Abstract

In 2014 Indonesian government enacted a hybrid performance appraisal system that evaluates both civil servants’ behaviors and annual targets (SKP). Under qualitative method, the paper tries to examine the practice of this new performance appraisal system by observing the case of Banyumas Regency. Data are collected from interviewing personnel in Banyumas Civil Service Agency (BKD Banyumas) and official documents. This paper focuses on the strategies used by the government to implement the system and the constraining factors of the implementation. The finding shows that the appraisal system emerges problems such as inflexible individual targets, complexity of procedures, bias and less reliable results, and lack of appreciation for performers. Therefore it can be concluded that the system has many weaknessess that lead an unfair and unreliable evaluation.

Abstract

This article aims to analyze the paradigm shift in the government bureaucracy organizations culture of innovation. In fact, innovation has given a change space and also has a real value in the culture of government organization. This can be proved by the countries in the Asian region continuously make the country become more advanced in their environment. This concept would affect bureaucratic reform in the context of Indonesia. Innovation in the cultural role of bureaucratic organization aims to improve the performance in public services optimally by not changing its identity as professional waiters, which also means changing the mindset of the bureaucratic apparatus more open and adapt to change circumstances within the bureaucracy and as a result of the higher development of science and technology science.

Abstract

Generally, Financial and Business Management Unit (UPKu) is an unit based on local economic empowerment management that partner with village government. The research aims to describe and analyze the capacity building strategy of Financial and Management Unit (UPKu). The study applied interactive model of data analysis from Seidel. The result of the study showed that the strategy to gain capacity of UPKu conducted through three ways, namely human resource development, rural potential development and infrastructure development. Result of research showed that inadequate of fund and capacity of human resources that still low are the problems faced in implementation the strategy.

Abstract

The remuneration policy is a policy issued by the central government to give awards to civil servants on the professionalism of the work done. Remuneration is based on performance appraisal that is the target of employee and workplace behavior. This study aims to describe and analyze the implementation of the remuneration policy to improve the performance of civil servants at the Faculty of Social Sciences, State University of Malang, and to describe and analyze the factors that affect the implementation of the remuneration policy to improve the performance of civil servants at the Faculty of Social Sciences, State University of Malang. The results showed that the implementation of the remuneration policy at the Faculty of Social Sciences, State University of Malang can improve the performance of civil servants because the remuneration is based on the workload and responsibilities of employees. There are supporting factors and obstacles in the implementation of remuneration policies that affect the policy implementation process.

Abstract

This study aimed to describe, analyze budget planning and to identify, analyze the supporting and obstacle factors of the Public Service Agency/ BLU pattern usage from good governance perspective. It used qualitative approach case study. The obstacle factors are incompetent human resource on IT, lacking knowledge on the budget cycle, unclear manual procedure, and short time budgetmaking. Supporting factors are Rector’s program, increase graduate and decrease undergraduate students number, leader motivation on budget planning, and convenient facilities.

Abstract

This study aims to analyze the development of electronic government which is increasingly prevalent in local governance in order to realize smart city. Smart city is a manifestation of a city that provide excellent public services for the community, and create openness to the public by relying on the power of ICT. The concept of smart city has six indicators, namely smart governance, smart economy, smart live, smart living, smart people, and smart mobility. The object of this research is the development of electronic government in the Local Government of Malang City.

Abstract

Sejak berlakunya Undang-Undang Nomor 28 Tahun 2009 tentang Pajak Daerah dan Retribusi Daerah, Pajak Bumi dan Bangunan Perdesaan dan Perkotaan   (PBB-P2) murni menjadi salah satu jenis pajak daerah yang dikelola oleh pemerintah kabupaten/kota. Adanya peluang penerimaan Pendapatan Asli Daerah (PAD) dari sektor PBB-P2 tersebut mengharuskan pemerintah kabupaten/kota untuk melaksanakan langkah-langkah optimalisasi agar anggaran yang digunakan tetap efisien tetapi terdapat peningkatan dalam penerimaan PAD. Optimalisasi merupakan sebuah upaya terbaik yang harus dilakukan untuk meningkatkan realisasi PAD. Tentunya terdapat sebuah proses perencanaan dan persiapan yang harus disusun agar tercipta sebuah program kegiatan yang optimal. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang harus dipersiapkan dan strategi yang direncanakan untuk meningkatkan realisasi PBB-P2. Pendekatan yang dilakukan adalah kualitatif dengan metode studi kepustakaan. Hasil penelitian menunjukkan bahwa terdapat beberapa faktor yang harus dipersiapkan secara efektif dalam mengelola PBB-P2, yaitu peraturan daerah sebagai landasan hukum, sumber daya manusia, sarana prasarana, serta ketersediaan anggaran. Selain itu, strategi yang harus dilakukan untuk meningkatkan realisasi PBB-P2 adalah dengan melakukan upaya pemetaan NJOP bumi, updating data objek pajak, melaksanakan pelayanan prima, penagihan terstruktur, dan sosialisasi secara menyeluruh.

Abstract

Lecturers as professional workers are required to improve their productivity through four aspects, they are: (1) implement leadership and teaching, (2) conduct research, (3) carry out community service and (4) lecturers’ activities support. Empowerment implies that the potential within every lecturer can be used optimally. This research is conducted with 107 lecturers in University of Brawijaya. Data is analyzed through path analysis to prove the correlation between the leadership with the productivity of lecturers mediated by empowering of lecturer. The results of this research is the leadership and empowerment significantly effect the productivity of lecturers. Lecturers’ empowerment proven able to mediate between leadership with lecturers’ productivity.  The Quality of Implementation of Identity Card Service (KTP-el) in Pasuruan Regency generally assess the performance of the service is still not as expected, this can be seen among others from the many complaints or complaints from the public either through Mass Media or electronic media, also through Media Social such as facebook, whats app and so forth including through website Dispendukcapil Complaint Pasuruan regency as related to procedure and mechanism of service which less, not transparent, less informative, less accommodative, limited facilities, facilities and infrastructure services, the bureaucratic structure that is perceived Entangled in procedures in the issuance of Electronic Identity Card (KTP) which takes a long time and there is no certainty when it happens, so a lot of electronic Card Identity Card (KTP) file that has not been completed or has not been months, server with application system Which is often problematic, lack of socialization so as not to guarantee the certainty of time and there are still many illegal levies (pungli) and actions that are indicative of irregularities and corruption (KKN). The Quality of Electronic Identity Card (KTP) Service at the Population and Civil Registry Office of Pasuruan Regency which currently has Technical Implementation Unit (UPT) Dispendukcapil in the sub-district is still not known clearly the existence, because it can not provide maximum service in accordance with Community expectations, such as the above-mentioned community complaints. Therefore, there is a need for an in-depth study on the Quality of Implementation of Identity Card (KTP) of Population and Civil Registration in its service system through Technical Implementation Unit (UPT) of the Department of Population and Civil Registration of the Sub-District.This research was conducted at Technical Implementation Unit (UPT) of Population and Civil Registration Agency of Sub-District with the purpose and intention to know the Quality of Public Service in Population and Civil Registry, especially the service of KTP-electronic through the Technical Implementation Unit (UPT) of the Department of Population and Civil Registration of Sub- , The actors involved in providing the services and knowing the supporting and inhibiting factors affecting the electronic identity card service (KTP). The research method used is Qualitative Method with descriptive research with the technique of digging Information through informant through in-depth interviews either directly or indirectly supported by data contained in the form of Intrument Questionnaire Data Population or Population is the distribution of questionnaires on 50 users of users of Card services Electronic Identity Card (KTP) that conducts electronic subscription card (KTP) application through the Technical Implementation Unit (UPT) of the Department of Population and Civil Registration of Sub-District.From the results of this study it can be seen that the Quality of Implementation of Electronic Identity Card (KTP) services ranging from how the public knows the information electronic identity card (KTP) service mechanism, procedures and mechanisms of making or issuing electronic ID Card (KTP) , All of which are through the Technical Implementation Unit (UPT) of the Department of Population and Civil Registration of the Kecamatan. So hope is the creation of the implementation of demographic services, especially electronic identity card (KTP) is good, fast, precisely what is expected by the community.

Abstract

This paper examines model of task sharing in community based healthcare within SMARThealth program in Sidorahayu village Malang East Java Indonesia. A single case study was applied to explore task sharing model from health workers to non health workers in health screening for risks of cardiovascular disease. Indepth interviews were conducted to 10 key informants between January to May 2018. The findings show that task sharing model occurs within a health facility in which non health workers can provide services with adequate competency and quality. Responsibilities in health screening is delegated to lower level health service providers so that it can effectively reach consumers. The results sugests that task sharing model provides an alternative model for solving low number and distribution of health workers in rural areas in providing health screening for cardiovascular risks.

Abstract

Peran Universitas dalam menunjang internasionalisasi ini dianggap perlu untuk dilaksanakan karena isu internasionalisasi merupakan salah satu dampak globalisasi dunia, tidak hanya dalam bidang teknologi informasi tetapi juga dalam bidang pendidikan. Universitas Brawijaya telah berkomitmen untuk menjadi universitas berkelas dunia melalui kebijakan-kebijakannya untuk menunjang tujuan Universitas Brawijaya menjadi World Class University. Untuk menuju tahap tersebut, kebijakan internasionalisasi yang diambil oleh UB harus benar-benar setap sasaran. Penelitian ini bertujuan untuk mendeskripsikan evaluasi pelaksanaan kebijakan internasionalisasi dan kendala pelaksanaannya di Universitas Brawijaya. Hasil dari penelitian ini menunjukkan bahwa penilaian terhadap pelaksanaan kebijakan internasionalisasi UB dari segi input, proses, dan output mengindikasikan masih belum efisiennya pelaksanaan kebijakan tersebut karena belum seimbangnya input, proses, dan hasil yang diperoleh. Sementara beberapa kendala juga ditemukan dalam proses internasionalisasi tersebut.
