Abstract

Study was conducted with the aim to know the implementation of the policy of the regional districts sigi number 8 year 2010 on the organization and work procedures of public works department sigi district. Research method used is descriptive qualitative.The research is the office of public works district sigi road trans-bora biromaru sigi , informants in this research is as much as 6 ( six ) people, namely the head of public works department sigi district, secretary of public works department sigi district, head of the psd public works department sigi district, the head of the sub part of planning and reporting of public works department sigi district , commission deputy chairman of the council secretariat iii sigi district, commission secretary is the council secretariat sigi district. Data collection techniques include observation, interview, and documentation. Technical data analysis includes editing data, a categorization data, interpretation of data, the withdrawal of conclusion. This study using the theory george edward iii with aspects of namely aspects  of a communication, the aspect of resources, the aspect of disposition or kecederungan, the aspect  of bureaucratic structure.The results of the study showed the implementation of policy organization and administration of year public works agency kabupaten sigi is not optimal. To aspects of a communication, the disposition and bureaucratic structure already done however need to be increased again, on the aspect of resources because aspects of resources including the human resources is not completed.

Abstract

This research intends to determine and analyze : 1) simultaneous effects of locus of control, goal orientation and organizational culture on employees’ performance at PT. Sinar Abadi Spark Plus Palu, 2) the influence of locus of control on employees’ performance at PT. Sinar Abadi Spark Plus Palu, 3) the influence of goal orientation on employees’ performance at PT. Sinar Abadi Spark Plus Palu, and 4) the influence of organizational culture on employees’ performance at PT. Sinar Abadi Spark Plus Palu. This research is descriptive and it means to show the influenceof locus of control, goal orientation and organizational culture on employees’ performance by interviewing 65 respondents that are selected through purposive sampling method. Based on the results of multiple linear regressions analysis, it can be concluded: 1) locus of control, goal orientation and organizational culture simultaneously have positive and significant effects employees’ performance at PT. Sinar Abadi Spark Plus Palu, 2) locus of control partially has positive and significant effects employees’ performance at PT. Sinar Abadi Spark Plus Palu, 3) goal orientation partially has positive and significant effects employees’ performance at PT. Sinar Abadi Spark Plus Palu, 4) organizational culture partially has positive and significant effects employees’ performance at PT. Sinar Abadi Spark Plus Palu.

Abstract

The purpose of this research are: 1) to determinate the influence of service marketing mix towards customer satisfaction and customer repurchase intention on secure instant credit in PT. Pegadaian (Persero) Branch South Palu; 2) to determinate the influence of customer satisfaction towards, customer repurchase intention on Secure Instant Credit (Kredit Cepat Aman) in PT. Pegadaian (Persero) Branch South Palu. The research is causal descriptive that explains the relationship between variables by involving 192 respondents. Sampling method used is systematic random sampling. Analysis method is Structural Equation Modelling (SEM).  The results show that: 1) service marketing mix significantly affects customer satisfaction; 2) customer satisfaction significantly affects customer repurchase intention.

Abstract

This study aims at determining the policy enforcement of the Civil Servants’ discipline rules based on Government Regulation No. 53 of 2010 on Discipline of Civil Servants of Transportation Department in Central Sulawesi. The research use descriptive qualitative research methods and the data collection techniques are observations, interviews, and documentations. Seven informants were taken by using purposive sampling. The theory used is the implementation model of George Edward III, communications, resources, disposition and bureaucracy structures. The result of the research indicates that Employee Discipline Policy Implementation in Department of Transportation, Central Sulawesi has not been optimal, with some aspects which influence it, namely: 1). The communication in employee discipline policy in Transportation Department has implemented well and consistent. 2). The resource of employee discipline policy implementation is not adequate in terms of quantity and quality of the employees. 3). Employees’ attitudes in implementing the discipline policy were optimal in comprehension and motivation about employee discipline. 4). Bureaucracy structure in the implementation of employee discipline policy has been adequate through standard operational procedures and good supervision.

Abstract

This research aims to: (1) know and analyze the effects of environment, environment, compensation, and motivation on employees’ performance in Madani Regional Hospital of Central Sulawesi Province. ,(2) know and analyze the effects of environment on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; ,(3) know and analyze the effects of compensation on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; ,(2) know and analyze the effects of motivation on employees’ performance in Madani Regional Hospital of Central Sulawesi Province. This is a descriptive and causal research involving 180 employees as the sample which has been determined using proportional random samping method method. To collect data, this research employs means of questionnaire and multiple linear regression as analysis method. The result show that : 1) environment, compensation, and motivation simultaneously have positive and significant effects on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; 2) environment positively and significantly has partial effect on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; 3) compensation positively and significantly has partial effect on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; 4) motivation positively and significantly has partial effect on employees’ performance in Madani Regional Hospital of Central Sulawesi Province.

Abstract

This reserch aims to determine and analyze: 1) the management of BOS fund in secondary schools of Rayon Parigi, Parigi Moutong Regency; 2) supporting factors and constraints in the management of BOS fund in secondary schools of Rayon Parigi, Parigi Moutong Regency. Data is collected from questionnaires and analyzed with descriptive statistics. The results indicate that the management of BOS fund in secondary schools of Rayon Parigi, Parigi Moutong Regency is in good category with mean values for each sub variabels as follow: planning of 4.13, financing of 4.22, bookkeeping of 4.53, controlling of 4.21 and financial accoutability of 4.42. The result also implies the existence of supporting factor and constraints in managing BOS fund in secondary school of Rayon Parigi, Parigi Moutong Regency. The supporting factors are socialisation of BOS fund, monitoring by local management team of BOS fund, and the availability of technical instruction of BOS fund management. Some contraints addressed are: lack of skills in the preparation of planninf documents, lack of spending compliance, lack of supervision, and untimely submissions of reports.

Abstract

Handling the rice harvest has contributee to the national rice production. Crop yield losses due to handling imperfect reached 20.51%. If the national rice production reached 54.34 million tons, then the loss is equivalent to Rp15 trillion. Therefore, this study aims to compare the income of rice farmers between power thresher harvester machine users and combine harvester machine users in sub district panca rijang in the district of sidrap. This includes how to harvest, cutting, gathering and threshing of grain as well as differences in the wage system. The total population of this study was 1.060, which include 53 the combined farmer groups (Gapoktan). In addition, each combined farmer groups consist of 20 and it was randomly taken of 5 farmers. This study applying calculation formula by 26.5 x 5 = 132.5. Then, it was devided by 2 so that there were 66 refresented farmers of thresher power users and combine harvester rice farmers users respectively. Following that, Slovin formula was used by nominating 39.75 respondents or rounded by 80 respondents. The data was collected through documentation, interviews and questionnaires. The cost and the profit of farmers can be determined by using analytical tools, such as, π = TR - TC. The hypotheses were tested by using different test independent and paired difference test (SPSS version 18). This study found that the income of rice  farmers who applied power thresher was Rp. 17,503,733.36 / ha, while rice farmers combine harvester users was Rp. 22,095,914.38 / ha. There was high proportion of the income of rice farmers by 26.2% / ha. The output of SPSS version 18 shows a probability value of 0.000 <0.05 at 95% confidence level test in both directions. This means that this study reject the null hypothesis. Thus,  there is a significant difference of the rice farmers income between power thresher harvesting machine users and combine harvester machine users.

Abstract

This study aims to determine the ratio of rgional finance dependency and independency in Sigi district. This study is categorized as a descriptive quantitative research. This study was conducted to obtain the data and information about the regional financial management in Sigi district. This study was conducted in 2014 with the observation period between 2009 and 2013. The data collection was conducted by applying observation, interviews, literature and documentation. Then, it was analyzed by several methods, include: 1) the regional finance dependency ratio is calculated by comparing the amount of regional revenue with total revenues budget without subsidies, and 2) the regional finance independency ratio is calculated by comparing the amount of regional revenue with devided by the budget balance of the Central Government as well as the Province. The result of this study concluded that: 1) The average level of Sigi Region financial dependence on the sentral government during the period of fiscal years from 2009 to 2013 was amounted to 27,05%. When classified according to the criteria of assesment of the level of financial dependence of the central government area is the province with the level of Region Financial Dependence Medium, and 2) The average level of Sigi Regional financial independence area during the period of 2009 to 2013 fiscal years was 1,58%. Therefore, it was categorized as low level of regional financial independency based on the criteria of independence. It is also note that therefore, this district has a high dependency on the central government grants through the balance of funds in implementing regional autonomy and fiscal decentralization during the period of survey.

Abstract

This research aims at determining the effectiveness of the Disaster-Prepared Village Program in the village of Bulubete, Southern Dolo, District of Sigi. This is a qualitative research with descriptive method. The informants of this research are the employees of Social Department, the program implementers and the people who were determined by using purposive sampling technique. The techniques of the data collection include observations, interviews, and documentations, while the technique of data analysis refers to the stage of Miles and Huberman which consists of three activities that occur simultaneously: data reduction, data presentation, drawing conclusions / verification. The results showed that the effectiveness of the program in Disaster-Prepared Village Program in the village of Bulubete is not effective, due to the goal optimization has not run as expected, due to the lack of planning and supervision carried out in disaster management. In the case of a system perspective, Disaster-Prepared Village Program has not run based on implementation guidelines, such as the lack of sections in charge of the evacuation, field kitchen, transportation, health, shelter and logistics. As well as the pressure on the behavior of members of the Disaster-Prepared Village has not shown totality because they have not shown their preparedness and the lack of KSB's roles in disaster relief because there are sections that must be run by its members.

Abstract

The objectives of this research are: first, to discover whether spiritual quotient, individual characteristics, and emotional quotient simulataneously and partially have effects on leadership effectiveness of the principal of SMK Negeri 1 Palu; second, to determine the variable that has dominant effect on leadreship effectiveness of the principal of SMK Negeri 1 Palu. The subject of this study consists 0f 53 teachers in SMK Negeri 1 Palu out of 72 teachers; 8 males teachers (15,1%) and 45 female teachers (84,9%). By using census sampel method, the data in this study is collected through questionnaires and observations and is analyzed bu using multiple linear regressions. The results show that simultaneously, spiritual quotient, individual characteristics, and emotional quotient significantly have effects on leadership effectiveness. Partial tests show that spiritual quotient, individual characterstics, and emotional quotient significantly affect the leadership effectiveness. The result also reveals that dependent variable that has dominant effect on the principal’s leadership effectiveness is spiritual quotient.
