Abstract

This study aims to evaluate the effectiveness of the Hajj registration service in 2023 at the Ministry of Religious Affairs Office in Bengkulu City. The research used a descriptive qualitative method with data collected through observation, interviews, and documentation. Four informants participated, including two ministry staff and two prospective pilgrims. Data analysis referred to Sondang P. Siagian’s eight indicators of effectiveness: clarity of goals, strategy, policy formulation, planning, appropriate programming, infrastructure availability, efficient execution, and educational supervision. Results show that the service was generally effective, though limited human resources and suboptimal technology use remain challenges. Available facilities such as waiting rooms, bank counters, and digital tools like Haji Pintar and Siskohat significantly supported the registration process. The study recommends improving staff capacity and enhancing digital system utilization to achieve more efficient service delivery.

Abstract

This study aims to analyze the implementation of labor supervision carried out by the Manpower and Transmigration Office of Bengkulu Province. The research focuses on four key indicators based on the Regulation of the Minister of Manpower of the Republic of Indonesia Number 33 of 2016 Article 9 Paragraph (2), namely: labor coaching, inspection, testing, and criminal investigation. This study adopts a descriptive qualitative method using data collection techniques such as in-depth interviews, field observations, and documentation. Informants include two key informants and two supporting informants from the agency and company environment. The findings reveal that labor supervision in Bengkulu Province has been implemented according to established procedures and regulations. Labor inspectors conduct coaching through socialization and counseling, inspect compliance with labor norms, test occupational health and safety (OHS) systems, and investigate alleged violations of labor regulations. However, several challenges were identified, such as a limited number of inspectors and the complexity of violations in the field. This study contributes to strengthening the function of labor supervision at the regional level and serves as a reference for formulating more effective labor protection policies. Strengthening inspector capacity and improving cross-sectoral coordination are necessary to ensure more optimal supervision outcomes.

Abstract

This study aims to examine the effect of performance allowances on the performance of civil servants at the District Office of Sukaraja Subdistrict, Seluma Regency. A quantitative approach with a correlational method was employed. The independent variable in this study is performance allowance, while the dependent variable is employee performance. The sample consisted of 20 civil servants, selected using a saturated sampling technique. Data were collected through a validated and reliable questionnaire. The data were analyzed using descriptive statistics, Pearson Product Moment correlation, simple linear regression, and hypothesis testing through t-test, f-test, and coefficient of determination (r²). The results showed that performance allowance had no significant effect on employee performance. This is indicated by the correlation coefficient value of 0.337, which is lower than the r table (0.444), and the determination coefficient value of 0.113, meaning that performance allowance contributes only 11.3% to employee performance. Additionally, the t-count value (1.518) was lower than the t-table value (1.729), leading to the rejection of the alternative hypothesis. Thus, it can be concluded that performance allowances are not the main factor influencing employee performance at the Sukaraja Subdistrict Office.

Abstract

The smart motorcycle program is an innovation in mobile library services launched by the Sidoarjo Regency Library and Archives Office to increase people's access to literacy, especially in remote areas. This study aims to analyze the strategy of implementing excellent service in the program, which includes understanding the needs of the community, providing relevant book collections, and improving the quality of officer services. The research uses a qualitative descriptive method with data collected through interviews and literature studies. The results of the study show that this program has succeeded in increasing public participation in library services, although it still faces obstacles such as limited collections, facilities, labor, and inflexible service hours. The recommendations given include adding book collections, improving facilities and infrastructure, and adjusting service operating hours. With these improvements, This program has great potential in increasing people's interest in reading and literacy in a sustainable manner.
