Abstract

The financial crisis starting from July 1997 has become an unparalleled problem for the New Order government, leading to its down falL Before the crisis, Indonesia did not have a reliable regime of accumulation. At the same time, rapid engagement with globalization was not accompanied by adjustments in modes of regulation. External and internal factors have contributed to the current crisis which cannot be resolved without a ma/or overhaul in the national system. It requires total changes in the paradigm and culture.

Abstract

I do not believe that civilizations are fated to break down, so I begin by exposing the fallacious arguments of the determinists. Having rejected determinist explanations, I look for an alternative. I find that the very process by which growth is sustained is inherently risky: the creative leadership of a society has to resort to social 'drill' in order to carry along the uncreative mass, and this mechanical device turns against its masters when their creative inspiration fails. I then have to account for the failure of creativity, and I ascribe it to the spiritual demoralization to which we human beings seems to be prone on the morrow of great achievements "” a demoralization to which we are not bound to succumb and for which we ourselves therefore bear the responsibility. Success seems to make us lazy or self satisfied or conceited, J muster a series of notable historical examples to show how this actually happens and how human beings have erred in each case. Abstract

Shifts of planning thoughts in the academia from the rational tradition towards new directions that was witnessed in (lie decade of 1980s, seemed to have more serious attention in this era of globalization, In order to delineate the future directions of planning theories, education, and profession, this article tries to review some of the major philosophical thoughts and their influence on the development of planning thoughts, education, and profession. Theocentrism, utopianism, positivism, rationalism, and phenomenology are five major philosophical thoughts which have shown through history fundamental influence in setting the directions of planning thoughts, education, and profession. They are discussed in this article.

Abstract

The implementation of physical development does not always in harmony with the spatial plan. Diversion in function or spatial use can occur due to various factors such as operational factor, administrative/political factor and market development. This condition indicated that spatial use control is needed in order to achieve consistency between spatial use and spatial plan. This article will discuss practical approach n actions needed in monitoring and controlling spatial use, including the granting of development permit. Since the scope of discussion is intended for Kabupaten Dati II understanding the object of control which has different levels becomes important. Those, levels are: block plan, site plan, zoning and pattern and structural plan. The control should start from the lowest to the highest level, strictly and consistently. The agency responsible for the control should be chosen based on the levels: therefore, should there be any diversion, the responsible agency can be known immediately. The control is conducted through inspection and investigation on the spatial diversion. The sanction can be administrative or criminal. This control and sanction will be effective if conducted by a Special Team involving related agencies.

Abstract

Allocating new low income housing could be challenging particularly in large cities which emphasize profit-making activities. For urban planners in Toronto, selling up government interventions should be conjoined with the Ontario's policy on low income housing, but more importantly, with the nature of provincial politics. When socialist"”oriented government took power social spending was protected from the provincial budget cut which represent favorable policies and commitments to wards the needy and disadvantaged. It was a bad decision especially in the period of recession. Unpopular to the majority, the conservative"”oriented party easily won seats at the provincial-based power. They prefer market-oriented, strong"”handed policies on low-income and provision of the basic needs to the needy, leaving among other low Income housing to market mechanism to determine the size of low income housing. This leads planners to rely heavily on the non"”interventive instruments to provide such housing.

Abstract

The field of quantitative planning analysis concerns with collecting, organizing and interpreting data to support planning processes, including analysis of category data. It is an appropriate methods to analyze discrete data. This analysis, also called as tabulation analysis, is used to determine whether the variables are related to one another or independent, and to measure the extent of their association. To use this cross tabulation analysis, the types of measurement data and the types of categorical data should be understood. This analysis is carried out by determining if the observation frequencies of occurrence of the categorical values of a qualitative could allow us to reject a hypothesis the expected frequencies of occurrence. Chi-square statistics is used to determine whether the observation frequencies differ significantly from the expected frequencies of occurrence. If computed x2 value greater than the value of x2 random variable with (r-1)(c-1)df, then the hypothesis of independent could be rejected Furthermore, to determine or measure the extent of association, we use coefficient contingency with value of O"”1.

Abstract

Public participation has become an important part in development, including urban deve1opnent. This participation is important because development is from the people, by the people and for the people. Only people who know exactly what they want and need. Indonesia already has two general regulations concerning public participation, Law No. 24/1992 on Spatial Planning and Government Regulation No. 6911996 on the Implementation of the Public Rights and Obligation, and the Format and Procedure for Public Participation in Spatial Planning. This article discusses the experience of The Hague, The Netherlands in implementing public participation in urban development through Project The Hague 2025. It is hoped that through the experience of The Hague, Indonesia can learn important lessons for public participation in urban development in Indonesia.
