Abstract

Australia has been a global leader in tobacco control and hasimplemented a comprehensive range of measures to reduce smoking rates and its harmful effects, including the introduction of plain packaging. Tobacco smoking is still one of the leading preventable causes of death and disease in Australia. Since 1 December 2012, all tobacco products manufactured in Australia is required to be sold in plain packaging under Tobacco Plain Packaging Bill 2011 which removes one of the last remaining forms of tobacco advertising. The legislation is consistent with the World Health Organization Framework Convention on Tobacco Control (WHO FCTC). Tobacco industry in Australia is strongly opposed to the Government’s proposal to require plain packaging of tobacco products.

Abstract

For years no signi cant progress in conducting research of the lecturers and students of International Relations Department UPN “Veteran” Yogyakarta. This phenomenon encourage the researchers to seek the roots why it was happened. To know the answer, the researchers distributed questionnaires for student and did some in- depth interview with lecturers and students of department of International Relations UPN ‘Veteran” Yogyakarta.Additional data collected from academic reports, workshop reports, research reports of department of International Relations, journals and articles of relevant topics. The result shows that the low motivation doing research caused by internal and external factors. The internal factor is that the lecturers or students have low self-motivation because they realize conducting research is dif cult and not interesting one, and it spend too much time. External factors derives from the lack of socialization, lack of training and tutorial, and lack of rewards or incentive for doing research. Department of International Relations UPN “Veteran” Yogyakarta will improve and intensify the socialization of research incentive programs, regularly conduct training program of preparing research proposal, to help lecturers and student in preparing proposal, and facilitate sharing forum how to get incentive research.

Abstract

Bureaucratic reformation ultimately seen as part of an overall reform of the post New Order government. First of all, to establish a neutral bureaucracy of politics. Second of all, to improve services as a public service institution. In the case of a neutral bureaucratic, politics has brought signi cant results. In the general election three times (in 1999, 2004, and 2009), the involvement and mobilization of political support through the bureaucracy was lesser compare to what happened during the New Order government. However, the attempts to do politicized bureaucracy snaking is unavoidable. Firstly, with regard to the nature of bureaucracy that can not be separated from the need to ght for its own interests—in addition to providing public services. Secondly, there is an involment from the political of cials. On the other hand, the attempts to perform public service continued through the decentralization policy. Although in general, decentralization policies have not been able to encourage or strengthen the public services carried out by the bureaucracy. Bureaucratic reformation in Indonesia, requires a long time to complete. Wishing that in order to have a professional bureaucracy and enabling better public services, may not be realized in a short time.

Abstract

Invasi Israel ke Gaza pada 8 Juli 2014 telah mengakibatkan 230 orang warga Gaza meninggal (2/3 dari mereka adalah kaum perempuan, anak- anak, para manula, dan kaum difabel), 1770 orang mengalami luka-luka, dan puluhan ribu lainnya berada di lokas pengungsian.(Republika, 19 Juli 2014, hal.7). Invasi Israel kali ini adalah yang ketiga kalinya. Invasi pertama pada 27 Desember 2008 sampai dengan 17 Januari 2009 (perang 22 hari), sedang invasi kedua pada Oktober 2012, dan yang terakhir adalah yang sedang berlangsung saat ini.Sebenarnya invasi Israel tersebut tidak dapat disebut sebagai sebuah perang, karena menampilkan dua kekuatan yang tidak seimbang. Israel memiliki kekuatan tentara aktif sebesar 176.500 orang, sedang Arab Palestina hanya memiliki pasukan para militer sekitar 56.000 orang.Dari segi kapabilitas persenjataan, Israel memiliki sekitar 300 hulu ledak nuklir, system pertahanan udara iron dome, rudal arrow, rudal patriot, pesawat tempur, helikopter, kapal perang, dan kapal selam.Sedang pejuang Palestina hanya bersenjatakan roket, bom, ranjau, mortar, dan berbagai senjata ringan. Dari segi teknologi, Israel memiliki satelit militer Ofeq dan Tec-STAR (Polaris), sedang para pejuang Hamas dan Jihad islam hanya mengandalkan data Google Earth. (Republika, 18 Juli 2014, hal 6).dari deskripsi tersebut di atas lantas muncul pertanyaan: apa yang sesungguhnya mendasari invasi Israel ke Gaza pada tahun 2014 ini ?

Abstract

This study aims to empirically examine the effect of the level of accountability and performance of the organization of local governments on the level of corruption in the districts and cities in Indonesia. using LPPD in 2010 and LKPD in 2010, with a sample size of 36 counties and cities. Level of Accountability is measured with a variable rate (audit opinion, SPI weakness, and Adherence to legislation) and the implementation of the Local Government Performance (Key Performance Indicators / IKK). Results of regression test show that the measured level of accountability (audit opinion, SPI Weakness level, the degree of compliance with environmental legislation) and the delivery of local government performance (IKK scores of LPPD) did not affect the level of corruption in the government district and city in Indonesia.

Abstract

UU no 32 tahun 2003 tentang penyiaran adalah salah satu undang-undang yang mengundang banyak perhatian dari berbagai kalangan. Tidak kurang empat kali gugatan sudah dilayangkan melalui judicial review selama kurun waktu 2003-2009 di Mahkamah Konstitusi RI, serta peraturan pelaksananya beberapakali masuk persidangan di Mahkamah Agung RI. Disamping perdebatan yang panjang dalam sidang-sidang di DPR RI selama proses pembuatannya, dan seminar dan diskusi yang selalu mengiringi proses pembentukan UU, pelaksanaannya dan interpretasi pelaksanaannya. Penelitian ini adalah upaya memotret wajah UU 32/2003 tersebut setelah mengalami sejumlah perubahan melalui upaya judicial review di MK RI (2003-2009) tersebut. Penelitian terutama untuk melihat perubahan apa yang dilakukan MK RI dalam melakukan proses deliberasi diantara actor media yang terlibat, yaitu actor media dari Kelompok Industri, Kelompok Negara dan Kelompok Masyarakat. Dengan menggunakan alat analisis responsibility of media dari Bardoel, yakni melalui mekanisme pasar, politik, public atau professional, bagaimanakah bentuk wajah system penyiaran di Indonesia saat ini. Diharapkan penelitian ini bisa mendeskripsikan kecenderungan system penyiaran dan melengkapi studi kebijakan media yang akan dikembangkan di Indonesia. Hasil penelitian ini menemukan bahwa konstruksi UU 32/2003 telah mengalami perubahan mendasar dari responsibility of media melalui mekanisme public menjadi mekanisme politik. Di beberapa keputusannya, konstruksinya juga telah menguatkan mekanisme pasar, terutama dalam kasus penyiaran iklan rokok. Selain itu juga ditemukan ketidakkonsistenan keputusan MK RI dalam mempertimbangkanbangunan konstruksinya, terutama jika dilihat dari responsibility of media.
