Abstract

The purpose of this study are: 1) to determine and describe the transparency and accountability of the management of social assistance expenditure; 2) to identify inhibiting factors in the implementation and administration of social assistance expenditure; 3) to provide altenative solution of the inhibiting factors. The study is descriptive with case study approach. The result shows that: 1) the transparency and accountability of the implementation and administration of social assistance expenditure in the governmental working units Sigi District has not been fully implemented; 2) the inhibiting factors in the management of social assistance expenditure in Sigi District are: the lack of understanding of the mechanism of social assistance expenditure distribution, accountability reports that are not yet in accordance with the provisions, and the lack of human resources both in quantity and quality; 3) activities need to performed are: socialization of social assistance expenditure, to increase and improve the quality of employees, verify and survey the acceptance of social assistance, and revise regulations related to the provision of social assistance.

Abstract

Objective to analyze motivation office worker Community Empowerment Board and Village Government of North Mamuju regency. This type of research is qualitative. The method used is the collection of the data include: interviews, direct observation, and Documentation. Based on the research results Analysis Motivation Employees At Community Empowerment Board and Village Government Mamuju Utara The better, because in view of the employees are already motivated to work properly serve the public because the existence of a desire to meet their needs achievers to gain recognition both from employers or fellow colleagues and daeri inside peagawai itself. Similarly, the indicators The need to actualize themselves, some employees are motivated to work and gain knowledge to get a job promotion higher reversed his service as a public servant, but for the majority of employees need to be social not a motivation to improve performance, as well as the need for physiology and the need for security , has been running well because so long cooperative relationship has been harmonized to achieve tujauan along with an increase in quality of public services.

Abstract

This research aims at describing the management of funds allocation at Nupabomba village, Tanantovea district, Donggala regency. This research used qualitative descriptive method. The data were collected through observation, interview, and documentation. The five informans were taken through purposive sampling technique. The result show that the management of funds allocation at Nupabomba village, tanantovea district, Donggala regency was not optimal related to the some aspects that were examined: planning aspect has not reached the expected target, organization and movement aspects have reached the expected target, and the monitoring aspect has not reached the expected target.

Abstract

This study aims to identify and analyze the Influence of Public Accountability, Goal Clarity Budget and Participation on Performance Budgeting SKPD Palu City Government. This research method using descriptive verification approach, the respondent is Pimpinanan SKPD in Palu City Government as many as 86 people. Methods of data analysis in this research is multiple linear regression analysis using a hypothetical test significant level α = 0.05 or α <0.05, Using SPSS version 16.00. The research proves that the value of Adjusted R-Square = 0.614 or 61.40% dependent variable is influenced by three variables are free, the rest of the independent variables is affected by other variables not studied, with the equation Y = 1.569 + 0,272X1 + 0,188X2 + 0,204X3 means the independent variables were analyzed in the form of a variable (X1, X2, and X3) to influence the dependent variable (Y) regression analysis model the performance of the SKPD in the city of Palu, where public accountability (X1) with tvalue 0.272 this translates into influence positive between public accountability and the performance of the SKPD. Budget goal clarity (X2) with 0.188 tvalue this means there is a positive influence between budget goal clarity and performance of the SKPD. Participation budgeting (X3) with 0.204 tvalue this means there is a positive influence between budgeting participation with the performance.

Abstract

This research aimed at finding out the implementation of finance balance policy between central government and regional government in regional autonomy era in Palu City. This was descriptive research with the type of field research. Data sources or informants were SKPD leader or finance sub unit leaders in Regional Secretariat of Palu City, the head of Regional Development Palnning Board, and the head of Regional Income Official of Palu City. Data sources of this research consisted of primary and secondary data that were collected through observation, interview, and documentation. The data were analyzed by using qualitative analysis, organizing data andinformation basedon facts obtaimed in the field, and by adoptingdescriptiveanalysis, getting the detail description of research object through the steps: data editing, data category, data interpretation, and formulating conclusion of this research. The result showed that the implementation of finance balance policy between central government and regional government in regional autonomy era in Palu City had been running well based on the criteria: communication, resources, disposition/character, and bureaucracy hierarchy.

Abstract

This research intends to analyze the budget management of regional head election performance based on the year of 2015. The reseach was conduted in General Election Commission Office Palu using descriptive qualitative method. The research results indicate that budget of major and the vice major election Palu 2015 was managed well and proportional. General election commision palu also succeeds in applaying performance based budget on the mayor and the vice major election Palu in 2015.

Abstract

This study aims to analyze the internal and external factors and formulate alternative strategies for the development of coastal tourism Lake Poso. This study is categorised as qualitative descriptive study, with direct observation, interviews and documentation. Snow ball sampling technique is applied in order to obtain the key respondents. There were nine people agreed as the key respondents and SWOT is used to analyse the strategic planning.  SWOT analysis has several phases as follow: (1) identify the key internal and external factors; (2) determining Factor External Strategies (EFAS) and Internal Strategy Factors (IFAS); (3) Determination of weight to the factors of strengths and weaknesses, opportunities and threats; (4) determining the strategy through SWOT matrix  The results show that the value of the power factor is 3.8846, and the weakness factor is 3.4954, the opportunity factor is 3.30625 and threats factor is 3.06733. The potential for the development of Lake Poso coastal tourism Lake Poso is located in quadrant I with the strategy SO (Strength and Opportunities). It is optimize the strength to take advantage of opportunities. Meanwhile, the alternative strategies can be offered as follow: building Partnerships and cooperation by utilizing local natural resources eel fish, increasing the main attraction on each undeveloped tourist potential site by adding tourist attractions, and dividing the zone of the development of the coastal tourist area. As a result it is acknowledged that the role of region as developing coastal tourism area.

Abstract

To know management of market levy manonda in Palu City if seen three indicator from four indicator of management function according to George R. Terry. The data used in this study are primary data and secondary data obtained by observation data and in-depth interviews. The method used in this research is qualitative method with the determination of informant using purposive technique. As for research technique using interactive model. Based on four indicators of research that is planning, organizing, moving indicate in execution of manonda market retribution management in Palu City, not yet running maximally, where indicator of planning and supervision not yet run properly, Due to the determination of retribution target still not running in accordance with the expectation that the target market levy manonda in Palu city that should be able to reach ± Rp. 1.544.400.000 But only determined Rp. 748.800.000 in 2017. As well as obstacles from supervisory indicators are still lack of data collection of traders and carcin that is routinely implemented which should be carcin data collection can be done every month so that supervision function can be optimal. The other two indicators have proceeded in accordance with expectations where for the organizing indicators with the grouping of officers and the division of labor done well by the market field then this indicator can run well and the indicator of the movement with the head of market and head of market routine to go to the field directly and Giving directions every day makes this mobilization function optimal.

Abstract

The reseach was to identify the steps taken by a Budget User/Proxy of Budget User, causing state financial loss and subject to legal prosecutions under the prevailing corruption law and to recognize the accountabilities of the Budget  User/Proxy of Budget User in case of state financial loss. It was a juriducal and normative reasearch adopting law and conceptual approaches. The legal materials were collected trough library research and prescriptively analyzed as well as deductively concluded. With reference to the the results of the research, it was concluded that the steps taken by a Budget User/Proxy of Budget User is concluded to have caused the financial loss when there was a manupilation of authorities to manage the state finance by both in order to illegally earn profits personally and/or for other parties or entities. In the perspectives of civil law, administration law and criminal law, it is provided that a Budget User is also accountable for the steps taken by a Proxy of Budget User in case the later causes state financial loss.

Abstract

One of essencesin the law number 23 in 2014 states that The Camat (The District Chief) has partial authority to implement the government affairs in his territory. Delegation of authority in Palu City is regulated in the mayor’s rule number 19 in 2014. This research objects to explore the extent of direct expenditure to be implemented in district in Palu City and applies a qualitative approach. The study covers all district offices in Palu and selects 7 key informants from Palu Regional Secretary, DPPKAD of Palu, BAPPEDA and Penanaman Modal (invesment agency) both in district and municipally areas. The result of the study shows that : 1) delegation of authority is not effective; 2) the allocation budget is not in accordance with budget proposed by the district based on rule no. 19, 2014; 3) budget allocation is limited by budget constraints relating to local revenues.
