Abstract

In the last decade, water is recognized as having economic value. However, the need to conserve water and allocate ¡t to more valuable uses has not always been evident. Meanwhile, the availability of water resources is being threatened by explosive growth of urban activities, uncontrolled industrialization, and expanding population lacking proper sanitation. Perception of drinking water as a social service probably springs from the necessity of water for life. Is has been taken for granted that all people should be guaranteed this vital water as part of their human rights. However, there is a much weaker understanding of what responsibilities and reciprocal obligations should be associated with the established rights. Responsibilities are seldom specified. Obligations of those who receive drinking water are even less clear. Mismanagement of water resources ¡s putting human health and sustainable development at risk A concern for management of water resources under increasing scarcity and societal stress, including financial constraints and with due consideration to the functioning ecosystems, ¡s a key challenge. To be more focused, this paper will only discuss about water condition and policies which affected the management of water in Bandung Basin. The existing supply and demand condition in Bandung Basin will be provided to give insight of what action should government (and other actors involved) take to overcome the water problems in Bandung Basin.

Abstract

This article is aimed at explaining the relation between urban road system and need and possibility for the development of pedestrian facilities. Literature review is conducted to formulate need and possibility for the development of pedestrian facilities. Empirical study is conducted to structure the problems of the development of pedestrian facilities, to identify the need based on the existing road system, and to formulate the possibility in the future. The results show us that the need for the development of pedestrian facilities based on the existing road system can be identified based on road functions, road network pattern, and mobility pattern. Based on these criteria, pedestrian facilities on the road system of Bandung Municipality are highly needed. However, the large space needed for pedestrian facilities and limited dimension of the right of ways (ROW) cause the limited space available for the development of pedestrian facilities. There are only several row of road on which pedestrian facilities can he optimally developed. The rests are restricted only for the main pedestrian facilities. Moreover, they have no possibility to be developed for pedestrian facilities because the roadsides are small Although the urban road system meets the criteria for the development of pedestrian facilities, ills not guaranteed that the pedestrian facilities are developed on it. This is because motive and perception towards the mode of walking also influence the development decision.

Abstract

Local Economic Development (LED) approach is an alternative for development country like Indonesia. Strategy, programe, and activity of LED have strength besides its weaknesses of the implementation. LED have five fundamental constrain in its implementation, such as politics, strategics, expertises, finance, and operational.  All of these should be concerned on its implementation, not only in formulating but also in implementing and controlling of LED programes. Some important weakness at implementation of LED are needs of thought and action commitment such as priority scale tasks, bridging gap of idea and activity, elimination gap of administrators and politician, adjustment of internal institution, and sustainability of activity. Weaknesses have to be identified from three aspects as strategic and initiatives aspect, institutional aspect, planning and implementing aspect of LED. Strength of LED that have to concerned as LED implementation signal such as policy reformation, encourage economical cooperation that profitable for backward and forward linkages, urban and rural linkage, added value of comodity and bussiness diversification. Besides, LED emerge strategic vision of economic development, role of coordination, private participation, regional perspective, creativity, and political commitment for economic development.

Abstract

After years of experiences, to day we witnesses that the practices of decentralization concept tend to be far away from its main concepts: that is to strengthen hen and develop local values through people involvement in the development process. In the names of local needs, initiatives and power, decentralization today is used as a vehicle for exploiting local resources at all cost. Destruction of traditional and vernacular spaces and territory is one of most tangible fact that we could ¡dent ij5' as' the failure of implementation of the decentralization concept. This research aims to explore and develop concepts that could be used as an opposition approach for understanding the recent practices of decentralization. The exploration is focused on what this research called as "ruang lokal/local space and territory ". The research concludes that "local s1ac and territory" should be strengthen through its three pillars: (1) spatial compound (pelapisan spasial), meaning the engagement of space, human activities, and local values, (2) typology and structure of powers, to include: spiritual, cultural, institution, kinship, and economical powers, and (3) the character of local space and territory, which appears as a product of engagement of spatial capital and social capital.
