Abstract

A large number of tourists, both local and foreign, have an impact on coservation in this national park area. The rating of tourists hygiene awareness is considered low inducing pollution in the form of waste which is commonly found in the tourist area of Mount Bromo. This thesis aims to determine, identify and analyze the management of tourist area conducted by Balai Besar of Bromo Tengger Semeru National Park (Balai Besar TNBTS) of Mount Bromo from the perspective of public administration functions known with the acronym “POSDCORB” (Planning, Organizing, Staffing, Directing, Coordinating, Reporting, Budgeting which was proposed by Gullick. This study also  has purpose to identify and analyze factors affecting the management of tourism area of Mount Bromo. This research uses qualitative method with descriptive approach. Research result shows that the management of tourism area of Mount Bromo conducted by Balai Besar TNBTS is not optimum due to some constraints in perspective of planning, staffing, and budgeting.

Abstract

This paper examine regional development planning process which is composing process for RPJMD documents of Trenggalek regency 2016-2021. In the process, composition RPJMD documents of Trenggalek regency have faced systemic, complex issues. To improve these complex issues, we used Soft System Methodology (SSM). Analysis result showed that composition processes for RPJMD documents of Trenggalek regency would consist of RPJMD initial design composition, RPJMD design composition, RPJMD musrenbang, RPJMD final design composition and regional regulation provision. This study conclude that there were 6 conceptual models to fix this issues, such as development planning approach model, inter-chapter relatedness model, planner and administrator relationship model, society’s participation model, document’s finalization model and political approach model.

Abstract

The need for innovation in public sector is an urgent thing because of various dynamics of public problems that appears and demands for a quick solution. One of the problems that frequently appeared in the management of village government was related to the undisciplined village financial management system. Therefore, the government of Banyuwangi Regency released an innovative program named Electronic Village Budgeting (EVB). Electronic Village Budgeting (EVB) is a system of information technology application that is based on a website about village financial management. The result of the study showed that village financial management at first was conducted manually but at the present time it has become an online-based system using an integrated application. Finally, it is expected to be able to minimalize the village budget misuse by applying this application.

Abstract

This paper aims to evaluate Food Intensification Program and to examine sustainable strategic of this program in Timor Tengah Utara Regency. This study used mixed methods approach, exploratoy sequential, data come from inteview and the result used for collecting quantitative data with A’WOT method. The results show that the implementation of this program has not been strictly driven as be planned. This caused by several reasons. The prioritized strategy, result from A’WOT analysis is increasing the intensity of counseling and formation of farmer groups for the improvement of farmers resources. This study recommends several important points, such follow: (1) theory of planning and theory ini planning needed to improve effective plannings, (2) To provide intensive assistances, by increasing the capacity of field assistances, in order to change the behavior of farming communities.

Abstract

This paper examines spatial planning and consistency between planning and field condition facts. The author collected the data from Observations, interviews, and documentation. Results: Findings showed that spatial planning at Kepanjen Urban Areas is relevant to the ninth principles of spatial planning in accordance with the Law on Spatial Planning and also control results (licensing) and the nine aspects of the control system to see the consistency of the implementation of Kepanjen Urban Area 2014-2034. The results indicate that spatial planning of Kepanjen Urban Area is relevant with the nine principles of spatial planning but there has been no form of partnership in planning. There is consistency in the implementation of Kepanjen Urban Area 2014-2034 in 12 suburbs/villages.

Abstract

This Papers focus on Job analysis as the basis of human resource system. It is describe about the job and workload and also the obstacles that are perhaps to observe during the work, and to supply all of activities of human resource management in the organization. Workload analysis is a process to decide the sum of time required to finish a specific job. The result of job and workload analysis goals to determine the number of employees needed in correspond to some specific workload and responsibilities given to an employee (the right man on the right place).

Abstract

This paper examines the real description about the effect of implementation family program expectation since 2007 until 2014 in Probolinggo District. Poverty data came from Central Bureau of Statistics (data treated from Indonesian Socio-Economic Survey 2007) also some statistical report. Qualitative approach used for knowing  is all the poor receiving the donation. Analysis shows there are not suitable data because referring to old data from Central Bureau of Statistics. Therefore it effects to uneven donation receiver. This paper conclude that donation distribution finding many obstacle caused place for distribution of funds located at capital district, so that difficult to reach it.

Abstract

The objective of this research study is to examine the effect of distributive and procedural justice on job satisfaction through perceived organizational support among academic staff in Brawijaya University. Data collected from questionnaire and analyzed with PLS-based SEM techniques with conceptual model are developed from literature and empirical study. The result of the analysis shows  both distributive justice and procedural justice were found to be significantly and directly related to perceived organizational support, but no direct sgnificant effect on job satisfaction. Furthermore, not only an academic staffs must be treated fairly enough, but also must be feeling supported from their organization to get them more satisfied in their job.

Abstract

This study aims to: (1) explain the consistency of agricultural sector strategic planning in Situbondo; (2) explain the role of each local actors in the effort to formulate a consistent agricultural strategic planning document. To answer the purpose, this study applied qualitative research method with explanatory case studies design. Based on data and data analysis, this research concludes that the consistency level of strategic planning document of agricultural sector in Situbondo Regency is very good but there are still 33,33% priority program in RPJMD/Middle Range Work Plans which is not referenced by program of strategic planning document and there are 30% of activity in strategic planning document year 2017 not referenced by Renja/Annual Work Plans year 2017. Some important efforts that have been made by local government actors to produce a consistent Agricultural Strategic Planning document are : (1) synchronizing between RPJMD and Agricultural Strategic Planning document; (2) coordinating between BAPPEDA/Local Planning Department and Dinas TPHP/Food Crops, Horticulture and Plantation Department; (3) assessing the consistency of the Strategic Plan consisting of consistency on targets, programs and activities , performance indicators and activities and indicative strategic ceilings . Based on the interview with government actor, the public and private actors are not involve yet on process of formulate agricultural strategic planning document.

Abstract

Waterfront project toward urban redevelopment has become common in many countries, including Indonesia. Based on the field survey and documents research in Banjarmasin, during 2016 to 2017, this study aims to evaluate the urban waterfront redevelopment. This study revealed that there are three phases of Banjarmasin waterfront redevelopment process, namely river normalization, creating a new economy, and rediscovering identity. Findings suggested that Banjarmasin government has attained success in both the physical development and the maintenance of the traditional river culture as Banjarmasin’s image. Another finding also suggested that decentralization has a part to play in the Banjarmasin waterfront process, because Banjarmasin government gives more attention on waterfront projects, by allocating a huge budget for this purpose.
