Abstract

Regulations concerning income tax on rights and land in the form of buying and selling, grants and inheritance, are regulated in law number 36 of 2008, Government Regulation number 34 of 2016 and Circular of Director General of Tax number SE-20 / PJ / 2015. Some of the regulations that are considered not fulfilling the element of justice, so there is a need for research to find out about the income tax. land and buildings in the form of buying and selling, grants and inheritance focusing on the principles of justice and certainty law. The method used in This research is normative legal research using four methods of approach, namely legislation approach, conceptual approach, historical approach, and comparative approach. The results showed that justice in tax was regulated by the Government Regulation Number 79 of 1994 in conjunction with Government Regulation Number 79 of 1999 specifically regulates the imposition of Income Tax income from the transfer of rights to land and buildings with the final tariff, so that for transactions that are losing (without additional economic capability) will still be subject to income tax. The income tax collection is on income from the right, because it does not fulfill the convenience of convenience taxation, namely the imposition of tax on the transfer of rights to land transactions, especially Income Taxes. tax collection based on profit or gross income less costs (Pay as you earn).

Abstract

The purpose of this study is to explain the role of female politicians in disaster management in Denpasar City. The disaster category taken in this study consists of some major disasters which severely damage public facilities and harm the community such as fire, flood, tornado and earthquake. The role of female politicians is not expected to always focus on political issues, but also requires active involvement in addressing social problems, especially disasters because disaster response in disaster management does not only require community contributions but also government contributions.The specific target to be achieved is to find out how far the level of active participation of female politicians in disaster management in Denpasar City. The involvement of female politicians is considered on pre-disaster, disaster, and post-disaster response. The female politicians referred to in this study are the regional house of representatives,  the cadres, and the administrators of political parties in Denpasar City. In addition, this study aims to determine the policy model formulated by female politicians in handling disasters in Denpasar City, along with their role in helping the female victims.The method used in this study consists of primary data and secondary. The primary data is obtained from the observations, interviews, and documentation whereas the secondary data is obtained from the internet, literature and scientific journals. The research stage starts from 1) Collecting data and information from the government through Regional Disaster Management Agency, the regional house of representatives, cadres and the administrators of political parties in Denpasar City. 2) Collecting data and information from people who have been the victims of disasters and those who live in the vicinity of the disaster site by distributing some questionnaires.

Abstract

This research aims to examine the influence of work-life balance on the employees’ job satisfaction, organizational commitment, and turnover intention in the banking industry. There's a total of 142 questionnaires collected from branch offices and 13 BRI unit offices in Malang. The demographic features were briefly discussed in terms of frequency and percentage. For the analysis of data, descriptive and inferential statistics have been used. Structural equation modeling (SEM) has been used for inferential statistics to measure the degree between independent variables and the dependent variables. The results of this study clearly demonstrate that work-life balance, job satisfaction, and organizational commitment have a negative impact on the turnover intention. Work-life balance, job satisfaction, and organizational commitment have an important relationship in minimizing the turnover intention among the employees in the organization.

Abstract

Sumberjati Village is one of water supply area in East Jember Regency. The existence of natural resources potential, which is groundwater sources, give an impact to the excessive use of that common goods by local and nearby village. If this condition continues, in the long term, there will be water scarcity in Sumberjati Village. Therefore, the aim of this study is to analyse the carrying capacity of sustainable groundwater resources in Sumberjati Village. This research is using Principal Component Analysis (PCA) as main methods, which consist of 3 (three) components: (i) soil water resources (ii) environment; and (iii) social economy. Based on PCA analysis results, it is known that that for the groundwater resources component, variables that have a positive effect on the carrying capacity of groundwater resources in Sumberjati Village are; (i) number of water sources, and (ii) water wasted amount. While for the environmental component, the variables that have a positive effect is; (i) water quality, (ii) land conservation, (iii) erosion prevention, (iv) water pollution prevention, and (v) water distribution. For the Socio-Economic component, the variables that have a positive effect on the carrying capacity of groundwater resources are; (i) the ability to pay for water, and (ii) the number of households who can access the water

Abstract

The planning of coastal villages based on fishery food management is intended as an approach to strengthen coastal communities to alleviate rural poverty. The pressure on the coast from both anthropogenic processes causes the declining of fishery food supplies. The purpose of this study is to assess the relationship among variables affected fishery food in coastal villages, and to choose the priority to solve degradation of fishery food supplies. Case studies were selected at Tamban beach, Malang Regency. The research method used Partial Least Square (PLS) and Analytical Hierarchy Process (AHP) approach. The results show that the coastal rural development planning based on fishery food management is strongly depending on the relationship among the agricultural environment, alleviating rural poverty and fishery food management. The priorty parameter for  the agricultural  environment is that the role of private sector and handling skyrocketing food prices. whereas, the priority solution for rural poverty is that supply access on education and health as well as supplying growth opportunity for job creation. Furthermore, the priority for fishery food management is to increase capacity of local people capacity to prepare management plan and the second priority is that the government provide policy and regulatory framework.

Abstract

The forest area which located in Cijambu Village, Sumedang Regency is managed through collaborative innovative mechanism. To maintain the forest sustainability, the forest area is created to be ecotourism site namely Ciherang Tourism Area. By using a qualitative method, this paper aims to describe collaborative innovation process in Cijambu Village. The data which was collected by using observation, literature study and in-depth interview, indicated that there are some actors involved in Ciherang Tourism Village management, namely Perhutani, a State Owned Enterprise which has authority to organize the planning, management, concession and forest protection; LMDH, a forest village society organization, investor and village government. The roles and responsibility assigned for each actor in the Ciherang Tourism area management are adjusted by their capabilities and capacity. There is empowerment process among the actors through knowledge, information and idea sharing. This sharing process is essential in the tourism village improvement for it can generate a sense of ownership among actors involved. The collaborative innovation process is successfully achieving its goals, that is preserving the protected forest area, becoming the main tourist attraction in Sumedang Regency and also increasing the revenue for Cijambu Villagers. The success factors driving the collaborative innovation process in Cijambu Village are the high interdependence among the actors; the high level of the mutual trust; agreement on the mission; and significant gain from the innovation. Meanwhile, potential factors that inhibit collaborative innovation process are inter-organizational barrier and organizational barrier.

Abstract

The problem of limited electricity supplies in the Sumenep Madura Islands serves the background of this paper. This study aims to reveal the phenomenon of variations in the electricity supply patterns in Sumenep Madura Islands region. While employing rationality theory, social capital, and collective action, this present study used qualitative research methods with triangulation and snowball sampling techniques to bring out the truth of Emic. This study found that, while most of the geographical conditions of the Sumenep Islands were difficult to reach by transportation and communication facilities, this situation limited electricity supplies and caused a variety of electricity supply patterns. There were at least 6 patterns, each pattern had different characteristics: group size, relationship between group members, electricity use capacity per household (Watt), payment system (pre-paid or post-paid), usage time (hours/days), rates (IDR/household /month), potential conflicts, moral hazard potential, sustainability, perpetrators, and location. The author concludes that local community wisdom can be used as an effective and efficient solution to independently meet electricity demands in the areas whose resources are very limited. The results of this study can be used as a reference to solve problems in other locations that share similar characteristics.

Abstract

Rural economic plays an important role in the development of a region. As stated in the third Nawacita, Indonesian government wants to build Indonesia from the periphery. East Nusa Tenggara Province, which most of its region are underdeveloped rural, requires innovation to strengthen its economic potential. Based on the data from Statistics Indonesia, in 2014-2016, economic growth in East Nusa Tenggara Province continues to increase, while the proportion of the poor has increased greatly during that period. Thus, solutions to reduce poverty should be taken. Agriculture as a on economic sector in rural region, could not give the optimum value added, since the most of rural society in East Nusa Tenggara are subsistent farmer. It is necessary to improve other sectors that have the potential to generate optimal value added for rural society. Ikat woven industry is a part of custom which could not be separated from the daily life of the society. However, ikat woven’s marketing is very limited. Therefore, innovation is needed to open the access into the market through an e-commerce platform that directly connected with the ikat woven producers. The synergy of various parties needs to be done, the government needs to facilitate the ikat woven e-commerce platform and coordinate its use. Cooperation with Statistics Indonesia can be done to collect data of the weaving producers and their commodities. The private sector is also expected to participate through investment to increase productivity and diversification of ikat woven products.

Abstract

The empowerment of community at buffer zone of conservation area is an effort to improve community capacity, as individual and group, in managing resources potential as well as their problems in order to improve independency, prosperity and life quality of the community at buffer zone of conservation area by maintaining the sustainability of the area. The aims of the research were: (1) to find out the capacity of Conservation Forest Village Community Institution (Lembaga Masyarakat Desa Hutan Konservasi-LMDHK) as an entry point in empowerment; and (2) to find out community participation especially the members of institution in empowerment program. The research used qualitative approach to analyze empowerment conducted on forest village community institution at conservation area of Meru Betiri National Park. Primary and secondary data sources were used with data collection method of observation, in-depth interview and focus group discussion (FGD) and RRA (Rapid Rural Appraisal) method. Data analysis method used was interactive model from Miles and Hubberman (1992). Research result indicates that (1) the condition of institutional capacity of village community at buffer zone of conservation area based on: a) leadership in the institution; b) specification of values and goals; c) operational method and action in the implementation of program related to the function of institutions; and d) the formation of internal structure and institutional maintenance had not achieved as expected; (2) the form of participation of village community of buffer zone of conservation area was in the level of consultation and the highest was in the level of placation. Manipulation and therapy were in the level of “non-participation”, whereas, the level of participation of the community was in the level of tokenism.

Abstract

This research is aimed to fight for gender equality in government bureaucracy, and also supporting and barrier factors related about career development female staff  in Social Departement of Malang. The used is gender theory and career development by Jeanne Marie Col, this is focused on basic socialization to attitudes and value. Research method is a descriptive qualitative. This result showing that lower level of career development of female staff who had structural  job is good. There are two things that affecting female motivation level to develop their career. Those factors are subjective internal and external factor. Internal factor is female staff tend to have high motivation and confident about their ability. The external factors are family and working environment: (a) Family, female is demanded to domestic and public role in the same time (a good multiple roles). That roles  affect into career development motivation in reaching a higher position; (b) Working environment, there is a common culture where the female staff does want to achieve higher position.
