Abstract

Abstrak: Partisipasi Masyarakat Dalam Perencanaan Pembangunan Daerah Di Bidang Kesehatan. Hasil Penelitian tentang partisipasi masyarakat dalam PNPM Mandiri Perdesaan bidang kesehatan di Kecamatan Lebatukan, menunjukkan bahwa masih rendahnya kualitas partisipasi dan proses perencanaan kegiatan di bidang kesehatan. Ada tiga (3) faktor yang mendukung antara lain; Aspek Dukungan Politik Pemerintah Daerah, Aspek swadaya masyarakat, Aspek kemauan masyarakat untuk hidup bersih dan sehat. Ada 8 (delapan) faktor penghambat antara lain; Aspek mata pencaharian masyarakat miskin, Aspek sumber daya kesehatan, Aspek kepesertaan dalam perencanaan kegiatan, Aspek Pendekatan perencanaan , Aspek Sarana dan prasarana perencanaan kegiatan, Aspek Koordinasi perencanaan kegiatan, Aspek Ekonomi Masyarakat, Aspek kelembagaan, ketatalaksanaan dan Pelaku PNPM Mandiri Perdesaan Bidang Kesehatan. Kata Kunci : Partisipasi, Perencanaan, Pembangunan Daerah, Kesehatan.     Abstract: Public Participation in Local Development Planning in the Health Sector. Result of research about community participation of PNPM Mandiri Pedesaan at health sector at Lebatukan Subdistrict has indicated the lowering of quality, participation and planning of activity at health sector. Three (3) factors are supporting PNPM Mandiri Pedesaan, such as: (1) political support from local government, (2) self-supported community, and (3) community willingness to life clean and healthy. There are eight (8) factors constraining this Program, which are:  (1) subsistence of poor community, (2) health resource, (3) participation in the planning, (4) approach to planning, (5) structure and infrastructure of planning, (6) coordination of planning, (7) community economic, and (8) organization, order of conduct, and actor of PNPM Mandiri Pedesaan at health sector.   Keywords: Participation, Planning, Local Development, Health

Abstract

Abstract: The influence of implementing the human resource training plan, and participate in arranging the budget towards the quality of public service. The arrangement of management and service in the hospital must be developed in order to serve better service which depends on the satisfaction of the employee by giving bonus, incentive, and remuneration. This study was conducted by using quantitative method as follows: double linear regression, using the computer application program SPSS 15.0 version. The sample were used were 80 people and it conduct by simple random sampling. In addition, a quantitative and qualitatif description  was completed to show that this study was accurate. The result of this study The Process of Human resource training  Implementation towards the public service that influenced the patient (customer) was already good which mean always want to change to reach the ISO standard whether from the physical facility, service and also the budget which was enough to development.  If we measure in quantitative variable (x1) the result from test t was 10.64 and variable (x2) the result from test t was 9.833. The result of simultaneous between variable (x1) and variable (x2) towards (y) gave positive influence and significant. Key words: MSDM, Development Planning, Quality of Public Service. Abstrak: Pengaruh implementasi rencana pelatihan sumber daya manusia dan partisipasi penyusunan anggaran terhadap kualitas pelayanan publik. Penataan manajemen dan pelayanan pada rumah sakit harus terus berkembang demi tercapainya pelayanan rumah sakit yang baik, disesuaikan dengan kepuasan karyawan dengan memberikan tunjangan, insentive, dan remunerasi. Penelitian ini menggunakan metode kuantitaif  yaitu : regresi linier berganda, menggunakan program aplikasi komputer SPSS versi 15.0. menggunakan sample sebanyak 80 orang, yang ditarik secara acak sederhana (Simple Random Sampling) ditambah dengan deskriptif kualitatif untuk menunjukkan penelitian ini lebih akurat. Hasil penelitian ini Proses Implementasi pelatihan Sumber Daya Manusia terhadap Kualitas Pelayanan Publik yang mempengaruhi Pasien ( Customer ) sudah baik dalam artian selalu ingin berubah untuk memenuhi standar ISO baik dari fasilitas fisik, pelayanan serta anggaran yang mencukupi dalam pelaksanaan pembangunan. Jika diukur dalam kuantitatif variabel (x1) mendapatkan hasil dari uji t sebesar 10,648 dan variabel (x2) mendapatkan hasil uji t sebesar 9,833. maka hasil simultan antara variabel (x1) dan variabel (x2) terhadap (y) berpengaruh positif dan  signifikan.   Kata Kunci: MSDM, Perencanaan Pembangunan, Kualitas Pelayanan Publik.

Abstract

Abstract: Hospital’s Role In Implementing 30-Baht Program For Health Security In Chonburi Province, Thailand. The 30-Baht-program in Thailand has a good trend at the first stage to cover healthcare for Thai people in reaching health security, but currently it faces difficulties of service delivery in lower level: hospital. This is a qualitative approach study to investigate the obstacles in Chonburi Province. A series of interview with selected informants and observation to two hospitals describes the policy implementation, confirms the role of hospital, and the public’s perspective about the issue. The data shows that hospital deals the complicated administration, high tendency for visiting hospital for minor sickness since it is low cost, and many patients agree of improving healthcare service. It is recommended to Thai Government to simplify the administration work, to reexamine budget necessity, and to listen to the public in evaluating the policy. Key words: policy implementation, health security, 30-Baht-program, Thailand   Abstrak: Peran Rumah Sakit Dalam Menerapkan 30 Baht Program Untuk Keamanan Kesehatan Dalam Chonburi Province, Thailand. Kebijakan 30-Baht di Thailand menunjukkan perkembangan yang baik pada awal penerapannya untuk menyediakan layanan kesehatan bagi masyarakat Thailand sehingga mewujudkan health security. Namun keadaan terkini memperlihatkan bahwa ada beberapa hambatan dalam pemberian layanan kesehatan, terutama pada level terbawah, yaitu rumah sakit. Ini adalah studi dengan pendekatan kualitatif untuk meneliti implementasi kebijakan 30-Baht tersebut di Chonburi Province. Serangkain wawancara kepada informan tertentu dan observasi pada dua rumah sakit terpilih telah dilakukan untuk mendapatkan gambaran implementasi kebijakan ini, mengetahui peran rumah sakit, dan mendapatkan sudut pandang publik terhadap masalah terkait. Data menunjukkan bahwa rumah sakit menghadapi kesulitan dalam hal administrasi, ada kecenderungan yang tinggi untuk berobat hanya untuk sakit ringan, namun juga banyak yang setuju adanya peningkatan layanan kesehatan. Abstract

Abstract: Participatory Planning Of Green Area For Hatyai City Municipality, Thailand. The aim of this academic research is to recommend participatory planning of green area to Hatyai City Municipality, by addressing (1) what is plan of Hatyai City Municipality in relation to green area? (2) how many green areas are available under Ministerial Regulation B.E. 2543? and (3) how is public opinion about the availability of green areas and participation for planning of green areas? Referring to the internal documents, the plans of Hatyai City Municipality in relation to green area are the concept of city in the garden and the development of Hatyai Park. The analysis of vector data capture informs that there are 2.35 km2 green areas available in Hatyai City; with the most green areas is para rubber. Public parks are also available in Hatyai City; where Sri Phu Wa Natch Resevoir Park is the central distribution. The survey finds that most of the citizens of Hatyai City think that the availability of green areas in Hatyai City is not enough. Those who think that the availability of green areas is not enough would ever participate in planning for green areas in Hatyai City. Participatory planning of green area, therefore, may be proper for Hatyai City Municipality. Keywords: green area, planning, participatory

Abstract

Abstract: Understanding Land-Use Change Driving Forces Of Sub-Urban Area In Bantul Regency, Yogyakarta. In sub-urban areas, the conversion of agriculture land to housing land-use is high annually. By allowing the trend continues the long term impact will be a gradual loss of farmland to a major extent. This research investigated land-use change during 2000 until 2012 of two sub-districts in Bantul Regency as a study case. By using remote-sensing images, land-use maps were created and analyzed. Other essential documents and interview in qualitative approach provided data to investigate the driving forces. This study found that the areas closer to the city experienced rapid and wide changed of wetland agriculture than rural areas. The most frequent and large alteration was from wetland agriculture to housing. The local regulations and population growth were among the drivers. It is recommended to determine land-use policy of other sub-urban areas for anticipating. Pada kawasan sub-urban, perubahan tata guna tanah (TGT) dari pertanian menjadi non-pertanian sangat tinggi tiap tahunnya, yang mengakibatkan hilangnya tanah pertanian secara signifikan. Riset ini meneliti perubahan TGT periode 2000-2012 di dua kecamatan di Kabupaten Bantul. Dengan menggunakan citra penginderaan jauh, dibuat peta perubahan TGT dan dianalisa. Dokumen lainnya dan wawancara dengan pendekatan kualitatif dilakukan untuk mengetahui faktor pendorong perubahan itu (driving forces). Hasil temuan menunjukkan bahwa daerah yang lebih dekat dengan kota mengalami perubahan yang lebih cepat dan lebih luas dari tanah pertanian menjadi non-pertanian. Peraturan daerah dan pertumbuhan penduduk ada di antara faktor pendorongnya. Direkomendasikan untuk menerbitkan peraturan daerah tentang pengaturan TGT sub-urban lainnya untuk antisipasi. Abstract

Abstract: Crediting Joint Mechanism Analysis (JCM) As A Potential Source Of Funding Climate Change In Indonesia: A Case Study Proposal JCM Japan. As the Clean Development Mechanism does not work effectively to be a climate change financing mechanism, Japan proposes a more specific scheme namely the Bilateral Offset Crediting Mechanism (BOCM) or Joint Crediting Mechanism (JCM) for Indonesia. Through the JCM, Japan provides a huge amount of money to fund some climate change mitigation projects as well as advanced technologies aiming to reduce the greenhouse gas emissions. This paper tries to analyze the benefits and drawbacks of Japan JCM proposals to Indonesia. It provides both the advantages and disadvantages of the proposals in the context of Indonesia’s reduction emissions target. The paper concludes that Indonesia should take into consideration the proposals very carefully to avoid some leakages and losses. It recommends that the government of Indonesia must ensure that the proposals must be fair to have impacts on Indonesia’s emission reduction target. Abstrak: Analisis Joint Crediting Mechanism (JCM) Sebagai Potensi Sumber Pembiayaan Perubahan Iklim Di Indonesia: Studi Kasus Proposal JCM Jepang. Semenjak  Mekanisme Pembangunan Bersih (Clean Development Mechanism) tidak bekerja secara efektif untuk menjadi mekanisme pembiayaan perubahan iklim, Jepang mengusulkan skema yang lebih spesifik yaitu Bilateral Offset Crediting Mechanism (BOCM) atau Joint Crediting Mechanism (JCM) untuk Indonesia. Melalui JCM, Jepang memberikan sejumlah besar uang untuk mendanai beberapa proyek mitigasi perubahan iklim serta teknologi canggih yang bertujuan untuk mengurangi emisi gas rumah kaca. Penelitian ini membahas kelebihan dan kelemahan dari proposal Jepang terkait JCM ke Indonesia. Dalam tulisan ini  dianalisis tentang kelebihan maupun kekurangan dari proposal JCM Jepang dalam konteks target pengurangan emisi gas rumah kaca di Indonesia. Metodologi yang digunakan dalam penelitian ini adalah metode analisis deskriptif. Data yang dipakai adalah data sekunder berasal dari lembaga-lembaga pemerintah dan swasta baik dari dalam dan luar negeri. Kesimpulan dari penelitian ini menyatakan bahwa Indonesia harus mempertimbangkan proposal tersebut dengan sangat hati-hati untuk menghindari kebocoran dan kerugian bagi kepentingan nasional. Penelitian ini merekomendasikan bahwa pemerintah Indonesia harus memastikan proposal memiliki dampak terhadap target pengurangan emisi di Indonesia. Abstract

Abstract : Management Strategy Implementation Programme for Integrated Food in North Central Timor. The implementation of Food Work Compact Program is the answer to the problems of poverty and powerlessness of rural community at North Timor Tengah District. It is true that the government attempts to do a strategy management for this Food Work Compact Program with innovative, creative and committed to work system. To understand this situation, qualitative descriptive research method is used. The objective of research is to describe and to analyze the strategy management of the implementation of Food Work Compact Program at North Timor Tengah District. The findings indicate that the strategy management of the implementation of Food Work Compact Program is lack of coordination, especially in the making of terraced planting field. Innovative and creative work system in Food Work Compact Program is hardly accepted by the community because it is considered as excessive workload and therefore the commitment of community to the implementation of Food Work Compact Program is relative less. Therefore, the local government must properly do the strategy management of the implementation of Food Work Compact Program by building more intensive coordination and developing competitive work system either with the implementing officer and the community as the field implementer of Food Work Compact Program. Keywords: Strategy Management, The Implementation of Food Work Compact program. Abstrak: Manajemen Strategi Pelaksanaan  Program Padat Karya Pangan Di Kabupaten Timor Tengah Utara. Pelaksanaan program Padat Karya Pangan untuk dapat menjawab permasalahan kemiskinan dan ketidakberdayaan masyarakat desa di Kabupaten Timor Tengah Utara . Dengan Program Padat Karya Pangan pemerintah berusaha memenej strategi kegiatan tersebut dengan  sistem kerja yang inovatif, kreatif dan berkomitmen . Untuk mengetahui kenyataan tersebut  metode yang digunakan dalam penelitian ini yakni deskriptif kualitatif dengan  tujuan penelitian  yakni : mesdeskripsikan dan menganalisa manajemen strategi pelaksanaan Program Padat Karya Pangan di Kabupaten Timor Tengah Utara. Hasil temuan menunjukkan bahwa : dalam memenej strategi pelaksanaan Program  Padat Karya Pangan terjadinya kurang koordinasi dalam pembuatan terasering, sistem kerja yang inovatif dan kreatif dalam Padat Karya Pangan sulit diterima masyarakat sebab dilihat  sebagai beban kerja, sementara komitmen masyarakat kurang diwujudkan dalam pelaksanaan Program Padat karya pangan. Karena itu  Pemerintah Daerah perlu memenej strategi pelaksanaan Program Padat Karya Pangan dengan membangun koordinasi lebih intensif dan membangun sistem kerja yang kompetitif baik oleh aparatur pelaksana maupun masyarakat yang melaksanakan program Padat Karya Pangan.   Kata kuncinya : Manajemen strategi, pelaksanaan Padat Karya Pangan.

Abstract: Implementation Of Strategic Management In The Regional Secretariat Malang. This research studies strategic management implementation by Malang Municipality Local Secretariat from 2009 to 2011 through its functions and duties in coordinating and policy-making, using qualitative method through interviews and documentary study. This research mainly focuses on strategic management formulation and implementation by Malang Municipality Local Secretariat. The Local Secretariat’s Strategic and Work Plans derive from Sections’ Strategic and Work Plans, referring to their main duties and functions. Strategic thinking and strategic planning process as the initial forms of strategic management, doesn’t occur. In case of the implementation success according to its relevance with laws and regulations, strategic management is successfully performed by Local Secretariat due to its accordance with regional and national laws and regulations.   Keywords: Strategic Management, Main Duties And Functions, programs, activities. Abstraksi: Implementasi Manajemen Strategis Di Lingkungan Sekretariat Daerah Kota Malang. Penelitian ini mencermati pelaksanaan manajemen strategis oleh Sekretariat Daerah Kota Malang periode 2009-2011 melalui tugas dan fungsinya dalam bidang koordinasi dan penyusunan kebijakan, menggunakan menggunakan metode deskriptif kualitatif melalui wawancara dan studi literatur. Fokus penelitian ini terutama terletak pada perumusan dan formalisasi manajemen strategis Sekretariat Daerah Kota Malang, beserta implementasinya. Renstra dan Renja Sekretariat Daerah Kota Malang berasal dari Renstra dan Renja masing-masing Bagian di lingkungan Sekretariat Daerah Kota Malang, dengan mengacu pada uraian tugas pokok dan fungsi. Tidak terjadi pemikiran strategis (strategic thinking) dan perencanaan strategis (strategic planning) yang melahirkan manajemen strategisNamun berdasarkan kesesuaiannya dengan peraturan perundang-undangan, implementasi manajemen strategis Sekretariat Daerah Kota Malang dapat dikatakan berhasil karena telah sesuai dengan ketentuan peraturan perundang-undangan daerah maupun nasional. Abstract

Abstract This research investigates the effectiveness of local act number 15/2003 on solving the problems of city cleanliness and beautifulness in the mojokerto city. This local act is aimed to create the cleanliness and beautifulness in the mojokerto city. Cleanliness and beautifulness are kept continuely by both the city government and the community in order to achieve the good quality of living environment. This research uses a qualitative approach in collecting data through interview, observation and documentation. This study conclude that the government role in the implementation of regulation number 15 of 2003 on the cleanliness and beautifulness of the Mojokerto city is not entirely effective from the three focuses: the maintenance of the streets, public places and areas and gutter in the edge of the street; Guidance and supervision of maintenance activities by the community hygiene; and procurement, regulation and establishment of temporary and edn landfills. However the government role is effective in term of the two focuses: transportation of waste from temporary to end landfills (TPS/TPA) and utilization of waste adequately. Moreover, the role of non-government sectors from the business and community sector in maintaining hygiene parcels, village roads and drainage channels, public areas and green open spaces within the urban environment are effective. But It is not maximal yet in the mutual aid activities in every week. Keywords: public policy, effectiveness evaluation, local act, cleanliness and beautifulness Abstrak Penelitian ini mengkaji efektivitas Perda Nomor 15/2003 pada pemecahan masalah kebersihan dan keindahan kota di kota mojokerto. Penelitian ini menggunakan pendekatan kualitatif dalam pengumpulan data melalui wawancara, observasi dan dokumentasi. Penelitian ini menyimpulkan bahwa peran pemerintah 1 dalam pelaksanaan perda tersebut tidak sepenuhnya efektif dari tiga fokus : pemeliharaan jalan-jalan, tempat umum dan selokan di tepi jalan. Arahan dan pengawasan kegiatan pemeliharaan oleh kebersihan masyarakat, dan pengadaan, regulasi dan pembentukan tempat pembuangan sampah sementara dan edisi. Namun peran pemerintah yang efektif dalam jangka waktu dua fokus : pengangkutan sampah dari tempat pembuangan sampah sementara untuk mengakhiri ( TPS / TPA ) dan pemanfaatan limbah memadai. Selain itu, peran sektor non - pemerintah dari sektor bisnis dan masyarakat dalam menjaga kebersihan parsel , jalan desa dan saluran drainase , tempat umum dan ruang terbuka hijau dalam lingkungan perkotaan yang efektif . Tapi ini belum maksimal dalam kegiatan saling membantu dalam setiap minggu . Kata kunci : kebijakan publik , evaluasi efektivitas , tindakan lokal , kebersihan dan beautifulness

Abstract

Water supply service is one of public utility services of government that conforms to a purpose of the National Economic and Social Development Plan of Thailand to raise population life quality. For studying water supply service of Provincial Waterworks Authority in the case of Lampang province, the researcher sets objective, how Lampang Provincial Waterworks Authority (PWA) serves water supply system in Lampang Province, Thailand works, how Lampang Provincial Waterworks Authority (PWA), Thailand operates, and how water quality service of Lampang Provincial Waterworks Authority (PWA) in Thailand functions. The researcher uses qualitative for finding problem and complete data, and analyze with hands-on- professional management of public organizations, explicit standards and measure of performance, shift to disaggregation of units in public sector and stress on private-sector styles on management practice of NPM, in terms of good governance hold on the Royal Decree about principle and the way for good public administration Thailand 2003, participation, transparent, rule of law and value for money. Intergovernmental relations theory consists of cooperation forms among Lampang PWA and other organizations. State enterprise is to study about establishment form and role. The last term is water supply quality standard.  Finding research, Lampang PWA can reach a goal, expansion rate of new water supply increase every year, water supply quality pass WHO standard. The researcher presents some suggestion about system, operation and water quality for improve Lampang PWA working at the end of this research.
