Abstract

This research aims to evaluate the effectiveness of implementing the blended learning method in leadership training at the National Institute of Public Administration (LAN). This method combines online learning and face-to-face interaction and has been implemented in national leadership training at LAN. However, there has been no evaluation conducted to assess the effectiveness of this method. This research uses the Goal-Approach framework developed by Bowyer and Chambers (2017) to evaluate the effectiveness of blended learning implementation. The evaluation is conducted through three outcome indicators: participant satisfaction, participant engagement, and learning outcomes. The analysis results show that participants provide positive assessments of the training organization, the learning process, and the usefulness of the learning for future purposes. Participants also express satisfaction with the environment, facilities, and learning processes. Despite facing communication challenges in the distance learning method, participants remain engaged in blended learning. The learning outcomes demonstrate good effectiveness, with high pass rates and participant scores. Overall, this research indicates that the blended learning method is effective in leadership training at the National Institute of Public Administration (LAN).

Abstract

Implementation of Gender Mainstreaming In Regional Development In Boven Digoel Regency. Gender mainstreaming is government task to do that gender must be integrated into all activities done by the government focusing on development such as policies,program, and activities. This research was conducted by using qualitative descriptive to analyze in how the implementation of gender mainstreaming (Regent Regulation Number 35 of 2019) was implemented in accordance with Van Meter and Van Horn’s policy implementation mode. This research found gender mainstreaming has not been implemented optimally due to lack of human resources, intently communication to targeted as well as lack of understanding and attitude implementing of policy

Abstract

Successful tourist destinations around the world are currently facing tough challenges because of their own regional attractiveness, such as the Ubud Tourism Area. The development of tourism in Ubud encourages the emergence of congestion problems, lack of parking space, damage to culture and traffic violations and uncontrolled spatial planning. The aim of this research is to look at Ubud tourism management in the perspective of Community Based Tourism (CBT) on five dimensions: social, economic, political, environmental and cultural. This study uses a qualitative method with a descriptive approach. The results of this study indicate that CBT in Ubud supports the development of the economic, political and cultural dimensions, while the environmental and social dimensions have not been optimally accommodated because Ubud does not yet have the carrying capacity and tourists' understanding of Ubud's character as a cultural tourism area is low.

Abstract

As one of the best universities in Indonesia, Universitas Brawijaya is also not free from service problems-especially academic services to students. For example, these problems can be found in the Faculty of Vocational Studies, Universitas Brawijaya. Based on the findings in the field, shows that there are still many services provided by the Faculty of Vocational Studies that are not maximized, such as the lack of precise and accurate explanations regarding the output of the services provided. The existence of these cases is essential to analyze academic services to improve academic services. The research method used is a qualitative method with a descriptive approach. The results showed that the ten NPS indicators: Tangible, Reliability, Responsiveness, Competence, Courtesy, Credibility, Security, Access, Communication, and Understanding Customer are not yet optimal because problems such as employee attitudes, employee ratios, and employee communication are still not by student expectations. To create optimal service, academic staff, and students must create a sense of shared responsibility to create ideal service.

Abstract

The issue of violence, exploitation and discrimination against women and children has become a very serious concern in almost every country, both developed and developing countries. Therefore, various policies and programs related to the protection of women and children continue to be encouraged to be implemented throughout the country. Even the Sustainable Development Goals (SDGs) specifically include aspects of ending violence, exploitation and discrimination against women and children as targets that must be achieved by 2030. The type of research used in this research is descriptive qualitative research. The results showed that the Implementation of Regional Regulation No. 5 of 2019 concerning the Implementation of Women's Empowerment and Child Protection can be seen from: 1) Communication aspect: The P3AP2KB Office has carried out good policy communication through inter-agency coordination meetings, socialization, and counseling to the community down to the sub-district level. 2) Resource aspect: The resources owned by the P3AP2KB Office are still very limited, both in terms of human resources, budget and facilities. 3) Aspects of disposition or attitude: The P3AP2KB Office shows a high commitment and spirit of cooperation in the implementation of women's empowerment and child protection. 4) Aspects of bureaucratic structure: The bureaucratic structure of the P3AP2KB Office as the policy implementer clearly describes the division of tasks and responsibilities of each unit.

Abstract

The new policy from the Ministry of Education and Culture is Freedom to Learn on an Independent Campus (MBKM). This policy allows students to complete three semesters outside of the student study program. This article discusses the implementation of the MBKM policy at the Faculty of Vocational Studies, Universitas Brawijaya (FV-UB). 1) Communication that occurs between universities, faculties, and students so far uses indirect communication methods because they are more effective and efficient. However, direct communication is also used. 2) Adequate resources and support for the implementation of the MBKM policy at FV-UB include human resources, budgetary resources, information and authority, and infrastructure. 3) Disposition is determined based on the compliance level of policy implementers and students. Because of their positive attitude towards the MBKM policy, the compliance of policy implementers is considered very good. 4) Based on the availability of SOPs related to the implementation of the MBKM policy in FV-UB and fragmentation, the bureaucratic structure has a pattern of working relationships that are very good and consistent with their respective fields.

Abstract

The Mandalika SEZ empowerment program is a government effort to accelerate development around the Mandalika area. This research focuses on empowerment in the Mandalika tourism SEZ zone. Problems that arise in the tourism SEZ empowerment program include land disputes, land acquisition, and the sustainability of empowerment. This research uses descriptive-qualitative research methods. Primary data sources are interview results and secondary data sources are documents—data analysis techniques using data analysis Miles and Huberman (2014). The results showed that from the enabling aspect, empowerment in the sense of improving the climate that allows the community to develop has not yet happened. Then from the empowering aspect, the government (central and local) and the private sector have implemented concrete steps, accommodated various inputs and provided the necessary facilities and infrastructure. Then from the aspect of protecting in maintaining the Sustainability of the implementation of empowerment is also not going well, because the concept of empowerment carried out by all parties is a project concept, not sustainability

Abstract

The Government of Malang keep striving to strengthen the tourism sector and increased collaboration with the community and related stakeholders. One form of collaboration between the Malang City Government, Pokdarwis, and the community is related to the implementation of the construction of the Kayutangan heritage tourism village.  In the governance of the Regional Government, as a form of work program for the development of the tourism sector in thematic villages in collaboration with the community through the role and function of the Sports and Tourism Youth Office to strengthen and increase regional income properly through the tourism sector and carry out regional promotion to local and foreign tourists supervision of tourism development programs carried out by the Malang City Government, Pokdarwis, Society.

Abstract

Civil servants need the competence to complete their work in carrying out their duties and functions. Every civil servant can develop technical, managerial, and socio-cultural competencies. This research focuses on developing managerial competencies, especially civil servants with structural positions. Managerial competency development is carried out through leadership training. National Institute of Public Administration (NIPA) is a supervisory agency with the authority to conduct leadership training nationally. This study concluded that eight managerial competencies are developed through leadership training: integrity, cooperation, results-oriented communication, public service, self and others development, managing change, and decision-making. Then there are driving factors in implementing leadership training, namely self-motivation, leader commitment, and inhibiting factors in leadership training due to budget and technology limitations.
