Abstract

This study aims to analyze and describe the implementation of the NgawiRegent's regulation policy number 14 of 2019 regarding the instructions forimplementing regional regulations regarding smoke-free areas in the KarangjatiDistrict, Ngawi Regency. This type of research is descriptive qualitative. Datacollection was carried out through interviews with the person in charge of the KTRsuch as the sub-district head, the head of the health center, the village head andreinforced by the responses of community leaders in the Karangjati sub-district,Ngawi district. Data analysis using Miles and Huberman Model. Implementationof the research refers to the theory of Van Metter and Van Horn. The results of thestudy found that the implementation of the policy has not run optimally, asevidenced by the occurrence of violations, there are no special employees whoregulate the implementation of the KTR policy and the funds to implement the KTRpolicy are still limited, the implementing agent has not obtained the Regent'sDecree, public awareness of the dangers of smoking and orderly implementation ofthe policy. KTR is low, coordination between agencies is not optimal because itfocuses on its own work area, and environmental conditions around KTR do notsupport the implementation of KTR policies. Suggestions that can be submitted are(1) it is necessary to appoint an implementing officer for controlling KTR policiesto be strengthened through a Regent's Decree; (2) Provision of special funds tocreate various kinds of socialization media about KTR. Abstract

Research background of this thesis is based on the result from the assesment of theGovernment Agencies Performance Accountability System (called: SAKIP) inPonorogo Regency by Ministry of Administrative and Bureaucratic ReformRepublic of Indonesia still getting score by “BB” category. The gorvernment of thePonorogo Regency has a target for the assesment of the Government AgenciesPerformance Accountability System in the 2020 periode will change to be Acategory. To achive the target must be supported by all Regional ApparatusOrganitation (called: OPD) in Ponorogo regency including Departement of PublicWorks and Spatial Planning. It is an responsibility for all Regional ApparatusOrganitation to get a score with the “A” or “AA” category to boost score of Government Agencies Performance Accountability System (SAKIP) in PonorogoRegency increased form “BB” to “A” category.After this research was done, it was conluded that there a need some technicalguidance and regulatioan related Government Agencies PerformanceAccountability System (SAKIP) for all the employes (ASN), as for refreshment anddeeper understanding of the implementation of Government Agencies PerformanceAccountability System (SAKIP) with the intention they can compose GovernmentAgencies Performance Accountability System (SAKIP) correctly. The separateoffice also an hamper for understanding the Government Agencies PerformanceAccountability System (SAKIP) well. The resources is not optimally yet, especiallythose who has technical background. And and there is still an inconsistencybetween the documents so that the perfection of the data is not good, its necessaryto do some document review. The success of the implementation of the Government Agencies PerformanceAccountability System (SAKIP) at Departement General Work and SpatialPlanning of Ponorogo regency which is measured according to Edward III's theoryconsists of four indicators, namely ‘communication, resources, disposition,bureaucratic structure’. Overall, the results of the research show that the ability ofthe employes (ASN) in the Departement General Work and Spatial Planning inresponding to the policy of the Government Agency Performance AccountabilitySystem (SAKIP) is already good even though not 100% of all them understanddeeply about Government Agency Performance Accountability System (SAKIP). Abstract

The Covid-19 pandemic has changed the implementation of face-to-face (offline)learning to be done with distance learning or online learning. This research is aqualitative research that aims to describe how the implementation of the Ministerof Education and Culture Regulation Number 15 of 2018 at SMPN 3 Doplang. Theresults of the study obtained: Communication indicators have been implementedeffectively, both transformation, clarity, and consistency. Resource indicatorshave not been implemented properly, there is a shortage of civil servant teachers,still need to improve competence, and lack of infrastructure. Dispositionindicators have been implemented well, policy implementers have shown theircommitment in carrying out their duties. Abstract

The number of employees who do not understand the mechanism aboutGovernment Regulation No. 30 of 2019, new regulations using the EmployeePerformance Goals and how to perform employee Performance Assessments sothat they cannot apply this regulation well. This study aims to analyze theimplementation of the Indonesian Government Regulation Number 30 of 2019concerning Civil Servants Performance for which his application has been begunin this year. The research method used qualitative research with descriptivemethod, informants amounted to 4 people and was selected based on purposivesampling. Data collection techniques include interviews, observations, anddocumentation. The results of the analysis show that, the implementation ofpolicies in the Civil Servants Performance Assessment has not been going well. Abstract

The implementation circular letter from the head of the Blora district office regarding Education Delivery Services in the Context of Preventing theTransmission and Spread of Corona Virus Disease (Covid-19) infection in CentralJava at SMP N 2 Jepon. The results of the study indicate that there iscommunication, resources, disposition and bureaucratic structure in implementingcircular letter from the head of the Blora district office regarding EducationDelivery Services in the Context of Preventing the Transmission and Spread ofCorona disease (COVID-19) infection in Central Java at SMP N 2 Jepon throughlong distance learning. In learning activities there are several obstacles, includinggeographical location, costs, infrastructure, bored students and the characteristicsof students who are more interested in playing games. The school has madeimprovements in learning through socialization, interesting learning, internetquotas for learning and providing learning motivation. The conclusion of theimplementation of the circular letter of the Head of the Blora Regency EducationOffice Number 443.2/1156 of 2020 at SMP Negeri 2 has not run optimally, becausethere are still some children's rights that are not fulfilled.Keywords: Communication, resources, disposition and bureaucratic structure

Abstract

Evaluation of the program to know the achievement of the programobjectives by knowing the implementation of program activities. Context, Input,Process, Product (CIPP) evaluation model is an easier model to understand andassess in terms of character education in schools that will be thorough as a whole. This study uses a qualitative method with data collection techniques throughinterviews and documentation on school residents. The results showed that thecharacter education program at Matholiuúl Falah Islamic Junior High School wasalmost entirely well run, the shortcomings occurred in the facilities andinfrastructure, few students were not disciplined. The evaluation of the charactereducation program at SMP Islam Matholi'ul Falah Blora, Central Java Province,has got good results in planting character values implemented, and internalizationor habituation of character education of each student conducting activities inschool. His advice is to improve the understanding and ability of school residentsfor character education in his school.Keywords: Program Evaluation, Character Building, Education.

Abstract

The purpose of this study was to determine the effect of leadership style, motivation,and work stress either partially or simultaneously on the performance of Sathar 53personnel at Adi Soemarmo Air Base. This study uses a quantitative method thatfocuses on the type of explanation (explanatory). The population of all Sathar 53personnel is 54 people, and all of them are used as respondents. Data collectiontechniques using a questionnaire. The instrument test uses validity and reliabilitytests. The data analysis technique used was descriptive, multiple linear regression,t test, F test, and coefficient of determination (R²). The results of the validity andreliability test showed that all statements regarding leadership style, motivation,work stress, and personnel performance were valid and reliable. The resultsshowed that the variables of leadership style (X1), motivation (X2) and work stress(X3) partially or simultaneously had a significant effect on the performance ofSathar 53 personnel. The magnitude of the influence of leadership, motivation andwork stress on the performance of Sathar 53 personnel was 43.5 % and theremaining 56.5% is influenced by other variables not examined. Abstract

SMP Negeri 1 Doplang, Blora a school with various kinds of characteristics of teachers and employees in it. The research is done by using the methods ofresearch descriptive qualitative, with technique collection of data that isobservation, interview and documentation. The data obtained were then analyzedinto a conclusion from the research process using the theory of Public PolicyImplementation according to George C. Edwards III. From research obtained theresults that indicators of communication has been implemented with effective.Indicators of resource human, there are less effective due to the limited ability ofthe competence and the factors of age, while the budget that is available on theagency that is already sufficient, disposition policies has been run by bothimplementing the policy already implementing the commitmen of each, as well asindicators of system bureaucracy implemented effectively. Abstract

The background of this study is Law Number 5 of 2014 about ASN. And then teacherperformance at the school has not maximized related to discipline, motivation, andtraining. The study is aimed to determine and analyze simultaneous influence ofdiscipline, motivation, and training on the teacher performance at SMP Negeri 3Jepon Blora in 2020. This study was a quantitative research. The sample consistsof 20 teachers. The data analysis technique used was multiple linear regressionswith F test and t test. While data processing using the SPSS method. Conclussionsin this study showed that there are a simultaneously significant influence ofdiscipline, motivation, and training on teacher performance at SMP Negeri 3 JeponBlora in 2020.Keywords: Discipline, Motivation, Training, Teacher Performance.

Abstract

This study aims to analyze the implementation of the Additional Income Policy forCivil Servants in the province of Central Java. The research method uses qualitativeresearch with descriptive methods. Data collection techniques include interviews,observation, and documentation. Informants were selected based on purposivesampling.
