study is the age of the oil palm trees that are old and should be in the replanting (replanting) but farmers do not have the capital to rejuvenate the garden. Sampe sampling in the research is by purposive sampling technique. The method used is qualitative method with descriptive approach. The instrument used in the filtering data is observation, documentation, and in-depth interviews. The result of this research is the fruits that have been done by the oil palm farmers in facting the rejuvenation of the garden (replanting) that is to have another garden instead of replanting his garden, the existence of savings, have jobs and other pears. As for the impact that arises is the non-productive period of oil palm crops and farmers income no longer exists.Keywords : Readiness, Replanting, Farmers

Abstract

District is part of the district / municipality government in carrying out its duty to obtain the delegation of some authority of Regent / Mayor for the portion of regional autonomy. Governmental science is an applied science because it prioritizes the aspect of use in practice, namely in the relationship between the former (people) (the Hamasaki, Citizenship Education). This research was conducted in subdistrict Tapung Kampar District, with problem formulation, Why is the Authority of Camat in Implementation of Village Governance and Supervision Not Optimal?. To know and explain the authority of sub-district head in the administration of village administration in Tapung Sub-district, Kampar Regency in 2016 and to know the factors of not yet optimal authority of sub-district administrator in the village administration in Tapung District Kampar regency. This research uses descriptive explanatory method using Qualitative research design. Primary data types: data on security factors and data on authority constraints, informants in this study are Camat, Camat Secretary, Head of Village Government Affairs, Village Deliberation Agency, Village Head, Village Secretary. Technique of completion of this research data use Interview, Observation, Documentation, and Literature Study. So this result of this research: Camat in coaching in fostering governance is enough role in its implementation. The obstacles to village governance in the tapung dap kampar are the low level of education and the thought of the village administration in the management and maintenance of the village so that it is difficult to improve the quality of the existing human resources management and management of the village, so what are their duties and responsibilities abandoned, village officials are also less budget in the implementation of coaching. Abstract

Civil service and civil registration is one of the government agencies engaged in the field of community service and implementation. Public services are the renponsibility of the government by central and local. The current conditions obtained in the impelementation of public services is still faced with the system of government that has not been effective and afficien and the quality of human resources apparatus is not adequate.The purpose of this study was to analyze the performance of public service in the civil service and civil registry of Meranti island districts and to analyze the factors that hinder the performance of public service in the civil service and civil registry of Meranti island districts. The method used in this study is a qualitative research method. Sources of data were drawn from severah people related to the research, among others, the secretary of processing section of population and community data. Data colletion techniques using observation and documentation interview techniques while the data analysis techniques used in this study is descriptive qualitative analysis.Based on the results of the study note that the performance in the civil service and civil registration districts meranti archipelago is still not optimal and influenced by several factors that have not had the soup and goal setting.Keywords : performance, public service, Human Resources Management

Abstract

Woman consider themselves the same as men, where they are adept at using vape. The development of the trend gives curiosity as well as the aroma generated from the liquid or steam provides a sense of enjoyment in terms of vape taste is very different from conventional cigarettes generally. The study aims to determine the motives of female users of vape, the meaning of female users of vape and experience communication woman users vape.This research using phenomenology approach and taking informant using snowball technique with key informant. This study has 5 informant. With data collection techniques such as observation, interview adn documentation. While for the technique of examination of data validity, writer use technique of extension of participation. The data obtained are then processed for reduction, presented until a general conclusion is produced.The result of this study show that 1The motive of women vape users divided into two motives because (because motive) the sense of comfort and environmentally friendly, while the motive for (in order to motive) the sense of desire to quit smoking and the growth of confidence. 2The meaning of female users of vape that is as an upper middle class cigarette, reduce the number of early smokers (under age), reduce smoking addicts (quit smoking), various flavours (aroma) and various forms of vape and cigarettes hits (kekinian). 3The experience of woman communication vape users divided into two pleasant communication experience where a new friend, exclamation and race to form the creation of the vape steam, and upleasant communication experience that is considered naughty girl. Naughty girl here can be interpreted as a person who can not be arranged to do as he pleased only, doing according to his will. And has no moral and ethical and is considered cynical (worth hating). Have no moral can be interpreated as people who have no religious value (less), are often considered like a child’s night because the habit is only done people who are far from religion.

Abstract

Currently there are slums in urban Indonesia, it means the people still live in conditions of homes uninhabitable and lack of public access to urban basic services. Kota Tanpa Kumuh Program (Kotaku) launched in 2016 which is a program of prevention and improving the quality of national slum. Tanah Datar is a priority locations considered successful running KOTAKU program, this is not apart of their communication strategy. This study aims to determine the communicator, target audience, media and message strategy communications made in the course of Regional Management Consultants on Kota Tanpa Kumuh Program of Tanah Datar District of Pekanbaru City.This research method is qualitative descriptive method using strategic communications theory. The research subject is determined by purposive sampling with 9 informants. Data collection techniques include observation, interviews, and documentation. Data was analyzed using interactive model of Miles and Huberman, the validity data checking techniques includes extension of participation, and triangulation.The results showed first, form a strategy that assigns a team of facilitators and skilled team of Regional Management Consultants, and chairman of the Institute for Community Self-Reliance Tanah Datar Makmur as a speaker in the socialization. Second, audience strategy is the entire village community Tanah Datar. Third, message strategy is the preparation of the material comprising the message dissemination of relevant information Kota Tanpa Kumuh Program, as well as the use of the slogan and adjustments in the delivery of the message to the target. Fourth, the using of media that is the media group with the dissemination and use of mass media such as print media (newspapers, brochures, banners and billboards, pamphlets and fotonovela bulletin) and electronic media (online media, radio, social media facebook and instagram, and website).Keywords: Communication Strategy, Slum, Strategic Communication

Abstract

Partai Persatuan Indonesia (Partai PERINDO) is a newly established political party and has never participated as a participant in the general elections held in Indonesia. The establishment of the Indonesian Persatuan Party (PERINDO Party) started with the establishment of the Association of Indonesian Unity Society (ORMAS PERINDO) officially established on February 23, 2013. Approximately 2 years after the founding of the Persatuan Indonesia Society (ORMAS PERINDO), on February 7, 2015 Persatuan Indonesia (Partai PERINDO) is officially established. The Regional Council of the Partai Persatuan Indonesia (DPD PERINDO Party) Pekanbaru Town which is structurally at the district / city level should not only wait for the communication strategy conducted by the Central Executive Board of the Partai Persatuan Indonesia (DPP PERINDO Party) in the image of Partai Persatuan Indonesia PERINDO) to gain sympathy in the midst of society. The formulation of this research problem, how is the communication strategy of the Regional Leadership Council of the United Indonesia Party (DPD Party PERINDO) in imaging in Pekanbaru City? ". The purpose of this research is to know the communication strategy of Regional Leadership Council of Indonesian Persatuan Party (DPD Party PERINDO) in imaging in Pekanbaru City, and to know the factors that support and obstruct the Regional Leadership Council of Indonesian Persatuan Party (DPD Party PERINDO) in Pekanbaru City. Qualitative research methods. Research location of Regional Leadership Council of United Indonesia Party (DPD PERINDO Party) Pekanbaru City. Primary data sources through interviews as well as secondary data sources. Data analysis techniques were carried out by analysis of interactive analysis models of Miles and Huberman. The targets to be achieved in every activity held by the Regional Leadership Council of the Partai Persatuan Indonesia (DPD PERINDO Party) Pekanbaru City is to run and realize what is desired by members of the Persatuan Indonesia Party (PERINDO Party) in Pekanbaru City, and to get new members of the Party Persatuan Indonesia (Partai PERINDO) in Pekanbaru City. The Regional Leadership Council of Partai Persatuan Indonesia (DPD PERINDO Party) Pekanbaru City uses the means of communicating by holding activities that directly touch to the needs of the community in accordance with the vision and mission of the Persatuan Indonesia Party (PERINDO Party). Each activity begins with the opening of the event containing remarks from the representatives of the board, the government apparatus present, and the competent expert, about the communication strategy of message conveyor credibility. Audience as the recipient of the message from the audience strategy is the general public. The background of the audience knowledge, especially in the field of politics, most of which participate in knowledge activities is enough. This is influenced by the easier information obtained because of the availability of various media. The touch of audiences' feelings is an easy but difficult communication strategy. Selection of media using various activities. The following activities are: providing free ambulance facility, fogging, giving of Indonesian Union Party (PERINDO) selling cart shop for five-time traders, road hoarding, free medical treatment. The supporting factor is having its own secretariat or non-rental property right on Jl. Borobudur Pekanbaru City, and has its own ambulance so that whenever can be utilized. Inhibiting factors are funding conditions, human resource conditions, and archiving of activity documentation. Strategies are tactical, from ideas, planners, to execution of the program is a strategy. Badly connoted imagery is caused by the politician himself. The strategy undertaken by the Persatuan Indonesia Party (PERINDO Party) is the taking of momentum that there is good value then blow-up through the media. Indonesian society is very easy to sympathize to goodness regardless of who the person is and what he has made, so good visible then the perception is good, because that politics is perception.Keywords: communication strategy, imaging

Abstract

Child Identity Card (KIA) is a card issued by the government to collect data, provide protection, and fulfill the constitutional rights of children in Indonesia. Besides will be a valid identification or proof of self to the child, especially will make children can do public service independently, and meet their needs easily, quickly and cheap, such as education, health, and other social activities. Kampar regency being one of the current Child Identity Card program implementers is based on the largest number of birth certificates in the region.The purpose of this research is to know how communicator strategy, audience strategy, message planning and media selection of Department of Population and Civil Registry in socializing Child Identity Card program. This research uses qualitative research method with descriptive analysis. The informant of this research is five people chosen purposively. Data collection techniques used are observation, interview, and documentation. Data validity technique used in this research is triangulation and extension of participation. The results obtained show that the strategy communicator conducted by the Department of Population and Civil Registry of Kampar Regency is by first determining the target communicator, determining how to communicate and credibilita ssumber who have the readiness and seriousness in disseminating the Child Identity Card to the community. Then the target audience is divided into 3 segments. Schools, hospitals / clinics, and the general public. Message planning is used directly to the message, through two format of organizing message that is topical format, spatial format and problem solving which then maximize delivery of message with actual message style. The last use of media is done by using mass media which is divided in electronic media and print media so that can reach all layers of society.
