Abstract

Violence against women and children is deemed as violation of human right and could widely end up affected to the society. This research aims to examine planning of protection for women and children victims in BPPM Province of DIY, implementation of protection for women and children victims in P2TPA RDU Province of DIY, and factors of implementation of protection for women and children victims in P2TPA RDU Province of DIY. Qualitative research approach is used to explore what and how planning and implementation of women and children protection have been conducted. The findings show RKA planning of P2TPA RDU conforms rules of requirements of good planning according to Darwins (2006), however it does not follow the rule of coordination and participation character. Planning of protection for women and children as violence victim has been implemented and ran well in general. Influenced factors for implementation of protection for women and children as violence victim in P2TPA RDU Provice of DIY, such as communication, resources, disposition, and structure of bureaucracy are running well although not optimum yet.

Abstract

The development of village-owned enterprises (BUMDes) currently is one of the flagship programs of the central government and became policy in an effort to build rural areas. In West Kotawaringin Regency, the implementation of the policy beyond the performance indicators that have been set in the strategic plan and the Village Community Empowerment Board (BPMD) of West Kotawaringin Regency, because BUM Desa development program has not been specifically addressed in the strategic plan BPMD. The results of this study indicate that the implementation of a policy that goes well, the need for cooperation between the two parties, the parties implementing policies that can translate a policy to operations in the field, and the target group policy, demonstrated by their attitude in accepting a policy.

Abstract

Referring to the vision of the Ministry of Forestry, vision NPMM Office is Becoming National Park Yang Settled in Managing Human Volcano Dynamic Based Participation of Parties, in which the management of NPMM takes the role of the participation of the parties, especially communities in creating plans that are participatory and collaborative, one size for assess the success of the performance can be seen from how NPMM Office planned community development programs in the villages around NPMM. The focus of this study is to determine how NPMM management planning related to community development activities. Results of this study concluded that the planning of community-based management of NPMM is not likely to procedural but substantive aspects already accommodated, already apply the principle of sustainable development. In the planning of community development activities have also been pursued in a participatory and collaborative, though still within the framework of fulfilling the social responsibility of the organization or the policy direction of the Ministry of Environment and Forestry.

Abstract

This paper examines decentralisation and distribution of access to primary school in Indonesia. Data come from Indonesia National Socio Economic Survey 2014, and statistic reports from Ministry of education, Ministry Of Finance, and General Election Commision. Descriptive statistic is used to describe spatial distribution of decentralization in primary education system and distribution of primary education access. The results show there are districts disparities in decentralization of primary education system and primary education access especially between district within Java islands and Papua islands. The results highlight the need to improving decentralization performance to achieve universal primary education in Indonesia, particularly within districts outside Java islands. Improving bureaucracy capacity particularly teachers is important to improve decentralization performance in primary school access.

Abstract

Indonesian bureaucracy reform has been widely implemented since 1997. However, the reform is still not able to eradicate the bureaucratic corruption culture. This paper proposes sufi governance approach as an alternative approach to reform corruptive culture within Indonesia’s bureaucracy. This approach relies on true monotheisme which is used to strengthen internal control system in poor bureaucracy contexts. The basic argument in this approach is that monotheism is true and therefore bureaucrats in charge of serving the community should carry out their duties in a comprehensive manner. As which ones have been listed in the code of ethics of the bureaucracy. In this approach, bureaucrats should see the task as a trust rather than a means to accumulate wealth and depriving the people they serve.

Abstract

Dalam ilmu administrasi publik, kehadiran paradigma New Public Management diproyeksikan dapat memberikan solusi terhadap kompleksitas permasalahan sektor publik. New Public Management menawarkan gagasannya untuk meningkatkan kinerja sektor publik dengan transformasi spirit kinerja sektor swasta yang mengutamakan nilai efektivitas dan efisiensi. Dalam konteks birokrasi Indonesia, peluang penerapan New Public Management cukup strategis mengingat adanya dukungan secara politik melalui kebijakan-kebijakan reformasi birokrasi yang terus didengungkan pemerintah. Namun realitasnya, ternyata masih jauh dari harapan, karena terkendala dengan mental aparatur birokrasi, kultur kerja organisasi yang tidak efektif, model kepemimpinan yang kurang kreatif dan komitmen untuk melakukan perubahan sebagaimana diharapkan dalam reformasi birokrasi yang menjadi tuntutan publik.

Abstract

This study aims to find out the public procurement process before and after the implementation of e-procurement in Magelang City Government and to assess whether the implementation of e-procurement has been or not improved in Magelang City Government.  This study investigates cost efficiency, time efficiency and other aspect of  efficiency in comparison with conventional procurement. This comparative study is useful to explain the procurement process before and after the implementation of e-procurement.  The implementation of public procurement using e-procurement is more efficient compared with conventional procurement.  There are problems that hinder the process of public procurement. The problem in the implementation of procurement in Magelang City is human resources.  These problems prevented improvements in procurement in Magelang City.

Abstract

Fenomena penyebaran HIV/AIDS di Kabupaten Malang merupakan sebuah permasalahan yang tidak bisa dianggap remeh, terlebih dengan adanya jumlah kasus HIV/AIDS yang meningkat drastis setiap tahunnya. Pada data terakhir menyebutkan bahwa saat ini penyebaran HIV/AIDS di Kabupaten Malang telah merata di semua Kecamatan, hal ini tentunya memicu tanda tanya besar karena sejak tahun 2008 Kabupaten Malang telah memiliki kebijakan khusus yang mengatur tentang penanggulangan HIV/AIDS yang tertuang dalan Perda Nomor 14 Tahun 2008. Dengan adanya kebijakan yang mengatur tentang penanggulangan HIV/AIDS di Kabupaten Malang, memunculkan pertanyaan yaitu bagaimanakah implementasi kebijakan penanggulangan HIV/AIDS berdasarkan Perda Nomor 14 Tahun 2008 tentang penanggulangan HIV/AIDS di Kabupaten Malang.

Abstract

Penerapan dari Pasal 37 Ayat (1) UUJN mengatur perihal kewajiban seorang notaris memberikan pelayanan hukum secara gratis terhadap orang miskin  karena anggapan dan keyakinan notaris, maksudnya notaris harus memiliki pemahaman nyata  dan batin tentang bantuan gratis yang diperuntukkan terhadap orang miskin. Hal-hal yang menjadi penghambat pemberian bantuan hukum oleh notaris atau kendala yang dihadapi adalah: 1) Sebab mayoritas masyarakat awam tidak mengetahui tentang adanya Undang-Undang Jabatan Notaris terutama pemberian batuan hukum gratis kepada orang miskin, 2) minimnya pengawasan oleh MPD, MPW, dan MPP, 3) Belum ada batasan pasti tentang pemberian bantuan hukum secara gratis untuk masyarakat miskin.

Abstract

The complexity of the land problem is an unresolved issue. The fact that the amount of land is fixed, while the need for physical development is increasing as the increase in population leads to inevitable social conflict. One of the causes of social conflict is the conflict of interest between the government that needs land for the construction of various infrastructure and the people who want to retain the rights to the land it owns. Therefore, it is necessary to revise the land policy that leads to the integrated state land asset mechanism that can accommodate the needs of the government and the right of the people as the owner of the land rights simultaneously, so that social justice for all Indonesian people can be realized. Implementation of the land bank concept as a means of integrated state land assets management can be a solution in overcoming the land crisis for development.
