This journal has a focus on inter and multidisciplinary studies of social sciences and humanities. The scope is the socio-cultural phenomenon, the history, and transformation of society, changes, and stagnation of socio-political institutions, actor orientation, and behavior, the performance of political regimes and socio-economic structures. The scope is not limited by state, nation, temporal duration, certain ideas, and narrow beliefs. This journal is open to various approaches, theories, methodologies, research methods carried out by scientists, academics, researchers and practitioners in the fields and disciplines: economics, social, political science, government studies, international relations, sociology, anthropology, demography, history, religious and cultural studies, philosophy of science, communication science, and development studies.

Abstract

The existence of the COVID-19 outbreak as a global pandemic is a health problem in all countries in the world, including Indonesia. This problem occurs suddenly and the impact has never been predicted which is multidimensional, resulting in an uncertain situation. In the social aspect, the existence of this pandemic has increased social problems, such as an increase in the unemployment rate and an increase in the national poverty rate. For this reason, the government has made a number of policies in the context of social protection through social safety nets, one of which is the Village Fund Direct Cash Assistance (BLT) program. The purpose of this study was to determine and analyze the implementation of the Village Fund BLT policy as social protection for the poor who are socio-economically affected by Covid-19. This research uses qualitative research with a descriptive approach. The results showed that there were still a number of problems in the implementation of the Village Fund BLT policy, including the problem of data availability and the readiness of related government institutions. For this reason, an up to date social assistance data collection system and more guidance to the village government are needed to be able to manage the Village Fund BLT system. With this research, it is hoped that it can become a material for evaluating the government in providing social protection in an accountable, effective and targeted manner.

Abstract

The COVID-19 pandemic has paralyzed the world economic sectors in many countries, including Indonesia. Data from the Fiscal Policy Office of the Indonesia Ministry of Finance shows that economic contraction due to the pandemic has reached -5,32% in Q2 2020. In line with that increasing losses, the potential of fraudulent financial reporting by local governments can be increased if there are no strict supervision and detection.  The newest  Fraud  Hexagon  Model of  Vousinas (2019) is used to detect all factors of fraud in local government financial statements.  Fraud Hexagon presents pressure, opportunity, rationalization, competence, arrogance, and collusion as the factors of fraud detection. This study analyzes the local government financial statements of district/city government in East Java Provence, Indonesia from 2014-2018 as a sample that is obtained through the purposive sampling methods. Data analysis using logistic regression analysis and the results show that pressure (financial stability and financial targets), opportunity (ineffective monitoring ), competence, and arrogance affect the fraudulent of local government financial statements. Meanwhile, the results also present that pressure  (external pressure),  rationalization, and collusion do not affect the fraudulent of local government financial statements.

Abstract

Bawean Island is located 130 kilometers north of Java Island with an area of 200 square kilometers and a population of around 107,000. One aspect that needs to be considered on the Bawean island is the welfare of the community. The condition of human resources in Bawean Island is on average uneducated to a high level and with middle to lower economic conditions. Most of the livelihoods of the people of Bawean Island are farming, fishing or migrating abroad. Bawean Island has abundant natural resources, there are beaches, lakes, waterfalls, mountains and small islands, all of these natural objects can be developed into tourist locations. Tourism encourages economic growth in an area because it opens up many business opportunities and jobs that empower people.  Tourism potential can be seen as a solution to improve the welfare communities  on Bawean Island. This research focuses on extracting data and analyzing how the tourism sector is able to be a solution for increasing welfare in Bawean Island. The object observed was the development of a tourism village and the parties involved, namely the government and tourism-conscious community groups including empowered communities. This research provides information on the impact of tourism on increasing welfare by looking at the number of creative industry communities and empowered communities.

Abstract

Covid-19 as a non-natural disaster has captured the world's attention and demands the government to give its best efforts in dealing with this virus and all the problems that are its side effects. Therefore, handling Covid-19 cannot be separated from public policy studies. Its emergence is a slap in the face of the government and society regarding the importance of a disaster management system. This paper aims to analyze the government's efforts in dealing with the Covid-19 epidemic through the perspective of public policy in the last 7 months (March-October 2020). This paper describes aspects that are the focus of discussion, including the responsiveness of the government in handling Covid-19, the polemic of health and economic interests, and the organizational capacity and participation of the wider community. The research method used in this research is media content analysis and literature study, which includes scientific literature, government speeches and reports, as well as mass and social media platforms.

Abstract

Knowledge Management is an important part of governance, particularly when the organization changes into a company. In managing company based on the National Committee on Governance Policy which has issued the guidelines for good corporate governance implementation in 2006, in a condition of competition and governance crisis, it requires GCG as a fundamental principle of company to face crisis, such as Covid-19 pandemic. GCG principles based on National Committee on Governance Policy (transparency, accountability, responsibility, independence, reasonableness, and equality) are required to achieve sustainability of corporate business by considering stakeholders. Research problem is the implementation of knowledge management in Good Corporate Governance (GCG) values in Indonesian Bureau of Logistics in Central Kalimantan Regional Division. A reason to choose research locus in Indonesian Bureau of Logistics in Central Kalimantan Regional Division is good implementation of corporate governance which is continuously improved and perfected in line with government assignment in the field of food and commercial business demand and commitment, to see whether or not GCG implementation in Indonesian Bureau of Logistics reaches regional division level, particularly in Central Kalimantan Regional Division.This study applied a combination of descriptive methodology and development study methodology. This research shows the result that knowledge management in GCG values has been applied in Indonesian Bureau of Logistics in Central Kalimantan Regional Division, as proven by 1) communication which is established well in every personnel in the office of Indonesian Bureau of Logistics in Central Kalimantan Regional Division,  2) decision making as an authority of top management, but the process of policymaking also involves every aspect in the company, and 3) wide access availability to information from knowledge assessed with high percentage by employees of Indonesian Bureau of Logistics in Central Kalimantan Regional Division.

Abstract

Technology business incubator (TBI) is an institution that has an essential role in supporting the creation and development of entrepreneurship in the early stage of their business life cycle. The Covid-19 pandemic made the incubator service put on hold due to the government's social restriction policy to deal with the Sars-CoV-2 spreading. Virtual incubator services become a new model for delivering incubator services during the Covid -19 pandemic due to traditional incubator services is not suitable yet impossible to be held. The research aims to analyse an incubator service model in the pandemic, identify the virtual incubator services' weakness during the Covid-19 pandemic, and formulate a policy recommendation to cope with incubator services problems, either traditionally or virtually. The research was conducted from July 2019 to October 2020 by using a qualitative descriptive research method with the TBI PPII LIPI as a case study. Data collection will carry out through observation, interviews, documentation, and discussion record archive. The framework uses best practices in incubator services. The research findings show that IBT services that only use one of the two existing IBT models are not the right choice during the Covid-19 pandemic. Both Incubator models each have limitations. Hence, this research offers a hybrid incubator service model that combines traditional and virtual incubator services.
