Abstract

Air bersih dan sanitasi merupakan kebutuhan dasar bagi manusia yang harus dipenuhi. Selain untuk minum, air bersih juga digunakan untuk sebagian besar aktivitas sehari-hari manusia, seperti mencuci, memasak, dan lain-lain. Namun pada kenyataannya, masih banyak orang yang mengalami kesulitan untuk memperolehnya, sehingga menimbulkan berbagai persoalan di masyarakat, terutama di wilayah perdesaan. Seperti di Kabupaten Bogor misalnya, persoalan kekurangan air bersih juga terjadi di beberapa desa di wilayah tersebut meskipun Kabupaten Bogor merupakan wilayah resapan air dengan curah hujan yang cukup tinggi. Salah satu upaya yang dilakukan oleh pemerintah untuk menanggulangi persoalan tersebut adalah melalui program penyediaan air bersih dan sanitasi perdesaan. Program Water and Sanitation for Low Income Community 2 (WSLIC-2) merupakan suatu program penyediaan sarana air bersih dan sanitasi yang melibatkan partisipasi masyarakat dalam proses pelaksanaannya, mulai dari tahap perencanaan, pembangunan hingga pengelolaan. Studi ini menggunakan metode analisis deskriptif-kualitatif untuk mengetahui prospek keberlanjutan kegiatan penyediaan air bersih berbasis partisipasi masyarakat yang diinisiasi oleh Program WSLIC-2 di Kecamatan Ciawi, Kabupaten Bogor. Hasil studi terhadap ketiga desa penelitian menunjukkan bahwa prospek keberlanjutan dari tiap-tiap desa berbeda, tergantung dari karakteristik yang dimiliki dari masing-masing desa.Kata Kunci: Water and Sanitation for Low Income Community 2 (WSLIC-2), Kabupaten Bogor Clean water and sanitation are basic human needs that must be met. Besides drinking, water is also used for the majority of daily human activities, such as washing, cooking, etc. But in fact, there are many people who find it difficult to get it, giving rise to various problems in society, especially in rural areas. As in Bogor for example, the problem of water shortage also occurred in several villages in the area despite the Bogor Regency is a water catchment area with high rainfall. One of the efforts made by the government to address these issues is through the provision of clean water and rural sanitation. Water and Sanitation Program for Low Income Community 2 (WSLIC-2) is a program to provide clean water and sanitation involving public participation in the implementation process, from the planning, development and management environment. The study used a qualitative descriptive-analytical method to determine the prospects for sustainability of water supply based on community participation, initiated by WSLIC Ciawi-2 in the district, Bogor regency. The results of a study of three villages showed that the prospect of sustainability of each country is different, depending on their characteristics of each village.Keywords: Water and Sanitation for Low Income Community 2 (WSLIC-2), Bogor District

Abstract

Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perdesaan merupakan program pembangunan yang mengedepankan pentingnya partisipasi masyarakat untuk ikut berperan langsung mulai tahap perencanaan sampai tahap evaluasi, dan pemeliharaan (bottom-up planning). Mekanisme pemberdayaan masyarakat ini bertujuan untuk mempercepat penanggulangan kemiskinan dan memperluas kesempatan kerja di perdesaan. Artikel bertujuan untuk mengevaluasi manfaat PNPM mandiri perdesaan dalam pemberdayaan masyarakat desa di Kabupaten Bandung Barat. Beberapa indikator yang digunakan dalam studi ini adalah sasaran penerima, partisipasi masyarakat, dan manfaat yang diterima masyarakat. Berdasarkan hasil pengamatan di lapangan dan pengolahan data diperoleh bahwa pertama, untuk indikator sasaran penerima, kelompok masyarakat desa yang paling mendapatkan keuntungan dari PNPM Mandiri Perdesaan adalah masyarakat pedagang. Kedua, untuk indikator partisipasi masyarakat, diperoleh bahwa partisipasi masyarakat masih dikategorikan dalam kategori partisipasi sedang. Ketiga, untuk indikator manfaat yang diterima, diperoleh bahwa manfaat di bidang keterampilan, pengetahuan, kesehatan, dan pendapatan yang diterima masyarakat desa masih dikategorikan dalam kategori sedang.Kata Kunci: pemberdayaan, perdesaan, partisipasi, program Self-National Program for Community Empowerment (PNPM) of Rural Areas is a development program that emphasizes the importance of community participation to participate directly from the planning stage until the stage of evaluation, and maintenance (bottom-up planning). Empowerment mechanism aims to accelerate poverty reduction and expanding employment opportunities in rural areas. Based on this, and then conducted a study to evaluate the benefits of self PNPM in empowerment of rural areas in the district of West Bandung. Some of the indicators used in this study are the target beneficiaries, community participation, and benefits received by the community. Based on field observations and processing the data obtained that the first indicator, the target beneficiaries, most rural communities benefit from the self PNPM of rural areas is the merchant. Secondly, the indicators of community participation found that public participation is still being considered in the category of modest participation. Thirdly, the indicators of benefits received, the benefits obtained in the areas of skills, knowledge, health, and income received by the villagers still being considered in the category of a modest increase.Keywords: empowerment, rural areas, participation, program

Abstract

Berlakunya kewajiban alokasi (earmarking) minimal 10% Pajak Kendaraan Bermotor (PKB) untuk dikembalikan kepada sektor jalan dan transportasi merupakan suatu potensi untuk meningkatkan anggaran pemeliharaan jalan. Namun, alokasi 10% PKB masih belum menutupi kebutuhan biaya pemeliharaan jalan. Maka penelitian ini bertujuan menggali sumber-sumber penerimaan daerah Kota Bandung yang layak di-earmark untuk membiayai pemeliharaan jalan kota. Untuk dapat mengidentifikasi sumber-sumber penerimaan daerah yang layak di-earmark, digunakan kriteria-kriteria tertentu. Sumber-sumber earmarking yang diperoleh dari hasil penyaringan berdasarkan kriteria-kriteria tersebut, lalu diramalkan besarannya dalam waktu lima tahun ke depan. Proses peramalan menggunakan model yang dihasilkan dari analisis regresi sederhana Y terhadap waktu. Hasil peramalan sumber-sumber earmarking akan disesuaikan agar dapat mengimbangi hasil peramalan kebutuhan pemeliharaan jalan melalui metode peramalan serupa. Setelah didapatkan besaran alokasi dari masing-masing sumber, maka diperkirakan kebutuhan pemeliharaan jalan kota akan tertutupi hingga lima tahun mendatang.Kata kunci: earmarking, sumber-sumber penerimaan daerah, pemeliharaan jalan Earmarking applicability at least 10% of Motorized Vehicle Tax (PKB) to be allocated to road and transport sector is potential to increase the budget for road maintenance. However, the 10% of PKB allocation still cannot cover the cost of road maintenance needs. This study aims to explore the sources of Bandung municipality that are appropriate to be earmarked local revenue to finance the maintenance of city streets. To be able to identify those sources certain criteria. Filtering the earmarking sources using the criterion, we forcasted the amount foreseen within the next five years. Forecasting process applied a model generated from a simple regression analysis of Y with respect to time. Forecasting results of earmarking resources was adjusted to the prediction of road maintenance needs through a similar forecasting method. Having obtained the amount of the allocation of each source, it is estimated that the fund needed for city street maintenance will be covered up to five years.Keywords: earmarking, revenue sources, road maintenance

Abstract

Otonomi Daerah memberikan kewenangan yang lebih luas bagi pemerintah daerah untuk mengatur dan mengelola urusan pemerintahan daerah serta menggali dan mengelola sumber Pendapatan Asli Daerah (PAD) secara maksimal. Artikel ini bertujuan untuk menyusun strategi peningkatan potensi Pendapatan Asli Daerah (PAD) di Kota Bandung dari sektor Pajak Hotel dan Pajak Restoran. Metode analisis artikel ini dilakukan dengan menggunakan metode berdasarkan konsep Fred R. David, yaitu analisis Matriks Internal Factor Evaluation dan Matriks External Factor Evaluation (The Input Stage), analisis SWOT (The Matching Stage), dan pengambilan keputusan (The Decision Stage). Strategi yang dapat dilakukan dalam meningkatkan pendapatan dari Pajak Hotel dan Pajak Restoran adalah dengan meningkatkan promosi pariwisata serta keberadaan hotel dan restoran Kota Bandung dengan kualitas promosi yang lebih efektif; memanfaatkan kebijakan otonomi daerah yang seluas-luasnya dengan menggunakan SDM yang memadai dan potensi wisata daerah Kota Bandung untuk menarik wisatawan domestik dan internasional; pemanfaatan teknologi informasi dalam pelaksanaan, pengawasan, dan pengendalian pemungutan pajak hotel dan restoran; meningkatkan partisipasi wajib pajak dalam penyelenggaraan pemungutan pajak hotel dan restoran.Kata kunci: Strategi, Pendapatan Asli Daerah, Pajak Hotel dan Pajak Restoran Regional Autonomy have provides authorities to local governments to regulate and manage local government affairs as well as to identify local own revenue (PAD). This article aims to develop strategies for increasing the potential revenue (PAD) in Bandung from Hotel and Restaurant Tax sector. This article analyzes method using the method based on the concept of Fred R. David, where the Matriks Internal Factor Evaluation and Matriks External Factor Evaluation (The Input Stage), SWOT (The Matching Stage) analysis, and The Decision Stage conducted. The strategy is to enhance the promotion of tourism as well as the existence of Bandung City Hotel and Restaurant with a more effective quality promotion; leveraging Regional Autonomy Policy-width with adequate human resources and tourism potential of Bandung city to attract domestic and international tourists; utilization of information technology in the implementation, monitoring and control of Hotel and Restaurant tax collection; increase the taxpayer's participation in the administration of Hotel and Restaurant tax collection.Keywords: Strategy, Revenue, Tax Hotel and Restaurant Tax

Abstract

Population of the Bandung city is considered as heterogen when based on demographic, economic, and social charateristics. Based on population condition, there is also a difable or disable group (ABK) who has special needs which must be met. One such requirement is the need for recreation. ABK have free time that can be used for recreation. There are factors that affect the recreational activities of difable children in Bandung. This paper discusses the recreation patterns of disable children based on their leisure or free time, with case study of disable children in primary education level of Bandung city. Interviews were conducted to the respondents of disable children (ABK), their parent/guardian teacher. The result of study showed that the disable children (ABK) have a lot of free time which was mostly used for recreation, but only a small percentage of respondents had an opportunity to have recreation outside. The role of stakeholders, especially city government, should be improved to give greater attention to the disable children, including opportunities for recreation.Keywords: recreation, disable children, leisure, Bandung city
