Abstract

Survey of literature on women movement which takes place in different places in the world shows us that the movement means different things to different group of people. While the survey tells us that political setting highly influencial in shaping the movement, the very political nature of the movement is not necessarily lays in women relationship to the state. The jargon is that "personal is political." Some movement aims at practical change and other concerns with strategic change. In an attempt to map out the reason, as to why woman movement take place, this article identifies two possible reasons. First, the movement is organised in response to the abusive use of authority. If the movement is not organised in response to authoritarianism it could be taking place in response to the opening of opportunity structure.

Abstract

Through internet, the United States has been shaping public opinion by the way of presenting Saddam Hussein as regime who commits a violent against women. This case indicated that gender issue gains more significance in international politics.

Abstract

This article aims to propose a fundamental overhaul of the understanding of Indonesia’s border diplomacy, which has so far state-centric and only prioritizes the role of the central government. Despite being in the high politics issue, border diplomacy can no longer elitist practiced. Referring to several problems that arise at the practical and academic level, Indonesia’s border diplomacy is the time to expand diplomacy by considering other important actors, namely subnational actors and non-state actors. Not only at the provincial level, but sub-national actors to the lowest level in the border region also have a significant contribution to Indonesia’s border diplomacy, as well as non-state actors from academia. This article is the result of research based on a qualitative methodology using Personal Communication withs and documentation studies. The research discovered many essential notes, including firstly, the confusion of information in the Tanjung Datu issue in both Camar Bulan and Gosong Niger has harmed the bilateral relations between Indonesia and Malaysia. Second, independence in the practice of relations between two communities between countries showed that subnational actors have a vital influence on Indonesia-Malaysia bilateral relations.

Abstract

Fenomena komunikasi di masyarakat menunjukkan adanya gap antara laki-laki dan perempuan. Hal ini disebabkan oleh posisi lintas budaya (cross culture), ada perbedaan perspektif diskriminatif gender dan perbedaan budaya linguistik. Penelitian ini bertujuan menemukan model komunikasi PUG yang sesuai dengan kondisi di Dinas Provinsi DIY. Penelitian ini menggunakan teori : Genderlect Styles,; Standpoint Theory, dan Muted Group Theory . Metode penelitian kualitatif ini menggunakan teknik pengumpulan data Focus Group Discussion (FGD) dan ujicoba model komunikasi Pengarusutamaan Gender (PUG) dan Anggaran Responsive Gender (ARG). Hasil penelitian menunjukkan bahwa Model komunikasi PUG-ARG yang diujicobakan, mengerti tentang gender dan responsive gender, namun belum mengimplementasikan dalam program kerja, dan hasil post test ternyata para peserta pelatihan dari perwakilan dinas Kabupaten Bantul, Gunung Kidul, Kulon Progo, dan Sleman merasa puas dengan materi, metode, narasumber. Hasil pelatihan PUG-ARG dapat diimplementasikan di dinas masing-masing. Model ini dapat memperlancar dalam proses komunikasi pembuatan program kerja yang responsive gender dan diimplementasikan dalam perencanaan, pelaksanaan, dan evaluasi program, serta didukung oleh personil di semua dinas yang memiliki pengetahuan memadai tentang PUG, demi keharmonisan dan kesejahteraan masyarakat, khususnya di pemerintahan Provinsi DIY.

Abstract

This research discusses about the efforts of Indonesian diplomacy in increasing the number of South Korean tourist’s visit to Indonesia. South Korea is the main target of Indonesian tourism because of its important position as a partner in cooperation including tourism. South Korea is one of the potential targets that can provide a share of significant foreign tourist arrivals. South Korea also has a great interest in honeymoon, golf, and leisure package that match with Indonesian market. This research uses the concept of public diplomacy. The method is qualitative method. Data were collected from secondary data, such as books, journals, and websites. The results of this research highlight that the efforts of Indonesian diplomacy to promote Indonesian tourism in South Korea has not been successful yet. The government failed to reach the target of bringing 400 thousand South Korean tourists in 2016.

Abstract

For years no signi cant progress in conducting research of the lecturers and students of International Relations Department UPN “Veteran” Yogyakarta. This phenomenon encourage the researchers to seek the roots why it was happened. To know the answer, the researchers distributed questionnaires for student and did some in- depth interview with lecturers and students of department of International Relations UPN ‘Veteran” Yogyakarta.Additional data collected from academic reports, workshop reports, research reports of department of International Relations, journals and articles of relevant topics. The result shows that the low motivation doing research caused by internal and external factors. The internal factor is that the lecturers or students have low self-motivation because they realize conducting research is dif cult and not interesting one, and it spend too much time. External factors derives from the lack of socialization, lack of training and tutorial, and lack of rewards or incentive for doing research. Department of International Relations UPN “Veteran” Yogyakarta will improve and intensify the socialization of research incentive programs, regularly conduct training program of preparing research proposal, to help lecturers and student in preparing proposal, and facilitate sharing forum how to get incentive research.

Abstract

This study aims to determine the communication constraints in implementing gendermainstreaming programin the province of Yogyakarta within the era of regional autonomy. The program which was initiated in 2000 has not been brought encouraging results. The qualitative research method was used with focus group data collection techniques. Head of the Office of Yogyakarta’s Women Empowerment, head of government in the province of Yogyakarta, members of parliament as well as women activists of several women’s NGOs were theinformants. The data from the interviews equipped with secondary data collected from the annual report from the Office of Women’s Empowerment and all government agencies in the province of Yogyakarta. All data was then analyzed using descriptive-qualitative analysis. The results of this study found that implementa- tion of mainstreaming in all offices in Yogyakarta were not optimized, but the Education Department has a good gender responsive planning, implementation, and evaluation of programs. This study also identified a variety of communication barriers in the implementation of Gender Mainstreaming in Yogyakarta Province agencies, namely: cultural aspects of society’s perception that support patriar- chy, perception of gender, resulting in work programs and behaviors that gender bias, the absence of data between men and women as a basis for making the program work, the unuse of gender analysis tools in the planning, implementation, and evaluation of work programs, the existence of mutations that are less concerned employee PUG experience, and budget issues that have not been gender responsive. Thus, this study suggests that the government should have the same perception of gender as a basis for making the program work and implemented in a gender responsive planning, implementation, and evaluation of programs. It needs to be supported by personnel in all offices that have a correct perception of the gender mainstreaming, for the sake of harmony and well-being of society, especially in the government of Yogyakarta.

Abstract

Many people believe that organizing festivals in the border area will increase the popularity of the border area and improve the socio-economic conditions of the border communities. But in the case of Sota border area, it is debatable. This paper aims to analyze the views of the community and local government about the border festival which was held by the central government in Sota, Merauke, Papua in 2016 and subsequently explored their views on what border festival should be like. To answer the question, a Focus Group Discussion was conducted with community leaders in Sota, activists in Merauke, officials from the Tourism Office, the Culture Office, the National Border Management Agency in Merauke, students and lecturers from Musamus University. They stated that the festival which had been conducted by the central government seemed in a hurry and lacked coordination with the local government. They also regretted that the festival was dominated by artists from Jakarta, while the local community was less involved. As a result, local cultural and economic potentials are not fully exposed. There are three things that should be considered to promote the border area through festivals: 1) the social, cultural and economic potential of the local community must be the main points promoted, 2) the widespread use of mass media, and 3) the strengthening of networks between the community and the local university, and local government for continual assistance

Abstract

This article intends to review the efforts of border diplomacy undertaken by Indonesia in maintaining the Indonesia-Malaysia border in Tanjung Datu, Paloh Subdistrict, Sambas Regency, West Kalimantan. Tanjung Datu is one of the Indonesia-Malaysia borders which still leaves obstacles because at the Tanjung Datu border in Camar Bula, Malaysia no longer recognizes it as part of the OBP or the Oustanding Boundary Problems. While at the Tanjung Datu border in Gosong Niger, it still leaves concern because there are some efforts made by Malaysia to change the country's borders. Both the border in Gosong Niger and in Gamar Bulan, both of which have raised issues that affect good relations between the two countries. Through a qualitative approach based on direct observation study, documentation and in-depth interviews with several parties related to Indonesian border diplomacy, this article suggests that border diplomacy conducted by Indonesia does not involve many important actors at the subnational level related to the implementation of border diplomacy. Some miscommunications and misinformation took place so that Indonesia's border diplomacy was not carried out optimally.

Abstract

Merauke is located in the eastern part of Indonesia that is rich of natural and cultural resources  potential for tourism. Tourism could be a solution to reduce poverty, especially through community-based tourism. Communities reap economic benefits from tourism industry by the increase of local income, hence the social welfare. On the contrary, poor management may lead the emerging Merauke tourism into environmental ecosystem damage. Such a threat to environmental sustainability outweighs any economic benefits because future generation will suffer from the inherited damaged environment. This article will discuss Merauke community participation in fostering the development of sustainable tourism through community-based tourism, that is maintaining sustainability of the environment and ecosystem while considering local communities sociocultural conditions. In doing so, this study uses a descriptive-qualitative approach. Data was collected from document tracking and interviews with Merauke Regional Government, WWF activists, and community leaders. The findings indicated that local communities supported Merauke tourism by developing entrepreneurship in tourism industry, increasing community social control in protecting the environment and enhancing the role of local customary leaders in supporting the tourism development.
