Abstract

Disaster management is an action taken at the time before, during, and after disasters. Kampar Regency is one of regencies in Riau Province experienced frequent flood events in some regions. In addition due to the overflow of rivers in Kampar regency result of the opening of the door power (hydropower) Long Koto Kampar, flooding in Kampar also be caused by heavy rains. The purpose of this study was to determine how the flood disaster management conducted by the Regional Disaster Management Agency (BPBD) Kampar and to determine the factors inhibiting the flood disaster management. The research is a qualitative research with descriptive approach. The collection of data is needed both primary data and secondary data were collected through interviews, observation and documentation and then analyzed so that it can be deduced from existing research problems. The results of this study found that implementation of disaster management conducted by the Regional Disaster Management Agency (BPBD) Kampar not implemented to the fullest, it is caused by several factors inhibiting the ability of human resources, people, budgets, and organizational structures that are not performing their duties and functions. Keyword: Disaster Management, Disaster Management Agency

Abstract

Election of regional heads (Pilkada) is carried out directly by the people of the local administrative regions who meet the requirements. Election of regional head and deputy regional head (Pilkada), one element that cannot be left out is the importance of the existence of political parties. Riau Province is one of the provinces that held a democratic party to elect the Governor and Deputy Governor on 27 June 2018. There are four candidate pairs in the 2018 Riau regional head election, one of them is the pair with the second order number, Lukman Edy and Hardianto. This coalition is supported by two parties namely PKB and Gerindra. This coalition was formed at the deadline and a new figure from Gerindra, Hardianto, was chosen to accompany Lukman Edy in the Riau regional elections in 2018. However, the results of the couple's vote was the lowest of the three other pairs.               This study aims to determine the dynamics of the formation of the PKB and Gerindra coalition in the Regional Head election in Riau Province in 2018 and to find out the causes of the PKB and Gerindra coalition defeat in the Regional Head election in the Province of Riau in 2018. Furthermore, the data sources used in this study are primary data and secondary data. Data collection methods used in this study were interviews and documentation.               The results of this study are the PKB and Gerindra coalition which leads to Arent Lijphart's theory of bargaining proposition because it was formed at the end of time with a small number of coalitions remaining. Hardianto was present because the Gerindra exchange rate was only as Deputy Governor. The defeat of Lukman Edy and Hardianto's coalition included the weak figure of Hardianto, carried by two middle parties while its opponents are carried by several parties, there is no regeneration of PKB figures, less solid political machinery and less mature coalitions, the smallest campaign budget funds. Keywords: Dynamics, Coalition, Political Parties, Riau Regional Head Election

Abstract

One of the social media outlets featured videos is Youtube. Video content can be accessed on Youtube from music, movies, news & information, sports,lifestyles,games and vlogs. A vlog is a video containing opinions, stories or daily activities that are usually posted on blogs. One of the vlogs used as research is the vlog of Arief Muhammad’s alleged intention of creating a vlog on Minang creator’s content community called the Youtuber Minang Community.          This study use the New Media theory in order to find out how big the responder’s response is to Arief Muhammad’s image, to determine the response of the respondents to the interest of creating a vlog on the Youtubers Minang Community and to analyze Arief Muhammad’s influence on Youtube to create vlog on the Youtubers Minang Community. This type of research is a quantitative study with descriptive and explanatory methods using the purposive sampling and unknown population formula that calculations came to be 105 respondents. Researchers collect data with questionaires and data processing assisted by using the Windows 24 SPPS program.This study shows that level the effect of exposure to Arief Muhammad vlog shows on Youtube on interest in making vlogs in the Youtubers Minang Community are moderate. This is seen from the simple linear regression analysis in this research getting that result Y =4,321 + 0,761X which means constant value (α) 4,321. This mean that if an X is 0 the interest then the vlog (Y) is worth 4,321. In the meantime value t count = 10,594 > t table = 1,98326 with significance 0,00 < 0,05. Based on the value of Rsquare by 0,521, it means that there is an influence between Arief Muhammad’s shadow of blame on the interest of creating the vlog network on Youtuber Minamg with an influence of 52,1% and the remainder of which is 47,9% influenced by other entered into this study.  Keyword: Media Exposure, Vlog, Interest Making a Vlog.

Abstract

Utilization zone is a zone that can be used for the benefit of Rumbio village community. This research is a study to analyze the management of the ban on the forest customary Kenegerian Rumbio in the utilization zone with the customary forests of ± 500 Ha.  Management of the rimba larangan adat Kenegerian Rumbio has several problems; 1) management carried out on the rimba larangan adat in the utilization zone does not improve the welfare of society; 2) Not maximised implementation of planning rimba larangan adat  Kenegerian Rumbio in the utilization zone; and 3) The number of visitors has not increased. In seeing the management rimba larangan adat  Kenegerian Rumbio at the utilization zone, researchers used the concept of management function theory by Henry Fayol in Solihin (2010) which started from planning, organizing, directing and controlling. The research methods used are qualitative research methods. The result of this research is the management rimba larangan adat Kenegerian Rumbio in the optimal utilization zone. This is seen from the research results that there are several sub indicators on the concept of management that have not yet met namely; 1) Setting goals; 2) formulating the current state; 3) Divide the components of activities needed to achieve the objectives; 4) quality; 5) time; 6) determining performance standards; 7) measuring performance standards; 8) Make repairs in case of deviation from the standard.  Unfulfilled sub indicators are caused by several factors; 1) budget factors; 2) human resources factors; 3) communication factors; 4) Factors of facilities and infrastructure; and 5) Factors of government support (incentives).Keywords: Management, Utilization Zone

Abstract

The survey in 2018 found there were 115 female street children in Pekanbaru which worked with various types of jobs, such as selling tissue, newspapers, buskers, and so on. They have different backgrounds, some of them dropouts and some are still students. The subject in this study is the children aged 6-18 years and more than 7 hours a day. The author used accidental and purposive sampling techniques to determine the subject and from this method, 6 subjects were identified with jobs including newspaper traders, tissue traders, street vendors, and buskers. The results found that street children in Pekanbaru based on their intensity can be categorized as Vulnerable Children to Be Street Children and based on field studies can be referred to Children of the Street. The motive or reason for the subject to become a street child is due to his own desire to help the family economy and influence of friends or social environment. They work more than 7 hours a day, move around the work location, and sometimes don't just sell one type of ite.                                                                              Key words: Street Children, Girls, Poverty

Abstract

At this time, in the millineal era, the development of Information and Technology Science and the increasing emancipation of women that affect social change in Minangkabau society, for example changes in values, behavior patterns, and other habits. One of them is migrating that has undergone a change, both in terms of patterns and values in it. Wandering at this time is not only done by men but many Minangkabau women also migrate. The focus topic of this research is "Culture of Moving Minangkabau Women (Case Study Migrating Minangkabau Women in Pekanbaru City)", the issues raised in this study are: What is the background of Minangkabau women migrating? and What are the Minangkabau women getting while migrating in Pekanbaru? The purpose of this research is to find out the background of Minangkabau women migrating and to find out what Minangkabau women have gained while migrating. The research method used is a qualitative research method. Research location in Pekanbaru city. As for the informants in this study were 9 people according to predetermined criteria (purposive sampling).. Data collection techniques used are observation, interviews and documentation, the results of research in general are the reasons for Minangkabau women to migrate because of economic factors that are difficult to accommodate, supporting social factors and also conflicting customs. And there are changes in the standard of living for Minangkabau women who migrate, starting in terms of economic, social and well-being. Keywords: Minang Women, Merantau.

Abstract

Penelitian ini dilakukan di PT. Pekan Perkasa Berlian Motor Bagan Batu Rokan Hilir yang berlokasi di Jalan Lintas Riau Sumatera KM.8 Bagan Batu Rokan Hilir. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh pelaksanaan promosi, kualitas produk dan citra merek terhadap keputusan pembelian mobil Mitsubishi Pajero Sport pada PT. Pekan Perkasa Berlian Motor Bagan Batu. Dalam penelitian ini metode yanng digunakan adalah analisis deskriptif kuantitatif dengan program SPSS. Populasi dalam penelitian ini adalah pembeli di PT. Pekan Perkasa Berlian Motor Bagan Batu. Adapun jumlah sampel dalam penelitian ini dengan menggunakan metode sensus sebanyak 50 responden.Pengujian hipotesis menggunakan metode analisis linier sederhana dan analisis linier berganda dengan hasil menunjukkan bahwa pelaksanaan promosi, kualitas produk dan citra merek berpengaruh signifikan terhadap keputusan pembelian pada Mitsusbishi Pajero Sport pada PT. Pekan Perkasa Berlian Motor. Dengan perhitungan koefisien determinasi (R2) sederhana pelaksanaan promosi terhadap keputusan pembelian diperoleh R Square sebesar 0,476 atau 47,6%, kualitas produk 0,549 atau 54,9% dan citra merek terhadap keputusan pembelian diperoleh R Square sebesar 0,633 atau 63,3% dan perhitungan determinasi (R2) berganda pelaksanaan promosi, kualitas produk dan citra merek terhadap keputusan pembelian diperoleh R Square sebesar 0,644 atau 64,4%. Hal ini menunjukkan bahwa pelaksanaan promosi, kualitas produk dan citra merek memberikan pengaruh 64,4% terhadap keputusan pembelian Mitsubishi Pajero Sport pada PT. Pekan Perkasa Berlian Motor Bagan Batu, sedangkan sisanya 35,6% dipengaruhi oleh variabel lain yang tidak diteliti dalam penelitian ini. Kata Kunci : Promosi, Kualitas Produk, Citra Merek Keputusan Pembelian

Abstract

Dukun are a place to solve problems, a place to ask for advice and opinions. A place to support the success and success they want. This study aims to analyze why people still trust the shaman and to analyze the meaning of the shaman for the community. The study was conducted in Pulau Komang Village, Sentajo Raya District, Kuantan Singingi. Data analysis in this study is qualitative descriptive analysis. The results of this research are that about 70% of the Komang Island community still believes in dukun because dukun can always help when asked for help, only dukuns are able to cure all kinds of illnesses and dukun can solve various problems or provide solutions. The meaning of the shaman for the community of Komang Island Village is a place to ask for help, cure all kinds of diseases and as an intermediary to resolve all problems. Keywords: Shaman, Trust, Relief

Abstract

The Implementation of the Pre-service education and training program by Badan Pengembangan Sumber Daya Manusia (BPSDM) of Riau Province in Kuantan Singingi Regency in 2018 is  still not effective. This is indicated by the large number of government employees who have not optimally carried out their duties and roles as community servants. This study aims to find out: (1) material on national insights, the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants, and the mindset of ASN as a community service provided by BPSDM Riau Province; (2) the ability of participants in education and pre-service training in Kuantan Singing Regency related to national insight, the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants, and the mindset of ASN as a community service; and (3) effectiveness of the implementation of pre-service education and training programs by BPSDM Riau Province in Kuantan Singingi Regency. This research uses a qualitative method with a descriptive approach. Data collection techniques used were interview and documentation techniques. The results of the study can be concluded that: (1) material national insight provided by the political concept of the Indonesian nation which views Indonesia as an inseparable region (land-sea-air), which unites the nation and state as a whole in all areas of life including: politics , economic, socio-cultural and defense and security. Material on the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants is contained in Law Number 5 of 2014 concerning State Civil Apparatus. While the ASN mindset material as a community service is in the form of an ASN or PNS self concept; (2) the ability of the participants in the education and training of Kuantan Singing pre-service is in accordance with the material provided by BPSDM, but only a small portion of the material; and (3) the implementation of pre-service education and training programs by BPSDM Riau Province in Kuantan Singingi Regency is considered to be effective. Because the aspects given are considered appropriate for the needs of newly appointed civil servants.    Keywords: Implementation, Pre-service Education and Training Program, BPSDM

Abstract

PT. PLN (Persero)Unit Layanan Pelanggan Simpang Tiga (ULP) is a branch office of PT. PLN (Persero) which has the most industrial customers in the Pekanbaru area. Throughout 2017, PT. PLN (Persero) ULP Simpang Tiga has experienced a decline in revenues earned from industrial customers. In addition, since the enactment of Law No. 30 of 2009 concerning Electricity, PT. PLN (Persero) has competitors from the private sector. This makes PT. PLN (Persero) ULP Simpang Tiga carries out marketing communication strategies that can maintain and increase its revenue. The purpose of this study was to determine the marketing communication strategies used by PT. PLN (Persero) ULP Simpang Tiga.This study uses a qualitative method with a descriptive approach, with data collection techniques namely through interviews, observations, and documentation, with the number of informants totaling 8 people who fit the criteria determined through purposive sampling. The data analysis technique used in this study is the model Miles and Huberman, and the data validity checking technique is the extension of participation and triangulation. The results of the study indicate that to increase revenue from industrial customers PT. PLN (Persero) ULP Simpang Tiga uses marketing communication strategies direct marketing, sales promotion, and personal selling. In the strategy of direct marketing PT. PLN (Persero) ULP Simpang Tiga carries out marketing through social media and print media. Social media used in the form of Facebook, Instagram, E-mail, and WhatsApp as well as telephone lines then printed media used in the form of letters used to offer programs from PLN. Marketing communication strategy in the form of sales promotion carried out by PT. PLN (Persero) ULP Simpang Tiga in the form of discounts or discounts, product warranties and patronage awards for industrial customers who use the program from PLN. And the last marketing communication strategy is personal selling  conducted by PT. PLN (Persero) ULP Simpang Tiga in the form of direct visits to the offices of industrial customers and PT. PLN (Persero) ULP Simpang Tiga also provides services for industrial customers who come directly to the office of PT. PLN (Persero) ULP Simpang Tiga or make a meeting at the cafe. In addition, PT. PLN (Persero) ULP Simpang Tiga also held a customer gathering to conduct marketing directly to the leadership of the company.
