The livelihood strategies were grouped into an intensification and extensification, diversification, and migration. The method of sampling area and purposive sampling are applied to split the area of research into three, i.e. the upper part, middle part, and bottom part. The result showed that the highest asset owned by Sub-Watershed on the middle part, upper and the last is a bottom part. The physical capital would have the highest value in the whole area of Sub-Watershed if it compared to the other capitals. The intensification strategy on the upper part is agroforestry, while the middle and bottom have “panca usaha tani” strategy. The diversification strategy through livestock is taken in the upper part, while the strategies as the employee or hourly workers are found in the middle and bottom part. The migration strategies with the reason of marriage were dominating in the bottom and upper parts, while the middle part the migration is due to the work issues.

Abstract

Pekalongan City is a coastal city vulnerable to tidal flood. There are eight tidal flood prone villages including Pabean and Bandengan villages. Community adaptive capacity requires improvements to dealing with it. This study aimed to assess the adaptive capacity of the coastal communities in Pekalongan against the tidal flood vulnerability. The study employed quantitative method with scoring and descriptive statistical analyses for synthesizing the results. The adaptive capacity was assessed at the levels of individuals, communities and cities. It also measured physical, social, and economic aspects. The results showed that at the individual level the adaptive capacity level of communities in both villages was low. It was caused by the low ability of the communities to fixing their houses. It was also influenced by their education and income levels. At the community level, the level of adaptive capacity was determined by the ability of communities to improve infrastructure. It was also determined by the existence of the organization and their ability to raise funds. At this level, the level of adaptive capacity was moderate. At the city level, the government was able to adapt by providing technology and institution. The community needs to increase the adaptive capacity by improving the ability of the economyin addition tooptimizing the performance of government and non-government organizations.

Abstract

Pekalongan City has 860 batik industries in 2013 whose development underpinned by specialization and subcontracting partnership patterns. Most of the batik industries do not solely proceed the entire production process, rather they set up a subcontracting partnership with the other specialized industries. The study purposed to determine the production specialization and subcontracting partnership in Pekalongan batik cluster. The study completed by using a quantitative method with descriptive quantitative analysis. The results showed that the majority of Pekalongan batik industry is stamping batik, covering 82% share of the entire batik industries. The specialization consisted of batik production, convection, and canting production. These specializations geographically grouped into subclusters due to endowment factor, such as labor, land, and infrastructure. The specialization of production also led to subcontracting partnership in the batik cluster which was known as speciality subcontracting. The subcontracting partnership has negative and positive impacts, such as the dependence of the subcontractors to their principals, the efficiency in production factors, and cost efficiency. It shows that the production specialization and subcontracting partnership in Pekalongan batik cluster are mutually interconnected.

Abstract

Protected forest is a strategic area with functions to protect biodiversity and macroclimate and to balance water use. The Act No. 12 Year 2012 provides a basis for detailing Balikpapan City spatial plan from general a spatial plan (RTRW) to detailed spatial (RDTR). As a strategic area, it carries out socio-cultural and environmental perspectives covering three strategic areas, i.e. protected, education, and settlement in the water areas. Sustainable development concept which focuses on balancing environmental, social, and economic aspects has become a macro approach for preparing the detailed plan for those three strategic areas. Currently, the protected forest areas of Wain River and Manggar River are endangered due to land use change and coal mining industry around. This article aimed to determine the development plan guidance for the protected forest areas in order to reduce the future impacts. The analysis conducted by comparing the spatial plan of protected area forest in Balikpapan to sustainable development indicators developed by the Commission of Sustainable Development United Nations. The results revealed that the management of protected forest areas conducted through the concept of "developmental conservation". This concept was conducted through collaborative role between the government as the regulator for the development of the natural attraction activity and the local communities as the main stakeholder in tourism development. The concept of sustainable development can provide the protection and preservation of the protected forest as well as the generation of economic value for local communities and the government.
