Abstract

The purpose of this study was to determine the performance of Section Officer Undata Regional General Hospital of Central Sulawesi Province. This study uses the theory of performance by Dwiyanto include Productivity, Quality of Service, Resposivitas, Reponsibilitas, and Accountability. This research is qualitative descriptive. The informants amounted to 7 (seven) determined using purposive technique. Based on the results of research and discussion, it was concluded that the Performance Section Officer Regional General Hospital Undata Central Sulawesi Province as a whole it can be said walking is not optimal, because of the five aspects of bureaucracy performance in rigorous and find facts on the ground, explaining that: productivity performance indicator is not optimal, this is due to the implementation of programs and activities have not been supported by sufficient technical human resources, discipline and participation of personnel in carrying out tasks in Section Officer. Quality of service is not running optimally, it can be seen through complaints from employees against supporting facilities are very inadequate in the sense of an impact on the quality of service, so that despite the continued efforts undertaken by the apparatus of Section Officer remains on implementation is not optimal While performance indicators Responsiveness, Responsibility and Accountability already well underway.

Abstract

The formulation of the problem of how the legal protection of third parties in the recovery of goods hers were seized under a court decision in a corruption case and how the procedure of filing a legal remedy of appeal a third party against a court decision on confiscation of goods in corruption under the Act, the purpose of the study was to assess the legal protection for third parties in the recovery of her belongings were seized under a court decision in a corruption case and review procedures for filing legal remedy of appeal a third party against a court decision on confiscation of goods in corruption according to the legislation and judicial practice, using the method of normative research with the research shows that a third party is acting in good faith in regain her belongings were seized in the corruption has gained legal protection throughout the third party is able to prove that he is not related to criminal offenses committed by the convict, legal protection for third parties is not optimal, because in fact the judge was inconsistent in applying the provisions of Article 19 law No. 31 of 1999 Jo law No. 20 of 2001 on Corruption Eradication and procedure of filing a legal remedy of appeal pursuant to Article 19 of law No. 31 of 1999 Jo law No. 20 of 2001 on Corruption Eradication still rise to various interpretations due to the vagueness of norms , consequently the court decision in the case of third parties acting in good faith objections tends to vary depending on their interpretation of Judges that do not reflect the justice and legal certainty.

Abstract

This study aims to determine the Program Evaluation Movement Building Prosperous Village, Independent, and Dignity in District Pasangkayu. This type of research is qualitative. The informants as many as 5 people, including heads of Regional Development Planning Board, the Secretary of the Village 2 and Community Leaders were determined by purposive. Collecting data using observations, interviews, and documentation, while data analysis using data reduction, data presentation, drawing conclusions. The results showed Program Movement Building Prosperous Village, Independent, and Dignity in District Pasangkayu not been effective, although it has shown its efficiency in terms of cost, can solve the problems of society, it is appropriate desires of the community and has been appropriately carried out in Sub Pasangkayu, but in terms of effectiveness time implementation still frequent delays and delays, in addition to the program has not run evenly to the entire community subdistrict Pasangkayu.

Abstract

This study aims to determine; (1) large simultaneous influence of motivation on employee performance Personnel Board and Regional Training North Mamuju regency; (2) the influence of motivation partially on employee performance Personnel Board and Regional Training North Mamuju regency. The theory of motivation used in this study using the theory of Maslow (1908-1970), namely "Hirarchy of Needs" or often referred to as a variable needs theory X and theory Moh performance. As'ad as a variable Y. This type of research is quantitative. This study population employee Personnel Board and Regional Training North Mamuju regency totaling 46 people who were taken using census techniques so that the total sample of 46 respondents. Data collection techniques including observation, questionnaire, and documentation, while data analysis techniques using simple linear regression. The results showed; (1) the magnitude of the simultaneous influence of motivation on employee performance Personnel Board and Regional Training North Mamuju regency is determined by physiological needs, security needs, social needs, esteem needs and self-actualization needs, with the influence of 63.6% and a strong relationship ; (2) the influence of motivation partially on employee performance Personnel Board and Regional Training Regency of North Mamuju determined by the influence of physiological needs for performance, the effect of the security needs of the performance, the influence of social needs on performance, influence the need rewards to performance, and the effect of actualization needs diriterhadap performance.

Abstract

The purpose of this study was to determine the effect of motivation and work environment on employee performance. This research uses explanatory research type pattern in explaining the relationship between the variables under study, involving 36 Employees Plantation Office North Mamuju taken with census techniques. The problems of this study: 1) To determine and analyze the influence of motivation and work environment simultaneously positive and significant impact on employee performance; 2) To determine and analyze the influence of motivation partially positive and significant impact on employee performance; 3) To know and analyze the influence of the working environment is partially positive and significant impact on employee performance. Based on test results using multiple regression analysis Adjust R-Square value of 0.638 or 63.80% dependent variable is affected by the three independent variables. Based on test results using multiple regression analysis, concluded: 1) motivation and environment kerjasecara simultaneous positive and significant impact on employee performance; 2) motivasisecara partial positive and significant effect on employee performance; 3) The work environment is partially positive and significant impact on employee performance

Abstract

The objectives of this research are: 1) to know and analyze the effect of service quality on Customer Value,2) to know and analyze the effect of service quality on customer satisfaction. 3) to know and analyze the effect of Customer Value on customer satisfaction. This is an explanatory research to explain the relationships among investigated variables involving 180 customer of Fany Car Rental in Palu City that have been selected using purposive technique sampling. Based on the hypotheses testing using of Structural Equation Modeling (SEM), it concludes that: 1) service quality performs positive and significant effect on customer value;2) service quality performs positive and significant effect on customer satisfaction; 3) customer Value performs positive and significant effect on customer satisfaction.

Abstract

This research aims at knowing and analyzing the implementation of School Operational Assistance Fund at SMAN 1 Pasangkayu of North Mamuju regency. The method used is qualitative, and the informants of the research were determined purposively to who are deemed to understand the problems investigated. The informants are the Head of Education, Culture, Youth and Sports of North Mamuju regency, Head of Section of Secondary Education, the School Committee, students’ parents who received the assistance funds, Principal of SMA 1 Pasangkayu. Type of data used are primary data and secondary data. Data collection was done through observation, interview, and documentation. The results shows that communication is one of the main factors in policy implementation, communication becomes a major pathway for the implementation of each program. Human resources are the main factors that should be possessed by any particular institution or unit both government and non government institutions. Vice versa if the perspectives of the implementers are different from the decision makers, the implementation process of a policy becomes increasingly difficult. And in such cases, implementers will use the flexibility and sometimes in subtle ways inhibit, or will benefit each individual in the process of policy implementation.

Abstract

Palu Bay as an important role in the growth area of the city and affect the chain of elements of economic growth so as to have a very strong appeal and the number of dense population and very diverse. Palu Bay Area region is a strategic region in the context of the development of Central Sulawesi province, especially the town of Palu, the economic sectors that supported the trade, hotel and restaurant sector that contributed the most to the economy of the city. This study aims to conduct a study on the economic evaluation of the use of public open space Palu Bay to find out; economic income of small businesses in the utilization of Palu bay open spaces,  factors that affect the utilization of public spaces and improving the local economy; and to investigate the potential and contribution to the economic communities on the use of Palu bay  public space. This research is descriptive qualitative rationalistic paradigm. Qualitative approaches in research that by outlining the potential for community efforts on public space bridge coast of Besusu Barat, population / labor and quantify the contribution of space utilization for increasing people's income which is the object of research. The results showed that (1) children's games rental business as the largest contributor to economic income communities that reaches Rp1.117.580.000 / month, (2) Of the trades, types of eateries a contributor to economic potential reach Rp30.500.000 per month, then the souvenir sales and other businesses with revenues of Rp27.450.000 per month, as well as business mix and beverage kiosk with monthly income of Rp14.450.000. (3) For services business / profession is a kind of business people who are not significantly contributed to the regional economy accounted for only the opinion of Rp11.500.000 per month, comprising of photographers at Rp4.500.000, businesses sbesar Rp2.000.000 security, and business services parking Rp5,000,000 per month.

Abstract

This study aims to determine implementation of the bureaucratic apparatus of accountability Financial Management Board and the Regional Asset  North Mamuju Distric. The research using qualitative descriptive methode. The informant came from the apparatus of bureaucrats on the Financial Management Board and Asset North Mamuju District that consist of Proxy Regional Treasurer, Head of the Sub-Sector Spending, Head of the Sub-Sector Expenditures, officers executing and services of SP2D and also society as a service use. Data collection methods using include observation, interview, documentation. Data analysis techniques include data processing, data reduction, category, checks the validity of the data and drawing conclusions. The theory used is based on the theory of Joko Widodo for the Accountability process, it using three indicators: Compliance Procedure, officers Behavior and Media Accountability. The results using the above theory suggests that adherence to procedures officers bureaucrats BPKAD North Mamuju District, showed that the standard implementation of the activities made sufficient in accordance with Regulation of the Permempan PER-34 / NT / 2006 regarding the disbursement of funds by BPKAD, but in implementation still found any irregularities in its implementation. The behavior of bureaucrats apparatus also shows the ethics of the bureaucratic apparatus still needs to be addressed, this is evidenced by the diversity of the service user feedback on the services they receive. A slow time, a culture of giving "extra" money, inaccuracy and the existence of duplicate tasks received by the bureaucratic apparatus, causing a decrease in the quality of public services. .

Abstract

To achieve a better regional economic growth, the government should encourage the growth of sectors that have competitive advantage and take into account the development of an economic sector that is based on the ability of regional conditions or potential and available resources. This study aims at analyzing the economic growth trends, identifying the classification of potential economic sectors in sustaining economic growth during 2008-2013 and determining the elasticity of potential employment sectors. The method of this research analysis is descriptive, Typology Klassen, LQ, Shift Share, overlay, and analysis of employment elasticity. The results show (1) the economic growth of Mamuju Utara during the 2007 to 2013  has a positive direction and tends to increasing every year. (2) the classification of economic sectors is divided into three classifications, the manufacturing sector into the quadrant I which is the advanced sector and grows rapidly, agriculture, electricity, gas and water, construction, trade, hotels and restaurants, transportation and communication, finance and, leasing and business services, and the services sector go in quadrant III, potential sectors that can still be developed rapidly while entering the quadrant IV, the mining sector is relatively underdeveloped sector. (3) The manufacturing sector is a potential sector in sustaining economic growth in  Mamuju Utara regency (4) the elasticity of employment opportunities in potential sectors are in agriculture and the manufacturing sector. For the agricultural sector in 2011-2012 was inelastic and 2012-2013 was elastic while the manufacturing sector in 2011-2012 and 2012-2013 is elastic.
