Abstract

This study aims to determine the work motivation of employees at TK IV 02.07.01 Zainul Arifin Hospital in Bengkulu City. This study used descriptive qualitative method. Data collection used interview and documentation techniques by using the Classical Theory of Motivation Hierarchy of Needs by Abraham Maslow (1943). There were five assessment indicators used, namely: (1) Physiological, (2) Sense of Security, (3) Social, (4) Awards, and (5) Self-Actualization. The results of the study showed that employees at the hospital works with high motivation, fulfills rights in the form of salary and work holidays, provides employees' needs both at work and personal needs, creates a sense of security with existing protection, awards are given for every job done, availability training aimed at employees for self-development and additional knowledge of employees. Social relations between the employees and self- actualization are good enough, but there are still employees who are not able to socialize at work.

Abstract

This study aims to determine the Principal's Strategy in Improving Employee Performance (Study at SMA Negeri 1 Bengkulu Selatan). This research is qualitative research which is presented descriptively. There were 6 informants in this study consisting of: 2 key informants and 4 key informants. Methods of data collection through interviews, observation, and documentation. The data analysis techniques used are data reduction, data presentation, and drawing conclusions. Based on the results of the research and discussion, it is known that employee performance (a study at SMA Negeri 1 Bengkulu Selatan has been carried out). This can be seen from the indicators discussed earlier, namely: (1) Positive Encouragement: there is an award given by the school principal to TU employees and the teacher council who have achieved achievements assessed by the school principal, in the form of a charter. (2) Perform a Performance Audit: Every year the principal conducts an audit both in terms of finance and performance checks of employees, both the teacher council and TU staff to assess performance results. (3) Set Performance Standards and Goals: The principal assigns duties and responsibilities to the teacher council and TU staff in accordance with their respective duties in carrying out their duties. (4) Give Feedback: To Employees Regarding Their Performance The principal can see from the absence of teachers and TU staff to check the attendance of early or late employees whether or not the tasks assigned are carried out. (5) Give Employees Compliments or Other Rewards Related to Performance. The existence of praise given or carried out by the principal to the staff of the teacher council, TU and students who excel by giving some kind of reward can be in the form of money that has been budgeted by the school committee.

Abstract

This research aims to describe the Effectiveness in Supervision of SMANKO Dormitory in Bengkulu Province. The approach in this research uses a descriptive qualitative approach. Data collection techniques were conducted by interview and documentation. Data analysis techniques used include data reduction, data presentation (data display) and conclusion drawing/verification. The results showed that, from the results of interviews and discussions about "Effectiveness in the Supervision of SMANKO Dormitory in Bengkulu Province" it can be concluded that the effectiveness in the supervision of SMANKO dormitory has been running quite well, which is seen based on the indicators of the theory of six effective leadership traits according to Edwin Ghiselli in Usman Effendi (2014: 186) namely, supervisory ability, technical knowledge, decisiveness, self-confidence and initiative. Of the six indicators, there are two indicators that still need to be improved, namely, supervisory ability, there is still a lack of supervision of the dormitory caregivers on the afternoon and night shifts because it is far from supervising the dormitory coordinator's working hours so that it is vulnerable to caregivers who are not there at that time and technical knowledge (intelligence) still lacks a match for the educational background of some dormitory caregivers.

Abstract

This study aims to determine how the responsiveness of Regional Public Company Services (Perumda) Drinking Water Tirta Hidayah Bengkulu city in serving the new installation. This research uses a qualitative descriptive method. Data collection using observation, interview, and documentation techniques. Data analysis techniques use data reduction, data presentation and verification or making conclusion. The results showed that the responsiveness of Perumda Drinking Water Tirta Hidayah Bengkulu city in serving the new installation consisted of 5 (five) things, namely: (1) the presence or absence of complaints from users in the past year. In this case there are indeed complaints from users of new installation services related to the length of time for installation which is not in accordance with what was delivered by the officer; (2) The attitude of the officers in responding to the complaints has tried to serve as much as possible by being friendly, polite and courteous to users of new installation services; (3) Use of complaints as a reference for further service improvement. In this case the officers certainly make complaints from customers as a reference for further service improvement and find solutions to customer complaints; (4) The various actions of officers in providing satisfaction with new installation services are to reply to every complaint from incoming customers both online and verbally and innovate in conducting online services Sejam Ladas (One Hour Report Follow Up Completed); (5) Placement of service users in the service system is placed based on the order of the new installation registration queue.

Abstract

The aims this study was to determine the implementation of Regional Government Information System (SIPD) development planning agency of Seluma district. Through analysis of data and information obtained at the research location. This study was a qualitative study presented descriptively. The informants of this study were 4 informants. Data collection techniques used observation, interviews and documentation. Based on the results of the study and discussion using the theory of Edward III 1984 (in Tresiana & Duaji, 2019:59) there are 4 (four) indicators used, namely: 1) Communication: Communication between the BAPPEDA of Seluma Regency and the Ministry of Home Affairs and OPD/SKPD of the Seluma Regency government was carried out via letters, WhatsApp groups, Zoom Meetings or direct coordination. The submission of OPD/SKPD information required in the preparation of development planning documents is also complete and clear. Information data is submitted by inputting information data through the One Data Indonesia portal. 2) Resources: The resources available at the BAPPEDA of Seluma Regency are also quite good and fulfilled, the operator's ability was quite capable of operating regional government information system although not optimally due to the lack of training programs and other training for regional government information system operators at the Bappeda of Seluma Regency, the budget funds from the APBD are also sufficient and the facilities used in the implementation of regional government information system are also adequate. 3) Disposition: The attitude of the implementers at the BAPPEDA of Seluma Regency was quite good. Implementors already have a firm attitude and desire to implement regional government information system in preparing regional development planning documents. 4) Bureaucratic Structure: The bureaucratic structure in implementing regional government information system policies is quite good because it was in accordance with standard operating procedures (SOP), BAPPEDA Seluma district has the authority to prepare development planning documents, namely RPJPD, RPJMD, and RKPD, the preparation of which is through SIPD.

Abstract

This research aims to find out evaluation of policy on Posyandu organization in Lawang Agung Village, South Bengkulu Regency. Data collection techniques are carried out by means of interviews, observation, and documentation. After the research results were obtained, they were analyzed by collecting data, reducing data, presenting data and drawing conclusions. The informants in this study is 7 people consisting of 3 key informants and 4 main informants. The theory used in this research according to Wayne Parsons (2008: 549-552), there are two types of policy evaluation models used, namely Formative Evaluation and Summative Evaluation. Based on the research results, conclusions can be drawn, namely: 1. Formative Evaluation a. The integration of posyandu program in Lawang Agung village follows the guidelines of the Minister of Home Affairs Regulation No. 19 of 2011. b. Posyandu services are carried out with 5-table system in accordance with the provisions (DEPKES RI 2006), where tables 1-IV are the duties of cadres. While table V is a professional such as Doctors, Midwives, Nutrition Team, Kesling & Kespro and Nurses. d. The resources needed are human resources, facilities and infrastructure, additional food and budget funds, where the health fund budget is taken from 10% of APBD and ADD funds. 2. Summative Evaluation, a. Comparison of public health before and after the posyandu program is implemented, the comparison can be seen from the postnatal maternal mortality rate (MMR), infant mortality rate (IMR), as well as an increase in the community's healthy and clean lifestyle. b. The impact of the intervention on one main group or group that is not a control, no adverse effects have been found so far, there is only cooperation from the village government, Health Center and Health Office. c. Comparing what happened with what might have happened without intervention, the cooperation carried out is part of the functions and duties of the obligations of the village head. d. Regional division policy is based on the functions and duties of the village head. Regional division policy is based on population and village area so that the aim is to facilitate program implementation.

Abstract

This research aims to find out Policy Evaluation of Free BPJS Program in Bengkulu City. Data collection techniques are carried out by means of observation, interviews and documentation. Data analysis techniques by means of data reduction, data presentation and drawing conclusion. The informants in this study amounted to 10 people consisting of 4 key informants and 6 main informants. The theory used in this research is the theory of evaluation models according to Wayne Parsons (in Yessi Utari 2021: 30). There are two types of policy evaluation models used, namely Formative Evaluation and Summative Evaluation. Based on the research results, conclusions can be drawn, namely: 1. Formative Evaluation: a. The purpose of this free BPJS program is to prosper the people of Bengkulu city in the health sector. b. Background of Free BPJS Policy, this free BPJS program is based on Mayor Regulation no.14 of 2022. c. Free BPJS Policy Formulated in Bengkulu City, this policy is a mandate from the 1945 Constitution and the Indonesian Law No.17 of 2023 concerning health. d. The funding allocated for Free BPJS Program is from APBD funds taken from the cigarette tax based on the Indonesian Minister of Finance Regulation no.128/PMK.07/2018 and Governor Regulation no.11 of 2017. e. Implementation of Free BPJS Program Policy in Bengkulu City, this free BPJS policy has provisions, namely Identity Card and Family Card who are domiciled in Bengkulu City, as well as Certificate of Indigence from Urban Village. f. The Relevance of Free BPJS Program among the People of Bengkulu City is still less relevant, especially in terms of service at health facilities when seeking treatment, it is still a little slow in health consultations or taking medicine. g. The service quality is quite good and very helpful. The service quality is quite good and very helpful to the community. h. The problem felt is the sudden deactivation of membership and the registration of online services for parents who are difficult to understand. i. Free BPJS program should improve facilities and services at the first health facility. 2. Summative Evaluation: a. This program helps the community in the health sector. b. The success of free BPJS program has been quite successful because many people in Bengkulu City have been helped. c. This Free BPJS has helped the community to seek treatment. d. The obstacles or challenges felt are the system of free BPJS program. The obstacles or challenges felt are the application system and people who transfer their residence. e. The budget evaluation is felt to be right on target but for the evaluation of human resources it is determined by credentials..

Abstract

Community service means directly institutionalising the practice of science, technology, arts and culture in society through scientific methods such as the socialisation of the three dharmas of higher education and noble responsibilities in an effort to develop community skills in carrying them out. This community service activity was carried out at the Balai Pemasyarakatan (Bapas Kelas II Bengkulu), which carried out its activities at the BAPAS Klas II Bengkulu Halfway House Jl. Lintas Bengkulu-Kepahiang Desa Taba Pasemah Kec. Talang Empat Kab. Bengkulu Tengah. The target of this activity is Correctional Clients in Bapas Class II Bengkulu. This activity is carried out with the aim of providing Personality Guidance and Independence of Correctional Clients at BAPAS Class II Bengkulu. The benefits of the implementation of community service carried out by lecturers and students of the Public Administration Study Program for Correctional Clients at BAPAS Class II Bengkulu are to create correctional clients who are independent and have noble personalities, and can consciously realise the mistakes that have been made and promise with their own personality not to repeat the mistakes that have been made.

Abstract

This study aims to analyze and implement community empowerment in Talang Arah Village based on local government regulations that lead to independent use of technology. Community empowerment is a process that aims to improve the quality of life of the community by providing the necessary knowledge, skills and resources so that they can actively participate in local development. Talang Arah Village is an area located in a rural area that still faces various development challenges, including limited access to technology. Local government regulations support community empowerment and encourage the use of technology to improve quality of life and development in the region. This research will use a qualitative approach with a case study method in Talang Arah Village. Data will be collected through interviews with relevant stakeholders, direct observation, and analysis of local government regulatory documents related to community empowerment and technology. The results of this study are expected to provide a better understanding of community needs and the potential for developing technologies that are relevant to local conditions in Talang Arah Village. In addition, this research will also identify obstacles and opportunities in implementing independent technology-based community empowerment in accordance with government regulations.

Abstract

This study aims to analyze the role of community movements through the application of local wisdom in increasing the level of economic feasibility of the community in the Covid-19 era. This study was conducted at PT Javas Anugerah Perkasa in Bengkulu. The research method used is primary and secondary data collection involving interviews, observation, and document analysis. The results of the study show that through community movements based on local wisdom, people can overcome the economic challenges they faced during the Covid-19 pandemic. This movement involves utilizing local resources, developing local skills, and promoting local products. In this regard, PT Javas Anugerah Perkasa has played an important role in encouraging community movements and providing support to local initiatives. This study also identified several inhibiting factors that influence the success of community movements, such as lack of access to resources and changes in people's behavior. Therefore, suggested recommendations include increasing access to relevant resources, education and training, as well as ongoing support from the government and related institutions.
