Abstract

The government carried out bureaucratic reforms to realize good governance. The effectiveness of a government system is determined by the merits of public service delivery. Work effectiveness is the basis for employees to carry out program tasks and activities so that the implementation goes on target and optimally. This study aims to describe the process of implementing public services from an employee's perspective as well as describe and analyze the constraints and describe the solutions undertaken to increase the effectiveness of the work of employees in the Organizational Bureau of the Regional Secretariat of East Java Province. The type of research used is descriptive qualitative. Data analysis used is data reduction, presentation, and conclusion. Data collection methods include interviews, observation and documentation. The results of the study obtained an overall picture that the effectiveness of employee work in realizing public services at the Regional Secretariat Organizational Bureau of East Java Province is already good, employee work results can be proven by Employee Work Targets which meet the target every month but are not optimal due to a shortage of employees and less use of working time.

Abstract

PP Number 7 of 2021 concerning Ease of Protection and Empowerment of Cooperatives and MSMEs is a form of government policy in maintaining the existence of SMEs, especially in the midst of the Covid 19 pandemic crisis and when the Covid 19 endemic and as a form of government focus on developing SMEs in Indonesia.To maintain its business products, an SMEs need sufficient and adequate investment capital, especially to be used to deal with crises during the Covid 19 pandemic or when the Covid 19 endemic, therefore an SMEs need capital loans at a bank that specifically deals with SMEs, namely East Java BPR Bank. East Java BPR Bank is a bank that focuses on SMEs under the auspices of the East Java BUMD so that it differentiates it from other banks.The results of the study indicate that BPR Banks have implemented well the implementation of policies that have been made by the government PP No. 7 of 2021, especially on the Empowerment and Protection of SMEs through various types of capital loans with low interest rates of around 2-4% and capital borrowers can also maintain and develop its business products through the Fostered SMEs program held by East Java BPR Bank

Abstract

This study aims to determine the constraints on the authority of the Inspectorate of East Java Province in preventing criminal acts of corruption within the East Java Provincial Government, using normative legal research methods that are analytical descriptive. The results of the research show that the authority of the Provincial Inspectorate which has been regulated in laws and regulations needs to be revised to strengthen the position of the Inspectorate in its authority to prevent acts of corruption in the Regional Government. Changes to laws and regulations are the main thing that needs to be revised because the position of the Provincial Inspectorate is currently still under the Provincial Secretary. Inspectors in districts/cities must be appointed by the Head of Province (Governor) through the Pansel and Provincial Inspectorates appointed by the Minister of Home Affairs. With this more tiered authority, the inspectorate will become an independent institution and can prevent corruption from occurring in its area without fear of being arrested by the regional head.

Abstract

Education in schools that have a cadet education system is different from schools in general, cadet education is a system for instilling character and forming a good personality in children by exemplary, direction, and guidance. This study used a qualitative approach with the research subjects being vice principals, vice principals of public relations, deputy heads of quality management, deputy heads of student affairs, ambal coaches, curriculum teachers, English teachers, and students. The object of research is the implementation of student leadership development which focuses on implementation, constraints, and efforts made by schools in the cadet education system. The research which took place at Aviation Vocational High School used interview, observation, and documentation data collection techniques. The results of the research: (1) The implementation of student leadership development in Aviation Vocational Schools is carried out through the concept of the School of Leadership. School programs that support School of Leadership are internalized in teaching and learning activities, extracurriculars and events. Socialization of the School of Leadership is carried out through print, electronic, social media, and open houses. Infrastructure facilities in the implementation of the School of Leadership are not specifically provided. Funding related to the School of Leadership comes from schools but is still limited. Abstract

This study aims to identify and anaIyze how and what obstacIes are in impIementing the ImpIementation of the Governor's ReguIation on Grants at the Office of CuIture and Tourism of East Java Province. The method used in this research is quaIitative which is described in detaiI through interviews with informants. This study uses 2 kinds of data sources, nameIy primary data sources and secondary data sources. The data was anaIyzed descriptiveIy quaIitativeIy, in a way, the data that had been obtained from observations, interviews, and documentation was properIy processed into information tooIs that couId draw concIusions. The research resuIts show that the impIementation of reguIations is quite good. It can be seen from the indicators used through in-depth interviews with informants, showing positive resuIts even though they are inseparabIe from some shortcomings. For the future in order to be abIe to better impIement governor reguIations regarding grants.

Abstract

The method used in this research is quaIitative, which is described in detaiI through interviews with informants. This research uses two types of data sources, primary and secondary data sources. The data is anaIyzed descriptiveIy quaIitativeIy, which means that the data obtained from observations, interviews, and documentation is processed into information that can draw concIusions. The resuIts of the research show that the IeveI of empIoyee discipIine is quite good. Seen from the indicators used through in-depth interviews with informants, it shows positive resuIts aIthough not without some shortcomings. In the future, it is expected that the Ieadership wiII be abIe to provide strict sanctions to give a deterrent effect to undiscipIined empIoyees. Keywords: work discipIine, empIoyee performance

The findings show that the performance of these civiI servants is good, with Ieadership and organizationaI cuIture having a significant impact on their performance. Abstract

The East Java Provincial Government in the implementation of E-Government is also proven by the issuance of the East Java the Surat Keputusan Gubernur No. 188/126/KPTS/013/2022 on the Coordination Team for Electronic Based Government Systems of the East Java Province in 2022, which has the task of providing recommendations for the direction of development of information and communication technology and coordinating the implementation of Electronic Based Government Systems (SPBE) in the East Java Provincial Government. However, from the observations made, it appears that the development of employees in the Administration Development Bureau of the East Java Provincial Secretariat has not fully progressed as expected. The purpose of this study is to identify and analyze the development of Human Resources and the barriers to the implementation of E-Government in the Administration Development Bureau of the East Java Provincial Secretariat. The researcher uses a qualitative research method. The focus of this study is on the development of Human Resources in the Administration Development Bureau of the East Java Provincial Secretariat. The research instrument is interviewing. The informants in this study are the Administration Development Bureau of the East Java Provincial Secretariat, the Head of the Administration Sub-Division, and the Functional Officials and Staff at the Administration Development Bureau of the East Java Provincial Secretariat. The results show that the development of Human Resources is still not given enough attention by the Administration Development Bureau of the East Java Provincial Secretariat, as seen from the low interest of employees (staff) in carrying out new things, especially in education and training and the lack of ability to think or reason/logic to optimize applications, resulting in the lack of optimal performance from the employees.

Abstract

Bureaucratic reform and efforts to realize effective institutions with the alignment of regional apparatus nomenclature with regulations, several agencies made changes that were arranged more effectively in achieving the goals of bureaucratic reform. This study aims to describe and analyze the adjustment process for changes in the organizational structure of the Gresik District Fire Department (DPKP), as well as examine efforts to improve the quality of its services. .In order to achieve the research objectives, a qualitative method was used with a descriptive approach, by taking informants from the Fire and Rescue Service in Gresik Regency. The results of the interpretive analysis can be described that the East Java Provincial Government allowed and changed the Fire Department and Community Protection at the Satpol PP Service to OPD itself or the Gresik Regency Government Type C Fire Service. There was a change in the status of the IPK (Fire Department), the Gresik Fire and Rescue Service (DPKP) made various adjustments, which included adjusting the number of HR (Officers), supporting facilities and infrastructure, as well as various collaborative activities that could assist various tasks of handling fire incidents and repair. The efforts of the Gresik Regency DPKP in an effort to improve the quality of service were carried out in various aspects, starting from increasing the number of DPKP officers, building DPKP Posts in three locations, namely North Gresik, South and West Gresik, as well as rescue services from the threat of wild animals, as well as rescue pets and livestock. With regard to efforts to improve the quality of service, it is also suggested that the DPKP can increase cooperation with the private sector to support the operational tasks of fire fighting and rescue.

Abstract

The aim of the research is to analyze the implementation of the Camat's transformational leadership; analyzing the supporting and inhibiting factors, as well as evaluating the impact of the implementation of the transformational leadership of the Camat in Benowo District, Surabaya City. This study uses a qualitative descriptive approach to analyze the transformational leadership of the Camat in Benowo District, Surabaya City. The research subjects consisted of sub-district and sub-district officials, as well as representatives of community leaders. The research subjects were selected from people who often interact with the sub-district head of Benowo sub-district, Surabaya city. Data collection was carried out by means of in-depth interviews and checking the validity of the data through source triangulation. Research data were analyzed using qualitative data analysis according to Creswell. The conclusions obtained are: 1) The transformational leadership of the Camat in Benowo District, Surabaya City is implemented by making himself a role model, realizing the vision and mission, stimulating employees to be innovative and creative, and providing fair and personal attention; 2) Supporting factors include work experience, education level, optimistic and friendly attitude, and employee support, while inhibiting factors include: low work motivation, low competence, limited number of human resources, and high workload; 3) The impact of implementation is reflected in the better quality of service and the increased contribution of employees in providing suggestions about their creativity in meetings that discuss innovation related to service to the community.
