This journal was first published on March 11, 2016 and it is issued every March and September. MIMBAR PENDIDIKAN is a new version of the old journal with a similar name that was published from 1995 to 2005. This journal is dedicated not only to Indonesian scholars who are concerned with educational studies but also to scholars from Southeast Asian countries and around the world who care and want to share thoughts and ideas related to educational studies in general. MIMBAR PENDIDIKAN journal is organized by the Lecturers of UPI Universitas Pendidikan Indonesia Journal Developer Team and is published by UPI Press in Bandung, West Java, Indonesia. The articles published in MIMBAR PENDIDIKAN can be in English, Indonesian or Malay language. MIMBAR PENDIDIKAN journal is devoted but not limited to primary education, secondary education, higher education, teacher education, special education, adult education, non-formal education, and any new development and advancement in the field of education. Abstract

ABSTRAKSI: Dalam rangka meningkatkan mutu pendidikan, guru mempunyai peranan yang sangat penting dalam melaksanakan pengajaran dan pembelajaran. Kemampuan guru untuk dapat menciptakan suasana kondusif di dalam kelas sangat ditentukan oleh kondisi lingkungan setempat. Penelitian ini bertujuan untuk mengetahui pengaruh motivasi mengajar dan persepsi atas lingkungan sekolah terhadap kinerja guru. Metode penelitian merupakan penelitian survey. Subjek penelitian ini adalah 120 siswa, yang diambil secara acak di SMA (Sekolah Menengah Atas) Negeri 1 Tambun, Bekasi, Jawa Barat, Indonesia, pada tahun ajaran 2015/2016. Data dikumpulkan dengan instrumen angket dengan menggunakan skala Likert. Keabsahan data diperoleh dengan uji validitas dan reliabilitas, dan semua data memiliki distribusi normal. Hasil penelitian menunjukan bahwa motivasi mengajar memberi pengaruh yang signifikan terhadap kinerja guru. Begitu juga persepsi atas lingkungan sekolah memberi pengaruh yang signifikan terhadap kinerja guru. Koefisien determinasi (R2) menunjukan bahwa motivasi mengajar dan persepsi atas lingkungan sekolah mempunyai hubungan kuat terhadap kinerja guru.KATA KUNCI: Motivasi Mengajar; Persepsi; Lingkungan Sekolah; Kinerja Guru; Mutu Pendidikan. ABSTRACT: “The Influence of Teaching Motivation and Perception of the Environment on the Performance of School Teachers”. In order to increase the quality of education, teachers have a very important role in implementing the teaching and learning. The ability of teachers to create conducive atmosphere in the classroom is determined by the local environmental conditions. This study is aimed to determine the effect of teaching motivation and perception of the school environment on teacher performance. It adopted a survey research method. The subjects were 120 students drawn randomly from SMAN (Public Senior High School) 1 Tambun, Bekasi, West Java, Indonesia, in the academic year of 2015/2016. Data were collected by questionnaires using Likert scale. The data were tested for the validity and reliability; all data were normally distributed. The results show that the motivation of teaching had a significant influence on the performance of the teachers. The perception of the school environment also had a significant influence on the performance of the teachers. Abstract

ABSTRACT: The descriptive study was used to identify the environmental awareness and practices of the selected students at the Sta. Elena High School in the Philippines. Findings revealed that based on the responses in the modified Environmental Awareness Scale, the respondents were moderately aware of the environmental concepts. In the participation in environmental programs, the respondents sometimes do the tasks of recycling; water and energy conservation; non-use of harmful products; creative possible solution; and social media solution. They seldom do the tasks of participating in tree planting and joining in school’s environmental clubs. Students’ interview revealed that in spite of the almost the same programs about environmental care cited by the officers of the different school clubs, not all of their schoolmates had initiatives in keeping the school campus clean. Through the guidance of their parents, the students participate in environmental practices at home. Accordingly, the teachers should strengthen the integration of environmental concepts, principles, and practices in various subjects in the school. KEY WORD: Awareness; Environmental Awareness Scale; Environmental Advocacy Program; Environmental Problems; Social Media. ABSTRAKSI: “Kesadaran dan Pengamalan Siswa tentang Lingkungan: Dasar untuk Pengembangan Program Advokasi”. Kajian deskriptif ini digunakan untuk mengidentifikasi kesadaran dan praktek siswa terpilih di SMA (Sekolah Menengah Atas) Sta. Elena, Filipina. Temuan mengungkapkan bahwa berdasarkan tanggapan dalam Skala Kesadaran Lingkungan yang dimodifikasi, para responden cukup sadar akan konsep lingkungan. Dalam partisipasi program lingkungan, para responden kadang-kadang melakukan tugas-tugas daur ulang; konservasi air dan energi; tidak menggunakan produk yang berbahaya; solusi sekreatif mungkin; dan solusi media sosial. Mereka jarang melakukan tugas partisipatif dalam penanaman pohon dan bergabung di klub lingkungan sekolah. Para siswa mengungkapkan bahwa meskipun ada program yang hampir sama tentang perawatan lingkungan yang ditekankan oleh petugas dari klub sekolah yang berbeda-beda, tidak semua siswa sekolah memiliki inisiatif dalam menjaga lingkungan sekolah yang bersih. Melalui bimbingan orang tua, para siswa berpartisipasi dalam praktek menjaga lingkungan di rumah. Karena itu, guru harus memperkuat integrasi konsep lingkungan, prinsip, dan praktek dalam berbagai mata pelajaran di sekolah. Abstract

ABSTRAKSI: Tak semua lulusan SMA (Sekolah Menengah Atas) bisa meneruskan pendidikannya ke jenjang PT (Perguruan Tinggi). Oleh sebab itu, lulusan SMA perlu dibekali kemampuan dan keterampilan untuk bisa bertahan dalam menempuh kehidupan usai lulus SMA. Penelitian ini difokuskan pada penguatan pengalaman belajar bercirikan kecakapan hidup dalam implementasi Kurikulum 2013 pada SMA di Jawa Barat, Indonesia. Tujuan penelitian adalah untuk mengetahui pemahaman kepala sekolah dan guru SMA dalam merancang dan mengimplementasikan Kurikulum 2013 dan menjamin lulusannya memiliki keterampilan belajar, keterampilan menggunakan teknologi dan media informasi, serta dapat bekerja dan bertahan dengan menggunakan keterampilan untuk hidup. Penelitian ini menggunakan metode deskriptif, dengan sampel para kepala sekolah dan guru SMA. Hasil penelitian menunjukan masih variatifnya derajat pemahaman kecakapan hidup para guru dan kepala sekolah dalam implementasi Kurikulum 2013. Ada juga sejumlah kendala yang dialami guru dan kepala sekolah dalam implementasi pembelajaran kecakapan hidup. Kendala tersebut bersifat konseptual dan teknis implementatif di sekolah. KATA KUNCI: Manajemen Kurikulum; Kurikulum 2013; Kecakapan Hidup; Pembelajaran Aktif; Kendala Konseptual dan Teknis.  ABSTRACT: “Strengthening the Life Skills in the Implementation of Curriculum 2013 in Senior High Schools in West Java”. Not all Senior High School graduates can continue their education to the College level. Therefore, they need to be provided with the ability and skills to survive in their life after graduation. This study is focused on strengthening the learning experience characterized by life skills in the implementation of Curriculum 2013 in Senior High Schools in West Java, Indonesia. The purpose of the study is to determine the understanding of Senior High Schools’ principals and teachers in designing and implementing Curriculum 2013 and ensuring their graduates to have the skills to learn, to use information technology and media, and to be able to work and survive by using life skills. This research used a descriptive method, with a sample of Senior High Schools’ principals and teachers. The results show that there is still a variation of the teachers and principals’ degrees of understanding of life skills in the implementation of Curriculum 2013. Abstract

ABSTRACT: An organisation’s long term survival in today’s challenging environment will depend on constant adaptation to changes in the environment. The majority of behavioural theories acknowledged individual as the central focus. Certain environmental or situational factors and applicable change-related processes have been recognised and studied as having significant influence in determining individual, group, and organisational behaviours. In the context of readiness for change, the theory of planned behaviour would be suitable in assessing the change supporting attributes of employees in achieving a strong readiness for change status. The connection between the theory of planned behaviour and individual readiness for change is that if a person has positive evaluation of change effort (attitude), supported by his close peers (subjective norm), and is confident that such change efforts will be undertaken successfully (perceived behavioural control), there will be improved motivation (intention) to actually engage in the change effort (readiness for change). This paper will discuss the Theory of Planned Behaviour and the readiness for change in organizations.KEY WORD: Readiness for Change; Attitude; Intention; Organisation; Human Resource Development. ABSTRAKSI: “Teori Tingkah-Laku Terancang dan Kesediaan untuk Berubah: Implikasi pada Organisasi”. Jangka hayat sesebuah organisasi dalam persekitaran yang mencabar hari ini bergantung kepada penyesuaian yang berterusan terhadap perubahan persekitaran. Kebanyakan teori tingkah-laku mengakui bahawa individu merupakan tumpuan utama dalam perubahan. Faktor persekitaran atau situasi tertentu dan proses yang berkaitan dengan perubahan juga telah diiktiraf dan dikaji sebagai mempunyai pengaruh yang besar dalam menentukan tingkah-laku individu, kumpulan, dan organisasi. Dalam konteks kesediaan untuk berubah, teori tingkah-laku terancang adalah sesuai dalam menilai perubahan sifat-sifat pekerja dalam menentukan kesediaan mereka yang kukuh untuk berubah. Hubungan antara teori tingkah-laku terancang dan kesediaan untuk berubah adalah berkaitan dengan: seseorang mempunyai penilaian positif terhadap usaha untuk berubah (sikap), disokong pula oleh rakan-rakannya yang rapat (norma subjektif), dan yakin bahawa usaha perubahan tersebut dilaksanakan dengan jayanya (kawalan tingkah-laku) dan motivasi yang ditambah baik (niat) akan benar-benar terlibat dalam usaha perubahan (kesediaan untuk berubah). Abstract

ABSTRAKSI: Kepala sekolah memiliki tanggung jawab luas dalam manajemen sekolah, mulai dari masalah kurikulum hingga akuntabilitas sekolah. Kepala sekolah juga harus memberikan bimbingan kepada guru tentang proses dan akuntabilitas dalam bidang pendidikan. Namun, perlu dicatat di sini bahwa masalah siswa juga harus dibangun melalui kepemimpinan profesional kepala sekolah untuk mengelola kualitas pendidikan. Makalah ini betujuan untuk mengidentifikasi kepemimpinan profesional kepala sekolah, yang berdampak pada kualitas pendidikan sekolah. Data dikumpulkan dengan pendekatan deskriptif-kuantitatif, kemudian dianalisis dengan menggunakan Stata Software 12. Hasil penelitian menunjukan bahwa terdapat beberapa aspek yang mempengaruhi kualitas pendidikan di SMA (Sekolah Menengah Atas) di Jakarta Selatan, yakni: kemampuan untuk mengelola siswa, manajemen keuangan, koordinasi dan pemantauan kegiatan sekolah, pengembangan guru dan siswa, konstruksi pengetahuan, dan pengurangan prasangka dalam mengembangkan budaya sekolah yang sehat.KATA KUNCI: Kepala Sekolah; Kepemimpinan Profesional; Mentoring Guru; Manajemen Kesiswaan; Kualitas Pendidikan. ABSTRACT: “The Roles of School Principal in Facilitating Teacher Mentoring in Multicultural Environment through Professional Leadership”. The school principal has a broad responsibility in school management, ranging from curriculum matters to school accountability. The principal also has to provide guidance to teachers about the process and accountability in educational field. But, it is important to note here that students’ matters must be established through professional leadership to manage education quality. This paper intends to identify the professional leadership of principals, which impacts on the school education quality. The data were collected by employing the quantitative-descriptive approach, and were then analysed using Stata Software 12. Findings show that there are several aspects impacting the education quality of Senior High Schools in South Jakarta, namely: the ability to manage the students, financial management, coordination and monitoring of school activities, development of teachers and students, knowledge construction, and prejudice reduction in developing a healthy school culture. Abstract

ABSTRAKSI: Sebagai LPTK (Lembaga Pendidikan Tenaga Kependidikan), UPI (Universitas Pendidikan Indonesia) perlu melakukan suatu kajian untuk merancang sistem pengelolaan keuangan perguruan tinggi berbasis aktivitas dengan metode ABC (Activity-Based Costing), yang diharapkan akan dapat mengukur secara lebih rinci aktivitas-aktivitas utama dan pendukung dalam penyelenggaraan pendidikan. Hasil penelitian menunjukan bahwa seluruh Fakultas yang ada di lingkungan UPI menyatakan kesiapan untuk menerapkan sistem ABC. Berdasarkan FGD (Focus Group Discussion), terdapat beberapa kendala yang dihadapi untuk menerapkan sistem ABC di UPI di Bandung, Jawa Barat, Indonesia. Secara keseluruhan diperoleh hasil bahwa sistem ABC dapat diterapkan di UPI selama ada niat dan kerjasama yang baik dari Kementerian Pendidikan dan pimpinan Universitas.KATA KUNCI: Biaya Pendidikan Berbasis Kegiatan; Uang Kuliah Tunggal; Mutu Pendidikan; Universitas Pendidikan Indonesia; Niat dan Kerjasama yang Baik. ABSTRACT: “The Implementation of Activity-Based Costing to Improve the Quality of Education in Higher Education Institutions: A Case Study of Indonesia University of Education”. As an institute of teacher training and education, UPI (Indonesia University of Education) needs to conduct a study on designing college financial management systems based on activity through the method of ABC (Activity-Based Costing), that is expected to be able to measure in more detail the main and supporting activities in the implementation of education. The results show that all Faculties at UPI declare their readiness to implement the ABC system. Based on the FGD (Focus Group Discussion), there are several problems in implementing ABC system at UPI in Bandung, West Java, Indonesia. Abstract

ABSTRACT: Adequacy of primary school teachers is very important to support education for all. The objective of the research is to analyse and develop a plan for a public policy of teacher adequacy for state primary schools. This research used a descriptive-quantitative approach. Data collection was conducted by using observation and interview. There are six main findings in the research. One of the important things is that the model of planning policy for teacher adequacy based on class can be adopted by other local governments by incorporating two factors: total schools (S) and total classes (C), and using the formula of nC + 2S.  The planning policy model for teacher adequacy based on students can also be adopted by other local governments by incorporating the total students (S) and student ratio value to teacher (21:1) by using the formula of S/21.  Therefore, planners should conduct policy planning analysis for teacher adequacy of state primary schools in the local government by using two perspective analyses simultaneously to ensure teacher adequacy and manage effective and efficient distribution of teachers.KEY WORD: Teacher Adequacy; Policy Planning; Local Government; Effective and Efficient Distribution; Primary School. ABSTRAKSI: “Perencanaan Kebijakan dalam Penyediaan Kecukupan Guru Sekolah Dasar di Daerah”. Kecukupan guru sekolah dasar sangat penting untuk mendukung pendidikan bagi semua. Tujuan penelitian ini adalah untuk menganalisa dan mengembangkan model perencanaan bagi kebijakan kecukupan guru sekolah dasar negeri. Penelitian ini menggunakan pendekatan deskriptif-kuantitatif. Pengumpulan data dilakukan dengan teknik observasi dan wawancara. Ada enam temuan utama dalam penelitian ini. Salah satu yang terpenting adalah bahwa model kebijakan perencanaan kecukupan guru berbasis kelas dapat diadopsi oleh pemerintah daerah lain dengan mengakomodasi 2 faktor: jumlah sekolah (S) dan jumlah kelas (C), dengan menggunakan rumus nC + 2S. Model kebijakan perencanaan kecukupan guru berbasis murid dapat juga diadopsi oleh pemerintah daerah lain dengan mengakomodasi faktor jumlah murid (M) dan nilai rasio murid terhadap guru (21:1), dengan menggunakan rumus M/21. Oleh karena itu, perencana sebaiknya melaksanakan analisa kebijakan perencanaan untuk kecukupan guru sekolah dasar negeri di daerah dengan menggunakan dua perspektif analisis tersebut secara simultan untuk menjamin kecukupan guru, dan pengelolaan efektivitas dan efisiensi distribusi guru.
