Abstract

This research aims at finding out how the quality of interference license service at Integrated Licensing Service Agency, Palu. The types of data used are primary data and secondary data. The techniques of the data collection were observations, interviews, documentations, and triangulation. The informants were taken by using purposive sampling technique. The data analysis used in this research is a model of Miles and Huberman, namely data reduction, data presentation, and conclusion. The theory used is the theory of Zethmal, Parasuraman and Berry, which consists of 5 (five) dimensions: tangibles, reliability, responsiveness, and empathy assurance. Based on the results of the research, it is concluded that the quality of Interference License Service / HO on Integrated Licensing Service Agency Palu, is not maximum. First; tangibles dimension, the infrastructure is inadequate as lacking the breadth of the lounge and the available seats are not in accordance with the number of applicants, as well as the number of public toilets which are inadequate. But in terms of the officers’ appearance and neatness, it is categorized as good. Second; reliability dimension, the ability of the officers in using tools is very good, but the service provided do not fully refer to the operational procedure standard. Third; responsiveness dimension, the response of the officers in receiving applicants’ complaint has been very good, but the speed in completing the issuance of licenses is not maximal. Fourth; assurance dimension, the guarantee given by the officers to the applicants has not been on time. But the license fee has been imposed in accordance with applicable regulations. Fifth; empathy dimension, the service provided is not discriminatory and service providing is always polite and friendly. Thus, of the five dimensions of service quality above, there are still some sub dimensions that need to be fixed, so that the quality of the services provided can be maximized.

Abstract

The purpose of this study was to determine and analyze the Teacher Competency Policy Implementation in Education Secondary Education and Culture Department of the Provincial Central Sukawesi. The main theory as a reference in this research is the theory of policy implementation that includes Edward III; (1) communication, (2) resources, (3) the disposition, (4) a bureaucratic structure. The research method using descriptive qualitative approach. The research location is housed in the Department of Education and Culture with the informant as much as seven people were selected purposively. The data collection was done by interviewing, observation, and documentation. Analysis using Interactive model of Miles and Huberman. Based on the results of the study, Policy Implementation Competence Master in Education Secondary Education and Culture Office Provincial Sukawesi Central when viewed from the aspect (1) communication, (2) resources, (3) disposition, and (4) the bureaucratic structure, indicating that it is not effective because there are still aspects that have not been adequate, namely communication, disposition. While resources and bureaucratic structures that are still not running properly and optimally, it can be seen in terms of communication, the implementor is already carrying out communications through the transmission process and clarity, but with regard to the communication process through consistency, experienced the bottleneck is the network communication less effective, so the impact on the number of participants competence development of teachers do not meet predetermined quotas. Resources in Central Sulawesi Province Dikmen sufficient. Disposition is always associated with the character, nature and characteristics of the implementor quite supportive, head Dikmen know what should be done and have a high motivation, but in carrying out can not be carried out continuously. The bureaucratic structure of policy implementation can already be implemented in coordination with various related parties, such as SMK SMK in City and District level. As for suggestions when viewed spec of communication needs to be improved by building communication networks that quickly and accurately. Aspects of the expected disposition implementor conduct continuous and scheduled atu according to SOP.

Abstract

Purpose this research is to describe the differences in student learning outcomes given the model of cooperative learning type Make a Match and students who are given cooperative learning model type Talking Stick. This research was conducted in SMK Negeri 2 Palu using experimental method. Cooperative learning model is divided into two factors, the model of cooperative learning type Make a Match and cooperative learning model type Talking Stick. Data analysis used is t-scheffe test analysis with 5% significant level, obtained thitung = -0,084 < ttabel = 2,01, then H0 accepted, The result of research indicate that there is no difference of learning result of student's history given model of Make a Match and the students who are given the Talking Stick model and the learning outcomes of cooperative learning model Talking Stick type is higher than the Make a Match type in the class X AP SMK Negeri 2 Palu.

Abstract

This research aimed at analyzing the regional secretariat’s performance in public service at the regional secretariat, Donggala Regency. This research used qualitative method focused in some aspects: productivity, service quality, responsivity, responsibility, and accountability. The data were collected through observation, interview, and documentation. The informans were the societies and the employees at the regional secretariat, Donggala Regency. The results show that the organization’s performance in relation to its duties and functions was good. Related to the productivity development implementation in regency level, it always fights for what is proposed and determined the priorities. The spontaneity aspect in solving the problem and serving the societies was low and it needs a lot of attention from the leaders in the Donggala secretariat. Responsivity aspect was good, the needs of the societies have been fulfilled through the stimulants that motivate the societies to fulfil their needs. Responsibilitas aspect was good. It can be seen from the level of knowledge of the employees toward the legislation. The implementation of the accountability aspect was not good, because  the regional secretariat just delivered and reported the document to providers of policy which leads to less transparency.

Abstract

The aim of this study is to seek and analyze both simultaneous and partial effect of the existence of the treasurer and the role of financial administration officials on the quality of financial reports of local government in the district of Sigi. The research applies verification approach and involves 72 responden. The tool of analysis used is mutiple linear regressions and hypothesis is tested with significance level α=0.05. Validity test with corrected item-total correlation technique uses the minimum requirement of r=0.3. Reliability test uses cronbach alpha coefficient α>0.6. The results show that the role of treasurer and financial administration officials silmutaneously has significant effect on the quality of financial reports of local government in the district of Sigi. This shown by the result of F-test with R-Square value of 0.582. In other words, 58.20% of dependent  variables are affected by both independent variables; the remaining is affected by variables that are not studied. The role of treasurer significantly affects the quality of financial reports of local government in Sigi District with t-value of 0.446; the role of financial administration officials significantly affects the quality of financial reports of local government in Sigi District with t-value of 0.521.

Abstract

This research aims: (1) to find out the effect of cooperative learning model Numbered Head Together (NHT) type on social skill of students at SMAN 3 Sigi; (2) to find out the effect of learning style on social skill of the students at SMAN 3 Sigi; and (3) to find out the effect of cooperative learning Numbered Head Together type and learning style toward social skill of the students at SMAN 3 Sigi. The sample was 32 students of class XI Social 2. They were selected through purposive sampling that functioned to take some people based on certain criteria based on the research objective. This was a correlational descriptive research with multiple linear regression analysis technique. The results indicate that variable of cooperative learning model Numbered Head Together type (X1) have effect toward social skill of students at SMAN 3 Sigi with tcounted value of 2.159 > ttable 2.045; and variable of learning style have effect toward social skill of students at SMAN 3 Sigi with tcounted value of 2.050 > ttable 2.045. Moreover, variable of cooperative learning model Numbered Head Together type (X1) and learning style (X2) simultaneously have effect toward social skill of students at SMAN 3 Sigi with Ftcounted value of 27.234 > Ftable 1.84.

Abstract

The study intends to determine and analyze the growth of local tax, local retributions, and direct expenditure as well as simultaneous and partial impacts od local tax and local retributions on direct expenditure. Sample of this study consists of 11 districts/cities that selected through nonprobability sampling method. Type of study is descriptive with quantitative approach and method of analysis is multiple linear regressions . The results shows that in average, the growth of income from local tax and retributions has been decreasing in three years, as well as direct expenditure. Simultaneous test shows that local tax and retribution have significant impact on direct expenditure. Similarly, partial test also evidences that local tax and retributions have impact on direct expenditure. Determinant coefficient shows that R-square of 0,585 indicates that 58,50% of direct expenditure impacted by local tax and retribution, while 41,50% impacted by variables that are not studied.

Abstract

This research aims at analyzing and describing the performance of Agency for the Environment, Palu City as an organization. The analysis technique of this research is qualitative in which the obtained data was collected and classified, then it becomes a proof in this scientific research. This research uses primary data and secondary data. The result of this research shows that the performance of Agency for the Environment, has been categorized as good from productivity, service quality, responsivity, responsibility, and accountability. It is because the agency has run the principles of public administration and the employees have worked with good coordination. Its targets are always realized, and people always supervise the employees’ works so that it can be stable. Even though there are several works which are unsatisfying yet. The performance indicators used which showed non optimal result are productivity, service quality, and accountability. In productivity, the lack of leader’s presence in running programs which are usually done by secretary and position promotion is not based on educational background, while service quality is not optimal, facilities and infrastructures, and accountability; the lack of fund in running the programs, so that in the process of programs organization has not been reached.

Abstract

The research intends to explore and analyze simultaneous influence of principal’s leadership and physical work environment on the performance of teachers in SMA 1 of Ampana; to explore and analyze the influence of principal’s leadership on the performance of teachers in SMA 1 of Ampana; to explore and analyze the influence of physical work environment on the performance of teachers in SMA 1 of Ampana. The research is explanative that shows the relations of variables by selecting 35 respondents with census method. Based on multiple linear regressions analysis, it is found that principal’s leadership and physical work environment simultaneously have positive and significant influence on the performance of teachers in SMA 1 of Ampana; principal’s leadership positively and significantly influence the performance of teachers in SMA 1 of Ampana; physical work environment positively and significantly influence the performance of teachers in SMA 1 of Ampana.

Abstract

The objectives of this research are to determine and analyze the policy implementation of Building Permit at Office ofOne Stop Services and Investment of District Northern Mamuju. Type of this research is qualitative by taking community and officers/staff office of One Stop Services and Investment of District Northern Mamuju as informants which were determined purposively. Data collection methods include participant observation, in-depth interviews, documentation, and triangulation, while data analysis techniques include data reduction, display the data and draw conclusions and verification. The result shows that policy implementation of Building Permit in the District Northern Mamuju is already running, but it is not maximized due to the content of the policy such as the desired degree of change has not been seen since the attitude and behavior ofpeople only acquire the Building Permit if they need it as a requirement of their dealing with bank Lack of socialization causes low knowledge and understanding as well as the public awareness in acquiring of Building Permit. Involved resources have limitedness, both in terms of quality and quantity, while the context implementation (implementation environment) is not maximized due to the low level of compliance with policy targets because of slow and complex service.
