Abstract

The upstream oil and gas industry faces stringent regulatory pressures through Law No. 7 of 2021 on Carbon Tax and PROPER assessments under MoEF Regulation No. 7 of 2025, which demand innovation in energy efficiency and GHG emission reduction. This study aims to prioritize decarbonization strategies at PT Pertamina EP Sukowati Field by adapting the CLIMACT Prio instrument. The novelty of this research lies in modifying the instrument from a city-scale to an industrial-scale by integrating the Carbon Tax Avoidance Index (CTAI) variable and PROPER innovation criteria. The research method utilizes a Multi-Criteria Decision Analysis (MCDA) approach involving 7 experts through a participatory process. The results show a total baseline GHG emission of 87,564.81 tons CO2e/year, dominated by Gas Turbine units (61.98%). Based on expert weighting, the Capital Expenditure (CAPEX) (21.7%) and Technology Readiness Level (TRL) (20.7%) criteria are the primary considerations. The final ranking results place Fuel Optimization on Prime Movers as the top priority strategy (score 0.75) due to its high emission reduction effectiveness (1,085.49 tons CO2e/year) and the most favorable CTAI value. The subsequent priority strategies are Rooftop Solar PV (0.72), VSD Installation (0.67), and LED Retrofit (0.42). This adapted instrument provides a significant contribution for upstream oil and gas practitioners in formulating measurable and applicable decarbonization roadmaps in PT Pertamina EP Sukowati Field.

Abstract

Ancaman perubahan iklim global mendorong Indonesia untuk memperketat target reduksi emisi melalui Enhanced Nationally Determined Contribution (NDC) sebesar 31,89% hingga 43,20% pada tahun 2030 demi mencapai status net-zero emissions pada tahun 2060. Namun, transparansi data emisi melalui Carbon Emission Disclosure (CED) saat ini masih bersifat sukarela, sehingga mutu informasinya cenderung belum optimal dan rentan terhadap praktik greenwashing. Berangkat dari kesenjangan tersebut, penelitian ini dilakukan untuk menganalisis pengaruh tata kelola perusahaan terhadap kualitas CED, serta menganalisis peran moderasi koneksi politik di dalamnya. Kualitas CED tersebut dikuantifikasi menggunakan Carbon Emission Score (CES) yang mengintegrasikan tujuh indikator Global Reporting Initiative (GRI) 305 serta pilar governance dan strategy dari rekomendasi Task Force on Climate-related Financial Disclosures (TCFD). Penelitian ini menerapkan pendekatan kuantitatif eksplanatori melalui metode regresi data panel untuk menguji pengaruh tersebut secara simultan. Sebanyak 88 perusahaan nonkeuangan di Bursa Efek Indonesia (BEI) periode 2020–2023 dipilih sebagai sampel melalui teknik purposive sampling. Pengujian terhadap kualitas CED dalam penelitian ini membuktikan bahwa pada aspek tata kelola, hanya keberagaman gender (p = 0,044) yang berpengaruh positif signifikan, sementara pada aspek kelembagaan, koneksi politik terbukti tidak berpengaruh, baik sebagai pendorong langsung maupun sebagai variabel moderasi. Penelitian ini menyimpulkan bahwa transparansi karbon korporasi di Indonesia lebih dipengaruhi oleh kematangan tata kelola internal substantif dan visibilitas perusahaan daripada struktur administratif formal maupun pengaruh politik eksternal.   Kata Kunci: Carbon Emission Disclosure, Global Reporting Initiative 305, Koneksi Politik, Tata Kelola Perusahaan, Task Force on Climate-related Financial Disclosures

Abstract

Urban development in Padang City has increased impervious surface areas, reduced infiltration capacity, and increased surface runoff. This condition often overloads the existing drainage system, leading to inundation during high rainfall events. This research was conducted in the Pelangi Indah Residential Area, Korong Gadang Village, Kuranji District, Padang City, aiming to analyze and optimize the application of green infrastructure in the form of green roofs, rain gardens, and permeable pavements using the EPA SWMM model. The data used consisted of primary data obtained through field surveys, including drainage dimensions and elevations measured with water-pass instruments, as well as secondary data such as rainfall data from NASA's Giovanni GPM IMERG, land-use data, and soil parameter data. Simulations were conducted under existing conditions and in several Low Impact Development (LID) scenarios to evaluate the effectiveness of each green infrastructure technology in reducing runoff and increasing infiltration. The simulation results showed that the existing condition of the study area still produced relatively high runoff due to the dominance of built-up areas and the limited infiltration zones. After implementing the combination of green roofs, rain gardens, and permeable pavements, there was a decrease in runoff volume, a reduction in peak discharge, and an increase in rainwater infiltration into the soil. The combined scenario of the three LID technologies showed better hydrological performance than existing conditions. This study is expected to serve as a reference for sustainable urban drainage system development based on green infrastructure in Padang City and other urban areas.

Abstract

Banjardowo Landfill in Jombang Regency is equipped with a Leachate Treatment Plant (LTP) with a treatment capacity of 300 m³/day to prevent environmental pollution from landfill leachate. However, fluctuations in leachate characteristics and operational conditions may affect treatment performance over time. Monitoring results in 2025 indicated that Total Nitrogen concentrations in the treated effluent still exceeded the applicable discharge standard, suggesting that the treatment process had not yet achieved optimal performance. Therefore, this study aimed to evaluate the technical performance of the Leachate Treatment Plant at Banjardowo Landfill and formulate improvement strategies to support sustainable and effective leachate management. This study employed a descriptive quantitative approach through field observations, measurements of treatment units, reviews of technical and operational documents, stakeholder questionnaires, and leachate quality analyses conducted during the dry and rainy seasons. The technical performance evaluation was carried out by comparing the existing conditions of treatment units with established design criteria and assessing pollutant removal efficiencies. Furthermore, SWOT analysis was subsequently used to identify internal and external factors affecting plant performance and to formulate appropriate improvement strategies. The technical evaluation revealed that the LTP performance was not fully optimal due to excessive HRT in the Leachate Storage Pond, insufficient biofilter media volume, suboptimal DO and MLSS concentrations in biological treatment units, and operational instability in nitrogen removal processes. The UF unit effectively removed TSS and cadmium, while the constructed wetland served as a polishing unit. During the dry season, the removal efficiencies of BOD, COD, TSS, Total Nitrogen, Cd, and Hg were 59.2%, 58.4%, 98.2%, 17.2%, 89.7%, and 95.5%, respectively. During the rainy season, the removal efficiencies were 71.0%, 86.1%, 98.7%, and 99.6%, while no removal was reported for Cd and Hg, thus ensuring compliance with wastewater standards. The SWOT analysis places LTP in Quadrant III (recovery strategy) with coordinates (-0.22; 0.30), so the strategies that need to be implemented are (1) improving the aeration system and optimizing the nitrification-denitrification process and (2) rehabilitating artificial wetlands and strengthening the monitoring system.
