Abstract

This study discussed the improvement of khalwat and free sex in the city of Banda Aceh after the enactment of qanun No. 6 of 2014 concerning Jinayat Law in Aceh. Based on the field study of the author, there are factors that influence the increase in khalwat and free sex after the enactment of Jinayah qanun. There are communication sophistication, the availability of inexpensive electronic facilities to access pornography, economic problems, an individualistic lifestyle, and the apathetic people. The social phenomena of khalwat and free sex still occur in the city of Banda Aceh, although the Qanun Jinayah already applies.

Abstract

This study aims to determine the efforts made by the social service in overcoming the growing number of beggars in Banda Aceh and the obstacles faced in the process of overcoming them. The research method used in this study is descriptive qualitative. Where researchers seek deeper information related to the steps, obstacles and support faced by the social service in an effort to bring order to beggars in Banda Aceh City. While the technique of data collection is done through participant observation, interviews and documentation. The data analysis stage begins with reducing data, presenting and concluding it. The results showed that the city of Banda Acehs social services had carried out their roles in the form of data collection, supervision and guidance for beggars. But in its implementation there are still some obstacles, among others, lack of coordination and laws governing the prohibition of begging.

Abstract

In this contemporary times, elections or direct regional head elections (local elections) are considered to be one of the most appropriate ways to conduct regular elections or changes of power, therefore a good local election must prioritize justice and democratic principles which away from fraudulent behavior such as money politics. In the Aceh local election in 2017, it is suspected that there have been many practices of money politics in some areas and and if it real happened it would be not good for the development of democracy. Moreover, since Aceh is an area that implements Islamic law, so money politics is intolerable which in Islam itself the behavior of money politics is included in bribery cases which are certainly not justified in Islam. This study tried to examine the dynamics of money politics in the 2017 Aceh local election. The type of reseach is descriptive qualitative that aims to provide an overview and explanation of the variables studied. The theory used in this study is the Rational choice theory popularized by James S, Coleman. The results of this study indicate that the practice of money politics was occured and practiced by almost all candidates with various motives as if it were not money politics. There were including giving basic food coupons or in the form of public facilities so that people are not aware of what they receive is also money politic

Abstract

The study discusses the efforts to find solutions in realizing quality prisoner formation in the Ministry of Law and Human Rights in accordance with the values of Islamic law. In particular, this study looked at the conditions of the formation of prisoners in detention centers and prisons which had been carried out by the Aceh Province of Law and Human Rights Ministry through the concept of Islamic law and wanted to know what actions were taken by the Penitentiary if the prisoners conducted jarimah as stipulated in Qanun No. 6 of 2014 concerning Jinayat Law. The author used descriptive analysis research methods with the data collection techniques were interview and documentation review. This research was carried out at institutions that are directly related to prisoner guidance systems, namely the Sigli Detention Center and Meulaboh Prison. The results showed that, in the Sigli and Meulaboh Prison detention centers which were the samples of this study, the guiding system of prisoners at the Meulaboh Penitentiary and Sigli Prison refers to Law No. 12 of 1995 concerning Correctional Services. The meaning of the system of religious guidance for prisoners and detainees is still very standard, which is about routine activities, namely attending lectures, meeting together, praying in congregation. While their understanding of the existence of the Sharia Qanun is inadequate. So, if there were cases such as gambling and abuse of narcotics and other crimes, sanctions applied were only sanctions for reprimand or only limited to using positive law in accordance with the Criminal Code and other Special Criminal Law rules

Abstract

ABSTRACTThis study analyzes about political socialization by KPU Provinsi DKI Jakarta in forming smart voters in theDKI Jakarta governor election in 2017. This was motivated by the low level of voter participation in 2007 and 2012 and the existence of SARA issues which led to the actions of Muslims. The theory used in this study is the Theory of Rush and Althoff where there are 3 methods of political socialization, namely imitation, instruction and motivation.The method in this study is a qualitative method. The results of this study are political socialization by the KPU Provinsi DKI Jakarta in forming smart voters carried out by imitation method, instruction and motivation.Imitation is done to the beginner voter by way of face-to-face socialization, election camp and choir competition. Instructions were made to the segment of people with disabilities by way of face-to-face and public debate socialization to the first 3 rounds. Motivation was carried out on segments of religious groups, womens groups, suburban groups and professional groups by way of face-to-face socialization, public debates to the first 3 rounds and second round public debates

Abstract

This paper examines the factors that led to the emergence of independent candidates for Election of Regent and Vice Regent of Garut in 2013. The number of candidates who register through independent channels reached 22 candidate pairs with diverse professional and organizational background, after verified 4 pairs of candidates contesting with 46 candidate pairs from political parties / coalitions of political parties. This independent candidate is present amid the political dynamics of Garut, which is always colored by political elite conflict and unusual change of regent due to corruption case and violation of ethics / legislation. By using qualitative approach with interview technique this paper discusses 3 factors that cause the emergence of individual candidate, that is First,  institutional factor of weak party party, Second, Factor of recruitment process of exclusive and centralized political party. Third is the circulation factor of local political elites, where individual candidates arise as the new middle class increases, dissatisfaction with public service and civil service, and the barrage of elite political conflicts that occur prior to the election of Garut Regent and Vice Regent of 2013.
