Abstract

The important role of a region's transportation infrastructure strongly affects the economic growth of the region and tends to affect the surrounding areas. The effect is called spillover effect. The aim of the research was to recognize the direct effect and spillover effect (indirect) of transportation infrastructure on the economic growth in Central Java. To identify the spillover effects, it is necessary to recognize the different characteristics of each region which have the implications on the various transportation infrastructures at each region in Central Java. Therefore, the spatial modeling was conducted. In this study, the spatial modeling employed was Spatial Durbin Error Model (SDEM). The SDEM is another form of Spatial Error Model (SEM). It does not allow for lag effects of endogenous variables, but it allows for spatial error and spatial lag on exogenous variables in which it simplifies the interpretations on direct effects and spillover effect. According to SDEM estimates, the transportation infrastructures at the districts/municipalities in Central Java had no significant effect on the outputs at each region where the infrastructures were located and their neighboring districts/cities

Abstract

Decentralization is the reflection of economic and politic reformation. The politic change in developing countries in the last decade shows the tendency that local government has the authority to public service in the local society. Due to technology change and integration in the global market, it is a big demand for the government to control the politic and economic system in the country. The regional autonomy has two different effects. The regional autonomy, however gives the opportunity to their districts to grow and develop their own districts. On the contrary, the regional autonomy can be worse. This occurs due to the lack of preparation of the district to apply the policy. The key to minimize or eliminate the problem is by enhancing the quality of human resources. Preparation of business and bureaucracy to face the regional autonomy will be discussed.

Result of the research indicated that organic rice agribusiness system in Sragen was supported by a strong superstructures. There were Go Organic 2010 program and many policies of Sragen government includes: cultivation, extension, marketing, and certification. Profile community of organic rice agribusiness includes organic rice farmers, farmer groups, associations of farmer groups (gapoktan), extension agents, organic rice farmer associations, organic rice agro-industry companies, government, and consumers. Designing models with the agribusiness system suggested a cluster of industry (industrial cluster) which composed of five subsystems, namely: upstream agribusiness, on farm agribusiness, down stream agribusiness, supporting agribusiness system, and marketing subsystem.
