Abstract

Brawijaya University is trying to be an educational institution that provides the best public service in various aspects. One of them is the medium of e-complaint. E-Complaint is a facility that serves complaints in the form of information and communication technology which are accessible at anytime and anywhere. The responses of the complaints can be re-accessed through the UB website (http://e-complaint.ub.ac.id). E-complaint is the inexpensive and efficient media serving complaints. In this research, a qualitative approach was used by the researcher. Based on the results of the questionnaire given to the academic community in the Faculty of Mathematics and Natural Sciences, this research found different understandings of the existence of UB e-complaint facility. The findings showed that of the 100 students who filled out a questionnaire, only 23% students were aware of the e-complaint facility, and only 4% students have used the facility, as well as, of the 30 university staffs who filled out a questionnaire, 83.33% staffs knew the facility, but only 13.33% staffs have used it, similarly, of the 27 lecturers who filled out the questionnaire, 100% were aware of the e-complaint facility, but only 18.52% lecturers have used it.

Abstract

Metode penelitian ini menggunakan pendekatan kualitatif. Penelitian ini bertujuan untuk menjelaskan upaya pengembangan kompetensi aparatur yang dilakukan oleh Badan Perencanaan Pembangunan Daerah Provinsi Kalimantan Barat serta menganalisis faktor  pendukung dan faktor penghambat upaya pengembangan kompetensi aparatur tersebut. Hasil dari penelitian ini menunjukkan bahwa Badan Perencanaan Pembangunan Daerah Provinsi Kalimantan Barat melakukan upaya pengembangan kompetensi aparatur melalui tiga metode pembelajaran, yaitu pendidikan, pelatihan dan pengembangan. Faktor pendukung dari upaya pengembangan kompetensi aparatur diantaranya yaitu motivasi aparatur yang tinggi dan adanya jenjang karier yang jelas, sedangkan faktor penghambatnya yaitu kurangnya komitmen pimpinan, penempatan aparatur yang kurang sistematis dan koordinasi antar lembaga terkait belum berjalan dengan baik.

Abstract

Tujuan utama dari penelitian ini adalah untuk menganalisis efektivitas pelaksanaan e-complaint, dan untuk mengetahui kendala-kendala yang dihadapi dalam implementasi. Teori yang digunakan adalah teori pelayanan publik. Penelitian ini dirancang dengan metode deskriptif kualitatif, data dikumpulkan melalui wawancara, dokumentasi dan metode observasi. Hasil penelitian ini menunjukkan bahwa: pertama, implementasi e-complaint UB secara keseluruhan sudah berjalan cukup efektif, baik dari segi input, output maupun produktivitas. Meski dari segi prosesnya masih belum optimal. Kedua, ada beberapa kendala yang dihadapi dalam penerapan e-complaint. Yang terbagi menjadi dua, internal dan eksternal. Hambatan internal meliputi: sumber daya manusia, jaringan internet, dan biaya pemeliharaan aplikasi e-complaint. Kendala eksternal meliputi: kurangnya umpan balik dari pengguna layanan dan pola pikir penyedia layanan dan pengguna layanan yang kurang mempertimbangkan pentingnya e-complaint.

Abstract

This study uses a qualitative approach, which aims to describe the implementation and results of capacity development in the framework of public services at the UPTD Laboratorium Lingkungan, using the dimensions of Grindle 1997. The result of this study indicate that the UPTD Laboratorium Lingkungan carries out under dimensions, human resources, organizational strengthening and institutional reform. Capacity building is an increase in competence, availability of facilities and infrastructure, organizational structure. Supporting factor of the capacity building of this environmental laboratory are developing industrialization in Pasuruan regency, strengths and weaknesses recognation, leadership support and joint commitment, and concern among members. On the other hand, the inhibiting factors are the number of human resources, budget, and chanes in government policies.

Abstract

The growing trends in the conservation forest management opens up opportunities for the use of ecosystem services. Indonesia has 54 national parks that can be utilized for generating incomes as well as conserving the biodiversity to eliminate the financial gap of national park management. To support the financial needs of national park management, the Government of Indonesia needs to regulate the potential ecosystem services, improve the service delivery to the stakeholders, and consider new ecosystem services in addition to invite new investors and/or new grants and implement the economic instruments of environment.

Abstract

This study explored the relationship between the local government and the external stakeholders in the frame of the administrative performance information publication. The research findings show that poor practices of administration and the lack of social activism have kept the information asymmetry and goal conflict in existent. In addition, instead of making effort to overcome information asymmetry and goal conflict, the stakeholders preferred to exit the relationship. This is an exploratory single case study in the context of Wajo, a locale area with a long history of a moral system and democratic practices since the fifteenth century.

Abstract

This study discussed the implementation of Self-sufficient seeds village program in Mempawah Regency, West Kalimantan as an effort of the Government to develops seeds independency in villages and able to provide quality seeds.  The study conducted using descriptive qualitative approach using the program implementation theory by David C. Korten.   Respondents were composed of participant and non-participants farmers of the Self-sufficient seed villages program.  The results showed that in terms of three elements of program content and context of Implementation on supports the program implementation were running well.It is important to observe the sustainability of this program at the end of it farmers would then be able to produce high quality seeds continuously with or without government programs.

Abstract

Drawing on a case study, we examine urban poverty reduction at the level of subdistricts in Indonesia, focus in Wirobrajan subdistrict in Yogyakarta City. This study frames two research questions. Firstly, what is the present status of the implementation of the KUBE program in Wirobrajan, Yogyakarta. Secondly, what are the constraining factors on implementing the KUBE program? Result shows that the implementation of Joint Business Group (KUBE) Program in Wirobrajan Sub-District, Yogyakarta Municipality has not been well implemented. There are six constraint factors to contribute to the failure of the KUBE implementation in reducing the urban povertion in Yogyakarta City. Likewise, Of the 31 groups formed, only 17 active groups remain while 14 other groups are inactive or dispersed. This study suggests that in the selection of business types, they should be in accordance with the skills and abilities of the KUBE member and adjust those needs with the surrounding community’s needs. Be more selective in choosing group leaders, the individual must have strong leadership ability. Moreover, training should be available for KUBE members and also for Mentors, create proper reward and punishment, increases the number of Mentors and forms teams to monitor and supervise the development of the KUBE program

Abstract

Currently, many countries in the world have been implemented decentralization for its water resources management. It is convinced that decentralization can improve people welfare and reach sustainable water resources. Since the last two decades, Indonesia has been performed decentralization for managing water resources. However, some problems related to water management still exist such as flood, drought, and ego sectoral among stakeholders. Cisadane river basin as one of national strategic river basin faced the fastest growing population and land conversion function in Indonesia. Some conflicts occurred not just between people in upstream and downstream area but also among stakeholders. This research is a case study descriptive study with a qualitative approach. Using Grindle model, we analysed the performed of the decentralization and elaborated the supporting and constraining factors in the implementation. As a result, in general, application of decentralized water resources management based on integrated water resource management principles at Cisadane river basin has been running well. Nevertheless, some problems related communication and collaboration among stake holders, public participation, and budget are the main issues of decentralized water resources management in Indonesia and can hamper the policy to reach its goals.

Abstract

The development of rural tourism is estimated can led to a new dimension of sustainable development. The government of Indonesia has made some efforts to realize the target of increasing the countrys foreign exchange income with digital tourism, rural tourism homestay, and air connectivity. Regarding this target, community participation is needed to become the main subject of rural tourism. However, the development of rural tourism in Indonesia still encounters various obstacles such as lack of promotion and innovation in programs. Using qualitative method, author explore the barriers, facilitators and how to overcome challenges within the sustainable rural tourism development in Kalibiru village, Yogyakarta Special Region, Indonesia.
