This journal contains scientific articles on public administration science written in two languages: Bahasa Indonesia and English. The article is published in form of empirical research, conceptual or theoretical framework. <![CDATA[Based on experience during five years (2007-2011), the Inspectorate as the internal supervisor of government officials at Sidoarjo, has lack capacity in playing their roles as consulting agent, enhancing quality assurance and providing early warning to prevent or reduce the potential of the irregularities in the financial management area. The results of investigation from the Institution of Finance Audit (IFA) to the Local Government Finance Report (LGFR) of Sidoarjo Regency during five years (2007-2011), indicate lack of accountability in asset and local financial management: Unnatural (2007), Fair With Exception (2008), Not Stated Opinion (2009) and Fair With Exception (2010 and 2011). These findings highlight lack of accountability and management in the form of non-compliance with laws and regulations, the fraudulance and the non-compliance with the financial statement presentation. Improving accountability and management are fundamental for better performance of the institution in the future.]]>

<![CDATA[Network Documentation and Information Law (JDIH) is outlined in the decision of the President of the Republic of Indonesia Number 91 of 1999 on the Network Documentation and Information Law National, later replaced by regulation of President of the Republic of Indonesia Number 33 Year 2012 on Network Documentation and Information National Law. Hulu Sungai Selatan government has an obligation to provide access to information to the public relating to the law of the central and local products to the wider community through the planning, implementation mechanisms and good. With open access to the public using information technology orchestrated expected government Hulu Sungai Selatan motivated to manage the documentation and legal information that is complete, accurate, easy, and fast in a network of documentation and legal information that is integrated and the integrated and work to improve service to the public by as well as possible in order to achieve the rule of law.]]>

<![CDATA[A goverment has an obligation to guarantee healthy right live to citizens. An empirict fact shows that service is given from hospital state has not fulfilled hopes yet. The purpose of this research to know an influence service quality, a perception about cost and image in satisfying and loyality users in IRJ RSSA. This quantitave research is from a survey 100 respondents are as samples. Data is analized on correlation tests, simple linier regretion, double linier regretion and Manova. The result of research shows on parcial and simultant variable, service quality, a perception about financial and image influence positive significant to satisfying and loyality users. An parcial view, satisfing has dominant qualities to be loyality userâs. Therefore, any suggestions we say that : 1) for next researchers who will examine about satisfaction and loyalty, should consider other variables, 2) RSSA need to repair service quality, and 3) need a improving service access and societies program. ]]>

<![CDATA[This study aims to show the strategic management process of Surabaya City Government in achieving Green City Master Plan (GCMP), especially from the beginning to the end of process. This study analyzed the strategic management process of Surabaya City Government by using qualitative research with an interview to key informants in Surabaya Development Planning Board and analyze Surabaya Development Planning Documents. The result showed that the process is conducted through environmental scanning, formulation, implementation, control and evaluation process which is carried out continuously. The utilization of IT and social media as a liaison between the government and society, allowed the government to create an appropriate program which is supported by the society. The process that has been passed by Surabaya City Government is supposed to be a pilot project for other similar areas to be more effective in achievement of GCMP.]]>

<![CDATA[Urban slum areas emerge due to lack of development in urban settlements and urban land constraints. This study aims to identify the characteristics of a slum area, determines the priority areas for improving the quality of infrastructures, and provides strategies to improving the quality of infrastructure slum areas in Malang Municipality. The results identify eleven classifications of slum areas and five priority areas for improving the quality of infrastructures. SWOT analysis suggests strategies to improve them which include conducting comprehensive planning improvement of the quality of infrastructures; improving coordination and synchronization of programs and activities; involving the community in the planning process; improving coordination and synergies with relevant institutions in the spatial use in the city area along in the border areas and riverbanks; increasing socialization as an effort to increase understanding and awareness for the public; and seeking opportunities for cooperation with the private sector in improving the quality of infrastructures. ]]>

<![CDATA[A shift occurs on the development paradigm from the political development orientation, citizensâ economy development paradigm up to local independence paradigm. With the participation, subsequently the development activities should be surely understood, not only considered as a responsibility but also require the citizensâ participation in order to improve their life quality. Merjosari Village has the society participation channel in a form of a neighborhood group Savings and Loan named âSrikandiâ as an opportunity for the society to improve their local economy especially family economy. Next, this paper used descriptive qualitative analysis. The result of the study showed that citizensâ participation in neighborhood Group (RT) 06, Community Group (RW) 11, Merjosari Village, Lowokwaru District, Malang in increasing the family economy through Srikandi could be seen from a forum that accommodates society participation and capability to take a part so that it can continuously progress. The emphasis of Srikandi was on the economy development through informal sectors, such as on the small-scaled industries which can give multiplier effect in increasing family economy so that local independence can be reached.]]>

<![CDATA[This study aims to analyze the opportunities and threats in the implementation of health insurance which is currently implemented in Banyuwangi by describing and understanding the conditions of health insurance that is currently implemented. After knowing the current conditions as well as the opportunities and threatss in the implementation, then compiled a scenario along with strategies in order to achieve universal health insurance in Banyuwangi appropriate national targets in 2019. The method used in the form of qualitative descriptive method as a tool for the preparation TAIDA scenario and strategies to deal with any possible scenarios. Based on this analysis, it was found that the most influential aspect modifier and must have come from political and social categories. Obtained four scenarios, the scenario A, scenario B, scenario C , and scenario D. In order to achieve universal health insurance purposes in 2019, required the implementation of appropriate strategies according to the conditions that may occur by the depiction of scenarios have been prepared.]]>

At the Correctional Institution Class IIA penitentiary in Bukittinggi planning do not yet overcome the existing problems. This study aims to know how planning in penitentiary Klas IIA Bukittinggi. Qualitative approach is used to explore what and how planning is conducted. The findings show top down planning and a formality planning have been conducted at prisons Class IIA Bukittinggi.]]>

In the process of formulation has traversed a long way from 2005 to 2015 Sebatik not yet bloomed. <![CDATA[This study aimed to analyze the implementation of the sustainable development plan in Kampung Inggris Pare Kediri Regency which focuses on social equity, economic, and environmental. This study uses data collection techniques such as interviews, observation, and documentation. The results of implementation of sustainable social development is the Regional Development Planning Department conducting development studies in Kampung Inggris, by forming Brigadier Kampung Inggris to maintain social order. In the field of sustainable economic Culture and Tourism Department from carrying out the promotion of culture and tourism. In the field of environmental sustainability, Environment Department, conducting coaching waste management and community-based sanitation program. The construction plan has not been coordinated between departments, so it is necessary to establish working group on education to improve the distribution of social, economic, and environmental.]]>
