Abstract

This study aims to analyze the characteristics of the Remote Indigenous Communities (KAT), evaluates the condition and handling practices that have been taken by the government as well as the obstacles encountered during the process of empowerment KAT since 2010-2014, formulate a poverty reduction strategy is right for KAT in the district of Rio Pakava. As this study is categorised as survey research, data were obtained by conducted interview with respondents using interview guidelines, and the list of questionnaire. This study apply quantitative. Then, Microsoft Excell is used as tool to analyse the data of this study. This study found that the characteristics of existing poverty in the district of Rio Pakava (KAT ) include (1) human resources issues, there are some key issues in this obstacle, namely: Education and Knowledge, Technology, Health, and past orientation of KAT society; (2) KAT programs that had been done since 2010-2014 are: renovating facilities and Infrastructure, improving Education, Health Care, activities in the Remote and Border, Road Infrastructure to remote indigenous community area (KAT), Improving Agricultural Extension Activity and Economic Empowerment; (3) Based on the analysis found that the IFE and EFE matrix IFE's total of strength is higher than weakness by 3.90592, which means that the District of Rio Pakava fully able to overcome the existing weaknesses by using the advantages to reduce poverty in remote indigeneous (KAT) area. Moderate to EFE matrix was found that the factor of chance based on the calculation is equal to 2.78101, with the difference in value between the total score of the opportunities and threats is 0.89481. This shows that the respondents give a high response to the opportunity factor and lower response to threat factor. The total value weighted for external strategic factor by 2.78101, mean that the District of Rio Pakava can take advantage of existing opportunities and avoid the threat of poverty alleviation efforts for KAT; and (4) Based on the matrix of IFE and matrix EFE, suitable formulation strategy to reduce poverty for KAT in the district of Rio Pakava with SWOT analysis, as follows: Building partnerships and cooperation by utilizing local natural resources that exist, Using customs and culture as a bond to strengthening the unity and cohesion, more intensively to disseminate to the public about the creative economy, agriculture and PKAT, Optimizing all the potential that exists to address accessibility issues to remote indigenous area KAT and improving all the existing facilities and infrastructures. The recommendation of this study is to further optimize the system of mentoring as one of the factors supporting the success of this program.

Abstract

The purpose of this study that to be achieved was to determine and analyze the implementation of Employee Performance Enhancement Policy at the Marketing Division of Middle Sulawesi Tourism and Creative Economy Department. The research method used was qualitative method. In this study, there were several informants who understand the issues examined, while the so-called informants here were as follows: Secretary of Central Sulawesi Tourism and Creative Economy Department, Head of Marketing Division, and Marketing Staff. The types of data used were primary and secondary data. The data collection was done by means of observations, interviews, and documentations. Based on this study, the researcher suggested several results: Communication was one of the main factors in policy implementation. Communication became the main line to the execution of any program. Human resources were the main factors that must be owned by any particular institution or unit, both governmental and non-governmental institutions. Vice versa if the perspectives of the implementers were different with the decision makers, the process of policy implementation became increasingly difficult. In such cases, the implementers would use discretions and sometimes subtle ways to inhibit, or would gain individual benefit of each in the process of policy implementation.

Abstract

This study aimed to describe the implementation practice of public disclosure policy at Central Sulawesi Police. This study used qualitative research method. Informants in this study were Head of Public Relations Unit of Central Sulawesi Police, the people, and the media. Data collection techniques in this study were observations, interviews, and documentations. The result shows that the implementation of public disclosure policy at Public Relations Unit of Central Sulawesi Police had not been going well, seen from the public implementation indicators of Edward III. The Communication aspect had not worked, in which not all work units had been providing information to the information and documentation management officers (pejabat pengelola informasi dan dokumentasi – PPID) as well as people had not yet known that Central Sulawesi Police had been implementing public disclosure policy. Similarly, the aspect of Resources to implement this policy had many limitations. There were 24 personnels at the Public Relations Unit, none of which had the educational qualification of Communication. The aspect of Bureaucracy Structure had still not supporting also. It can be seen from the structure of the PPID which had no patron to assert its position to the Work Units of Central Sulawesi Police, which had some of the PPID’s functions.

Abstract

The objectives of the study were to analyze the processing service of Electronic Identity Card at the Office of west Palu District Palu City and to determine the influencing factor. Informants in this study  amounted to 7 people, consisting of 4 employees and 3 people. The technique used in informant determination was purposive sampling, namely selecting or choosing informants, interviews, and documentations, namely selecting informants deliberately. Data were collected using observations, interview and documentation techniques. The type of research used in this study was qualitative descriptive research. The theory or concept used was the theory or concept of Parasurahman in Sinambela (2006:7). The results showed that the processing Service of KTP-el at of the office of West Palu District Palu City had not been performed well, based on the five indicator used as benchmark, namely Reliability, Tangibles, Responsiveness, Assurance and Empathy, only three factor that had been met well, namely (1) The Responsiveness indicator: there were desires from the District apparatuses to provide service responsively; (2) The assurance indicator: there were friendliness and responsibilities from the District apparatuses to any people complain related to KTP-el Processing; and (3) The Empathy indicator: there were concerns and appearances from the district apparatuses faced by the people in the service provision to the people. Meanwhile, the other two indicators, namely the reliability indicator: there were still people who do not receive service as promised; and the tangibles indicators: the workroom of KTP-el processing service was inadequate so it could inhibit the process of KTP-el processing.

Abstract

This study aimed to determine the quality of building permit services on the Sigi Regency Board of Investment and Integrated Licensing Services. This study used qualitative method. The research location was the Office of Sigi Regency Board of Investment and Integrated Licensing Services. Informants were selected using purposive sampling, i.e. the technique of determining informants with certain considerations by setting 7 (seven) informants. Data were collected through observations, interviews, and documentations. The theory used in this study was the theory of Zethmal, Parasuraman and Berry, consisting of 5 (five) dimensions: tangibles, reliability, responsiveness, assurance, and empathy.Based on the research results, it could be concluded that the quality of building permit services at Sigi Regency Board of Investment and Integrated Licensing Services had not been going well. First, tangibles dimension: the facilities and infrastructures of the Office were not adequate, the lounge area which must be addressed, and the toilets needed to be added; despite the Office status was only something owed. However, the apparatus neatness had been good. Second, reliability dimension: the quickness of the apparatus in providing services was not in accordance with the people’s expectations because there was no independence in the licensing process and the authority was still in the technical departments. Third, responsiveness dimension: the apparatus who had been serving the applicants had been good, but the quickness in completing the issuance of licenses was not maximized because there was no Standard Operational Procedures. Fourth, assurance dimension: the guarantee given by the apparatus to applicants had not been timely because of the delay in the process at the technical services. Fifth, emphaty dimensions: the services provided by the apparatus of the Board were not discriminatory and always be polite and courteous.

Abstract

The research aims to find out, to analyze and to formulate the right strategy in developing fishing tourism in Sigi District of Sigi Regency. Population of the research was 4 entrepreneurs of fishing tourism spot in Sigi District. This was a descriptive research with qualitative approach. The data were collected through questionnaire, interview, observation and documentation. The data were analyzed using SWOT analysis. The results indicated that: (1) strengths and weakness have the highest score compared to opportunities and threats in fishing tourism development strategy of Sigi District, Sigi Biromaru Regency, so that it should put combination strategy between strength-opportunities for the position of fishing entrepreneurs in internal and external matrixes from now on and for future in developing the fishing tourism object; (2) the recommended strategy to develop the fishing tourism is strength-opportunities strategy, which means the strategy using strength to utilize with action plan as alternative as follow: (i) utilizing natural resources as high demand of business/fishing place; (ii) increase a good partnership and relationship among fishing entrepreneurs with low competition climate; (iii) make local development priority as the local income source; (iv) utilizing the easiness of gaining material and availability of facilities in developing fishing pool; (v) workers number should be sufficient with the growth of fishing business; and (vi) increasing motivation in the effort to fulfill facilities in fishing pool development.

Abstract

The objectives of this research are: (1) to investigate and analiyze the effect of leadership style, job satisfaction and organizational commitment simultaneously on personnel performance at Witaponda Subdistrict Head Office, Morowali Regency, (2) to investigate and analyze the effect of leadership style on personnel performance, (3) to investigate and analyze the effect job satisfaction on personnel performance, (4) to investigate and analyze the effect of organizational commitment on personnel performance. This is a descriptive causal research to investigate the interrelationship among variables involving 33 samples which have been determined using census method. Base on the result of multiple linear regression, it is found that : (1) leadership style, job satisfaction and organizational commitment simultaneously perform positive and significant effect on personnel performance at Witaponda Subdistrict Head Office, Morowali Regency, (2) leadership style performs positive and significant effect on personnel performance, (3) job satisfaction perform positive and significant effect on personnel performance, (4) organizational commitment perform positive and significant effect on personnel performance.

Abstract

The problem in this study was how the patterns of communication, educator competencies, and the availability of facilities and infrastructures; and what factors that influence the implementation of inclusive education policy in Palu City. The purpose of this study was to analyze patterns of communication, educator competencies, and availability of facilities and infrastructures; and factors that influence inclusive education in Palu City. The type of research used was descriptive qualitative research. This study was conducted at Central Sulawesi Department of Education and Culture, particularly at inclusive schools of Palu City. Informants in this study were Head of Special Education and Special Education Service Division (Pendidikan Khusus dan Pendidikan Layanan Khusus – PK-PLK) of Central Sulawesi Department of Education and Culture as key informant, headmasters of inclusive schools, teachers of inclusive schools, and school committees. Data were collected through observations, interviews, and documentations. The results show that the implementation of inclusive education policy in Palu City was materialized as expected. The existence of regular schools that provide inclusive education was able to provide alternative special education services for children with disabilities that were more affordable for all people of Palu City, either in terms of communication patterns, educator competencies, or availability of facilities and infrastructures. Factors that influence the implementation of the inclusive education policy were communication, resources, disposition, and bureaucratic structure.

Abstract

The problem of this study was how the public service quality of and what factors influencing Palu City Board for Integrated Licensing Services? The purpose of this study was to determine the real situation, to get an overview of various issues that arise, and to identify factors that influence the public service quality at Palu City Board for Integrated Licensing Services. The type of research used was qualitative descriptive research. The research was conducted at Palu City Board for Integrated Licensing Services. The informants of this study assigned purposively were the people of Palu City as the consumers of Palu City Board for Integrated Licensing Services and the apparatuses of Palu City Board for Integrated Licensing Services as the key informants. Data were collected through observations, interviews, and documentations. The results showed that the public services quality at Palu City Board for Integrated Licensing Services had run well, the organizational structure had run as expected, as well as the ability of the apparatuses had been quite good, and the service system had been already good. The factors that influenced the public services quality at Palu City Board for Integrated Licensing Services were the organizational structure, the apparatuses ability, and the service system.

Abstract

AbstractRural Infrastructure Development Program (PPIP) is a program of rural infrastructure development assistance directed to boost the rural economy. PPIP implemented participation where the public can choose the desired infrastructure. With a participatory approach, the infrastructure priorities depend on society's ability to vote. This study aimed to evaluate the results of the implementation of the PPIP using evaluation criteria Dunn effectiveness, efficiency, adequacy, equity, rensponsiveness, appropriateness and also to see the benefits of the program on improving the local economy by taking a case study in the village Korobonde, Korowou and Wowopada District of Lembo, This study uses descriptive qualitative data analysis techniques using Likert Scale. Results showed that the Rural Infrastructure Development program has been able to increase public access, yet the program has not been able to increase the welfare of the poor.
