Abstract

One of the progresses that influence the development of planning theory is caltural dynamic. Planning cannot be separated from cultural dynamic since planning has systemic dimension towards  uture view. This paper, therefore, is aimed to discuss cultural dimension as a capital that cannot be separated from planning theory whose interactions with economical functions are needed to achieving equilibrium between market rationality and social rationality. By elaborating the role of culture as a capital in planning tradition, it can be concluded that culture is a  collective programming toward a decision tahen by a community. The tradition of social learning in planning theory can explain cultural interaction as part of learning process and can explain the problem of disparity between planning theory and practice through the concept of externality.

Abstract

While in general planning concerns with social criteria and objectives, the implementation of planning often involves the introduction of new technology to regional/local communities. An important question for  successful  planning  implementation would  then  be  how  those  social criteria  and objectives  be integrated  into  technology  selection  process.  This  question  leads  us  to  a  technology governance/steering problem within the context of planning. This article addresses this problem within the context of public sector planning, by arguing for a socio-technical co-evolutionary approach. By employing the notion of translation that is central in actor-network theory, a model for empirical studies is proposed. Empirical cases are presented from which normative principles for technology governance in public sector planning can be drawn.

Abstract

This article is intended to discuss the lameness of land ownership system in our cities, and to describe the idea to cope with the lamness through the application of a program for the provision of homesteading, i.e. 'Limited Equity Cooperative Housing' using a system approach. The discussion is begun with some theoretical views capable of explaining urban poverty in the  Third  World,  i.e.  Marginai  theory,  Developmental  theory,  Dependency  theory  and  Articulatory theory. These theoretical views become the bases for the discussion on finding policies to cope with the land system in our cities which causes the impecunious group of urban people which has high proximity level to the urban activities center, cannot obtain affordable housing. The discussion began with the description about the concept of Limited Equity Cooperative Housing as an alternative. Then, discussion regarding a system approach to applying a program for the provision of homesteading through the combination of "button:-up" and "top- down" model. The discussion ends with the description of basic strategy  to  implement  the  program  by  using  General  Action  System  model  introduced  by  Taicoot Parsons. Finaly, this article ends with policy implication and conciusion.

Abstract

Revitalisation is indeed an expression of institutionai policy as direct towards  the  structure  of  political  hegemony  and  economical  policy  of  a  certain  period  of  time. Sociocultural, environment and economic aspects have been the most important elements in creating sustainable environment. In essence, as a process revitalisation is an integrated effort to bring back the vitality  of  underused  and  deteriorated  urban  areas,  while  as  a  program  it  is  a  part  of  the  urban development  approaches.  This  paper  does  not  intend  to  differentiate  the  terminology  of  renewal, rehabilitation and gentrification, but rather tries to highlight the role and position of revitalization in conjunction with renewal process. As this paper argued, each of terminology has a specific characteristic in urban development. Discussion also highlights the problem of gentrification in urban development process, which might have negative impacts in urban revitalization process. The issue of civil society and people empowerment in urban revitalization have been raised in connection with the democratization of urban planning and development mechanism.

Abstract

Increased  trafiic  volume  introduces  congestion  on  road  affecting  efficiency  of  road.  Efiiciency assessment could be defined as the comparison between current status of roads in terms of road capacity, traflic volume, geometric design, etc. And standard of roads prescribed for well-functioning of roads. Afier the opening of Rupsha Bridge in Khulna of Bangladesh, the study road gains some additional trips : the trips previously used Rupsha Ferry terminal and trips from city center people make to visit the Bridge. The burden of traffics in an urban road result congestion on it and which makes necessity of studying  whether  the  road  is  efficient  or  not  to  serve  all  its  traflic  flow.  This  study  presents  a methodological approach toward measuring efficiency of an urban road and also depicts when and how such measure might be required for an urban setting. This study conducts traflic volume, geometric design status and problem analysis to identify the problems making traffic congestion. Datasets of the road,  comparing  with  the  road  standards,  prove  the  road  as  an  ineflicient road.  The  authors  also discovered what the vehicle types responsible for such inefficiency are. They suggested with appropriate reasoning that motorized vehicles required to be eliminated from the road to have efficiency serving the residential  trips  and  additional  visitor  trips  on  the  road.  The  authors  concluded  by  designing  an alternative road for the eliminated motorized vehicles.
